The IDF makes a brief incursion into n. Gaza in the morning to level lands and clear lines of sight along the border e. of Jabaliya r.c., firing on nearby residential areas to keep Palestinians indoors. In Dura and Ithna villages nr. Hebron, the IDF destroys 1 Palestinian home, part of 2 other homes, 9 agricultural pools and irrigation networks, 4 water tanks, and 5 wells, also confiscating 15 water pumps and other agricultural equipment. The IDF also patrols in 3 villages nr. Qalqilya and 1 nr. Jenin in the evening; conducts late-night arrest raids, house searches in Bethlehem and neighboring Dahaysha r.c. Washington Jewish Week reports that in the previous wk., Israel’s Jerusalem Magistrate’s Court rejected 2 lawsuits demanding the eviction of Palestinian families fr. their Silwan homes; the suits were brought by Eldad, an organization seeking to Judaize Jerusalem in part by settling Jews in the predominantly Palestinian neighborhood of Silwan, nr. the Haram al-Sharif/Temple Mount. At the close of 2 days of talks in Cairo, Fatah’s Abbas and Hamas’s Mishal agree that they will both sit on the comm. that will prepare for the next elections of the PLO’s parliament-in-exile, the Palestinian National Council (PNC), marking a major step toward Hamas joining the PLO. They also agree to form an interim unity government by the end of 1/2012 and to bring elected Hamas-affiliated legislators back into the PA’s parliament, the Palestinian Council (PC), in 2/2012. Reports indicate that Hamas is scaling back its presence in Syria because of violence there, but overall feels buoyed by the Arab Spring. Senior Hamas official Mahmud Zahar states that Hamas feels strengthened and validated by the popular support shown for Islamist parties in countries affected by the Arab Spring, suggesting that the new Tunisian model of power-sharing among Islamist and secular nationalist parties could be a model for the Palestinians. IDF spokesman Maj. Guy Inbar acknowledges that Israel plans to relocate some 2,000 Bedouin fr. 20 encampments in the hills e. of Jerusalem (in area C) to clear the way for the expansion of Ma’ale Adumim settlement into the E1 zone to link it with Jerusalem. Officially, the government says the relocation plans are part of its broader initiative to “provide the bedouin across the West Bank with sites where they can build legally with access to water, electricity, and government services.” Construction in the E1 zone and settlers’ preparations for expansion of Ma’ale Adumim into the area have been planned since 2009, but this marks the 1st admission that the government has started logistical planning to remove the Bedouin population fr. the area. Meanwhile, Israeli DM Ehud Barak approves establishment of a new 40-unit settlement neighborhood and farm nr. Efrat settlement to expand the Gush Etzion settlement block s. of Bethlehem; the new settlement, to be called Givat Hadagan, was approved for development in the 1990s, with plans to build 500 housing units. Israel closes the old wooden Mughrabi footbridge (deemed unsafe) used by non-Muslims to reach the Haram al-Sharif/Temple Mount; the PA and Waqf officials protest, saying Israel plans to build a larger permanent structure to assert its control over the site, which is holy to both Muslims and Jews. Also in East Jerusalem, the IDF demolishes a Palestinian home in Bayt Hanina. In the West Bank, the IDF conducts arrest raids, house searches in Qalqilya twice in the afternoon; conducts late-night arrest raids, house searches nr. Bethlehem and Jenin. Jewish settlers fr. Yitzhar settlement nr. Nablus vandalize nearby Palestinian homes and cars twice during the day, including throwing a Molotov cocktail at a home. Jewish settlers fr. Karnei Shomron nr. Israel’s new amb. to Egypt, Ya’akov Amitai, arrives in Cairo. Israel withdrew its former ambassador for safety reasons on 9/9/11, when Egyptian protesters ransacked the Israeli embassy (see QU in JPS 162). (WP 12/13)

With the completion of a section of the separation wall bordering Shu’fat r.c. in East Jerusalem, the IDF closes its Shu’fat checkpoint into Jerusalem and redirects traffic to a new modern checkpoint (begun in 2009 to serve as a future international crossing into Jerusalem). The move leaves more than 50,000 Palestinians living in Shu’fat r.c. and several surrounding Jerusalem suburbs (Ras Shihada, Ras Khamis, al-Salam, and part of ‘Anata) who hold Jerusalem IDs completely isolated fr. Jerusalem. In the West Bank, the IDF clashes with mourners taking part in the funeral for Palestinian activist Mustafa Tamimi (see 12/10), causing no serious injuries; conducts daytime patrols in 3 villages nr. Salfit, 2 nr. Qalqilya, and 1 nr. Jenin; conducts late-night arrest raids, house searches in and around Hebron, in Bethlehem, and in Tulkarm; conducts late-night patrols in 1 village nr. Qalqilya. The Israeli cabinet unanimously approves $160 m. for the next stage of construction of the security fence along the border with Egypt, expansion of detention centers, and increased policing of companies that hire illegal workers. Since 1/2006, nearly 50,000 illegal workers, mostly fr. Eritrea and Sudan, have entered Israel via the Sinai, raising concerns among Israelis that the mounting influx of illegal African workers could undermine Israel’s Jewish character. (NYT, WP 12/12)

Israel releases Hamas-affiliated Palestinian Council (PC) mbr. Ahmad ‘Attoun, discharging him at the Qalandia crossing and ordering him to Ramallah. Israel revoked ‘Attoun’s Jerusalem residency status in 9/2009 on the grounds that he was affiliated with a “terrorist organization” (i.e., Hamas) and warned him in 5/2010 to leave the city or face deportation to the West Bank (QU in JPS 157). He was arrested in East Jerusalem on 9/26/11, when he went to address a protest rally in Shaykh Jarrah, and was charged with “being illegally present in the city.” (MNA 12/6; PCHR 12/8)

Israeli municipal forces in East Jerusalem demolish a Palestinian home. IDF troops make a brief incursion into al-Shuja’iyya neighborhood in Gaza City, leveling land to clear lines of sight and exchanging gunfire with Palestinians, causing no injuries. Late in the evening the IDF carries out 2 air strikes at armed Palestinians preparing to fire rockets fr. Gaza City into Israel, the 1st killing 1 Islamic Jihad mbr. and wounding 2 in al-Shuja’iyya, and the 2d seriously wounding an unidentified armed Palestinian in al-Zaytun neighborhood. In the West Bank, the IDF patrols in 3 villages nr. Jenin during the day; conducts late-night arrest raids, house searches in Nablus and nearby Balata r.c., detaining around 12 PFLP mbrs. (including 1 senior mbr.) and 1 senior Hamas mbr. The IDF reports that 3 IDF soldiers have been arrested on suspicion of participating in “pricetag” attacks in the West Bank. Health officials in Gaza report that Gaza’s Central Drug Store is lacking 120 essential medicines and 140 essential medical supplies, including medicine for the anesthesia, cancer, hemophilia, and kidney dialysis (450 patients); the shortage is the result of poor coordination between the Min. of Health branches in Gaza and the West Bank (where no shortages are reported). Israel allows the 1st shipment of construction material for private rebuilding projects in Gaza, to be used to reconstruct 10 factories destroyed by the Israel Defense Forces (IDF) during Operation Cast Lead (OCL) in 2008– 9. In the West Bank, the IDF conducts late-night arrest raids, house searches in al-Azariyya outside Jerusalem, and nr. In s. Lebanon, a bomb explodes at a hotel in Tyre that is frequented by UN employees, causing damage but no injuries. Minutes later another bomb damages a liquor store in the city, causing no injuries. The UN says it does not believe its employees were targets. (NYT 11/17)

Retaliating for the 10/31 UNESCO vote, Netanyahu suspends the transfer of VAT taxes Israel collects on the PA’s behalf and orders accelerated construction of 2,000 settlement housing units in East Jerusalem’s Har Homa settlement and the nearby West Bank settlements Efrat and Ma’ale Adumim, calling it Israel’s “right and obligation” to build in Jerusalem. Meanwhile, Palestinian IP addresses and Palestinian phone networks in the West Bank and Gaza come under “multiple attacks” by computer hackers originating from many countries; the PA says the attacks appeared linked to the UNESCO vote and it believes they were “organized by a state” [i.e., Israel]. The IDF drops flyers over Khan Yunis warning residents to stay away fr. the 300-m. no-go zone. IDF troops manning the observation towers on the Israeli side of the Erez crossing fire warning shots at Palestinians and international activists marching toward the border to protest Israel’s imposition of a no-go zone; no casualties are reported. In the evening, unidentified Palestinians fire a rocket fr. Gaza into Israel, causing no damage or injuries. In the West Bank, the IDF conducts late-night arrest raids, house searches in ‘Ayn Bayt al-Ma’ r.c. nr. Nablus and nr. Jenin; conducts late-night patrols in Jenin. The Israeli Comm. against House Demolitions (ICHAD) submits a report to the UN special rapporteurs on Palestine that concludes that Israeli policies in East Jerusalem (e.g., restricting building permits, demolitions, revoking permanent residency status) are forcing Palestinians to flee in what may constitute a war crime. In the West Bank, the IDF rearrests senior Hamas official Hassan Yousef in Ramallah for having links to a “terrorist” organization; Yousef was 1st arrested in 2005, was released on 8/4/11 as part of a mass release to ease prison overcrowding. During the day, the IDF conducts intensive patrols in Jenin, Tulkarm, and 10 villages between the 2 cities, making no house raids or arrests. In the evening, the IDF reenters Jenin, searching a number of homes and arresting 1 teenager; patrols in 2 villages nr. Jericho, 2 nr. Ramallah, and 1 nr. Qalqilya. In East Jerusalem, Israeli forces raid and seal 3 offices of the al-Quds Development Association (see 10/23), accusing the group of having ties to Hamas and the PLFP; the association protests, noting that it is licensed to operate by the Israeli government. IDF troops on the n. Gaza border fire warning shots at Palestinians scavenging for construction materials in the former Erez industrial zone, forcing them to flee. In the West Bank, the IDF conducts early morning patrols in and around Tulkarm, midmorning patrols in 3 villages nr. Ramallah, afternoon patrols in Tulkarm town and r.c. (where stone-throwing Palestinians confront the troops, who respond with tear gas and percussion grenades, causing no injuries), and late-night patrols in al-Bireh, Salfit, and 2 villages nr. Jenin and Ramallah; conducts late-night arrest raids, house searches nr. Salfit. In East Jerusalem, Israeli forces raid the offices of the al-Quds Development Association in Dahiyat al-Barid, arresting the director and then raiding his home; later raid the al-Iman School in Bayt Hanina, arresting a teacher and then raiding his home. In Libya, rebel forces secure control of most of the country. The rebel-led Transitional National Council declares liberation and announces plans to form an interim government as Libyans celebrate nationwide. (WP 10/23, 10/24)

The IDF makes a brief incursion into n. Gaza nr. Bayt Lahiya, firing indiscriminately but causing no apparent damage or injuries. Israeli naval vessels fire on Palestinian fishing boats off the n. Gaza coast, forcing them to return to shore. In the West Bank, the IDF patrols in 3 villages w. of Ramallah in the evening. The IDF imposes a curfew on Kafr Haris village nr. Salfit and escorts 100s of Jewish settlers into the village to pray at a Jewish shrine; settlers vandalize Palestinian homes as they leave. In 2 separate incidents, the IDF prevents 10s of Jewish settlers protesting against the Palestinian statehood bid fr. entering Palestinian villages—Ya‘bad nr. Jenin and Asira Qibliyya nr. Nablus (see 9/19). In the Asira Qibliyya incident, settlers fr. Yitzhar clash with local Palestinians; the IDF intervenes, firing tear gas at the Palestinians, hitting a 14-yr.-old Palestinian in the back with a canister, moderately injuring him. Dozens of Palestinians march to the Qalandia crossing to Jerusalem, where they rally in support of the Palestinian statehood bid at the UN; they burn tires and throw stones and bottles at IDF soldiers, who reply with tear gas; a Palestinian teenager is hit in the head with a tear gas canister and moderately injured. Unidentified assailants attack and damage Egypt’s national gas pipeline to Israel for the 3d time in a month and the 5th time since unrest in Egypt erupted in 2/2011 (see 7/11). IDF troops on the n. Gaza border fire warning shots at Palestinian farmers working nr. the border fence, grazing 1. In the West Bank, the IDF conducts synchronized morning patrols in 4 villages nr. Jenin; patrols in 3 villages nr. Tulkarm, 2 nr. Salfit, and 1 each nr. Jericho and Ramallah; conducts late-night arrest raids, house searches nr. Hebron. As many as 150,000 Israelis in Tel Aviv, Haifa, Jerusalem, Beersheba, and 6 other cities protest the high cost of living, demanding economic reforms, “social justice,” and “a welfare state now.” In previous days, the Histadrut, Israel’s labor federation, said it strongly supports the demonstrations. Israel issues tenders for construction of 294 new settlement housing units in Beitar Ilit nr. Jerusalem and Karnei Shomron nr. Nablus (see 5/21). The IDF fires rubber-coated steel bullets, tear gas, and stun grenades at mourners attending a funeral in Bayt Umar, sparking stone-throwing clashes that leave 3 Palestinians injured; patrols in al-Til nr. Tulkarm, randomly stopping and searching Palestinian cars; conducts late-night patrols in Tulkarm and late-night arrest raids, house searches nr. Bethlehem and in Jenin. Jewish settlers fr. At EU urging, the Quartet convenes a senior-level mtg. in Washington to discuss issuing a statement on how to jumpstart the peace process, but because of sharp disagreements over a draft prepared by the U.S. in consultation with Israel, the members fail to issue a statement. Unidentified assailants attack Egypt’s natural gas pipeline to Israel and Jordan again (see 7/4). In the West Bank, the IDF demolishes a grocery store, sheep farm, and garage on land in al-Jib village nr. Jerusalem, strategically located between Givat Ze’ev and Givon settlements; declares a Palestinian olive grove in the Wadi Qana area nr. Salfit a closed military zone and uproots 600 trees; patrols in 3 villages nr. Ramallah, 2 nr. Salfit, and 1 nr. Jenin; conducts late-night arrest raids, house searches in and around Jenin town and r.c. and in Qalqilya. The World Zionist Organization’s settlement division (newly transferred to Netanyahu’s control; see 6/19) allocates 54,000 d. of agricultural land to 21 Jewish settlements in Jordan Valley, nearly doubling the total farmland under their control to 110,000 d.; it also increases water allocations to Jewish farmers in the Jordan Valley. The Knesset passes (47-38) into law a bill that would sanction individuals and organizations that call for a boycott of Israel or its settlements, denying them tax breaks and barring them from working for the government. The Knesset’s legal adviser warns, however, that the measure is “borderline illegal” since it strays into the right to free political expression. In Jerusalem, after Friday prayers, Palestinians at the al-Aqsa Mosque angry over Israeli actions at the site on 6/9/11 throw stones at nearby Israeli police, who enter the mosque courtyard and fire tear gas and stun grenades to disperse the demonstrators; no serious injuries are reported. In the West Bank, the IDF patrols in Qalqilya and 2 villages nr. Qalqilya and Ramallah during the day and in 4 villages nr. Jenin, Jericho, and Ramallah late at night. Palestinians (sometimes accompanied by Israeli and international activists) hold weekly nonviolent demonstrations against the separation wall, land confiscations, and settlement expansion in Bil‘in in, Ni‘lin, and Nabi Salih. IDF soldiers fire rubber-coated steel bullets, tear gas, and stun grenades at the protesters, causing no serious injuries; 3 Israeli activists are arrested. Jewish settlers set up a tent in al-Marj nr. Ramallah and open fire on local Palestinians, seriously wounding 1; the IDF removes the settlers. (WP 6/11; PCHR 6/16; OCHA 6/24)

The IDF raids ‘Azun twice during the day, searching several shops in the morning, then sending in undercover units late at night to raid another business, arresting 1 Palestinian; conducts daytime patrols in 4 villages nr. Qalqilya, 2 nr. Salfit, and 1 nr. each Ramallah and Tulkarm; conducts late-night patrols in Jericho and nr. Jenin and Salfit; and makes a late-night incursion into Jenin to arrest local Hamas leader Wasfi Qabaha, telling his family that they detained him because “he did not listen to their advice to stop his activities.” In Jerusalem, the IDF escorts a group of Jews into the al-Aqsa Mosque compound to pray. PA PM Salam Fayyad suffers a heart attack while visiting the U.S. for his son’s college graduation. He is given immediate catheterization to open a clogged artery and is discharged on 5/25 after 2 days of observation. (NYT, WP 5/24)

A Palestinian is killed and another is injured when a smuggling tunnel on Gaza’s Rafah border with Egypt collapses. In the West Bank, the IDF conducts synchronized patrols in 2 villages nr. Tulkarm in the morning; raids and searches a business in Silat al-Dahir nr. Jenin, without giving cause; conducts late-night patrols in Nabi Salih, firing tear gas and warning shots at stone-throwing youths who confront them, causing no serious injuries. Jewish settlers attempt to set up a new settlement outpost in Jerusalem’s E1 development area. (HA 5/23; PCHR 5/26; OCHA 5/27)

In the West Bank, the IDF patrols in and around Tulkarm and in 1 village nr. Jenin during the day; makes a late-night raid into Kafr Ra‘i village nr. Jenin, detaining 2 Palestinians and taking them to a military court in nearby Salem village to testify as witnesses in the case against another Palestinian; makes a late-night raid into Ramallah, searching a home and ordering the owner to appear for questioning. The IDF also fires tear gas, stun grenades at Palestinian, Israeli, and international activists staging a nonviolent march through Iraq Burin village nr. Nablus to nearby Brakha settlement to protest the settlers’ seizure of village lands to expand the settlement. The Israeli human rights group Peace Now reports that in late 4/2011, the Israeli DMin. approved construction of 294 settlement housing units in Beitar Ilit (south and west of Jerusalem), saying tenders for the construction should be issued soon. Through UN and Egyptian emissaries, Israel and Gaza’s factions agree to a new cease-fire ending 4 days of heavy violence. Before the agreement is announced in the evening, Palestinians fire around 20 rockets and mortars (including 1 Grad) fr. Gaza into Israel, causing no damage or injuries; Israel does not immediately respond; 1 rocket is fired after the announcement. In the West Bank, the IDF declares Awarta a closed military zone, then raids 10s of homes arresting 20 Palestinian youths and 3 women. The IDF patrols in Tulkarm and 2 neighboring villages, 3 villages nr. Qalqilya, and 3 nr. Ramallah. During a morning patrol in Zabbuba village nr. Jenin, IDF troops raid an Internet café in search of stonethrowing youths who confronted them, arresting 4 children age 11–17. Israeli interior M Eli Yishai, under pressure fr. Netanyahu, postpones a meeting of Jerusalem’s planning committee (set for later this wk.) until 5/5 (after Passover) to discuss building 980 settlement housing units in Jabal Abu-Ghunaym and 600 units in Pisgat Ze’ev. In Syria, after heavy clashes with protesters after Friday prayers on 4/8 and with mourners after funerals on 4/9, Pres. Bashar al-Asad deploys soldiers and tanks for the 1st time to surround and cut off towns where protests are being held. Instead of quelling protests, clashes continue and casualties slowly but steadily mount through the end of the quarter. Nationwide Friday protests (4/15, 4/22, 4/29, 5/6, and 5/12) steadily grow more massive (into the 10,000s) and the regime’s response more extreme. Shelling, sniper fire, and arrest raids became routine. In between Friday protests, Syrian forces raid areas where protests or funerals are the largest; Baniyas, Dara‘a, Homs, Latakia, and the Kurdish region remain frequent targets. Still, the various protests seem isolated, with little overarching organization. As of this date, human rights groups in Syria believe that at least 170 Syrians have died and some 800 have been detained since clashes began. The govt. has also expelled many media organizations and cut Internet and phone access to keep news of the clashes sparse. Israel’s Jerusalem planning comm. gives preliminary approval for 942 new settlement housing units in Gilo and the Israeli DMin. announces that it has finished new zoning plans for several West Bank Jewish settlements, retroactively legalizing construction already underway. The State Dept. expresses “deep concern,” stating that the “Israeli settlements [are] illegitimate” and “Israel’s actions run counter to efforts to resume direct negotiations.” Israel charges Gazan engineer Abu Sisi (see 3/10) with developing rockets for Hamas and establishing a “military academy” in Gaza to train Hamas commanders. Hamas and Abu Sisi deny the charges. In Jenin r.c., unidentified assailants fatally shoot Israeli actor Juliano Mer-Khamis (half Jewish and half Palestinian) who runs a theater troop for Palestinian children in the camp (see Quarterly Update for details). Meanwhile, the IDF patrols in ‘Ayn al-Sultan r.c. nr. Jericho in the morning and in 4 villages nr. Jenin and Qalqilya in the afternoon; conducts late-night arrest raids, house searches in Awarta (possibly in connection with the 3/11 Itamar murders). Jewish settlers fr. Taffuh settlement attempt to fence off a nearby plot of Palestinian land; the PA district liaison intervenes with the IDF, which removes the settlers but leaves the fencing marking off the land in place. In the West Bank, the IDF tears down Palestinian’s tents in Khirbat Tana, where the IDF demolished homes and other structures on 2/9/11 (see Quarterly Update and Settlement Monitor in JPS 159); conducts late-night arrest raids, house searches, and patrols in 6 villages nr. Qalqilya, as well as nr. Bethlehem and Jenin. More than 80 Palestinian nonprofit organizations from the West Bank, Jerusalem, and the Gaza Strip issued a statement calling on Fatah and Hamas to take practical steps toward ending their rift. After a week of violent clashes, the Libyan govt. has lost control of most of the eastern part of the country to armed antigovernment protesters. Israeli DM Ehud Barak resigns as head of the Labor party, taking 4 rightleaning party mbrs. with him to form a “new centrist independence faction” within Netanyahu’s governing coalition.
