In the West Bank, the IDF conducts house searches and arrest raids in Hebron in the afternoon, and in 1 village nr. Jenin at night; patrols in Jenin and Hebron in the morning, in Jenin in the afternoon, and in 1 village and al-Fawar r.c. nr. Hebron and in 1 village nr. Jenin at night. Anonymous Israeli officials tell AFP that the govt. will announce plans for new settlement construction next week, to coincide with the scheduled release of Palestinian prisoners on 12/29. In response, Palestinian chief negotiator Erakat warns against such a step, saying that the Palestinians are ready to seek membership in 63 international organizations, including the International Criminal Court. An anonymous senior EU diplomat tells Israeli television that “there will be very little understanding from the European governments” to any such announcement. (AFP, HA, JP 12/26)

In the Gaza Strip, IDF troops conduct a limited incursion nr. Jabaliya r.c. and level land close to the border zone, and also open fire on farmers, causing no injuries. In the West Bank, IDF troops kill 2 Palestinians in separate incidents at checkpoints; 1st, at Za’atra nr. Nablus, where a Palestinian shoots fireworks at soldiers and is shot dead, and 2d, at Container checkpoint nr. Bethlehem where Israeli soldiers say a Palestinian attempted to attack them. The IDF conducts house searches and arrest raids in 2 villages nr. Hebron at night; patrols in 1 village nr. Jenin in the morning, in 1 village each nr. Jenin and Tulkam in the afternoon, and in 2 villages and al-Fawar r.c. nr. Hebron at night. Jewish settlers vandalize Palestinian cars nr. Hebron. U.S. Secy. of State Kerry heads to Amman, Jordan, and holds talks with King Abdallah and FM Nasser Judeh, with the king praising the “trust” Kerry has among all sides in the Israeli-Palestinian peace process. At a joint press conference with Judeh, Kerry says that Israeli and Palestinians leaders had reaffirmed to him their commitment to negotiations. Later that day, Kerry holds another round of talks with Abbas, in Amman. In media interviews, he also reveals he will return the next day for another meeting with Netanyahu, an unplanned addition to the trip. In an interview broadcast on Israeli television, Kerry warns that without a peace deal, Israel could face a 3d intifada and “increasing isolation” and “delegitimization.” (AFP, AP, REU 11/7)

Swiss scientists say that tests show Yasir Arafat died with high levels of radioactive polonium in his body, but do not say that this was definitively the cause of death. Palestinian officials demand an international investigation into the “killing” of their former leader, according to PLO official Wassel Abu Yousef. (AFP, BBC, REU 11/7)

Diplomats from Iran and the P5+1 group begin talks in Geneva, coordinated by the EU’s Catherine Ashton, in an attempt to work out the details of a deal to end the dispute over Tehran’s nuclear program. (HA, REU 11/7)

An unnamed diplomat says that Jordan will replace Saudi Arabia on the UNSC for a 2-year term, after Riyadh rejects the position out of anger with the body’s inability to take what it deems appropriate action with regard to issues like Syria and Israeli-Palestinian relations. (AP 11/8)

Israeli PM Benjamin Netanyahu signs a coalition agreement with Tzipi Livni’s Hatnua party, under which Livni will become Justice Minister as well as heading the government’s negotiations team with the Palestinians. (HA, ToI 2/20)

Palestinians hold demonstrations in the West Bank, as an estimated 800 Palestinian prisoners declare a one-day fast in solidarity with long-term hunger striking prisoners being held as administrative detainees. Some 200 protesters clash with Israeli soldiers in the northern West Bank city, Hawara, causing no serious injuries. Meanwhile, UN Secy.- Gen. Ban Ki-moon expresses concern at the ongoing Palestinian hunger strike, saying that ‘‘those detained should be charged and face trial with judicial guarantees in accordance with international standards, or be promptly released. In the West Bank, the IDF patrols in 1 village each nr. Jenin and nr. Tulkarm in the morning, and in 1 village nr. Hebron in the afternoon; conducts house searches and arrest raids in Tulkarm, al-‘Arub r.c. nr. Hebron, 1 village nr. Hebron, Aida r.c. and al-Dheisha r.c. in Bethlehem at night. The Israeli navy arrests 2 Palestinian fishermen off the coast of the Gaza Strip, nr. Bayt Lahiya. The IDF also conducts 2 incursions into the Gaza Strip, nr. Jabaliya and nr. Head of the PA’s borders and crossing department Nathmi Muhanna announces that the European Union will fund expansion of the Kerem Shalom crossing into Gaza in order to increase its capacity to 500 truckloads per day (up from its current 300). Muhanna also says that Israel has informed his department of their intention to allow entry of new empty domestic gas cylinders into the Gaza Strip, as well as new fuel trucks, and the installation of a new phone and Internet line from Israel to the Gaza Strip. Meanwhile, Yousef Rizka, adviser to Hamas PM Ismail Haniyeh, says that the Egyptian authorities are flooding smuggling tunnels on the Rafah border with sewage water. (MNA 2/19)

Israeli security officials visit Cairo for the second time in a week to discuss the Gaza cease-fire with their Egyptian counterparts. An unnamed Hamas official says that the talks are focused on ‘‘humanitarian issues,’’ not politics. (MNA 2/19)

The Palestinian Central Elections Commission (CEC) announces that 155,000 people in the Gaza Strip (79% of eligible voters) have registered to vote in planned legislative elections, with 2 days remaining until the electoral roll closes. The CEC says that 76% of eligible West Bank voters are on the roll. The voter registration drive is the necessary step towards as yet unscheduled elections, should Fatah and Hamas agree on how to proceed and with several outstanding issues that could cause a delay. European Union foreign affairs chief Catherine Ashton issues a statement calling on Israel to improve conditions for Palestinian prisoners, noting ‘‘with concern’’ the case of 4 particular inmates on long-standing hunger strikes. (REU 2/16)

IDF soldiers provide medical assistance to 7 injured Syrian nationals they discover nr. the border fence in the occupied Golan Heights. The injured men reportedly are rebels fleeing fighting against forces loyal to Syrian pres. Bashar al-Asad. (HA 2/16)

Hizballah leader Hasan Nasrallah makes a speech from an undisclosed location stating that his group does not need support from Syria or Iran for any future battle against Israel. The comments are seen as a reference to claims that Israel’s 1/30 attack on Syria targeted a weapons convoy destined for Hizballah. (REU 2/16)

Iran’s Supreme Leader Ayatollah Ali Khamenei says that the country does not want to build nuclear arms but that if they did, no country could stop them. Khamenei also promises revenge on Israel for the death of Revolutionary Guards commander Hessam Khoshnevis, also called Hassan Shateri in some news accounts, who was killed in Syria close to the Lebanese border by rebel fighters that Tehran accuses of working to advance U.S. and Israeli interests. Likud-Yisrael Beiteinu begins talks with Yair Lapid’s Yesh Atid party over a possible coalition, with the latter expected to present a lengthy list of demands. (HA 3/2)

Chief PLO negotiator Saeb Erakat says that the PA will not return to negotiations until Israel stops settlement construction and releases Palestinian prisoners. He also says that there would be no EU initiative to resume peace talks without U.S. involvement. Meanwhile, PM Netanyahu’s aide Yitzhak Molho announces he will be stepping down from the Likud-Yisrael Beiteinu coalition negotiation team in order to remain as the PM’s special envoy for peace negotiations with the Palestinians. Israeli naval vessels open fire on Palestinian fishermen off the Gaza coast nr. al-Waha, causing no injuries. The IDF also opens fire on Palestinians collecting gravel close to the border fence in the n. Gaza Strip, causing no injuries. In the West Bank, Nablus governor Jibril al-Bakri says that the IDF has reopened several roads in Nablus that had been closed for 13 yrs. The IDF patrols in Jenin in the morning, in 1 village nr. Qalqilya and 1 village nr. Jenin in the afternoon, and in 2 villages nr. Ramallah, 1 village nr. Jericho, 3 villages nr. Salfit, and 1 village nr. Qalqilya at night; conducts house searches and arrest raids in Silwan neighborhood in occupied East Jerusalem and 1 village nr. Israeli DM Ehud Barak tells a security conference in Munich that Israel means what it says with regard to threats to take preemptive action against its enemies. The comment is taken as hint of admission that Israel was behind the air strike in Syria. U.S. officials now say that the attack targeted a weapons shipment bound for Lebanon but also caused collateral damage to a nearby research center, an explanation for the discrepancy between accounts of the target (see 1/30, 1/31). Meanwhile, UK newspaper the Sunday Times reports that Israel is considering establishing a 10-mi. buffer zone inside Syria to protect itself from rebels. (AP, JP, WP 2/3)

The EU missions in Jerusalem and Ramallah release a statement expressing deep concern over the number of Palestinians killed recently in the West Bank and Gaza Strip, and also the ongoing incursions by the IDF into West Bank Area A (under full PA control). UN humanitarian coordinator in the occupied Palestinian territories James W. Rawley says he is ‘‘seriously concerned’’ about Palestinian civilian casualties resulting from live fire by IDF soldiers. Saudi newspaper al-Sharq reports that in discussions with King Abdallah of Jordan, Hamas chief Khalid Mishal accepted the idea of a two-state solution, which would mark a significant change in official Hamas policy if reiterated publicly (claims subsequently denied (1/31) by Hamas officials. Previously, Hamas had expressed willingness to observe longterm truce with Israel, but not to recognize Israel’s right to exist as a Jewish state. (HA 1/30)

Anonymous U.S. officials say that Israeli warplanes conducted an air strike inside Syria targeting a convoy believed to be transporting anti-aircraft weaponry to Hizballah in Lebanon. The Syrian government claims that the planes struck a military research center. The Lebanese military say that Israeli warplanes have increased their activity over s. Lebanon in the past week, including at least 12 sorties in the previous 24 hours. (AP, NYT, REU 1/30)

Israeli DM Ehud Barak decides to close a gap in the separation fence between Jerusalem and Ma’ale Adumim settlement, putting Ma’ale Adumim outside the Separation Wall and preventing Palestinians from reaching area E1. (HA 1/21)

Palestinian protesters in Balata r.c. nr. Nablus set fire to tires and demonstrate against the PA’s detention of Fatahaffiliated gunmen who gave themselves up on 1/17. Requests by Palestinian Council (PC) deputies to visit the detainees have been ignored. (MNA 1/21)

Fatah official Azzam al-Ahmad announces that Hamas and Fatah will form a tripartite comm. with Egypt to implement national reconciliation. Meanwhile, an Egyptian security official confirms that an Egyptian delegation will soon visit the Gaza Strip to push forward the reconciliation efforts. (MNA 1/21)

The EU announces that Denmark and Holland agree to jointly contribute around €7.2 m. to the payment of 12/2012 salaries and pensions for more than 80,000 Palestinian civil servants and pensioners in the West Bank and the Gaza Strip. (WAFA 1/21)

The Israeli government issues tenders for 198 new settlement homes in Hebron and Efrata (Gush Etzion bloc). Meanwhile, the Jerusalem municipality approves the planned relocation of the National Defense College to the Mount of Olives. Also, Israeli NGO Peace Now says that approval for settlement plans jumped 300% in 2012, and that under Netanyahu’s premiership, 40% of construction starts in settlements were in settlements located outside of the so-called blocs that Israel intends to keep under a final-status agreement. In the Gaza Strip, the IDF fires warning shots at Palestinians scavenging for construction materials close to the border fence in the n. Gaza Strip, causing no injuries. In a separate incident, the IDF shells an open area 200 m from the border nr. Bureij, causing no injuries. In the West Bank, The IDF raids Aida r.c. in Bethlehem, opening fire on Palestinians with live ammunition, rubber-coated steel bullets, and tear-gas grenades, seriously wounding 1. The IDF says that Palestinian protesters threw stones and firebombs at the Separation Wall and Israeli forces. Palestinian news agencies report that the raid was in response to the Palestinians opening a hole in the bottom of the wall nr. Rachel’s Tomb. The IDF also demolishes sheep barns and sheds nr. Jericho; patrols in Tulkarm and 1 village each nr. Hebron, Jenin, and Jericho at night; conducts house searches and arrest raids in 1 village each nr. Hebron, Jenin, and Salfit at night. Meanwhile, an IDF investigation concludes that Israeli soldiers fired 80 bullets without justification when they mortally wounded a Palestinian man in al-Nabi Salih on 11/17 (he died on 11/19). Israeli security forces dismantle Palestinian protest camp Bab al-Shams in the E1 zone nr. Jerusalem, after the Supreme Court authorizes the government to dismantle the site. Protesters were removed on 1/12, but the tents had remained. Separately, the High Court of Justice orders the state to refrain from evicting Palestinians from 8 villages in the s. Dep. head of Hamas’s political bureau Musa Abu Marzuq says that the movement will not agree to dismantle the IQB as part of a prospective reconciliation deal with Fatah. He makes the comments in response to recent reports in al-Quds al-Arabi that Fatah is demanding Hamas dismantle its armed wing and integrate it into the PA security forces. (ToI 1/16)

The EU grants €100 m. to the PA and to UNRWA to provide essential services in the West Bank. Palestinian pres. Abbas announces that Saudi Arabia will give the struggling PA $100 m. to alleviate the PA’s financial crisis. (IMEMC, REU 1/16)
