Khan Yunis, causing damage to the site and a nearby UNRWA school. It is the 1st Israeli bombing in Gaza since the 8/26 cease-fire ended OPE. In the West Bank, Palestinians gather in Turmus ‘Ayya, Silwad, and Ofer detention center to protest the death of a senior PA official on 12/10, sparking clashes with IDF troops in which 9 Palestinians are injured with rubbercoated metal bullets and 2 are detained. In Silwad, Israeli soldiers deliberately fire at electricity transformers, causing a power outage. Also, IDF troops violently disperse Palestinian, Israeli, and international protesters at weekly demonstrations against Israel’s separation wall, settlements, and occupation nr. Qalqilya; patrols nr. Ramallah, Hebron, Jericho, Tulkarm, and Qalqilya. Meanwhile, dozens gather in Balata r.c. to celebrate the 47th anniversary of the PFLP. In East Jerusalem, nearly 60,000 Palestinians pray at Haram al-Sharif, then march through the streets of the Old City in protest of Israeli policies regarding the site. Later, Israeli forces conduct house searches and arrest raids in the Old City, al-Wad, Silwan, and al-Bustan. Clashes break out between Israeli police and stone-throwing Palestinians late at night in Wadi al-Juz, Anata, and Silwan. Police injure 3 Palestinians with rubber-coated metal bullets and arrest 5. In the West Bank, IDF troops violently disperse Palestinian, Israeli, and international protesters at weekly demonstrations against Israel’s separation wall, settlements, and occupation, as well as the recent death of a senior PA official on 12/10 nr. Ramallah, Nablus, Hebron, and 1 village nearby (Bayt Umar), and 1 village nr. Qalqilya (Kafr Qaddum). Two Palestinians are hit by tear gas canisters in Bil‘in and 7 are shot with rubbercoated metal bullets elsewhere. Meanwhile, a Palestinian man throws vinegar at a family of 5 Israeli settlers nr. Bethlehem, lightly injuring all of them. (The Israeli press 1st reported the story as an acid attack.) Another Israeli settler hits the Palestinian man with his car and shoots him in the leg, moderately injuring him. Shin Bet officers arrive soon after to detain the Palestinian man. The IDF then conducts a raid of his home. Separately, Palestinians throw stones at IDF troops on a patrol of Bayt Umar nr. Hebron, sparking clashes in which 3 Palestinians are injured with rubber-coated metal bullets. The IDF also patrols in the n. Jordan Valley, where they assault a Palestinian farmer and lightly injure him. IDF troops fire tear gas at dozens of Palestinians throwing stones at the soldiers; 1 Palestinian youth and 1 Israeli officer are injured. Israeli soldiers also conduct a raid s. of Bethlehem; patrol in Tulkarm. Following a march marking Hamas’s 27th anniversary, the IDF conducts late-night arrest raids nr. Hebron. In East Jerusalem, the Israeli police increase their patrols and deploy additional officers around Haram al-Sharif. The Israel Prison Service threatens to move the 70 Palestinian prisoners on hunger strike since 12/9 to criminal sections of their prisons, which would decrease their quality of life, if they continue their strike. (MNA 12/12)

U.S. Secy. of State Kerry phones Russian FM Sergey Lavrov and PA Pres. Abbas separately to discuss the French and Palestinian draft UNSC res. Kerry pressures Abbas not to end security coordination with Israel in response to the 12/10 death of senior PA official Ziad Abu Ein. Following the call, senior PLO and Fatah officials postpone their meeting to discuss a response until 12/14. (JP, MNA 12/13)

In the Gaza Strip, IDF troops on the border twice open fire on Palestinian homes, causing 1 injury. In 2 separate incidents off the coast nr. Rafah, Israeli naval forces open fire on Palestinian fishing boats, causing no injuries. In the West Bank, IDF troops arrest a Palestinian woman at the Tomb of the Patriarchs in Hebron after she refuses to undergo a security check. Nearby, Israeli soldiers patrol nr. al-Shuhada Street, sparking clashes with stone-throwing Palestinian youth; several Palestinians suffer from tear gas inhalation. Clashes break out in Tuqu‘ nr. Bethlehem when IDF troops raid the village and search several homes. The IDF also conducts arrest raids and house searches nr. Jenin, Nablus, and Ramallah; patrols nr. Hebron, Birzeit, Ramallah, Jericho, Tulkarm, and Qalqilya; arrests 2 Hamas mbrs. Ahead of the French Parliament’s 12/2 vote on Palestinian statehood, FM Fabius presents a new diplomatic proposal for restarting peace negotiations. The proposal includes a UNSC res., currently being drafted by French officials as an alternative to a Palestinian-drafted text, which will provide a framework and a 2-year deadline for talks. He says that France is prepared to host a new round of peace negotiations. (AFP, HA 11/28)

In Egypt, Egyptian security officials shoot and kill a Palestinian security officer as he drives into an ambush meant for another nr. Shaykh Zuwayd in the n. Sinai. (AP, MNA 11/28)

In the Gaza Strip, Israel Defense Forces (IDF) troops stationed nr. the border open fire on an unarmed 10-year-old Palestinian boy, critically injuring him. Later, the IDF arrests 3 Palestinians who cross the border fence into Israel nr. the Kerem Shalom crossing. In the West Bank, Palestinians gather nr. ‘Askar refugee camp (r.c.) to throw stones at Israeli military vehicles, sparking clashes with the IDF that leave 1 Palestinian injured. IDF troops deliver demolition orders to 5 Palestinian families n. of Qalqilya and temporarily seal all entrances to ‘Azun village e. of Qalqilya; patrol nr. Bethlehem and Hebron. Late in the evening, the IDF conducts arrest raids and house searches in Bil‘in, detaining mayor Basil Mansur, sparking clashes with stone-throwing local residents; conducts arrest raids nr. Hebron and Tulkarm. In East Jerusalem, 10s of Palestinian women refuse to submit their ID cards to Israeli security officers outside Haram al-Sharif, defying a new Israeli access restriction; Israeli security forces beat several of the women with rifle butts to disperse them. Meanwhile, Israeli security forces escort 30 right-wing Jewish activists into Haram al-Sharif. Separately, IDF troops conduct arrest raids and house searches in 3 other areas of East Jerusalem. At an Israeli cabinet meeting, Israeli PM Benjamin Netanyahu reiterates his pledge to maintain the status quo at Haram al-Sharif, meaning that he intends to respect Jordan’s custody of the area. In West Jerusalem, a Palestinian stabs a Jewish Israeli with a screwdriver, injuring him; Israeli police set up roadblocks around the area in effort to capture the assailant, but he escapes. Late at night, a Palestinian bus driver is found hanged in his bus in West Jerusalem. Israeli authorities allege suicide, but the man’s family believes that Israeli settlers killed him in retaliation for the earlier stabbing. U.S. Secy. of State John Kerry calls Palestinian Authority (PA) Pres. Mahmoud Abbas and tells him the U.S. will veto any UN Security Council (UNSC) res. on ending the Israeli occupation within 2 years. Abbas has been circulating such a res. since his speech at the UN General Assembly (UNGA) on 9/26/ 2014. (AP 11/18)

Israeli justice minister Tzipi Livni postpones until 11/23 a debate in her comm. over a new “nation-state” bill, which would enshrine Israel’s status as the national homeland of the Jewish people in the Basic Laws. Netanyahu says that he may sidestep the comm. debate and introduce the bill in the Israeli cabinet. (JTA, REU 11/16)

In the Gaza Strip, small explosive devices are detonated by unknown parties at the entrances of 15 Fatah mbrs.’ homes and under their cars, causing damage but no injuries. An additional blast occurs on a stage set up for a demonstration scheduled for 11/11 marking the commemoration of Yasir Arafat’s death (an event approved by Hamas authorities on 10/30). The attacks take place the day before a planned visit to Gaza by PM Rami Hamdallah, senior Fatah official Azzam al-Ahmad and Civil Affairs Minister Hussein al-Sheikhwe, but they cancel their trip as a result of the attacks. In the West Bank, the IDF conducts house searches and arrest raids in 1 village nr. Bethlehem; patrols in Hebron, 3 nearby villages, and Aida r.c. nr. Bethlehem. IDF troops violently disperse Palestinian, Israeli, and international protesters at weekly demonstrations against Israel’s separation wall, settlements, and occupation in 2 villages nr. Ramallah (Bil‘in and Nil‘in), and 1 village nr. Qalqilya (Kafr Qaddum). There are no serious injuries, except in Bil‘in, where 3 people are wounded by rubber-coated metal bullets. Israeli PM Netanyahu orders the demolition of homes belonging to the families of the Palestinians who hit Israelis with their cars in Jerusalem in recent weeks (see 10/22 and 11/5). (AFP 11/7)

In the West Bank, the IDF conducts house searches and arrest raids in Hebron at night; patrols in 1 village nr. Hebron in the morning, in Aida r.c. in Bethlehem in the afternoon. IDF troops violently disperse Palestinian, Israeli and international protesters at weekly demonstrations against Israel’s separation wall, settlements and occupation in 4 villages nr. Ramallah (Bil‘in, Nabi Salih, Nil‘in, and Wadi Fukin), 1 village nr. Bethlehem (al-Ma‘sara), and 1 village nr. Qalqilya (Kafr Qaddum). There are no serious injuries. PA Pres. Abbas addresses the UNGA, announcing that the PA, in coordination with the Group of Arab States at the UN, is working on a draft UNSC res. that will call for immediate recognition of Palestinian statehood and a specific timetable for the end of the Israeli occupation, with bilateral negotiations on key issues to be held over the course of that time. Several Palestinian officials later elaborate on the plan, saying that the exact timetable is not set, though it will be either 2 or 3 years. Abbas also uses unprecedentedly strong language to condemn Israel’s most recent assault on Gaza, calling it a “genocidal crime.” The U.S. and Israel are both critical of Abbas’s rhetoric and his proposals. After a week of negotiations, reps. of Iran and the P5+1 group conclude this round of talks in New York. They do not make any significant agreements or compromises ahead of the 11/24 deadline, with the key sticking points being Iran’s uranium enrichment capacity and the pace at which the U.S. will lift its sanctions. French Pres. Hollande meets with PA Pres. Abbas in Paris to discuss Abbas’s plans to go to the UN and ICC. In a joint press conference, Hollande says that a “solution to the conflict” between the Israelis and Palestinians will be put to the UNSC. (AFP, HA 9/19)

Reps. of Iran and the P5+1 group meet in New York for talks on Iran’s disputed nuclear program, with just weeks to go until the 11/24 deadline for a deal over Iran’s nuclear program to be reached. It is the 1st round of talks since the 7/20 deadline was extended. Participants suggest that the parties are close, but with difficult final issues still to resolve. Meanwhile, the IAEA reports that Iran is continuing to take action in compliance with the interim agreement. (AFP, AP, REU 9/19)

The IDF continues its aerial assault on the Gaza Strip with strikes on 46 targets, killing 5 Palestinians and injuring dozens more. The armed Palestinian groups launch approximately 130 projectiles into Israel, killing 1 Israeli child nr. Sderot, wounding 8, and causing damage across s. Israel. (One of the wounded Israelis, an IDF sgt., will succumb to his injuries on 8/29.) Meanwhile, Hamas executes 18 suspected collaborators with Israel, as the group’s crackdown on informants continues. PA Pres. Abbas’s office denounces the execution, calling it “extrajudicial.” In the West Bank, IDF troops shoot and wound a Palestinian as they violently disperse Palestinians protesting OPE in Bethlehem. Additional clashes break out at demonstrations across the West Bank, including Qalandia, Ofer prison, Jalazun r.c., and Bayt Furik, where 10 Palestinians are injured. IDF troops conduct house searches and raid in Qalqilya, 1 village nr. Qalqilya, 2 nr. Hebron, 2 nr. Ramallah, and 1 nr. Dura, arresting 3, including a mbr. of the Palestinian Legislative Council. For a 2d day of talks, PA Pres. Abbas meets with Qatari emir Bin Hamad al-Thani and Hamas leader Mishal to discuss the continued Israeli assault and possible future cease-fire negotiations. The 2 Palestinian leaders make a statement calling on the UN to create a “timetable” for an end to the Israeli occupation. (MEMO, Yahoo! 8/22; AFP, HA, MNA 8/23)

Following the death of the Israeli boy early in the day, PM Netanyahu says that “Hamas will pay a heavy price” and that the “IDF and the Shin Bet will intensify their operations.” (HA 8/23)

The IDF continues its assault on the Gaza Strip by land, sea, and air, killing 66 Palestinians. Armed Palestinian groups fire more than 80 rockets into Israel, with 16 intercepted by Iron Dome batteries. Palestinian fighters kill 2 Israeli soldiers in Gaza. Across the West Bank, there are large demonstrations against the attack on Gaza in Bethlehem, Jenin, Nablus, Ramallah, Salfit, Tulkarm, and other locations. IDF troops kill 7 Palestinians as clashes break out during the protests. In one of the clashes, at Hawara checkpoint, an Israeli settler kills a Palestinian, bringing the day’s total to 8. In addition, IDF troops violently disperse Palestinian, Israeli, and international protesters at weekly demonstrations against Israel’s separation wall, settlements, and occupation in 3 villages nr. Ramallah (Bil‘in, Nabi Salih, and Ni‘lin), and 1 village nr. Qalqilya (Kafr Qaddum). There are no serious injuries, except in Bil‘in, where 1 is injured by a bullet, and Ni‘lin, where 2 are injured by bullets. In addition, Jewish settlers attack 2 Palestinians in Bayt Hanina, seriously injuring 1. In East Jerusalem, Israeli security forces clash with Palestinians after worshippers under the age of 50 are banned from entering Haram al-Sharif, injuring around 40. Meanwhile, in the early afternoon the Israeli cabinet rejects a draft of cease-fire principles proposed by U.S. Secy. of State Kerry, which he based partly on consultations with reps. of Qatar and Turkey. A senior Israeli official reportedly later described the proposal as a “strategic terrorist attack.” Later, Secy. Kerry meets with the UN’s Ban and Arab League Secy.-Gen. al-‘Arabi to discuss the latest developments in Gaza. Kerry also meets with Egyptian FM Shoukri. (AFP, AP, HA, JP, JP 7/25; HA 7/28)

In the evening, the UN, U.S., Egypt, and the Arab League call for an extendable 12-hour humanitarian cease-fire. PM Netanyahu tells Secy. of State Kerry that Israel will observe the humanitarian pause the following day, but the IDF will continue working to locate “terror tunnels.” Hamas spokesperson Abu Zuhri says that al-Qassam Brigades and other factions will observe the humanitarian pause. In the Gaza Strip, Palestinians fire 6 rockets and 2 mortar shells into s. Israel, causing no damage or injuries. Two of the rockets are intercepted by Iron Dome batteries. In addition, an explosive device detonates nr. IDF troops adjacent to the border fence, causing minor damage but no injuries. An IDF drone strikes a car nr. Shati’ r.c., killing 2 senior mbrs. of the PRC and injuring 1. The IDF conducts air strikes on 3 other targets across the Gaza Strip, causing no injuries. Also, IDF troops fire tank shells toward Khuza village close to the border fence, injuring 8. In a separate incident, IDF troops shell agricultural lands close to the border fence nr. Khan Yunis, causing no injuries. In the West Bank, IDF troops shoot and wound 3 Palestinians during clashes with residents outside Balata r.c. nr. Nablus. Meanwhile, during an arrest raid in Bethlehem, IDF troops shoot and wound 1 Palestinian in Dahaysha r.c. The IDF conducts house searches and arrest raids in 1 village nr. In the Gaza Strip, IDF troops open fire on Palestinian farmers close to the border fence nr. Khan Yunis, causing no injuries. Off the coast nr. al-Sudaniyya, Israeli naval vessels open fire on Palestinian fishermen, injuring 1. In the West Bank, a Palestinian man is arrested at Tapuach Junction nr. Nablus while wearing an explosive belt. Reports in the Israeli media suggest the individual was acting alone. The IDF conducts house searches and arrest raids in 1 village nr. Jenin in the morning, and in 1 village each nr. Hebron and Tulkarm at night; patrols in 1 village nr. Ramallah in the afternoon, and in 3 villages each nr. Hebron and Ramallah at night. U.S. State Dept. spokesperson Jen Psaki says that the U.S. has not invited PA PM Hamdallah to Washington, contrary to a claim made by senior Fatah official al-Ahmad. Al-Ahmad reportedly says also that the Obama administration plans to recognize the new PA unity govt., but Psaki denies the comments. Meanwhile in Gaza, Hamas PM Ismail Haniyeh says that the final disputes about the formation of the unity cabinet are “under control” and there is “no turning back.” (JP, MNA 5/30; JP 5/31)

In the West Bank, IDF soldiers open fire on demonstrators in Hebron, wounding 2 with rubber-coated metal bullets, including a 14-year-old child who was blinded as a result. The IDF conducts house searches and arrest raids in Aida refugee camp (r.c.), Dahaysha r.c., and 1 village nr. Bethlehem at night; patrols in Qalqilya and 1 village nr. Hebron in the afternoon, and in 3 villages nr. Jericho, 2 villages nr. Ramallah, and 1 village nr. Hebron at night. Israeli settlers destroy 58 trees nr. Bethlehem. Meanwhile, IDF troops demolish an unauthorized structure in the Jewish settlement outpost Givat Assaf nr. Beit El. Talks between reps. of Iran and the P5+1 powers in Vienna end with no results. Senior Iranian nuclear negotiator Iran’s and Dep. FM Abbas Araghchi says that the meeting made “no progress.” An unnamed U.S. official claims there was “great difficulty” in moving toward a consensus, and reports “significant” differences in positions.
