Reps. of the major Palestinian political parties meet in Gaza and discuss a 5-point initiative jointly presented by the PFLP and Islamic Jihad to kick-start the national reconciliation process. Meanwhile, 1,000s of supporters of Mohammad Dahlan, the exiled former PA and Fatah official, gather in a Hamas-approved demonstration as a corruption trial against him opens in the West Bank. Pres. Later in the evening, clashes break out in Shu‘fat r.c. Seventeen Israelis attack a Palestinian taxi driver in the Bnei Brak neighborhood after 2 of them accuse the driver of trying to run them over. Israeli forces raid several homes and stores in al-Bustan, and they issue fines for violations of construction laws. Dozens of Israelis carrying Israeli flags and chanting “death to Arabs” gather in the Old City and demand that the Israeli govt. open Haram al-Sharif. Israeli PM Netanyahu delivers a televised statement and says that the military is “in the middle of a complex operation” in the search for the missing teens. Netanyahu also calls PA Pres. Abbas and tells him he expects help in ensuring the safe return of the youth, their 1st telephone conversation in almost a year. Subsequently, Abbas releases a statement condemning the kidnapping as well as the Israeli crackdown that has followed. Talks between reps. of Iran and the P5+1 powers on the disputed Iranian nuclear program resume in Vienna, with discussions scheduled to last until 6/20. Former Israeli PM Olmert is sentenced to 6 years in jail for taking bribes in a real estate deal during his time as mayor of Jerusalem. (Olmert was convicted on 3/31.) The sentence is widely perceived to end his prospects for a political comeback. (REU 5/13)

Lakhdar Brahimi resigns as the UN and Arab League peace envoy for Syria, saying that “because of divisions we have not been able to make any progress in the course of 3 years.” UN Secy.-Gen. Ban Ki-moon accepts the resignation “with great regret.” (AFP 5/13)

In the Gaza Strip, an Egyptian-brokered truce between Israel and Islamic Jihad is secured. A leader of the Palestinian group, Khaled al-Batsh, writes on Facebook that “intensive Egyptian contacts and efforts” mean a restoration of “the agreement for calm . . . in accordance with understandings reached [on 11/21/12] in Cairo,” a reference to the end of Operation Pillar of Defense. Hamas Dep. FM Ghazi Hamad says that Egypt deliberately ignored the govt. in Gaza and communicated directly with Islamic Jihad, a claim corroborated by an anonymous Egyptian security official. Following the cease-fire, the Popular Resistance Cmte. (PRC) fires 8 rockets into s. Israel, causing no damage or injuries. In response, the Israeli air force conducts air strikes against 4 sites in Rafah and Jabaliya, targeting a PRC training camp and Izzeddin alQassam Brigades sites, causing damage but no injuries, except in Rafah, where 3 civilians are injured. Pres. Obama holds a summit with Jordan’s King Abdallah in Palm Springs, California, where the 2 discuss the ongoing IsraeliPalestinian negotiations, Syria, and other regional issues. Obama pledges $1 billion in loan guarantees for Amman, and renews a 5-year aid package. In Jordan, a protest takes place to call for Abdallah to revoke the peace treaty with Israel, with around 1,200 demonstrators affiliated with the local Muslim Brotherhood participating. The spokesperson for the Syrian opposition, Louay al-Safi, says that the second round of peace talks in Switzerland have reached a dead end, after a day of separate meetings between UN-Arab League joint special envoy Brahimi and the 2 sides. In the West Bank, the IDF opens fire on a crowd of a few hundred Palestinian demonstrators outside Jalazun r.c., wounding 14 with live ammunition and 4 with rubber-coated metal bullets. The protest is a response to the killing of a camp resident on 1/29. In addition, Palestinians clash with Israeli forces nr. Ramallah outside Silwad village, with 1 Palestinian wounded by live ammunition. IDF troops detain 2 Palestinians who they say went to the entrance of Nahlilel settlement and set off fireworks. UN Secy.-Gen. Ban Ki-moon says that he invited Iran to the Syria peace talks in Switzerland and held discussions with Iranian FM Zarif about the constructive role the country could play. In response, the U.S. says the invitation should be withdrawn unless Tehran states its support for the 2012 agreement establishing a Syrian transition govt. (i.e., the 6/30/12 Geneva Communiqué). In the West Bank, Palestinians and Israeli forces clash in Bethlehem, a spillover from weeks-long confrontations in Aida r.c. Stone-throwers are confronted by tear gas, but no serious injuries occur. The IDF conducts house searches and arrest raids in 1 village nr. Qalqilya in the afternoon, and in Hebron and 3 nearby villages, and in Bethlehem at night; patrols in 2 villages nr. Qalqilya in the afternoon, and in al-‘Arub r.c. at night. IDF troops violently disperse Palestinian, Israeli, and international protesters at weekly demonstrations against Israel’s separation wall, settlements and occupation in 3 villages nr. Ramallah (Bil‘in, Nabi Salih, and Ni‘lin), 1 village nr. Qalqilya (Kafr Qaddum), and 1 village nr. Bethlehem (al-Ma‘sara). There are no serious injuries, except in Bil‘in (5 wounded by bullets, including 1 international), Nabi Salih (2 wounded by bullets) and Kafr Qaddum (1 struck by tear gas canister). In East Jerusalem, the IDF shoots and wounds 2 Palestinians in clashes with protesters in al-‘Izzariya that begin when local youth try to break a hole in the separation wall.
