Small-scale violent incidents continue as IDF troops shoot and kill a Palestinian e. of Jerusalem after he stabs and critically injures an Israeli soldier. The IDF arrests a 2d Palestinian at the scene of the incident and closes a nearby checkpoint, sparking clashes with Palestinian youths in the area; there are no serious injuries. IDF troopsshoot and injure a Palestinian youth nr. Nablus overnight, later alleging that he was trying to sneak into a settlement with a knife. After the incident, Israeli forces set up mobile checkpoints at the entrances to 2 nearby villages. A Palestinian driver rams an Israeli border security officer at a checkpoint nr. Ramallah, causing light injuries. Later, IDF troops shoot and injure another Palestinian driver outside the Gush Etzion settlement bloc nr. Hebron after he rams a group of Israeli soldiers, injuring 5. Israeli forces shoot and kill a Jewish Israeli nr. the Old City of East Jerusalem late at night after he attempts to take a soldier’s weapon and they mistake him for a “Palestinian attacker,” according to the police. The Israeli crackdown continues as well. Israeli forces obstruct the entrance to Ni‘lin village nr. Ramallah with cement blocks for the 2d day in a row; assault and detain a Palestinian youth at a checkpoint nr. Bethlehem. Throughout the day, IDF troops clash with and violently disperse Palestinian protesters along the border with Gaza, in c. Hebron, nr. Ramallah, and 1 neighborhood in East Jerusalem; 1 Palestinian dies of tear gas inhalation and 4 are injured. The IDF conducts late-night raids and house searches across East Jerusalem and the West Bank, arresting 58 Palestinians. Israeli settlers throw stones at Palestinian vehicles at the entrance of a village nr. Nablus. In East Jerusalem, Israeli forces set up a new checkpoint between al-Tur and Wadi al-Juz and they remove checkpoints in Wadi al-Juz and Shaykh Jarrah; demolish a livestock farm in Jabal Mukabir. Violence escalates in the West Bank as settlers and Israeli forces continue retaliating against Palestinians in the wake of the 10/1 killing of 2 settlers. Israeli settlers protest on a main road outside Nablus, and the IDF disperses the ensuing clashes with stonethrowing Palestinian youths. Meanwhile, settlers set fire to dozens of olive trees and Palestinian agricultural land nr. Nablus, and throw stones at drivers nr. Salfit, injuring 3 Palestinian medics. Late at night, IDF troops conduct raids in and around Nablus searching for the perpetrators of the killing; they arrest 10 Palestinians and deliver a demolition notice to the home of a suspect. Clashes erupt with stone-throwers, and the IDF injures 11 youths with live ammunition. Elsewhere in the West Bank, IDF troops violently disperse Palestinian, Israeli, and international protesters at demonstrations against the Israeli occupation and recent access restrictions at Haram al-Sharif in 6 areas nr. Ramallah (Bil‘in, Ni‘lin, Nabi Salih, Silwad, Jalazun r.c., and Budrus), Kafr Qaddum nr. Qalqilya, and 2 areas nr. Hebron; 6 Palestinians are injured, including 1 journalist. Israeli forces arrest 6 Palestinians in connection with clashes between Palestinian youths and Israeli settlers the day before in a village outside Bethlehem. IDF troops clash with Palestinian stonethrowers during patrols in and around Hebron, and outside Nablus Palestinian youths throw stones at 2 Israeli settlers, causing light injuries. Violence also continues in East Jerusalem, with the Israeli authorities continuing to enforce the restrictions on access at Haram al-Sharif that were announced on 9/27 for the Jewish holiday Sukkoth. Israeli forces temporarily seal the entrances to Issawiyya and shoot stun grenades at residents who approach their mobile checkpoints, sparking intermittent clashes; 1 Palestinian is seriously injured. Palestinian youths throw stones at Israeli border police in the Old City, causing minor injuries. On Gaza’s s. border, Israeli forces arrest 7 Palestinians attempting to cross into Israel for work. In Gaza, an IQB fighter dies in a tunnel collapse and 2 others are injured. Israeli forces conduct a limited incursion e. of Shuja‘iya, searching the area for undisclosed reasons; level land e. of Jabaliya nr. the border fence. In the West Bank, IDF troops violently disperse Palestinian, Israeli, and international protesters at demonstrations commemorating the 48th anniversary of the 1967 war in 6 areas nr. Ramallah (Bil‘in, Ni‘lin, Nabi Salih, Silwad, Jalazun r.c., and outside Ofer Prison), and Kafr Qaddum nr. Qalqilya; 6 are seriously injured with live ammunition. The IDF patrols in ‘Ayn al-Sultan r.c. and 1 village nr. Jericho, 3 villages nr. Ramallah, 2 nr. Hebron, and 1 nr. Jenin. In East Jerusalem, dozens of Palestinian and international activists gather at Haram al-Sharif and in Shaykh Jarrah to commemorate the anniversary of the 1967 war and support Palestinian prisoner Khader Adnan’s hunger strike (since 5/5) and other hunger-striking prisoners; 1 Palestinian and 2 internationals are arrested. For the 1st time since 2007, Israeli authorities grant 90 Palestinian businessmen in Gaza “BMG” permits to enter Israel and stay for up to 6 mos. Israel had previously only granted “BMC” permits, which allow Gazans to stay in Israel for a few days. (MNA, YA 6/5; HA 6/7)

Reps. of the Middle East Quartet meet at the Russian Mission to the UN in Geneva and discuss reviving negotiations between Israel and the Palestinians, according to a statement released after the meeting. (SI 6/6)

IDF troops on the Gaza border e. of Khan Yunis fire on a group of Palestinians approaching the border fence, causing 3 to suffer from tear gas inhalation. Separately, IDF troops stationed e. of Rafah open fire on agricultural lands nr. the border fence, causing damage. In 2 incidents off the coast nr. Jabaliya, Israeli naval forces open fire on Palestinian fishing boats, causing no damage or injuries. In the West Bank, IDF troops violently disperse Palestinian, Israeli, and international protesters at demonstrations to commemorate Land Day, upcoming on 3/30, and protest Israel’s occupation in 6 areas nr. Ramallah (Bil‘in, Ni‘lin, Nabi Salih, Silwad, outside Ofer Prison, and Jalazun r.c.), and Kafr Qaddum nr. Qalqilya; 10 Palestinians are moderately injured. The Israeli soldiers also cut off a main waterline into Kafr Qaddum, denying the village water for several hours. IDF troops also violently disperse Palestinian and international activists gathering in Abu Dis at the site of the “Gate of Jerusalem” protest tent camp. The Israeli PM’s office announces that it is unfreezing tax revenue transfers to the PA that it has held as a punitive response to the Palestinian accession to the ICC since 1/2015. A statement announcing the move says that the total will be reduced by an undisclosed amount to pay portions of the PA’s debts to Israeli utility providers, such as the IEC. The PA FM criticizes the announced deductions, saying in a statement that they are “an unjustified and illegal procedure that could cause complications.” (AP, HA, JP, NYT, TOI 3/27; AFP, WAFA 3/28; JP 3/29)

French FM Fabius announces that, now that the 3/17 Israeli election has passed, he plans to explore the prospect of introducing another United Nations Security Council (UNSC) res. laying out parameters for a new round of Israeli-Palestinian peace negotiations. Meanwhile, an EU spokesperson announces that Hamas will remain a designated terrorist organization pending a decision on an appeal of the General Court’s 12/17/2014 removal of Hamas from the list. Similarly, the Holy Land Foundation for Relief and Development, which the U.S. claims funneled money to Hamas, has been removed from the list since it was last published in 7/2014. The PA unity govt. delegation led by PM Hamdallah meets with Fatah and Hamas officials in the Gaza Strip, concluding its 3-day trip. (MNA 3/26) The Egyptian attorney, Samir Sabri, who filed the original motion to designate Hamas a terrorist organization in Egypt withdraws his case, saying he hopes to remove “obstacles which Egypt’s political leadership might face in serving its role in the Palestinian reconciliation.” The Court of Urgent Matters, which designated Hamas a terrorist organization 2/28, is expected to reconsider its initial ruling, though it was only in part based on Sabri’s motion. The 28th regular session of the UNHRC concludes today after a mo. of meetings, with the council having agreed on 3 res. on the Palestinians. They reaffirm the Palestinians’ right to self-determination, confirm Palestinian rights to sovereignty over their natural resources, and condemn ongoing settlement growth in the West Bank and East Jerusalem. PA Pres. Abbas arrives in Sharm al-Shaykh, Egypt, to participate in an Arab League summit on 3/28 and 3/29. Ahead of the summit, the Arab League agrees to send a delegation to Washington to lobby the U.S. Congress and promote the Arab Peace Initiative. (WAFA 2/25; MNA 3/27; HA 3/28)

In 2 separate incidents in the Gaza Strip, IDF troops e. of Khan Yunis and along the n. border open fire with live ammunition on Palestinian farmers working nr. the fence, causing no injuries. In the West Bank, Israeli authorities release 14-year-old Palestinian Malak al-Khatib from prison after arresting her on 12/31 for throwing stones and possessing a knife, the latter being a charge added after the arrest. The IDF violently disperses Palestinian, Israeli, and international protesters at demonstrations against Israel’s separation wall, settlements, and occupation in 5 areas nr. Ramallah (Jalazun r.c., Silwad, Bil‘in, Nabi Salih, and Ni‘lin), and 1 village nr. Qalqilya (Kafr Qaddum); 1 Palestinian is seriously injured with live ammunition in Kafr Qaddum and 1 is arrested in Bil‘in. The IDF also patrols nr. Qalqilya, Jericho, and Ramallah. On a visit to Luxembourg, PA Pres. Abbas says that he will be forced to “take harsh steps” if Israel does not unfreeze the transfers of tax revenues collected on behalf of the PA for the last 2 mos., denying the PA over $200 m. (MNA, WAFA 2/14)

In the Gaza Strip, unknown assailants destroy the car of a senior Hamas official with explosives in Nussayrat r.c. Off the coast nr. Bayt Lahiya, Israeli naval forces open fire on Palestinian fishing boats, causing no damage or injuries. In the West Bank, after Palestinian and international activists rebuild the “Gate of Jerusalem” tent camp in Abu Dis, Israeli forces return to the area and deliver a 24-hour eviction notice. Hours later, they demolish and evacuate the camp for a 3d time. IDF troops violently disperse Palestinian, Israeli, and international protesters at demonstrations against Israel’s separation wall, settlements, and occupation in Jalazun r.c. and 4 villages nr. Ramallah (Bil‘in, Nabi Salih, Silwad, and Ni‘lin), and 1 village nr. Qalqilya (Kafr Qaddum), injuring 3 Palestinians with rubber-coated metal bullets and 1 with a tear gas canister. Israeli PM Netanyahu orders the implementation of a plan that will include the destruction of around 400 Palestinian-owned and EU-funded structures in the West Bank. The order follows the 2/5 publication of a report in the Daily Mail on EU funding of Palestinian projects that do not have the correct licenses under Israeli law. (DM 2/5; TOI 2/6; WAFA 2/8)

On the sidelines of a security conference in Munich, reps. of the P5+1 and Iran discuss Iran’s disputed nuclear program ahead of their end of 3/2015 political accord deadline. U.S. Secy. of State Kerry and Iranian FM Zarif also meet to discuss how sanctions would be lifted under a possible deal and how many centrifuges Iran would be permitted to keep operational. Acting pres. of the UN Human Rights Council (UNHRC) Joachim Rücker receives a letter of complaint from Israel’s permanent rep. to the UN in Geneva Eviatar Manor, alerting him to the previously unreported fact that the head of the UNHRC’s 3-mbr. commission currently investigating possible war crimes committed during OPE, William Schabas, was paid $1,300 for a consulting job with the PLO in 2012. Late at night, unknown persons vandalize the French Cultural Center, leaving slogans criticizing French satirical magazine Charlie Hebdo’s recent publication of a cartoon featuring a likeness of the Prophet Muhammad. Also, the Gaza power plant resumes operation of a 3d turbine (out of 4 total), following the receipt of aid from the Qatari govt. for additional fuel. Daily scheduled power outages in Gaza decrease from 18 to 12 hours. Meanwhile, the UN Special Rapporteur on Violence against Women Rashida Manjoo cancels her fact-finding mission to the oPt because Israeli authorities refused to give her a visa. Speaking at a joint press conference, U.S. Pres. Obama affirms that he will veto any new sanctions legislation that the new Republicanled Congress may pass, and UK PM David Cameron criticizes the sanctions proposals. Meanwhile, U.S. Secy. of State Kerry meets with Iranian FM Zarif in Paris and discusses the negotiations over Iran’s disputed nuclear program, as U.S. and Iranian officials meet in Geneva for bilateral talks. In the Gaza Strip, flooding caused by winter storm Huda forces 100s more Palestinians to leave their homes. A Palestinian infant, whose family’s home was partially destroyed during OPE, dies from the cold weather in Khan Yunis. In the West Bank, the IDF conducts a raid on a home in c. Hebron and arrests a Palestinian suspected of throwing stones at soldiers; patrols in a village nr. Jericho. IDF troops violently disperse Palestinian, Israeli, and international protesters at weekly demonstrations against Israel’s separation wall, settlements, and occupation in 2 villages nr. Ramallah (Bil‘in and Ni‘lin), and 1 village nr. Qalqilya (Kafr Qaddum). There are no serious injuries. Meanwhile, Israeli settlers chop down 345 olive trees in several locations s. of Hebron late at night.
