IDF troops shoot and kill a Palestinian outside Bayt Umar nr. Hebron after he and other youths throw stones at soldiers as they patrol the area. One Israeli soldier is lightly injured, according to the IDF. Palestinian medical personnel say that the youth was shot in the back. An internal IDF memo will leak to the press next week claiming that the Israeli soldiers responsible for the killing had not followed official guidelines during the incident, and that it could have been avoided if they had. Early in the morning, more than 1,000 right-wing Jewish activists visit Joseph’s Tomb outside Nablus, sparking clashes between their IDF escort and stone-throwing Palestinians in the area; 1 Palestinian is injured. IDF troops also conduct late-night raids and house searches nr. Hebron, Jenin, Ramallah, and Bethlehem, arresting 4 Palestinians and assaulting 1; and patrol during the day nr. Hebron. Israeli police shoot and kill a Palestinian in Sheikh Jarrah, East Jerusalem, after he injures 6 Israelis in a drive-by shooting nr. an Israeli police headquarters (2 succumb to their injuries later in the day). The Palestinian was reportedly supposed to turn himself into the Israeli authorities today to begin serving a 4-mo. sentence for attacking a police officer in 2013. Israeli forces later conduct a series of raids in Silwan and al-Ram, interrogate the attacker’s family, and spark clashes with stone-throwing Palestinians; 7 Palestinians are detained, and 1 Associated Press photographer and 2 Israeli soldiers are injured (1 seriously). Israeli troops return to al-Ram late at night, arrest the attacker’s teenage daughter, and threaten punitive demolition of the attacker’s home. PA pres. Abbas addresses the UNGA in New York City and pledges to present the UN Security Council (UNSC) with a res. condemning Israel’s settlements in the West Bank. Israeli PM Netanyahu also addresses the UNGA in New York, reaffirming his pledge to resist any UN attempt to dictate the terms of a res. to the Israeli-Palestinian conflict and welcoming the “spirit” of the Arab Peace Initiative. Israeli forces return the body of an East Jerusalem Palestinian to his family in Jabal Mukabir almost a year after he was killed on 10/13/2015 after his family provides NIS 20,000 (approx. $5,300) in collateral to secure the release of his body. He is buried at a cemetery nr. the Old City in a funeral service limited to 25 attendees. In the West Bank, IDF troops arrest a Palestinian youth at Qalandia checkpoint after she allegedly threw a knife at them. Dozens of right-wing Jewish activists visit Joseph’s Tomb nr. Nablus overnight, sparking clashes between their IDF escort and Palestinian residents of the area; 1 Israeli soldier is moderately injured. IDF troops also raid several homes in the nearby Balata r.c., sparking further clashes; there are no injuries. The IDF arrests 6 Palestinians during raids, house searches, and patrols nr. IDF troops disperse the clashes, arresting some of the Jewish activists. There are no serious injuries. Because this was an unauthorized trip, the activists did not have an IDF escort. Elsewhere in the West Bank, IDF troops conduct raids and house searches in 1 village nr. Hebron and in Aida r.c. nr. Bethlehem, arresting 3 Palestinians; and patrol nr. In Nablus, PASF troops arrest and beat to death Ahmad Izzat Halawa, 50, a Fatah military leader allegedly involved in the killing of 2 PASF troops on 8/18, sparking clashes; 1 Palestinian is lightly injured. Palestinians in Nablus begin a general strike to protest the killing. PASF troops also conduct an atypical raid in Area C of the West Bank searching for suspects connected to the 8/18 killings, and arrest many Palestinians in Anata village. Two days after Egyptian pres. al-Sisi said that Russian pres. Putin would be willing to host Israeli-Palestinian peace talks, Israeli PM Benjamin Netanyahu speaks with Putin by telephone to discuss the idea, as well as other regional issues. No further details about their conversation are reported. (HA 8/23; TOI 8/23)

In East Jerusalem, Israeli forces assault a guard at Haram al-Sharif and shut down repair work on a broken pipe at the sanctuary on the grounds that the proper permits were not secured beforehand. Israel’s Knesset passes, 32–16, into law the so-called Youth Bill, which allows people under the age of 14 to be convicted of serious crimes, including murder, attempted murder, and manslaughter. (KNE, MNA, WAFA 8/3)

Israel’s Justice Ministry releases a list of 27 nongovernmental organizations (NGOs) that might be affected by the so-called NGO Transparency Bill, which is currently under discussion in the Knesset. Twenty-five of the 27 NGOs are distinctly left-wing human rights groups, including B’Tselem and Yesh Din. This lends credence to accusations that the Transparency Bill is simply an attempt to silence opponents of the right-wing govt. (HA 6/3)

French FM Jean-Marc Ayrault announces 2 main goals for the international peace summit in Paris on 6/3: the parties agree to meet again by the end of 2016, with Israeli and Palestinian participation, and they agree to form several working groups to facilitate resolutions on various final status issues, such as Israeli security and economic incentives for both sides. Amid continuing heightened tension across the oPt during Passover, Israeli forces escort hundreds of Israeli settlers to Joseph’s Tomb outside Nablus and to Solomon’s Pools outside Bethlehem in the morning, sparking clashes in Nablus with stone-throwing Palestinian youths; 1 Palestinian is injured. Also, around 200 right-wing Jewish activists tour Haram al-Sharif; 5 are removed from the area when they attempt to perform religious rites. Israeli authorities close the Kerem Shalom crossing with Gaza, indicating that they plan to keep it closed through 4/30. Elsewhere along Gaza’s border, IDF troops open fire on Palestinian farmers working nr. Khan Yunis, causing no injuries. In the West Bank, IDF troops shoot and injure a Palestinian at a checkpoint nr. Ramallah after he and another Palestinian allegedly attempt to stab an Israeli soldier. They also conduct raids nr. Bethlehem, issuing arrest summons to 3 Palestinians; patrol nr. Israeli PM Netanyahu’s office releases a statement formally rejecting the French peace initiative, including the peace conference planned for 5/30 in Paris. “Israel is ready immediately to begin direct negotiations with the Palestinians without any preconditions,” it reads, adding that “any other diplomatic initiative distances the Palestinians from the table of direct negotiations.” Meanwhile, a U.S. State Dept. spokesperson reiterates that the Obama admin. has not yet taken a position on the French initiative. Nablus late at night, sparking clashes between their IDF escort and stone-throwing Palestinians; at least 3 Palestinians are injured. Earlier, an Israeli settler driver rams a Palestinian youth in Hebron, moderately injuring her. Israeli forces demolish 6 residential structures and an animal barn in a village s. of Hebron early in the morning, displacing 35 Palestinians. They also close a checkpoint nr. Ramallah for several hours in the afternoon, and demolish a poultry slaughterhouse and automobile workshop in a village nr. Ramallah late at night. IDF troops raid a printing house in a village nr. Bethlehem, damaging property; conduct late-night raids and house searches in and around Hebron and nr. Ramallah and Jenin, arresting 7 Palestinians, issuing an arrest summons to 1, and destroying some property; patrol nr. Hebron and Jenin, as well as in Tulkarm. In East Jerusalem, Israeli forces uproot and burn 47 olive tree saplings in Silwan. The Israeli govt. announces that the IEC’s power cuts in the West Bank will end indefinitely. Earlier in the day, the PA, IEC, JDECO, and MK Odeh (Joint List) reached a temporary agreement that will see JDECO pay NIS 60 m. ($15.7 m.) to the IEC by 4/12, the PA transfer NIS 20 m. ($5.2 m.) immediately, and govern negotiations to resolve further disputes over tariffs and interest rates. (HA, JP, MNA, TOI 4/6)

In the West Bank, hundreds of Jewish Israelis visit religious sites across the West Bank in the morning, including al-Ibrahimi Mosque in Hebron, ahead of Purim on 3/24. When around 500 Israelis arrive at Joseph’s Tomb outside Nablus under an IDF escort, clashes break out with stone-throwing Palestinians from nearby Balata r.c.; there are no serious injuries. Meanwhile, the Israeli authorities shut down all checkpoints leading out of the West Bank as well as the Erez and Kerem Shalom crossings along Gaza’s border overnight, barring all Palestinians from crossing, except for humanitarian cases. A COGAT spokesperson confirms that the closure of the West Bank is set to extend through 3/26; the Erez border crossing is set to stay closed through 3/25. Israeli forces also erect a number of flying checkpoints around Hebron and close the w. entrance to the city. IDF troops conduct late-night house searches and raids in Nablus and nr. The Israeli authorities, meanwhile, return the engines of 59 previously confiscated fishing boats and release an injured Palestinian fisherman who has been detained for 4 mos. The Israeli National Council for Planning and Building approves a plan proposed by the settler organization Elad to build a 16,000 m2 archaeological center in the City of David National Park adjacent to the Old City. The IDF maintains, for a 2d day, the closure of Araqa where 2 Palestinians were killed on 2/14; declares it a closed military zone. They conduct raids in the village, arresting 2 Palestinians. Palestinian hunger striker al-Qiq refuses an Israeli court offer to transfer him from Emek Medical Center in Afula to a hospital in East Jerusalem, demanding to be treated at a Palestinian hospital in the West Bank. Al-Qiq has been on hunger strike since 11/24, days after he was captured from his Ramallah home and held under administrative detention. (MNA 2/16)

The organization Physicians for Human Rights–Israel, which has been working on the case of Palestinian hunger striker al-Qiq, requests that the Israeli Prison Service appoints an independent physician to assess his condition.
