Israeli police shoot and kill a Palestinian in Sheikh Jarrah, East Jerusalem, after he injures 6 Israelis in a drive-by shooting nr. an Israeli police headquarters (2 succumb to their injuries later in the day). The Palestinian was reportedly supposed to turn himself into the Israeli authorities today to begin serving a 4-mo. sentence for attacking a police officer in 2013. Israeli forces later conduct a series of raids in Silwan and al-Ram, interrogate the attacker’s family, and spark clashes with stone-throwing Palestinians; 7 Palestinians are detained, and 1 Associated Press photographer and 2 Israeli soldiers are injured (1 seriously). Israeli troops return to al-Ram late at night, arrest the attacker’s teenage daughter, and threaten punitive demolition of the attacker’s home. Around 1,200 right-wing Jewish activists visit Joseph’s Tomb nr. Nablus, sparking clashes between their IDF escort and stonethrowing Palestinians; there are no serious injuries. Meanwhile, IDF troops arrest 13 Palestinians and damage 1 workshop during raids and house searches nr. Tulkarm, Hebron, and Qalqilya. Inside Israel, Israeli forces demolish multiple homes in the bedouin village of Bir Hadaj nr. Beersheba. The IDF also demolishes 22 residential and agricultural structures in the n. Jordan Valley, 8 homes in a bedouin community nr. Bethlehem, and a number of residences, agricultural structures, solar panels, and the main water pipeline in a bedouin village nr. Jerusalem. Along Gaza’s border, Israeli forces open fire on Palestinian farmers nr. al-Maghazi r.c., causing no injuries; and conduct a limited incursion to level land nr. al-Bureij r.c. Hundreds of Israeli settlers visit Joseph’s Tomb nr. Nablus overnight, sparking clashes between their IDF escort and Palestinian youths; 2 Palestinians are injured. Elsewhere in the West Bank, IDF troops arrest 11 Palestinians during late-night house searches and raids in and around Hebron, Jenin, Tubas, Nablus, Qalqilya, Tulkarm, and Ramallah, sparking clashes nr. Tubas (2 Palestinians are lightly injured). They also patrol in and around Salfit and Hebron; assault and arrest a Palestinian at a checkpoint nr. Jenin (they also confiscate his tractor). In East Jerusalem, Israeli forces assault a guard at Haram al-Sharif and shut down repair work on a broken pipe at the sanctuary on the grounds that the proper permits were not secured beforehand. They also arrest 8 Palestinians during late-night raids in Silwan and al-Tur. A Palestinian demolishes his own home in Silwan to avoid paying for an Israeli demolition crew. Israel’s Knesset passes, 32–16, into law the so-called Youth Bill, which allows people under the age of 14 to be convicted of serious crimes, including murder, attempted murder, and manslaughter. (KNE, MNA, WAFA 8/3)

In the 2d attack this week, IDF troops shoot and kill a Palestinian at a checkpoint nr. Tulkarm after she allegedly attempts to stab an Israeli soldier. No Israelis are injured. Meanwhile, around 4,000 Jewish settlers pray at Joseph’s Tomb nr. Nablus, sparking clashes between their IDF escort and stone-throwing Palestinian residents; 10 Palestinians are injured (1 will succumb to his injuries on 6/6). Meanwhile, IDF troops conduct raids and house searches in Silwad and Kafr Malik villages nr. Ramallah, issuing 2 Palestinians arrest summons and sparking minor clashes in which a Palestinian is mildly injured. IDF troops patrol nr. Hebron throughout the day. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats, causing no injuries or damage. Along Gaza’s border, Israeli forces conduct a limited incursion to level land nr. al-Bureij r.c. Israel’s Justice Ministry releases a list of 27 nongovernmental organizations (NGOs) that might be affected by the so-called NGO Transparency Bill, which is currently under discussion in the Knesset. Twenty-five of the 27 NGOs are distinctly left-wing human rights groups, including B’Tselem and Yesh Din. This lends credence to accusations that the Transparency Bill is simply an attempt to silence opponents of the right-wing govt. (HA 6/3)

French FM Jean-Marc Ayrault announces 2 main goals for the international peace summit in Paris on 6/3: the parties agree to meet again by the end of 2016, with Israeli and Palestinian participation, and they agree to form several working groups to facilitate resolutions on various final status issues, such as Israeli security and economic incentives for both sides. In the West Bank, around 1,000 right-wing Jewish activists visit Joseph’s Tomb nr. Nablus late at night, sparking clashes between their IDF escort and stone-throwing Palestinians; at least 3 Palestinians are injured. Earlier, an Israeli settler driver rams a Palestinian youth in Hebron, moderately injuring her. Israeli forces demolish 6 residential structures and an animal barn in a village s. of Hebron early in the morning, displacing 35 Palestinians. They also close a checkpoint nr. Ramallah for several hours in the afternoon, and demolish a poultry slaughterhouse and automobile workshop in a village nr. Ramallah late at night. IDF troops raid a printing house in a village nr. Bethlehem, damaging property; conduct late-night raids and house searches in and around Hebron and nr. Ramallah and Jenin, arresting 7 Palestinians, issuing an arrest summons to 1, and destroying some property; patrol nr. Hebron and Jenin, as well as in Tulkarm. In East Jerusalem, Israeli forces uproot and burn 47 olive tree saplings in Silwan. The Israeli govt. announces that the IEC’s power cuts in the West Bank will end indefinitely. Earlier in the day, the PA, IEC, JDECO, and MK Odeh (Joint List) reached a temporary agreement that will see JDECO pay NIS 60 m. ($15.7 m.) to the IEC by 4/12, the PA transfer NIS 20 m. ($5.2 m.) immediately, and govern negotiations to resolve further disputes over tariffs and interest rates. (HA, JP, MNA, TOI 4/6)

The IDF maintains, for a 2d day, the closure of Araqa where 2 Palestinians were killed on 2/14; declares it a closed military zone. They conduct raids in the village, arresting 2 Palestinians. Meanwhile, IDF troops conduct raids in al-Am‘ari r.c. nr. Ramallah, arresting 2 Palestinians and sparking clashes with stonethrowing and armed youths; 42 Palestinians and 1 Israeli soldier are injured. Late at night, they escort 17 busloads of Israelis to Joseph’s Tomb outside Nablus to perform religious rites, sparking more clashes with stone-throwers; there are no serious injuries. Israeli forces demolish 20 residential structures in a village nr. Nablus; deliver stop-work orders to 2 homes under construction in Qalqilya. Khan Yunis, causing no injuries. Meanwhile, the Egyptian authorities keep the Rafah border crossing open for a 3d and final day. In East Jerusalem, Israeli forces assault and arrest a Palestinian youth outside the Old City after they search and find a knife on her person. They also arrest 1 Palestinian on a raid in Issawiyya. Palestinian hunger striker al-Qiq refuses an Israeli court offer to transfer him from Emek Medical Center in Afula to a hospital in East Jerusalem, demanding to be treated at a Palestinian hospital in the West Bank. Al-Qiq has been on hunger strike since 11/24, days after he was captured from his Ramallah home and held under administrative detention. (MNA 2/16)

In the West Bank, Israeli soldiers shoot and injure a Palestinian youth at a checkpoint nr. Jenin after he allegedly attempts to stab them. IDF troops raid Birzeit University overnight, destroying admin. and student property largely belonging to mbrs. of the Hamas-affiliated student bloc. IDF troops conduct late-night raids and house searches in 1 village nr. Tulkarm, ‘Aqabat Jabir r.c. nr. Jericho, Nablus and 1 nearby village, Jenin and 1 village nearby, and 2 villages nr. Hebron, arresting 10 Palestinians and issuing arrest summons to 1; patrol in 2 villages each nr. Ramallah and Jericho. Dozens of Israeli settlers perform religious rituals at Joseph’s Tomb nr. Nablus overnight, sparking clashes between their IDF escort and stone-throwing Palestinians in the area; there are no serious injuries. In East Jerusalem, Israeli forces shoot and injure a Palestinian accused of throwing stones in Hizma village; arrest 4 Palestinians on late-night raids in al-Tur. The organization Physicians for Human Rights–Israel, which has been working on the case of Palestinian hunger striker al-Qiq, requests that the Israeli Prison Service appoints an independent physician to assess his condition. There are conflicting press reports that the medical team at Emek Medical Center in Afula, where al-Qiq is being held, are preparing to forcibly feed him. (MNA 1/12; PHRI 1/20)
