In the West Bank, Israeli settlers chased Palestinian farmers off their land near Ramallah. Separately, Israeli settlers stole olive harvests in Dayr Sharaf and tools for harvesting olives in Yasuf. Israeli settlers also vandalized more than 20 cars and wrote racist graffiti on walls in al-Bireh. Israeli forces injured a Palestinian man using live ammunition near Jenin; the man was subsequently taken to a hospital. Israeli forces demolished the family home of an alleged attacker in Qalandia, who was killed by Israeli forces in 2011. A Palestinian man who was shot by Israeli forces after allegedly ramming a police car on 10/17 was released from detention at a hospital in Jerusalem without charges. (HA 10/31)

In Lebanon, an Israeli drone crashed while flying over Lebanese air space; it was unclear if it was shot down or crashed without interference. (HA 10/23)

In the West Bank, Israeli forces dismantled and confiscated a residential tent housing 10 Palestinians in Susiya near Hebron for the 3d time since 4/16. Israeli forces also demolished the home of a Palestinian family near Yatta south of Hebron. Israeli settlers under protection of Israeli forces chopped down at least 150 olive trees in Burqa east of Jerusalem. 17 Palestinians were arrested by Israeli forces during late-night raids in and around Hizma, Nablus, Jenin, Tubas, Ramallah, and Hebron. In Gaza, Israeli forces conducted limited incursions to perform land leveling east of Gaza City. Off the coast of Gaza, Israeli naval forces opened fire of Palestinian fishermen, injuring 1 and detaining 2 others off the shore of al-Sudaniyya. Late at night, Israeli forces fired 5 missiles at targets in Bayt Lahiya, causing damage but no injuries were reported. Israeli authorities claimed that the strikes were in response to incendiary balloons sent from Gaza and landing on Israeli fields, igniting a fire. After the Israeli missiles fired at Bayt Lahiya, Islamic Jihad in Palestine, fired 2 missiles at Israel; no injuries or damage were reported. The PA rejected a proposal put forward by the EU on 4/30 to accept the Israeli offer of reduced PA tax revenue. Israel is withholding parts of the PA tax revenue, the part that Israel believes the PA spends on Palestinian prisoners and their families. The PA have on several occasions rejected any Israeli transfer that is not the full tax revenue. (HA, 5/1)

Haaretz reported that Israeli prime minister Benjamin Netanyahu personally ordered a ban on 181 Palestinian applications from the West Bank wanting to attend a joint Israeli-Palestinian Memorial Day ceremony in Tel Aviv. The event is organized by Combatants for Peace, a group of Israelis and Palestinians working for reconciliation. (HA 5/1)

Unidentified persons launch a rocket from Gaza into central Israel. It strikes an Israeli home north of Tel Aviv, injuring 7 Jewish Israelis and causing damage. The Israeli Air Force then retaliates with dozens of air strikes on Hamas sites all across Gaza, causing extensive damage and injuring at least 3 Palestinians. Palestinians in Gaza respond, firing at least 50 projectiles into southern Israel and setting of hours of cross-border attacks. An hour after an Egyptian- and UN-backed cease-fire is supposed to go into effect, 30 projectiles are fired into Israel from Gaza. Most are intercepted by Israel’s Iron Dome missile defense system. The rest land in open areas, causing no damage or injuries. The Israeli Air Force then continues its air strikes across Gaza, bombing at least 15 targets in and around Jabaliya refugee camp and causing extensive damage. After a rocket from Gaza strikes an Israeli home near Tel Aviv (see above), Israeli prime minister Benjamin Netanyahu announces that he is cutting his trip to the U.S. short. He still meets with President Donald Trump at the White House, but he skips his planned address at the annual AIPAC conference. At their meeting, Trump signs a formal declaration conveying U.S. recognition of Israeli sovereignty over the Golan Heights, codifying his 3/21 pledge. Meanwhile, the Israeli authorities decide to indefinitely shut down the Erez and Kerem Shalom border crossings, blocking all traffic of persons and good in and out of Gaza. In the West Bank, Israeli settlers spray-paint racist anti-Palestinian graffiti on Palestinian vehicles and buildings near Jerusalem. They also puncture the tires of 28 Palestinian vehicles. Separately, settlers chop down a number of olive and almond trees in a Palestinian grove near Hebron. Israeli forces deliver stop-work orders to 2 Palestinian homes under construction near Hebron and a water well under construction near Tubas. IDF troops arrest 6 Palestinians during late-night raids in and around Hebron and Ramallah; and patrol near Salfit and Qalqilya. An unexploded piece of Israeli ordnance detonates near Bethlehem, injuring 3 Palestinian minors. In the West Bank, IDF troops conduct raids in southern Ramallah, confiscating surveillance footage and sparking clashes with stone-throwing Palestinian minors (4 Palestinians are injured). Another Palestinian is injured in similar clashes in Bil‘in near Ramallah. IDF troops arrest 7 Palestinians during additional raids near Jenin and Ramallah; and patrol near Bethlehem and Hebron. Israeli settlers uproot more than 30 olive, grape, and almond trees from a Palestinian farm near Hebron. Settlers also assault and injure an elderly Palestinian in Hebron. The IDF then arrests the Palestinian for unclear reasons. In East Jerusalem, the Israeli authorities issue an eviction notice to a Palestinian residential building in Shaykh Jarrah, forcing 5 Palestinian families from their homes. In 3 separate incidents off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Jabaliya refugee camp, Bayt Lahiya, and Rafah, causing 1 boat to catch fire (2 fishermen are arrested). The Israeli authorities open a new highway, dubbed Route 4370, northeast of Jerusalem. Critics call it the “Apartheid Road” because it features a concrete wall that divides Israeli settler traffic from Palestinian traffic. Israel’s Public Security Minister Gilad Erdan calls it “an example of the ability to create coexistence between Israelis and Palestinian while guarding [against] the existing security challenges.” (AP, HA, TOI, YA 1/10; AJ 1/11)

Senior Egyptian officials say that senior Israeli security officials have expressed concern that a sustained closure of the Rafah border crossing could spark an escalation of violence in Gaza. The Egyptians have kept the crossing mostly closed since the PA withdrew its crossing guards amid escalating tensions with Hamas on 1/7. (JP, TOI, YA 1/10; AFP 1/11)

A senior Hamas official says that Hamas leader Ismail Haniyeh’s planned trip to Moscow next week has been indefinitely postponed due to Russian foreign minister Sergey Lavrov’s “busy state of affairs.” Lavrov was set to discuss a new Russian effort to facilitate the Palestinian reconciliation process. This announcement comes after a week of rising tensions between Hamas and Fatah, sparking rumors that the postponement had more to do with the Russians no longer seeing an opportunity to break the impasse. Unidentified Palestinians fly an incendiary device from Gaza into southern Israel attached to a cluster of balloons, where it lands in an open area in the Sdot Negev Regional Council. IDF troops detonate the device, causing no damage or injuries. In response, the Israeli Air Force conducts 3 air strikes on Hamas sites in Khan Yunis, Gaza City, and Bayt Hanun, causing extensive damage. Also along Gaza’s border, IDF troops violently disperse Palestinians gathering to continue the Great March of Return near al-Bureij refugee camp; 1 Palestinian is injured. They also open fire on Palestinian farmland near Rafah, Gaza City, Bayt Hanun, and Jabaliya refugee camp, causing no damage or injuries. In the West Bank, following the shooting attack on an Israeli settler vehicle at the nearby Beit El checkpoint on 1/5, IDF troops conduct raids in al-Bireh overnight, confiscating surveillance tapes and sparking clashes with stone-throwing residents of the area throughout the day; several Palestinians are injured (1 critically). They also arrest 5 Palestinians and issue 1 arrest summons during late-night raids near Ramallah, Jenin, Hebron, and Tubas; and patrol near Hebron and Nablus. Following a week of increasing tensions between Fatah and Hamas, the Fatah-dominated PA announces plans to remove its staff from the Rafah border crossing on 1/7. “This decision comes in the light of recent developments and brutal practices of the de facto gangs,” reads the PA statement. “Since we took over the Rafah crossing, Hamas has been obstructing the work of our crew there. We had to bear a lot in order to give the opportunity for the Egyptian effort to end the division.” The PA took control of the Gaza side of the Rafah border crossing in the context of the 10/12/17 Hamas-Fatah reconciliation agreement, which was never fully implemented. U.S. ambassador to Israel David Friedman says that the Trump administration’s long-awaited Palestinian-Israeli peace plan will likely not be released for at least several more months. “We want to release it a way that gives it the best chance of getting a good reception,” he says, adding that the upcoming Israeli elections on 4/9 are “a factor, but not the only factor.” Meanwhile, U.S. national security advisor John Bolton meets with Israeli prime minister Benjamin Netanyahu in Jerusalem. Following the meeting, Bolton says that the U.S.-Israel relationship has never been stronger than it is now under Netanyahu and U.S. president Donald Trump. (HA, JP, JP, TOI 1/6)

In an interview with CBS’s 60 Minutes, Egyptian president Abdel Fattah al-Sisi says that Egypt’s military coordination with Israel is at its “closest ever.” He adds, “We have a wide range of cooperation with the Israelis.” (AJ, CBS, HA 1/6)

Hundreds of right-wing Jewish activists visit Joseph’s Tomb near Nablus overnight, sparking clashes between their IDF escort and Palestinian residents of the area; 1 Palestinian journalist and 1 paramedic are injured. Elsewhere in the West Bank, IDF troops fire tear gas at Palestinian students leaving a high school in Tell village near Nablus, causing no serious injuries. They also patrol during the day near Nablus, Hebron, and Bethlehem. Israeli forces uproot or otherwise damage 50 olive trees in a Palestinian grove near Salfit. Israeli settlers throw stones at Palestinian vehicles driving near Ramallah, causing minor damage to 1 windshield. Israeli forces surround and prepare to dismantle 2 makeshift residential structures that Israeli settlers established at the site of the former illegal settlement outpost Amona on 12/14/18. When approximately 300 settler-activists barricade themselves inside the structures and throw stones at the demolition crews, IDF troops use riot dispersal tactics to take control of the area and proceed with the evacuation and dismantlement (4 settlers and 23 Israeli troops are injured and 7 settlers are arrested in the ensuing clashes). Hours later, the Israeli press reports that Prime Minister Benjamin Netanyahu is claiming that he ordered the indefinite postponement of the evacuation this morning, but that his order was not carried out. Netanyahu later calls on IDF Chief of Staff Gadi Eisenkot to hold a disciplinary hearing for the officer reportedly responsible for failing to relay his order quickly enough, Colonel Avi Bluth. Hours after Israeli prime minister Benjamin Netanyahu departs Brasilia, where he attended Brazilian president Jair Bolsonaro’s inauguration yesterday, Bolsonaro confirms that he intends to uphold his campaign promise to move the Brazilian embassy in Israel to Jerusalem. “The decision is taken,” Bolsonaro says. “It’s only a matter of when it will be implemented.” (JP, REU 1/3; TOI 1/4)
