In the West Bank, Israeli forces prevented Palestinian farmers from working their agricultural land near Sabastiyya. Israeli forces opened fire at Palestinians at al-Fawar refugee camp, alleging that stones were thrown at them; 1 Palestinian was hospitalized after being hit in the face with a sound bomb. Separately, Israeli forces opened fire on a Palestinian driving a vehicle by Bayt Jala; the Palestinian man then crashed his car into a wall, injuring 1 passenger, and the driver was arrested by the Israeli forces. Another 13 Palestinians were arrested during late-night raids in and around Tulkarm, Ramallah, and Hebron. In East Jerusalem, 3 Palestinians were arrested during a late-night raid in al-Tur. Israeli settler guards attacked Palestinians in Silwan using live ammunition and sound bombs; at least 2 Palestinians were injured, including 1 who was hospitalized. In Israel, a Palestinian citizen of Israel was shot dead in Basmat Tab’un; no arrests were made in relation to the killing. In the West Bank, Israeli settlers attacked a Palestinian mother and her daughter in Hebron using pepper spray. Israeli forces seized a truck and a bulldozer in Bayt Umar near Hebron. Israeli forces arrested 14 Palestinians, including 1 disabled teenager by al-Ibrahimi Mosque; 9 during late-night raids in and around Hebron, Qalqilya, and Ramallah; 3 at a northern entrance to Bethlehem; and 1 at a flying checkpoint north of Tulkarm. Meanwhile, Israeli forces seized tents and uprooted trees in Khirbat Tana and dismantled residential shacks and a barn near Tubas. During the incident near Tubas, a B’tselem fieldworker was detained and his car was seized. In East Jerusalem, 7 Palestinians were arrested at the Haram al-Sharif compound and in Silwan. Approximately 232 Israeli settlers with military escort toured the Haram al-Sharif compound. In Gaza, Israeli forces opened fire at Palestinian bird hunters east of Khan Yunis; no injuries were reported. 1 Palestinian trying to cross the Gaza fence was injured by Israeli live ammunition; he was hospitalized and interrogated before being released on 12/24. Israel’s civil administration said it had reversed its initial decision to not allow any Christians from Gaza enter Jerusalem and the West Bank for Christmas celebrations. It said that all 950 applicants would be allowed to travel, pending a security screening. (HA 12/23)

The Israeli high court of justice criticized the Israeli government’s decision to return $63 million from the Palestinian Workers’ Sick Fund to Israeli employers. The $63 million were accumulated by payments from Palestinian workers in Israel to the sick fund for paid sick leave. The court ordered a freeze in payment to the Israeli employers and gave the Israeli state 3 months to respond to the justices’ questions. (HA 12/26)

In the West Bank, Israeli forces demolished a garage and car wash in al-Walaja and 4 residential structures and a blacksmith workshop south of Hebron. Israeli settlers attacked Palestinian farmers near Yatta, preventing them from farming their land. Israeli settlers also installed a mobile home on Palestinian-owned land near Burqa. 9 Palestinians were arrested, including 8 during late-night raids in and around Hebron and Tulkarm; 1 was arrested at a checkpoint near Tubas. In the West Bank, 26 Palestinians were injured when Israeli settlers and military escort toured Joseph’s Tomb, leading to clashes; 15 Palestinians were injured by rubber-coated bullets, 11 others suffered tear-gas related injuries. 4 Palestinians were arrested during late-night raids in and around Hebron. In East Jerusalem, 2 Palestinians were arrested during late-night raids in Silwan. In Gaza, Israeli forces struck at least 3 targets, causing damage but no injuries. Israel started construction to expand the Nof Tzion settlement in Jabal Mukabir of East Jerusalem. The settlement will be the largest in East Jerusalem when the construction finishes. 96 Israeli settler families currently live in the settlement and an additional 476 settlement units are expected be constructed. The committee behind the Great March of Return canceled the weekly protest scheduled for 11/29 for the 3d week in a row. In a statement, the committee said that they wanted to prevent Israeli prime minister Benjamin Netanyahu from being able to distract from his own pollical and personal issue by shedding blood. In the West Bank, Israeli forces demolished a shack housing 11 people east of Yatta. 4 Palestinians were arrested during late-night raids in and around Bayt Umar, al-Shuyukh, and Dahaysha refugee camp. In East Jerusalem, Israeli forces arrested PA governor of Jerusalem Adnan Ghaith during a house raid in Silwan. In Gaza, Israeli forces opened fire on Palestinian farmland on 2 separate occasions east of Khuza‘a and Khan Yunis; no injuries were reported. 107 members of U.S. congress signed a letter sent to Secretary of State Mike Pompeo criticizing the decision to no longer consider Israeli settlements illegal under international law, announced on 11/18. The letter was initiated by Andy Levin (D-MI) and expressed “strong disagreement with the State Department’s decision to reverse decades of bipartisan U.S. policy on Israeli settlements in the occupied West Bank.” The members of congress further warned that the U.S. administration’s policies have “discredited the United States as an honest broker between Israel and the Palestinian Authority.” (HA 11/23)

The Netherlands announced that it will stop paying $1.5 million yearly in aid to the PA because of the stipends the PA pays to families of Palestinian prisoners and families of Palestinians killed by Israel. Israel frames these payments as “terrorist salaries.” The head of the Palestinian Prisoners’ Association said, “From a Palestinian perspective, the payments are meant to assist the families of Palestinians who are imprisoned by Israel for various political charges.” Pro-Israel lobbies in the Netherlands have tried to persuade the country from contributing to the PA. In the West Bank, Israeli forces shot and injured a Palestinian man using rubber-coated bullets as he was trying to enter Israel at a checkpoint southwest of Jenin. Elsewhere in Hebron, a video showed Israeli soldiers assaulting 1 Palestinian man and his 5-year-old boy. Israeli forces also delivered a stop-work notice for a house near Ya‘bad. Israeli settlers stole olive harvests from Palestinian farmers in Luban al-Sharqiyya. 10 Palestinians were arrested during late-night raids in and around Bethlehem, Bayt Umar, and Silwad. In East Jerusalem, Israeli forces demolished a Palestinian-owned home in Silwan. 2 Palestinians were arrested during late-night raids in Issawiyya. Off the coast of Gaza, Israeli naval forces opened fire on Palestinian fishermen 3 nautical miles off the shore from Jabalia; no injuries were reported. The Israeli supreme court upheld the Israeli government’s decision to expel U.S. citizen and Israel and Palestine Director at the Human Rights Watch Omar Shakir. The European Union donated $17.84 million to the PA to help make payments for PA civil servants and pensioners as the PA faces economic hardship due to Israel withholding part of its tax revenue. (WAFA 11/5)

In the West Bank, Israeli forces shot and critically wounded a Palestinian after she allegedly tried to stab an Israeli soldier near al-Ibrahimi Mosque in Hebron. Israeli settlers attacked Palestinian farmers harvesting olives in Huwwara, injuring 3 with stones. Separately, Israeli settlers stole Palestinian olive harvests in Dayr al-Hatab. 16 Palestinians were arrested during late-night raids in and around Bayt Duqqu, Hebron, Bethlehem, and Ramallah. Hundreds of Israeli settlers toured the Haram al-Sharif compound. Israeli forces violently dispersed Palestinian worshipers holding a sit-in in protest demonstrating against the settler incursion. In the West Bank, Israeli forces closed al-Ibrahimi Mosque for Palestinians until the end of 10/17 for the Jewish Sukkot holidays. In East Jerusalem, Israeli forces shut down 2 roads in Silwan to facilitate Israeli settler movement to the Haram al-Sharif compound. A natural spring was opened for Jewish visitors only; Israeli forces guarded the spring and closed a road leading to nearby Palestinian towns. In the West Bank, Israeli settlers sprayed racist graffiti and punctured tires on 13 vehicles in Qira. 9 Palestinians were arrested during late-night raids in and around Tulkarm, Hebron, and Qalqilya. 7 Palestinians were injured by live ammunition fired by Israeli forces escorting Israeli settlers to Joseph’s Tomb near Nablus, others suffered tear-gas related injuries. Elsewhere, 1 Palestinian was injured by Israeli forces using rubber-coated bullets as he was trying to enter Israel near Tulkarm. Israeli forces also punitively demolished the house of an alleged attacker in al-Am‘ari refugee camp. Israeli minister of interior Arye Dery ordered the Israeli immigration authorities to look into revoking co-founder of the BDS movement Omar Barghouti’s permanent residency because of his involvement in the movement. (HA, TOI 10/6)

In the West Bank, Israeli settlers attacked Palestinian farmers and stole olives from the farmers in Dayr Sharaf near Nablus. Israeli forces clashed with Palestinians during a raid near Ramallah; tear-gas related injuries were reported and 1 glass door was damaged by a tear gas canister. Al-Ibrahimi Mosque was closed by Israeli authorities for Palestinians from midday. 18 Palestinians were arrested, including 17 during late-night raids in and around Tulkarm, Nablus, Jenin, and Bethlehem, and 1 Palestinian was arrested at a checkpoint near Salfit. In East Jerusalem, 1 Palestinian was arrested during a late-night raid in Silwan. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen; no injuries were reported. In the West Bank, Israeli forces violently dispersed a protest in al-Bireh against the treatment of Palestinian prisoners in Israeli jails; 8 injuries were reported. Elsewhere, in Ramallah, Palestinians suffered tear-gas related injuries during an Israeli military raid. Israeli forces also arrested 27 Palestinians during late-night raids in and around Ramallah, Bethlehem, Jenin, Salfit, Qalqilya, Hebron, Abu Dis, and Tulkarm. Israeli settlers with military escort raided an archeological site in Sabastiyya and Joseph’s Tomb in Balata. In East Jerusalem, the Israeli magistrate court ordered the eviction of a Palestinian family of 13 from their home in Silwan. The lawsuit was brought by the settler organizations Ateret Cohanim and Elad. 28 Palestinians were arrested during late-night raids in and around Issawiyya and Silwan. A court in Jerusalem upheld the Israeli Coordination of Government Activities in the Territories decision not to allow the majority of players and staff of the soccer team Khadamat Rafah travel permits to the West Bank for a match in the Palestinian soccer cup championship. The match was originally scheduled for 7/3, but the players and staff had not been able to obtain the permits to travel to the West Bank for the match for more than 2 months. The winner of the final game between Khadamat Rafah and Balata FC would represent Palestine at the Asian Cup. (AP, HA 9/23; AJ 9/25)

In the West Bank, Israeli forces violently dispersed the weekly anti-settlement protest in Kafr Qaddum, injuring 2 Palestinians with rubber-coated bullets. Israeli forces also confiscated a bulldozer belonging to the Taqqua municipality. Israeli settlers assaulted a Palestinian man on his land in Baytin and smashed the windshields of 3 Palestinian-owned cars in the area. In East Jerusalem, 1 Palestinian was arrested during a house raid in Issawiyya. An Israeli court ordered the eviction of 18 Palestinians from their home in Silwan, handing their property to the Jewish National Fund (JNF). The eviction order ends a 30-year-long legal battle between the family and the JNF. In Gaza, 109 Palestinians were injured during the 75th Great March of Return protest, including 52 injuries by Israeli live ammunition. In the West Bank, Israeli settlers from the Yitzhar settlement cut down Palestinian-owned olive trees in Burin village. 5 Palestinians were arrested by Israeli forces during late-night raids in and around Hebron, Ramallah, and Nablus; 1 of the arrested Palestinians also had 200 Jordanian Dinars and 600 NIS confiscated, amounting to $455. In East Jerusalem, 1 Palestinian demolished his own house in Silwan to avoid exorbitant Israeli-imposed demolition fees; the demolition displaced a family of 5. (WAFA 9/5; PCHR 9/12)

Jason Greenblatt, the U.S. special representative for international negotiations and part of the U.S. peace team, announced that he was resigning his position in the Trump administration, but that he will remain in his position “in the coming period.” (HA, NYT 9/5)

The U.S. blocked a statement from the UN Security Council over what it perceived as wrongly attributing “moral equivalence” between Israel and Hezbollah in the latest round of cross-border fire on 9/1. (HA 9/6)

In the West Bank, Israeli forces arrested 8 Palestinians, including 7 during late-night raids in and around Qalqilya, Ramallah, Halhul, and Salfit, and 1 at a flying checkpoint in Hebron; among the arrested at a late-night raid in Ramallah was 1 Palestinian instructor from Birzeit University in Ramallah. Israeli forces also conducted house raids in Zabbuba near Jenin; no arrests were reported. Israeli settlers threw stones at Palestinian-owned vehicles travelling on a road northeast of Ramallah, causing damage. In East Jerusalem, 1 Palestinian was arrested during a late-night raid in Issawiyya. 1 Palestinian demolished his store in Silwan after receiving a demolition order by Israeli authorities. After more than 340 Palestinians had been arrested in Issawiyya in East Jerusalem during the summer, it was reported that the Israeli police, the Jerusalem Municipality, and residents of Issawiyya had come to an agreement on limiting Israeli operations in Issawiyya. The agreement includes that residents of Issawiyya cancel a school strike on 9/2, the 1st day of the school year. (HA 9/1)

According to the Palestinian Energy Authority, Qatar will be cutting the amount of fuel it funds for Gaza by 50 percent, causing the hours of electricity available in Gaza to drop from 8 hours per day to 5 or 6. (HA 9/1)

At a visit to the Israeli settlement of Elkana, Israeli prime minister Benjamin Netanyahu announced that that he aspires to apply Israeli sovereignty to all Jewish settlements in the West Bank. Netanyahu’s announcement comes 2 weeks before the Israeli general election. (AJ, HA, WAFA, WAFA 9/1)

The al-Kasom Regional Council in the Negev, which presides over a large Bedouin community, announced that 17,000 students would not start the school year as planned on 9/2 as the Israeli education ministry had not given it enough money to begin the school year as planned. (HA 9/1)

Israeli forces and Hezbollah operatives exchanged missiles near the border of Israel and Lebanon. According to Hezbollah, it fired anti-tank missiles at Israeli military vehicles. The Israeli military and Prime Minister Netanyahu announced that it had hit the Hezbollah cell that fired the anti-tank missiles with “100 shells, aerial fire and various measures.” (HA 9/1; AJ, AJ, HA 9/2; HA 9/4)

In the West Bank, Israeli forces closed a major artery connecting Hebron and Bethlehem with central and northern West Bank. Israeli forces also arrested 5 Palestinians during late-night raids in and around Jericho, Tulkarm, and Bethlehem. Israeli settlers threw stones at Palestinian vehicles near Huwwara south of Nablus. In East Jerusalem, 2 Palestinians were arrested during late-night raids in Silwan and Issawiyya.  Israeli drones were shot down over Beirut in a Hezbollah-dominated neighborhood. 1 of the drones was carrying explosives. A Hezbollah spokesperson denied that Hezbollah had shot down the drones. Lebanon’s prime minister Saad Hariri called the drones an open attack on Lebanon’s sovereignty and an attempt to foment regional tensions. (AJ, AJ, HA 8/25; HA 8/26)

Commenting on Israel’s strikes in Syria on 8/24, Hezbollah leader Hassan Nasrallah said in a speech that Israel did not hit Iran’s Quds Force but Hezbollah forces, killing 2 Hezbollah members. 1 commander of Iran’s Revolutionary Guard also denied that Israel had hit the Quds Force. In the West Bank, Israeli settlers attacked Palestinian farmers in Umm Safa north of Ramallah and fenced off 150 dunums (37 acres) of their land. Israeli forces arrested 11 Palestinians during late-night raids in and around Bethlehem, Jenin, Bayt Kahal, and Hebron. In East Jerusalem, 4 Palestinians were arrested in Issawiyya and Silwan. Off the coast of Gaza, Israeli naval forces opened fire on Palestinian fishermen 2 nautical miles off shore on 2 separate occasions. U.S. president Donald Trump attacked Representative Rashida Tlaib (D-MI) on Twitter, saying “She hates Israel and all Jewish people. She is an anti-Semite.” President Trump also said during a press gaggle that “I [President Trump] think any Jewish people that vote for a Democrat—I think it shows either a total lack of knowledge or great disloyalty.” President Trump’s comments drew widespread condemnation from Jewish groups in the U.S. (HA 8/20; HA 8/21)

In the West Bank, Israeli forces demolished part of a house, a car wash, and another small structure in al-Jib. Israeli forces also razed land and set up caravans in Huwwara. Israeli settlers set up mobile homes on Palestinian-owned land near the Maskiyot settlement in the Jordan Valley. 8 Palestinians were arrested during late-night raids in and around Salfit, Jenin, and Bethlehem. In the raid near Bethlehem, Israeli forces clashed with local residents, leaving 1 Palestinian injured by live ammunition. In East Jerusalem, Israeli forces demolished a car wash in Sur al-Bahir, a commercial structure in Bayt Hanina, and 4 commercial structures in Silwan. Several heads of international organizations such as the UN, the World Bank, and the UNRWA called for Israel to halt planned demolitions of 10 residential buildings in Sur al-Bahir in East Jerusalem. The buildings are scheduled to be demolished on 7/18. (WAFA 7/17)

U.S. special representative for international negotiations Jason Greenblatt said in an interview with PBS that he rejects the term “occupied” to describe the West Bank, saying that, “Judea and Samaria . . . is disputed” rather than occupied. Of illegal Israeli settlement, Greenblatt said, “I don’t even like the word settlement. I think it’s a pejorative term. I use the term neighborhoods and cities.” (PBS 7/17; HA 7/18)

In the West Bank, Israeli forces detained 14 Palestinians during daytime and late-night raids in and around Ramallah, Jenin, Bethlehem, and Qalqilya. Israeli settlers from the Yitzhar settlement ignited a fire, destroying hundreds of Palestinian-owned olive trees in Burin. Separately, Israeli settlers cut down 160 olive trees near Susiya. Israeli forces demolished a cement wall in Hizma, a caravan in Idhna near Hebron, and seized a garbage truck in Bayt Furik. In East Jerusalem, Israeli forces forcefully evicted a Palestinian family from their home in Silwan to make way for Israeli settlers; at least 1 member of the family was arrested. Israeli forces also arrested 4 Palestinians during daytime and late-night raids in Qatanna and Silwan. U.S. ambassador to Israel David Friedman and U.S. special representative for international negotiations Jason Greenblatt attended the inauguration ceremony of “Path of the Pilgrims,” an excavation of a large underground archeological site underneath Silwan in East Jerusalem. The excavation is led by the settler organization Elad, the Israeli antiquities authority, and the Nature and Parks Authority. The excavations have been going on for years and residents of Silwan have complained several times about damage to their properties due to the excavations. The presence of the 2 U.S. officials was seen as an implicit recognition of Israeli sovereignty over East Jerusalem by the Trump administration. (HA 6/30; HA, HA 7/2)

In the West Bank, Israeli forces raided a school southwest of Jenin and seized construction equipment and a tractor. In Gaza, Israeli authorities halted transfers of fuel to the Gaza power plant indefinitely, citing incendiary balloons. Off the coast of Gaza, Israeli naval forces opened fire on Palestinian fishing boats and detained 3 Palestinian fishermen within the permitted fishing area. 3 Palestinians were injured by live fire east of Bayt Hanun. Charges against a Palestinian man accused of raping a 7-year-old girl in an Israeli settlement in the West Bank was dropped after an Israeli court found that there was not enough evidence tying the man to the rape. The Israeli military prosecution was criticized for their handling of the investigation and an Israeli army spokesperson said that the military would launch a probe into the investigation. The U.S.-sponsored Bahrain workshop on Middle East economic development, dubbed the Peace to Prosperity, began for the 1st of 2 days. Despite focusing on the economic element of peace between Palestine and Israel, neither country was represented at the workshop. The U.S. peace team intends to raise $50 billion in contributions for economy development in Palestine and for its neighbors. A spokesperson for PA president Mahmoud Abbas said that the Arab Peace Initiative from 2002 was a red line that could not be redrafted if a peace plan was to be executed. The comments followed U.S. special adviser and son-in-law to President Donald Trump Jared Kushner’s comments to Al-Jazeera that a peace deal would need to be found “somewhere between the Arab peace initiative and between the Israeli position.” (WAFA 6/25; HA 6/26)

U.S. special representative for international negotiations Jason Greenblatt told The Jerusalem Post that the U.S. administration may delay the unveiling of the U.S. peace plan until November 2019 because of the upcoming Israeli elections in September. In the West Bank, thousands of Palestinians marched to commemorate the 71st Nakba Day in Bethlehem and Ramallah. Israeli forces also arrested 7 Palestinians during late-night raids in and around Ramallah, Bethlehem, Jenin, and Nablus. In East Jerusalem, the Israeli civil administration delivered 20 demolition notices to Palestinian buildings in Issawiya and 2 for buildings in Shu‘fat refugee camp. 1 Palestinian was arrested during a late-night raid in Silwan. Also in East Jerusalem, 1 Palestinian teen was hospitalized after being assaulted by Israeli settlers, who during the assault, was yelling “Death to Arabs.” In Gaza, thousands of people commemorated Nakba Day along the Gaza fence. Israeli forces suppressed the commemoration protest using live ammunition, rubber-coated bullets, tear gas, and skunk spray, injuring 65 people. 16 Palestinians were wounded by live ammunition and 14 by rubber-coated bullets. One Palestinian was arrested trying to cross into Israel. Israeli officials reported 9 fires in Israel as a result of incendiary balloons. No injuries were reported in relation to the fires. The Israeli high court of justice rejected a petition by a Gaza company producing snacks to allow it to sell its products in the West Bank. The high court sided with the Israeli states argument that it was the PA’s fault that the company could not sell its products in the West Bank. The outgoing French ambassador to the U.S. Gérard Araud, who on 4/19 called Israel an apartheid state, will not be meeting Israeli officials when he visits Israel in early May, as Israel has barred its officials from meeting Araud. At a Time magazine event, President Trump’s senior adviser and son in-law Jared Kushner indicated that the U.S. “peace plan” does not include a sovereign Palestinian state. Kushner said that past negotiations over a 2-state solution had failed and that “New and different ways to reach peace must be tried.” When asked directly if 2 states are part of the U.S. plan, Kushner responded, “If people focus on the old traditional talking points, we’re never going to make peace.” (HA 4/24)

In the West Bank, Israeli forces gave evacuation notices for land seizure to several Palestinians in Bittir near Bethlehem and Halhul and Bayt Umar near Hebron. Israeli forces also gave notice to Palestinians in 7 villages in the Nablus area that 406 dunams (100 acres) will be seized by Israel for a settler-only road and 384 dunams (94 acres) for a military road in the northern Jordan Valley. In Hebron, several Palestinian students, a teacher, and a janitor suffered from tear gas inhalation when Israeli forces fired tear gas into the school yard. The teacher and janitor were taken to a hospital for treatment. Israeli forces also halted construction of a road west of Yatta near Hebron. South of Bethlehem, a Palestinian was hospitalized after an Israeli settler rammed his car. In East Jerusalem, 2 Palestinians were injured and 3 arrested by Israeli police after a confrontation with Israeli settlers. In response to Israeli prime minister Benjamin Netanyahu’s comment on 4/6 that he would extend Israeli sovereignty to the West Bank, the Arab League’s assistant secretary-general Saeed Abu Ali said that such actions would lead to “dangerous repercussions” and called for an “immediate official investigation” by the International Criminal Court of “the ongoing settlement crimes in the Palestinian territories.” (MEMO 4/9)

In a White House statement, President Trump announced that the U.S had decided to designate Iran’s Islamic Revolutionary Guard Corps as a foreign terrorist organization. Prime Minister Netanyahu later tweeted on his Hebrew language account, “Thank you for the answer to another important request that serves the interests of our country and the region,” implying that the terror designation was made upon request by Netanyahu. Unidentified persons launch a rocket from Gaza into central Israel. It strikes an Israeli home north of Tel Aviv, injuring 7 Jewish Israelis and causing damage. The Israeli Air Force then retaliates with dozens of air strikes on Hamas sites all across Gaza, causing extensive damage and injuring at least 3 Palestinians. Palestinians in Gaza respond, firing at least 50 projectiles into southern Israel and setting of hours of cross-border attacks.
