After a relatively calm day in Gaza, the Israeli Air Force (IAF) conducts dozens of air strikes on Hamas sites near Rafah and Khan Yunis late at night, causing extensive damage. The IDF says that the strikes were retaliation for previously unreported incendiary balloons launched into southern Israel earlier in the day. A senior Palestinian official says that the IAF has destroyed 30 residential buildings and damaged at least 500 others since the recent campaign of air strikes began on 3/25. After the air strikes resume, unidentified Gazans fire a projectile into southern Israel, causing no damage or injuries. Meanwhile, hundreds of Palestinians gather along the border fence near al-Bureij refugee camp to set tires on fire, throw stones, and otherwise continue the Great March of Return. A number of protesters sneak across the border fence and set fire to an IDF post before returning to Gaza. IDF troops violently disperse the demonstrations, injuring 1 Palestinian minor. In the West Bank, Israeli settlers attempt to enter 2 Palestinian elementary schools in Tuqu‘ village near Bethlehem. Palestinian teachers and staff block them, but they are forced to dismiss their students early. IDF troops shoot and injure 2 Palestinians during clashes sparked by an arrest raid in Jalazun refugee camp near Ramallah; arrest 22 Palestinians and issue 4 arrest summons during further raids in and around Hebron, Jenin, Nablus, Tubas, and Ramallah; and patrol near Hebron. In East Jerusalem, Israeli forces arrest 2 Palestinians during late-night raids in Issawiyya and the Old City. A senior Israeli official says that despite the reports of an Egypt- and UN-brokered cease-fire late last night, the Israeli assault on Gaza that began on 3/25 is “not over.” The official also says that the IDF struck “very harsh blows” on Hamas. “We’re ready to deal even more.” Separately, Palestinian sources in Gaza say that the Israelis are demanding an end to all resistance activities along the border fence, including the planned Great March of Return protest this Friday, in exchange for a cease-fire. Hundreds of right-wing Jewish activists visit Joseph’s Tomb near Nablus overnight, sparking clashes between their IDF escort and Palestinians in the area; 2 Palestinians are killed and 12 more are injured. The IDF later says that an explosive device was thrown at a patrol, prompting the fatal shooting. Elsewhere in the West Bank, IDF troops open fire on Palestinians in a vehicle outside al-Khadir near Bethlehem; 1 Palestinian is killed and another is injured. The IDF later says that the men were throwing stones at Israeli vehicles. The local authorities in Bethlehem declare a general strike in protest of the killing. Meanwhile, IDF troops also shoot and injure a Palestinian youth in Bayt Sira village near Ramallah; arrest 3 Palestinians during late-night raids near Jenin; patrol in and around Tulkarm and Hebron; and violently disperse Palestinian students gathering in al-Bireh to protest the Israeli occupation (there are no serious injuries reported). Israeli forces demolish a Palestinian home and dismantle 3 Palestinian makeshift residential structures south of Hebron. Unidentified assailants open fire on an Israeli settler bus near Salfit, causing minor damage. Israeli settlers throw stones at Palestinian vehicles near Nablus, damaging several. In East Jerusalem, Israeli forces arrest a Muslim worshipper and an Islamic Waqf guard at Haram al-Sharif. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Jabaliya refugee camp, causing no damage or injuries (2 fishermen are detained). Along Gaza’s border, hundreds of Gazans gather near al-Bureij refugee camp to set tires on fire, throw stones, and otherwise continue the Great March of Return late at night. After unidentified Gazans fly an incendiary balloon into southern Israel, the Israeli Air Force conducts an air strike near the protesters near al-Bureij refugee camp, causing damage. Meanwhile, Israeli forces conduct a limited incursion to level land near Gaza City and open fire on Palestinian farmlands near Khan Yunis, causing no major damage. The U.S. formally merges its consulate in Jerusalem and its new embassy in the city to “form a single diplomatic mission.” The embassy’s new “Palestinian Affairs Unit” will serve Palestinians in Jerusalem out of the old consulate building, where all diplomacy with the Palestinians was based out of previously. After an incendiary balloon flown from Gaza sparks a small fire and damages a home in southern Israel, the Israeli Air Force conducts air strikes on 2 Hamas sites in central and southern Gaza late at night, causing major damage. In East Jerusalem, MK Yehuda Glick (Likud) leads a group of right-wing Jewish activists on a tour of Haram al-Sharif. Israeli forces arrest 22 Palestinians during raids in Issawiyya. In the West Bank, Israeli forces uproot 50 olive trees from a Palestinian grove near Hebron. IDF troops arrest 5 Palestinians during late-night raids in and around Qalqilya and Nablus; and patrol near Qalqilya, Salfit, and Ramallah. A Qatari diplomat says that the $15 million that was supposed to be transferred to Gaza last week is set to go through this week, following a relatively quiet day of protests on 1/18. “Due to the violence on the border, the Israeli government postponed it,” he says. “The agreement is subject to there not being too much violence, so last Friday they approved to do the third tranche.” (HA, JP, REU, TOI, YA 1/20)

YNet reports that PA prime minister Rami Hamdallah formally informed U.S. secretary of state Mike Pompeo that the Palestinians have decided to reject future U.S. financial assistance, including that which supports the PA security forces, in response to the Anti-Terrorism Clarification Act, which the U.S. passed into law in 10/2018 (see *S. 2946 of 5/24/18 at congressionalmonitor.org for details). That law, which is set to go into effect at the end of the month, forced the Palestinians to either accept future U.S. aid or open themselves up to terrorism lawsuits from individual U.S. citizens, inter alia. Israeli prime minister Benjamin Netanyahu lands in Chad to renew the diplomatic ties between Israel and Chad that were severed in 1972. At a joint press conference with Netanyahu, Chad’s President Idriss Déby says, ‘The purpose of your visit is to bring our two countries closer and to cooperate.” Netanyahu calls it the renewal of ties a “breakthrough” and a sign of Israel’s “rising standing” in the Muslim world. After unverified reports of Syrian air defenses intercepting an Israeli air strike near Damascus, several ground-to-ground projectiles are fired from Syria into northern Israel. They are all intercepted by Israel’s Iron Dome missile defense system. Late at night, Israeli forces strike approximately 10 government weapons depots, intelligence sites, and other targets in Syria, killing 21 people, including 12 member of Iran’s Revolutionary Guards Corps, according to the Syrian Observatory for Human Rights. An IDF spokesperson says that Iranian forces were responsible for the projectile launched into Israel earlier in the day. “This was planned in advance as an attempt to deter us from continuing to act against them,” he says. Following the Israeli air strikes in Gaza City on 1/11, unidentified Palestinians fire a rocket into southern Israel. It lands in an open area, causing no damage or injuries. Israeli forces retaliate late at night, with air strikes and artillery shelling of at least 4 Hamas sites in Gaza City, Khan Yunis, and Bayt Lahiya; extensive damage is reported at multiple sites. In the West Bank, IDF troops conduct raids in Ramallah, sparking clashes with stone-throwing Palestinians; 4 Palestinians are injured, including 1 paramedic. They arrest 6 Palestinians during further raids near Hebron and Bethlehem; and patrol in and around Tulkarm. Israeli settlers sic a dog on a Palestinian human rights worker observing a planting near Hebron; the worker is moderately injured. Settlers also throw stones at Palestinian homes in Burqa village near Nablus, causing minor damage. In the context of the ongoing Operation Northern Shield, the IDF discovers a 6th tunnel alleged to be built by Hezbollah from southern Lebanon into northern Israel. An IDF spokesperson will announce the discovery on 1/13. (HA, JP 1/13)

Approximately 13,000 Palestinians gather along Gaza’s border to continue the Great March of Return. There are some reports of protesters flying incendiary balloons and kites into Israel, but no reports of fires or any damage. IDF troops violently disperse the demonstrations near Rafah, Khan Yunis, Jabaliya refugee camp, Gaza City, and al-Bureij refugee camp; 1 Palestinian is killed and at least 25 are injured (1 Israeli soldier is injured as well). This brings the death toll stemming from the Great March of Return to 196. Hours after the protests, the Israeli Air Force conducts air strikes on 2 Hamas sites east of Gaza City, completely destroying them, according to Palestinians in the area. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Jabaliya refugee camp, causing no damage or injuries. In the West Bank, IDF troops violently disperse Palestinians, Israelis, and international activists at Friday protests against the Israeli occupation in Kafr Qaddum near Qalqilya; 1 Palestinian photojournalist covering the protests is injured. They also shoot and injure a Palestinian as he allegedly attempts to stab an Israeli settler outside the Kiryat Arba settlement near Hebron; arrest 4 Palestinians during raids near Jenin; and patrol near Nablus, Hebron, Tulkarm, and Qalqilya. Late at night, the Israeli Air Force conducts air strikes on more than 8 allegedly Iranian and Hezbollah-affiliated targets in and around Damascus, causing extensive damage. Unidentified Palestinians fly an incendiary device from Gaza into southern Israel attached to a cluster of balloons, where it lands in an open area in the Sdot Negev Regional Council. IDF troops detonate the device, causing no damage or injuries. In response, the Israeli Air Force conducts 3 air strikes on Hamas sites in Khan Yunis, Gaza City, and Bayt Hanun, causing extensive damage. Also along Gaza’s border, IDF troops violently disperse Palestinians gathering to continue the Great March of Return near al-Bureij refugee camp; 1 Palestinian is injured. They also open fire on Palestinian farmland near Rafah, Gaza City, Bayt Hanun, and Jabaliya refugee camp, causing no damage or injuries. In the West Bank, following the shooting attack on an Israeli settler vehicle at the nearby Beit El checkpoint on 1/5, IDF troops conduct raids in al-Bireh overnight, confiscating surveillance tapes and sparking clashes with stone-throwing residents of the area throughout the day; several Palestinians are injured (1 critically). They also arrest 5 Palestinians and issue 1 arrest summons during late-night raids near Ramallah, Jenin, Hebron, and Tubas; and patrol near Hebron and Nablus. Following a week of increasing tensions between Fatah and Hamas, the Fatah-dominated PA announces plans to remove its staff from the Rafah border crossing on 1/7. “This decision comes in the light of recent developments and brutal practices of the de facto gangs,” reads the PA statement. “Since we took over the Rafah crossing, Hamas has been obstructing the work of our crew there. We had to bear a lot in order to give the opportunity for the Egyptian effort to end the division.” The PA took control of the Gaza side of the Rafah border crossing in the context of the 10/12/17 Hamas-Fatah reconciliation agreement, which was never fully implemented. U.S. ambassador to Israel David Friedman says that the Trump administration’s long-awaited Palestinian-Israeli peace plan will likely not be released for at least several more months. “We want to release it a way that gives it the best chance of getting a good reception,” he says, adding that the upcoming Israeli elections on 4/9 are “a factor, but not the only factor.” Meanwhile, U.S. national security advisor John Bolton meets with Israeli prime minister Benjamin Netanyahu in Jerusalem. Following the meeting, Bolton says that the U.S.-Israel relationship has never been stronger than it is now under Netanyahu and U.S. president Donald Trump. (HA, JP, JP, TOI 1/6)

In an interview with CBS’s 60 Minutes, Egyptian president Abdel Fattah al-Sisi says that Egypt’s military coordination with Israel is at its “closest ever.” He adds, “We have a wide range of cooperation with the Israelis.” (AJ, CBS, HA 1/6)
