In the West Bank, Israeli forces demolished 4 houses, displacing 44 Palestinians in al-‘Awja. Israeli forces also demolished 1 shed and seized 1 tent in al-Mughayyir. Elsewhere, Israeli forces demolished a tract of land planted with olive saplings near Qalandia. Israeli forces also prevented teachers and farmers from getting to their work at a flying checkpoint east of Yatta. 13 Palestinians were arrested during raids in and around Bayt Umar, Hebron, Bethlehem, Jericho, and Nablus; during a raid in Bayt Umar, 1 woman was injured when Israeli forces broke through her door. The PA health minister Mai al-Kaila said that the PA had signed an agreement with the World Health Organization for the UN organ to provide 20 percent of the West Bank and Gaza’s needed COVID-19 vaccines. It is unclear when the vaccines will arrive. On 12/7, Britain started vaccinating its population with a Pfizer-made vaccine and Israel is scheduled to receive the 1st shipment of the Pzifer-made vaccine on 12/9. Health Minister al-Kaila also said the PA was looking at either buying vaccines from the company Covax once the free vaccines are out of stock or to buy the Russian vaccine Sputnik V. More than 20 EU representatives visited Gaza for the 1st time since 2016. The delegation visited the European hospital in Rafah and an EU-funded desalination plant in Dayr al-Balah. (WAFA, WAFA 12/8)

In the West Bank, Israeli settlers, accompanied by Israeli forces, raided al-Twana and injured 1 Palestinian. 8 Palestinians were arrested, including 6 during raids in and around Tulkarm, Yatta, Kafr Qaddum, Jenin, and Qalqilya; 2 were arrested at checkpoints near Nablus and Huwwara. In East Jerusalem, 3 Palestinians were arrested, including 2 during raids in Issawiyya, and 1 at the Haram al-Sharif compound. In Gaza, 1 rocket was launched at Israel, hitting 1 building; no injuries were reported. In Israel, some 2,500 people protested outside of Prime Minister Benjamin Netanyahu’s official residence demanding his resignation over the government’s handling of the COVID-19 pandemic, the economy, and his corruption cases. This was the 22d Saturday in a row that Israelis protested Prime Minister Netanyahu. (HA, WAFA 11/21)

In the West Bank, Israeli settlers used dogs to attack Palestinian farmers near Yatta. Israeli forces seized 4 Palestinian-owned tractors in al-Hadidyya. Israeli forces also fired tear gas at Palestinians trying to enter Israel near al-Midya. The Nablus governate was placed on a partial lockdown for 5 days after a rise in COVID-19 cases. The PA asked residents to stay inside between 7 p.m. and 6 a.m. 2 Palestinians were arrested; 1 during a late-night raid in Hebron and 1 at a military checkpoint near Nablus. In Gaza, Hamas launched 2 rockets at Israel, both landing in open areas, and Israel fired missiles at Gaza, causing damage near Rafah, Bayt Hanun, and Khan Yunis. A source from Hamas said that the rockets were launched by mistake due to lighting and that Hamas does not seek an escalation of violence. The Israeli Lands Authority issued tenders for construction of a new settlement, Givat Hamatos, in East Jerusalem, dubbed the doomsday settlement as it would cut East Jerusalem off from Bethlehem and cut Bayt Safafa off from its surrounding towns. Tenders for a total of 1,257 settler units were issued. Israel’s plans drew condemnation form the PA, and the international community. The Israeli anti-occupation organization Peace Now called the plans a “lethal blow” to the 2-state solution. In the West Bank, Israeli settlers set up 4 caravans on Palestinian-owned property north of ‘Abwayn; the outpost was dismantled by Israeli forces the same day. Israeli forces raided the family house of an alleged Palestinian attacker near Nablus and took measurements in preparation for a punitive demolition of the property. Israeli forces also demolished 1 house under construction and delivered 1 demolition order for a carpentry shop in ‘Araba. 13 Palestinians were arrested during raids in and around Bethlehem, Hebron, Ramallah, Qalqilya, Biddu, and Qatanna; during a raid in al-Fawar refugee camp, Israeli forces assaulted 2 Palestinians, fracturing the nose of 1 of them; they also claimed that Israeli forces stole 5,800 NIS ($1,700). The Israeli high court of justice ruled that 1 Israeli settler outpost with some 50 homes, Mitzpeh Kramim, is to be evacuated. The court found that the settler outpost was built in bad faith as the authorities knew it was being built on Palestinian-owned land. (AJ, HA, REU 8/27)

Israeli foreign minister Gabi Ashkenazi said in a news conference with German foreign minister Heiko Maas that, “I think it’s very clear and it’s very tangible that Israel government policy moved from annexation to normalization.” (HA 8/27)

U.S. secretary of state Mike Pompeo met with Omani Sultan Haitham bin Tariq Al Said in Oman to advocate for the Gulf state to normalize ties with Israel. Oman was the 5th stop on Secretary Pompeo’s Middle East trip, having visited Israel, Sudan, Bahrain, and the UAE prior. (HA, REU 8/27)

In the West Bank, Israeli forces demolished 8 structures in a bedouin village north of Ramallah and delivered demolition notices for 2 houses near Bethlehem. 11 Palestinians were arrested in and around Tulkarm, Jenin, Bethlehem, and Ramallah; during the raid in Tulkarm, 2 Palestinians were shot by Israeli forces using rubber-coated bullets; during the raid near Jenin, 1 Palestinian was shot by live ammunition. In East Jerusalem, 1 Palestinian-owned home was demolished in Silwan and 1 Palestinian family demolished their own home in Sur Bahir to avoid exorbitant Israeli demolition fees. 4 Palestinians were arrested. In Gaza, Hamas authorities initiated a 48-hour curfew after 4 members of the same family tested positive for the COVID-19 virus on 8/24; these were the 1st people to test positive in Gaza outside of designated quarantine facilities. Both PA president Mahmoud Abbas and PA prime minister Mohammed Shtayyeh met separately with the British foreign secretary Dominic Raab in Ramallah. President Abbas told Secretary Raab peace cannot be achieved by bypassing the Palestinians through normalization of relations with other Arab countries. (WAFA, WAFA 8/25)

U.S. secretary of state Mike Pompeo spoke to the Republican National Convention from Jerusalem while on an official trip to the Middle East. Secretary Pompeo’s performance at the Republican National Convention was a violation of the Hatch Act and a congressional investigation was initiated shortly after his speech was broadcasted. In his speech, Pompeo touted U.S. president Donald Trump’s decision to move the U.S. embassy to Jerusalem, saying “this very city of God, Jerusalem, the rightful capital of the Jewish homeland.” Secretary Pompeo also met with the prime minister of Sudan Abdalla Hamdok to discuss normalizing ties between Sudan and Israel, among other issues. The director of UNRWA affairs in Gaza, Matthias Schmale, called on Israel to start allowing fuel into Gaza as Gaza’s only power plant had remained closed for 1 week due to lack of fuel as Israel blocked the entrance of fuel to Gaza. (WAFA 8/25)

In the West Bank, Israeli settlers set up a caravan on Palestinian-owned land in Bil‘in. Israeli forces forced the village of Sabastiyya to remove a newly installed flagpole carrying a Palestinian flag; the flagpole was installed at a site frequently toured by Israeli settlers. 10 Palestinians were arrested during raids in and around Tulkarm, Bethlehem, Ramallah, and al-‘Arub refugee camp. In East Jerusalem, 6 Palestinians were arrested, including 1 during a raid in the Old City, and 5 at 1 of the gates to the Haram al-Sharif compound. In Gaza, Israeli forces fired missiles at southern Gaza, causing damage in Khan Yunis and east of Rafah; incendiary balloons were sent toward Israel, causing fires; 1 Palestinian-owned house in Abasan sustained severe damage. Israeli forces also opened fire on agricultural lands; no injuries were reported. 4 people from the same family also tested positive for the COVID-19 virus in the 1st instance of community spread of the virus in Gaza; prior positive tests have only occurred in quarantine facilities. 4 Palestinians died in an explosion in a house east of Gaza City; the reason for the explosion remained unclear. U.S. secretary of state Mike Pompeo landed in Israel for meetings with Israeli prime minister Benjamin Netanyahu, Defense Minister Benny Gantz, and Foreign Minister Gabi Ashkenazi. In the West Bank, Israeli settlers attacked Palestinian shepherds near Yatta; cut more than 100 olive trees near Susiya; and set up a mobile home on Palestinian-owned land near Beita. Israeli forces delivered demolition notices for 2 buildings northeast of Bethlehem. Israeli forces also violently suppressed a Palestinian protest in Kafr Qaddum using rubber-coated bullets and tear gas; 1 Palestinian was injured by a rubber-coated bullet, others suffered tear-gas related injuries. In East Jerusalem, Israeli forces clashed with Palestinians in Issawiyya, leading to tear-gas related injuries. Israeli forces also stormed an engagement party near the Old City, assaulting several guests and arresting 3. In Gaza, Israeli forces fired missiles at southern Gaza east of Rafah and Khan Yunis causing damage, after claiming that 1 rocket was fired toward Israel. Israeli forces also opened fire on Palestinian agricultural lands east of Khan Yunis, Bayt Hanun, and al-Bureij; no injuries were reported. Off the coast of Gaza, Israeli naval forces opened fire on Palestinian fishermen west of Bayt Lahiya. In Israel, thousands of protesters continued their calls for Israeli prime minister Benjamin Netanyahu to step down outside of his official residence. In the West Bank, Israeli forces arrested 8 Palestinians during late-night raids in and around Jenin, Tubas, Nablus, Jericho, and Bethlehem. In East Jerusalem, 1 Palestinian was shot and injured during a confrontation with Israeli forces that was sparked by a demolition of a 5-story Palestinian-owned building in Jabal Mukabir. In Gaza, incendiary balloons were sent toward Israel from Gaza, causing fires, and 1 rocket was launched at Israel. Israel fired missiles at Gaza near Rafah, Gaza City, Bayt Hanun, and Bayt Lahiya, causing damage; no injuries were reported. The Gaza power plant stopped producing electricity as Israel stopped all deliveries of fuel to Gaza on 8/13. Palestinians in Gaza only have between 3-4 hours of electricity a day, as opposed to 8-12 hours, because of the power plant closure. (AJ, HA, REU, WAFA 8/18)

Secretary general of the PLO Saeb Erakat attacked the Arab League and the Organization of Islamic Cooperation for not condemning the UAE’s move toward normalization, violating the Arab countries’ consensus of not making agreements with Israel until Israel and Palestinians have negotiated a peace agreement. PA president Mahmoud Abbas called the UAE-Israel deal nonsense and said that the UAE “have turned their backs on everything: the rights of the Palestinian people, the Palestinian state, the two-state solution, and the holy city of Jerusalem.” At the meeting, attended by officials from Hamas and Islamic Jihad, Abbas praised the steps toward Palestinian organizational unity. Israeli prime minister Benjamin Netanyahu denied reports that Israel would support U.S. sales of advanced weapons to the UAE as part of the normalization deal between the 2 countries. A spokesperson for the Sudanese foreign ministry said that Sudan is looking at normalizing relations with Israel; however, after Prime Minister Netanyahu welcomed the news and said the dialogue had been going on since 2/2020, the Sudanese foreign ministry walked back the announcement, saying that normalization had not been discussed. The prime minister of Pakistan Imran Khan said that Pakistan would not recognize Israel until the establishment of a Palestinian state acceptable to Palestinians. (HA, HA, REU 8/18; AJ 8/20)

Palestinians in Gaza, East Jerusalem, and the West Bank protested against the UAE’s decision to normalize its ties with Israel. In the West Bank, Israeli forces violently dispersed the weekly anti-settlement protest in Kafr Qaddum, injuring 3 Palestinians using rubber-coated bullets and 1 with a tear gas canister to his head. Israeli forces and Palestinians also clashed west of Ramallah with young Palestinians throwing stones and Israeli forces firing live ammunition, rubber-coated bullets, and tear gas; 2 Palestinians were injured by rubber-coated bullets. 7 Palestinians were arrested during late-night raids in and around Nablus, Jenin, Tulkarm, al-‘Amari refugee camp, and Bethlehem. In East Jerusalem, 1 Palestinian family demolished their own home under construction in Silwan. In Gaza, Israel fired missiles and shells at Gaza City, Khan Yunis, and Rafah, causing extensive damage to 7 houses and minor injuries to 4 Palestinians; incendiary balloons were launched from Gaza toward Israel. It was reported that Israeli defense minister Benny Gantz had decided not to allow Qatari aid to enter Gaza as collective punishment for the incendiary balloons landing in Israel. Gantz has also ordered a halt of fuel transfers to Gaza and halved the fishing zone. Off the coast of Gaza, Israeli naval forces opened fire on Palestinian fishermen, injuring 1 with a rubber-coated bullet. In Israel, Israeli police violently dispersed Palestinian protesters in Jaffa demonstrating against the impending demolition of an 18th century Muslim cemetery. Turkish president Recep Tayyip Erdoğan said that Turkey is considering suspending its diplomatic ties with the UAE in light of the UAE’s decision to establish ties with Israel. Oman called the UAE’s decision “historic.” (HA, REU, WAFA 8/14; AJ 8/15)

U.S. congresswoman Betty McCollum (D-MN) introduced a bill co-sponsored by 6 other members of the house which seeks to prohibit U.S. funding for areas annexed by Israel. (WAFA 8/17)

The U.S. lost a bid at the UN Security Council to extend an arms embargo on Iran. 11 members abstained, Iran and China opposed, and the U.S. and the Dominican Republic were the only members voting in favor. In the West Bank, Israeli forces demolished parts of a settlement outpost near the Yitzhar settlement. During the demolition, Israeli settlers attacked the Israeli forces, wounding 1. Israeli settlers closed a road between Nablus and Qalqilya and threw stones at Palestinian vehicles. Israeli forces razed Palestinian-owned land in Yasuf and east of Salfit. 8 Palestinians were arrested during late-night raids in and around Ramallah, Tulkarm, Jenin, and Bethlehem. In East Jerusalem, Israeli forces razed land and 1 Palestinian family started demolishing their own home in Jabal Mukabir. 4 Palestinians were arrested during late-night raids in Issawiyya. In Gaza, Israel fired missiles at Gaza City, Rafah, and al-Bureij, causing damage and incendiary balloons from Gaza landing in Israel. Israeli forces also opened fire at agricultural lands east of Bayt Hanun; no injuries were reported. Israel announced that it had reduced the Gaza fishing zone to 8 nautical miles from 15 at its maximum as collective punishment for incendiary balloons landing in Israel. In East Jerusalem, 2 Palestinians were arrested during raids in Ras al-Amud and the Old City. In Gaza, 1 rocket was fired at Israel; shrapnel from the rocket, which was intercepted, damaged 1 car in Sderot. Israeli forces subsequently fired rockets at a cement production facility and underground infrastructure near Khan Yunis and Rafah; no injuries were reported. Hamas called the Israeli rockets a “clear message of escalation.” Israeli forces also fired live ammunition at agricultural lands east of Khuza‘a; no injuries were reported. In the West Bank, Israeli settlers chopped down 36 olive trees in Burin. Israeli settlers and military escort toured Joseph’s Tomb in Nablus, leading to confrontations with Palestinians; tear-gas related injuries were reported. Israeli forces demolished a residential structure, displacing 10 people in Bayt Umar. 19 Palestinians were arrested during raids in and around Qalqilya, ‘Azun, Tulkarm, Ramallah, Bethlehem, and Hebron. In East Jerusalem, Israeli authorities banned the former mufti of Jerusalem, Shaykh Ikrima Sabri, from entering the Haram al-Sharif compound for 4 months. PA prime minister Mohammad Shtayyeh said that the PA would not trade Israeli-withheld PA tax revenue for political concessions, saying “[t]he question of Palestine is not that of money, but of rights, dignity and freedom.” (WAFA 6/5)

The PA responded to the ICC’s request for clarification on the PA’s decision to end all agreements with Israel and the U.S. in light of the impeding annexation of parts of the West Bank. In its response, the PA said that ending agreements with Israel and the U.S. does “not in any way purport to, nor does it, legally affect the question [of the ICC jurisdiction relating to Israeli war crimes in the occupied Palestinian territories] presently before the Chamber.” (HA 6/5; WAFA 6/6)

In Israel, more than 150 vehicles were vandalized and racist graffiti in Hebrew, such as “Jews wake up” and “Enough with the assimilation,” was sprayed on several buildings in the Christian Palestinian village of Jish. At a UN Security Council meeting, PA president Mahmoud Abbas sharply rejected the U.S. administration’s peace plan, saying “[t]his is an Israeli-American pre-emptive plan in order to put an end to the question of Palestine.” While President Abbas was speaking in New York, Palestinian protesters in Ramallah demonstrated against the U.S. peace plan. After the protest, Palestinians and Israeli forces clashed at a checkpoint north of Ramallah; 2 Palestinians were injured by rubber-coated bullets and others needing treatment for tear-gas related injuries. In the West Bank, 1 Palestinian prisoner stabbed and lightly wounded an Israeli warden at Ofer Prison. Israeli settlers attacked a Palestinian family in Hebron, causing light injuries. 2 Palestinians were hospitalized after being hit by rubber-coated bullets during a confrontation with Israeli forces in Hebron. Israeli forces also violently dispersed Palestinians protesting against the U.S. administration’s peace plan in and around Qalqilya and Tulkarm, leading to tear-gas related injuries. 18 Palestinians were arrested during late-night raids in and around Ramallah, Qalandia, Bethlehem, Hebron, Nablus, Qalqilya, and Jenin. In East Jerusalem, 1 Palestinian was arrested. Off the coast of Gaza, Israeli naval forces arrested 3 Palestinian fishermen off the shore of Dayr al-Balah within the allowed fishing area; their fishing boat was also confiscated. Separately, Israeli naval forces opened fire and sprayed skunk water on fishermen west of Rafah. The PA minister of agriculture announced that the PA had decided to ban entry of Israeli products to the Palestinian market. The decision comes a day after Israel started banning imports of agricultural products from the West Bank. (WAFA 2/3)

The Organization of Islamic Cooperation issued a statement after an extraordinary summit in Jeddah calling “on all member states not to engage with this plan [the U.S. administration’s peace plan] or to cooperate with the U.S. administration in implementing it in any form.” (HA, WAFA 2/3)

In the West Bank, Israeli forces and Palestinians clashed for the 3d day in a row, leading to rubber-coated bullet and tear-gas related injuries, including 1 Palestinian shot by a rubber-coated bullet to his head in Kafr Qaddum, said to be in critical condition. 20 Palestinians were arrested during raids in and around Bethlehem, Ramallah, al-Bireh, Hebron, and Tulkarm. Israeli settlers destroyed water pipes providing water to Madama and broke the windows of 2 Palestinian-owned vehicles northwest of Ramallah. In East Jerusalem, 10 Palestinians were arrested during raids. In Gaza, for the 2d day in a row, Israeli forces struck targets in Gaza, causing damage near Rafah.
