The Jordanian Detainees Committee in Saudi Arabia said that a Saudi court had reduced the sentence of former Hamas official Mohammad al-Khodari from 15 years to 3 years in prison. Al-Khodari was 1 of some 60 Jordanian and Palestinian nationals to receive sentences by Saudi Arabia earlier this year for an affiliation with Hamas or other resistance groups. (MEMO 12/29)

PA president Mahmoud Abbas met with Israeli defense minister Benny Gantz at Gantz’s residence in Rosh Ha’ayin. The 2.5-hour-long meeting was attended by Israel’s coordinator of government activities in the territories Rassan Aliyan, PA civil affairs minister Hussein al-Sheikh, and head of PA security service Majed Faraj. Civil Affairs Minister al-Sheikh said the 2 sides spoke of a political horizon while Defense Minister Gantz tweeted that the meeting was about economic and civic measures and security coordination. An Israeli statement said Israel had agreed to register 6,000 Palestinians living in the West Bank and 3,500 living in Gaza, give the PA a $32-million advance on its tax income, and grant more business permits and VIP passes for the PA. Israeli and Palestinian officials said that President Abbas demanded more action against settler violence and the revocation of terror designations for 6 Palestinian rights organizations. It was President Abbas’s 1st meeting with an Israeli official in Israel since 2010. A Hamas spokesperson condemned Abbas’s visit, saying he was accommodating the occupation and “deepening Palestinian political divisions.” Islamic Jihad and the PFLP also condemned the meeting. In Syria, Israel conducted air strikes in Latakia, causing damage at the city’s port. Israeli sources claimed that Israeli missiles had hit Iranian munitions stored in containers. A Russian official said 4 missiles were fired from 2 Israeli F-16s, causing minor material damage. In the West Bank, Israeli settlers with military escort attempted to raid a school in al-Lubban ash-Sharqiya before they were repelled by Palestinians protecting the students. Israeli forces razed agricultural lands in Birin, uprooting 120 olive and almond trees and demolishing 1 well in Khillat al-Furn. Israeli forces also raided Birzeit University, injuring 1 student with a rubber-coated bullet who was protesting the raid. 17 Palestinians were arrested during raids in Deir Abu Mash‘al, Deir Nidham, Kafr Ni‘ma, Bethlehem, al-Walaja, Sa‘ir, al-Shuyukh, Tarqumiyah, Tulkarm, Far‘un, and Kafr al-Labad; Israel also said that it had arrested 11 students of An-Najah University in Nablus, saying they were connected to a Hamas student network. In East Jerusalem, Israeli forces demolished the foundations to a house in al-Tur and demolished 1 house near the Old City. 2 Palestinians were arrested during late-night raids in Wadi al-Juz and Isawiya; Israeli forces confiscated 11,500 NIS ($7,300) during a raid in Sur Baher. Israeli Channel 13 reported that a group called Returning to the Mount are praying at the Haram al-Sharif compound by disguising themselves as Muslims while following Islamic practices of prayer, but reciting Jewish prayers. Channel 13 reported that members of the group meet to learn how to appear like Muslim worshippers. (MEMO, TOI 12/14)

The Palestinian prisoners’ club said Israeli prison guards assaulted at least 3 female prisoners in Damon prison when they refused to leave their cell. The 3 prisoners were also transferred to solitary confinement. (MEMO, WAFA 12/19; MEE, MEMO 12/20)

Israel’s prime minister Naftali Bennett said settler violence is an “insignificant phenomena” in the West Bank, criticizing Israel’s public security minister Omer Bar-Lev, who on 12/13 brought up the issue in a meeting with U.S. state department undersecretary for political affairs Victoria Nuland. Prime Minister Bennett said that the settlers were the victims in the West Bank and needed the support of the Israeli government. Public Security Minister Bar-Lev subsequently reiterated his focus on settler violence during a trip to Hebron, saying that “it is truly difficult for some to look in the mirror” instead of tackling the issue of extremist settlers. Human Rights Watch (HRW) called on the UN Commission of Inquiry to investigate what HRW have found to be organized discriminatory behavior of Israeli law enforcement agencies when dealing with “Jewish ultra nationalist” and Palestinian citizens of Israel during the May 2021 civil unrest. HRW found that Israeli law enforcement used excessive force when dispersing Palestinians in Lydda while “failing to act even-handedly as Jewish ultra-nationalists attacked Palestinians.” (HRW, MEMO, WAFA 12/14)

Israel’s interior minister Ayelet Shaked announced that plans to construct the Trump Heights settlement in the Israeli occupied Golan Heights had advanced. The Trump Heights settlement, named after former U.S. president Donald Trump, will cover 70 acres. The announcement stated that construction of homes, public buildings, industrial zones, and roads can begin. (HA 12/14)

The Knesset passed the 1st reading of a bill that would allow Israeli police to conduct house raids in Israel without a court-issued warrant. An explanatory note to the bill clarified that the bill was intended for the Israeli police to use “in its battle against serious crime, and particularly serious crime in Arab society.” (Knesset 12/14; MEMO 12/15)

The officer of the Knesset granted the leader of United Arab List Mansour Abbas a security detail, as he was receiving a growing number of death threats. (MEMO 12/15)

The UAE said it had suspended talks with the U.S. on buying 50 F-35 fighter jets, citing “[t]echnical requirements, sovereign operational restrictions, and cost/benefit analysis.” The announcement follows U.S. concerns about the UAE’s relationship to China, including the UAE using Huawei 5G technology. The Trump administration had agreed to allow the UAE to purchase the F-35 fighter jets as part of the UAE’s and Israel’s normalization agreement. The UAE announced on 12/3, during a visit to the country by French president Emmanuel Macron, that it would buy 80 French-made Rafale fighter jets and 12 military helicopters. 18 Democratic members of U.S. Congress wrote a letter to the Treasury and State Departments asking them to put sanctions on 4 foreign surveillance companies, including the Israeli NSO Group, citing the companies’ assistance in human rights abuses. In the West Bank, Israeli forces raided the home of Hassan Yousef, a member of the PLC for Hamas, in Beitunia and arrested him. Israeli forces also raided Rummana, dispersing Palestinians protesting the raid with tear gas. Elsewhere, Israeli forces delivered a demolition order for a house under construction in Nahalin. Israeli forces had arrested and severely beaten a man during a late-night house raid in Qalqas; the man was later admitted to a hospital in Beersheba. 2 others were arrested during late-night raids. In East Jerusalem, 20 Israeli settlers vandalized 12 Palestinian-owned vehicles in Bab al-Zahara. 1 Palestinian was arrested in Isawiya. In Lebanon, 4 people were killed and 7 injured during a shootout in the Burj el-Shemali refugee camp. The event unfolded during the funeral procession for 1 person who was killed during an explosion in the camp on 12/10. There were differing reports of the events, including 1 that said the shooting was between Hamas and Fatah members. Hamas claimed that the killings were ordered by the PA. Israeli prime minister Naftali Bennett arrived in the UAE for meetings with UAE foreign minister Abdullah bin Zayed Al Nahyan and later, on 12/13, with Crown Prince Mohammed bin Zayed Al Nahyan. This marked the 1st time an Israeli prime minister visited the UAE, planned since the normalization deal between the 2 countries in 2021 but postponed due to the COVID-19 pandemic. Administrator of USAID Samantha Power said during a speech at a gala hosted by the Alliance for Middle East Peace that aid to Palestinians suffers under politicization, which makes it controversial. Administrator Power said that aid to Palestinians had broad consensus for decades but that that consensus had been waning. (HA 12/12)

In the West Bank, Israeli settlers raided Khallet al-Dabe in Masafer Yatta, vandalizing 70 olive trees and releasing Palestinian-owned sheep on the land, destroying crops as they grazed. 24 Palestinians were arrested during raids in Bethlehem, Dheisheh refugee camp, al-Arroub refugee camp, Balata refugee camp, Tell, Tulkarm, and Deir al-Ghusun. In East Jerusalem, a group of Israeli settlers attacked 1 Palestinian man in Sheikh Jarrah and vandalized 5 Palestinian-owned vehicles. The settlers sprayed pepper spray at the man and threw stones at vehicles; 2 of the settlers were arrested by Israeli police on 12/10 in relation to the attack. 13 Palestinians were arrested during raids in Ras al-Amud and Isawiya. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen within 3 nautical miles west of Beit Lahiya; no injuries were reported. The Israeli ministry of justice closed a probe into the killing of 1 Palestinian who was lying on the ground after allegedly stabbing 1 Israeli man near the Damascus Gate plaza on 12/4. The ministry accepted the Israeli soldiers’ claim that they were acting in self-defense when they executed the man on the ground, several feet away from the soldiers. (AJ, HA, MEE, WAFA 12/9)

Haaretz reported that complaints of beatings of 10 Palestinian prisoners by Israeli prison guards had been given to Israeli police. The beatings allegedly unfolded in the aftermath of the prisoner escape on 9/6 as Palestinian prisoners subsequently were transferred from Gilboa prison to Shata prison. (HA 12/5; HA 12/9)

The British war monitoring NGO Airwars released a report focused on Israeli air strikes in Gaza and Syria. Airwars found that during the 11-day attack on Gaza in May, Israel killed between 151 and 192 Palestinian civilians in 128 “locally reported civilian harm events.” Airwars also found that between 15 and 20 civilians were killed in Gaza due to Palestinian rocket misfires. In a comparative study between Israeli attacks on Syria and Gaza, Airwars found that Israel killed many times more civilians during its 11-day attack on Gaza then it had done in Syria since 2013. Airwars attributed this discrepancy to willingness to attack densely populated areas of Gaza, while showing hesitancy to do so in Syria. (AA, Airwars 12/9)

Israeli foreign minister Yair Lapid met with Egyptian president Abdel Fattah al-Sisi in Cairo to discuss Iran, normalization deals, and the reconstruction of Gaza. Elsewhere, Israeli settlers clashed with Israeli forces as the latter evacuated the Geulat Zion settlement outpost near the Shiloh settlement. Israeli forces fired tear gas at Palestinian pupils heading to a school in al-Lubban ash-Sharqiya for the 2d day in a row, injuring dozens with tear gas. Israeli forces also seized 2 residential structures and 5 agricultural structures in az-Za‘ayyem. 11 Palestinians were arrested during raids in Bil‘in, Jaba‘, Tulkarm, Sanniriya, Nablus, al-Ibayyat, and Deir Sammit. In East Jerusalem, Israeli forces shot and killed 1 Palestinian minor after he allegedly stabbed and wounded 2 Israeli soldiers in the Old City. B’Tselem released footage that 1 of its activists had recorded in September, showing Israeli soldiers in Hebron rounding up 13 Palestinian children in the middle of the night and taking photos of them, asking them to say “cheese” for the camera. EU high representative for foreign affairs Josep Borrell told the Ad Hoc Liaison Committee that Israel has not provided the EU with any evidence proving their accusations that 6 Palestinian rights organizations are terrorist entities. PA prime minister Mohammed Shtayyeh was also present at the meeting and criticized the new Israeli government’s approach to Palestinians and stance against a 2-state solution. Qatar and Egypt signed a deal to supply fuel and building supplies to Gaza during the Ad Hoc Liaison Committee meeting. The deal will see Qatar pay Egypt for oil and gasoline which will be given to Hamas and distributed at gas stations in Gaza and some funds will be directed at vulnerable families in Gaza and to help pay civil servants. In the West Bank, Israeli forces delivered demolition orders for 4 water collection wells in Khelet al-Dabe‘a, near Yatta. 10 Palestinians were arrested, including 8 during late-night raids in al-‘Aruj, Hindaza, ‘Askar refugee camp, Nablus, Dura, al-Dawha, Yatta, and Ramallah; 1 was arrested during a raid in ‘Anata, and 1 at a checkpoint near Nablus. Israel effectively prevented Palestinians without Internet access from objecting to construction plans in the E1 area, as Israel’s civil administration told the Palestinians they could attend the meeting only hours before it started, rendering them unable to reach the meeting in person in the Beit El settlement. Adalah sent a letter to the Israeli government, calling a decision to include the Shin Bet and the Israeli military to combat violence in Palestinian towns in Israel racist and illegal. Media outlets reported that, in a secret effort to locate Israeli soldier Ron Arad, who went missing in 1986, Israel had abducted an Iranian general in Syria and took him to an unnamed country in Africa, where he was interrogated before he was released. (MEMO, TOI 10/5)

The energy ministers of Lebanon and Egypt said that Egypt is finalizing arrangements to ship gas to Lebanon in an effort to help the country as it faces a severe energy crisis. Egypt will supply Lebanon with gas through a pipeline that runs through Syria and Jordan. (HA 10/5; REU 10/7)

In the West Bank, Palestinians prevented Israeli settlers with military escort from entering Nablus at the Joseph’s Tomb site; 2 Israeli soldiers were reported injured by stone-throwers. Israeli settlers chased Palestinian herders off their own land in Masafer Yatta. Israeli forces violently dispersed a protest at an Israeli checkpoint near al-Bireh, injuring 1 journalist with a rubber-coated bullet and others with tear gas. 6 Palestinians were arrested during late-night raids in Biddu and Deir Nidham. In East Jerusalem, more than 770 Israeli settlers toured the Haram al-Sharif compound, waving Israeli flags. 5 Palestinians were arrested during late-night raids in Isawiya, al-Tur, and the Old City. The trial against 14 PA security officers charged with beating PA critic Nizar Banat to death on 6/24 began in Ramallah. Banat’s brother Ghassan Banat said that the PA was using the 14 officers as scapegoats and that the trial was incomplete without prosecution of the head of the Preventive Security Services and the interior minister. All 14 officers pledged not guilty to charges of battery, abuse of power, and violation of military instructions. According to a cousin of Banat, 1 of his other cousins was arrested before the hearing. The arrested cousin is said to be 1 of the key witnesses to the killing of Banat. (HA, REU 9/27; MEMO 9/28)

At the UN general assembly, Israeli prime minister Naftali Bennett did not overtly mention Palestine or Israel’s occupation, but did say that “Israelis don’t wake up in the morning thinking about the conflict.” Prime Minister Bennett dedicated a portion of his speech to Iran, saying that its alleged nuclear weapons program had “hit a watershed moment, and so has our patience.” (HA, HA, MEMO, REU 9/27; AJ, ALM, AP, HA, HA, HA, HA 9/28; JP, JP 9/29)

The UN Conference on Trade and Development issued a report, saying that 2020 was the worst year for the PA economy since its establishment in 1994. The report stated that the COVID-19 pandemic and the Israeli occupation were the main factors behind the economic decline. (MEMO, WAFA 9/28)

At a UK Labour conference in Bristol, members of the party voted for a motion that called for sanctions against Israel for its violations of international law, stopping arms trades with Israel, and ending trade with Israeli settlements. The motion noted that Israel is guilty of the crime of apartheid. The motion is non-binding. PA president Mahmoud Abbas thanked the Labour party for passing the motion. In the West Bank, Israeli settlers attacked a group of Palestinian children near Silat ad-Dhahr, catching, abducting, and torturing 1 for 1 hour and 30 minutes at the Hermesh settlement outpost before Israeli soldiers picked him up after being notified by Palestinians. Israeli forces demolished 1 house under construction in Yatma. 7 Palestinians were arrested, including 5 during late-night raids in al-Bireh, Hebron, and Aqabat Jaber refugee camp, 1 at a checkpoint near Ya‘bad, and 1 at a checkpoint while seeking an entry permit to East Jerusalem for treatment of cancer. In East Jerusalem, Israeli forces raided and shut down a ceremony for Palestinians who passed their high school exams in Isawiya, claiming it was sponsored by the PA. PA firefighters joined Israeli firefighters to combat wildfires raging west and southwest of Jerusalem. Israeli defense minister Benny Gantz thanked Mahmoud Abbas for “his initiative” in a tweet. The PA sent 20 Palestinian firefighters and 4 fire engines to help combat the fires. PA president Mahmoud Abbas, PA prime minister Mohammed Shtayyeh, and foreign minister Riyad al-Maliki met with the Japanese foreign minister Toshimitsu Motegi in Ramallah. Issam Daalis, a member of Hamas’s political bureau, said that militant factions in Gaza will start violently resisting Israeli restrictions put on Gaza during May if those restrictions are not lifted by 8/21. The ultimatum was made after a meeting of senior Hamas members. Daalis also said that Egypt had asked Hamas to give Israel time and the Israeli prime minister Naftali Bennett had said some restrictions would be gradually lifted. (MEMO 8/18)

Israeli Palestinian lawmaker Ahmad Tibi from the Joint List filed a complaint against an Israeli soldier who prevented him and 3 other lawmakers from reaching al-Ibrahimi Mosque on 8/14 during a protest against Israeli renovations to the structure. Tibi further asserted that the soldier assaulted him during the incident. (HA 8/18)

In the West Bank, Israeli settlers planted trees near al-Farisya and ‘Ain al-Hilweh. Israeli forces delivered a stop-work order to 1 Palestinian for his agricultural fields and seized 1 bulldozer. 9 Palestinians were arrested during late-night raids in and around Tulkarm, Qalqilya, Beit Fajjar, al-Bireh, Dura, Bayt Liqya, Bayt Rima, and Jaba‘. In East Jerusalem, around 100 Israeli settlers toured the Haram al-Sharif compound for the 2d day in a row. 2 Palestinians were arrested during raids in Isawiya and Shu‘fat. PA president Mahmoud Abbas and Israeli defense minister Benny Gantz spoke on the phone. According to Gantz’s office, the 2 discussed trust-building steps between Israel and the PA and Gantz gave Abbas best wishes on the occasion of Eid al-Adha. Their conversation was the 1st between Abbas and an Israeli minister since 2017, when Abbas spoke to then prime minister Benjamin Netanyahu. A freedom of information request revealed that the director general of the Israeli interior ministry lives in a house in the illegal settlement outpost Keida, which has had a demolition order against it since 2008. The interior ministry said in a statement that its minister Ayelet Shaked “is pleased that the director-general of her ministry lives in Keida.” (HA 7/20)

King Abdullah II of Jordan met with U.S. president Joe Biden in the White House. King Abdullah II was the 1st Middle Eastern leader to visit President Biden in Washington, as the U.S.-Jordanian relationship was tarnished during the Donald Trump administration due to the 1-sided peace proposal made by the administration. The ice cream company Ben & Jerry’s issued a statement declaring it will end sales of its ice cream in Israeli settlements, saying that selling its ice cream in the occupied Palestinian territory “is inconsistent with our values.” Ben & Jerry’s also announced it would not renew its licensing agreement with manufacturers of Ben & Jerry’s ice cream in Israel but that the ice cream will still be available in Israel. Israel’s prime minister Naftali Bennett said that Ben & Jerry’s had decided to brand itself as an “antisemitic ice cream.” Foreign minister Yair Lapid, who weeks ago said his government would not call all criticism of Israel anti-Semitic, said the company was surrendering to BDS and anti-Semitism and that he would ask 35 U.S. states with anti-BDS laws to enforce them against the U.S. company. On 7/20, Prime Minister Bennett called the CEO of Unilever, the parent company of Ben & Jerry’s, to criticize the decision and Israel’s ambassador to the U.S. Gilad Erdan urged states with anti-BDS laws to take legal action against Ben & Jerry’s. The Israeli president Isaac Herzog likened the Ben & Jerry’s decision to terrorism. Ben & Jerry’s is known to engage publicly on progressive issues. Both founders of the company are Jewish-Americans.
