Officials from Iran, China, France, Germany, Russia, and the UK met in Vienna for the 1st day of new talks to find an agreement between Iran and the U.S. after the U.S. left it during the Trump administration. In the West Bank, an Israeli settler vandalized 10 mature olive trees in Burin. Israeli forces leveled 30 dunams (7.5 acres) of land in the villages of Qusra, Jayyus, and Aqraba. Israeli forces also razed land in Kardala. Elsewhere, Israeli forces raided Sabastia, closing off areas of the village to Palestinians. Israeli forces also violently dispersed Palestinian protesters in Deir al-Hatab, injuring 1 journalist with a rubber-coated bullet while others suffered tear-gas related injuries. 2 Palestinians were arrested during late-night raids in Jalazun refugee camp and Jericho. In East Jerusalem, more than 500 Israeli Jewish people toured the Haram al-Sharif compound. Israel and the U.S. claim that the 1st Durban conference, held in 2001 in South Africa, was racist because it singled out Israeli treatment of Palestinians and labeled Zionism racist. In the West Bank, Israeli forces razed agricultural land in Qusra and Kisan, razed 10 dunams (2.5 acres) of land planted with grape and olive saplings in Burin, and demolished 1 Palestinian home in al-Walaja and 1 car repair shop south of Hebron. Israeli forces also dispersed Palestinian protesters near Beita using tear gas; no injuries were reported. 9 Palestinians were arrested during late-night raids in and around Beit Fajjar, Husan, Hebron, al-Arroub refugee camp, Abu Dis, and Beita. In Israel, the Palestinian Israeli member of Knesset for the Ra’am party Said al-Harumi died of a heart attack at the age of 49. During the 1st of a 2-day visit to Washington D.C., Israeli prime minister Naftali Bennett met with U.S. secretary of state Antony Blinken, secretary of defense Lloyd Austin, and national security advisor Jake Sullivan. Prime Minister Bennett, who is scheduled to meet President Joe Biden on 8/26, also met with AIPAC’s CEO Howard Kohr and President Betsy Berns Korn. Secretary of Defense Austin said that the Biden administration was working fulfil Israel’s request of $1 billion to replenish the Iron Dome missile defense system after Israel’s attack on Gaza in May. In the West Bank, Israeli forces violently dispersed Palestinians during a raid in Tayasir, injuring 2 with live ammunition, 1 with a rubber-coated bullet, and other suffered tear-gas related injuries. Israeli forces raided a printing company in Hebron, seizing 19 printing machines and closing the company indefinitely. Israeli forces also demolished 1 agricultural structure and 1 water tank near Qiffin and 1 commercial structure in Ya‘bad. 15 Palestinians were arrested during late-night raids in and around Qalqilya, Deir Abu Mash’al, Tubas, Qusra, and Beit Umar. PA president Mahmoud Abbas met with the head of Egypt’s general intelligence service Abbas Kamel in Ramallah. The readout from the meeting said that the 2 discussed bilateral relations. However, it is likely that the 2 also discussed the Egyptian mediation efforts to create a long-term ceasefire agreement between Hamas and Israel. Egyptian security officials met with Israeli security officials earlier in the day in Cairo and Israeli prime minister Naftali Bennett and Defense Minister Benny Gantz met with Kamel prior to his visit to Ramallah. Palestinian factions in Gaza said they would resume protests at the Gaza fence on 8/21 if no progress had been made in easing the restrictions imposed on the Gaza blockade after the May assault on Gaza and if Qatari aid continued to be stalled. The Israeli high court of justice rejected a petition by the family of Ahmad Erekat, who was killed by Israeli forces on 6/23/2020, to have his remains handed over to his family. Israel handed over the body of 1 Palestinian woman shot and killed on 6/12 at the Qalandia checkpoint to her family. 8 Palestinians were arrested during late-night raids in Tubas, Tammun, Qabatiya, and Beita; during the raid in Beita, Israeli forces violently dispersed Palestinians, injuring 1. In Gaza, Hamas forces shot and killed 1 Palestinian at a checkpoint in the Tuffah neighborhood east of Gaza City; the man was said to have sped through the checkpoint before the Hamas forces opened fire, killing him. In the West Bank, Israeli forces shot and killed 1 Palestinian using live ammunition after violently dispersing Palestinians who were confronting raiding Israeli settlers in Qusra; 2 other Palestinians were also shot and injured. Israeli forces also violently dispersed Palestinians in al-Arroub refugee camp, leading to tear-gas related injuries. Hundreds of Palestinians protested against the PA in Ramallah, expressing anger over the canceled elections and the killing of Nizar Banat by PA forces on 6/24. Israeli forces arrested 1 Palestinian during a late-night raid in Beit Umar. In Gaza, Israeli forces conducted air strikes south of Gaza City and Jabalia refugee camp, causing damage and minor injuries to 2 Palestinians. In the West Bank, 3 Israeli settlers were shot by unknown assailants during a drive-by shooting by an Israeli settlement near Yasuf; 1 of the settlers was said to be in critical condition. The Israeli military subsequently sent more soldiers to the West Bank to partake in the hunt for the perpetrators. Israeli settlers raided Qusra, causing damage to Palestinian-owned houses. Israeli settlers also raided Jalud, setting Palestinian property on fire; Israeli forces intervened on behalf of the Israeli settlers, arresting 11 Palestinians and injuring 4 with rubber-coated bullets. Israeli forces shot and killed 1 Palestinian 60-year-old woman, claiming she had attempted to stab the soldiers at a checkpoint north of al-‘Arub refugee camp; a video of the incident did show that the woman was carrying a knife but that she was several feet away from the soldiers and walking very slowly, displaying no imminent threat to the soldiers. Israeli forces also injured 5 Palestinians with live ammunition and arrested 11 during a raid in Beita. 5 other Palestinians were arrested, including 4 during late-night raids in Hizma and 1 at a checkpoint near Jenin. In East Jerusalem, Israeli forces violently dispersed Palestinian protesters in Shaykh Jarrah demonstrating against the eviction of Palestinians from the neighborhood (see below), tear-gas related injuries were reported and 1 was arrested. An Israeli supreme court judge postponed the eviction of 6 Palestinian families from their homes in Shaykh Jarrah until 5/6. The judge said the 6 families, 27 people, had to “reach an agreement” with the Israeli settlers set to displace them from their homes in the East Jerusalem neighborhood. The 6 families rejected having to reach an agreement with the settlers, maintaining that the land belongs to them. In the West Bank, Israeli settlers and military escort raided Qusra and Asira leading to confrontations with Palestinians; tear-gas related injuries were reported. Israeli forces violently dispersed Palestinian protesters in Kafr Qaddum, injuring 1 with rubber-coated bullets and others suffered tear-gas related injuries. Israeli forces also forced 1 Palestinian family of 13 to remove their residential tents in the Masafer Yatta area. Elsewhere, Israeli forces raided Ras Kaskar, leading to clashes; tear-gas related injuries were reported. In the West Bank, Israeli forces violently dispersed a protest in al-Mughayyir, injuring 1 Palestinian with rubber-coated bullets and 1 Palestinian with tear gas canister shrapnel; others suffered tear-gas related injuries. Israeli forces also shot and injured 1 Palestinian man using live ammunition at a checkpoint near Qusra. Elsewhere, Israeli forces violently dispersed Palestinian protesters in al-Twana and Kafr Qaddum; 5 were injured by rubber-coated bullets in Kafr Qaddum and tear-gas related injuries were reported during both protests. Israeli forces also sealed off al-Twana. 2 Palestinians were arrested during late-night raids in Tulkarm. PA president Mahmoud Abbas signed a presidential decree setting dates for Palestinian elections. The elections for the Palestinian Legislative Council are scheduled to be held on 5/22 and presidential elections on 7/31. The decree was signed after weeks of meetings between chairman of the Palestinian Central Election Committee Hanna Nasser and Hamas and Fatah leadership. It remains unclear how the elections will be carried out given the Israeli-controlled physical barriers between Gaza, East Jerusalem, and the West Bank. Elections for the PLO National Council are scheduled for 8/31. Hamas welcomed the presidential decree. An Israeli court froze the bidding process for an Israeli settlement in East Jerusalem after a petition by Palestinian residents and Ir Amim. The residents and human rights organization complained that 40% of the planned housing would be for Israeli citizens only, forbidding Palestinian residents of East Jerusalem from buying the property. At the same time, the Israeli ministry of housing and the Israel land authority opened the bidding process for the construction of 1,257 new settler units in the Givat Hamatos settlement in East Jerusalem.
