In the West Bank, Israeli forces delivered stop-work orders for 22 structures and 1 demolition order for an agricultural shed in Qusra and demolished 1 water well in Ni‘lin. Israeli forces also violently dispersed Palestinians protesting a late-night raid in Bethlehem, causing tear-gas related injuries. 8 Palestinians were arrested during late-night raids in ‘Anata, Abu Dis, al-Ubeidiya, Jenin, Burqa, and Sabastia. In East Jerusalem, Israeli municipality workers demolished a construction material shop in ‘Anata. 1 Palestinian was arrested during a house raid in the Old City. The new U.S. ambassador to Israel Tom Nides arrived in Jerusalem. Ambassador Nides will not be living in the for U.S. consulate to Palestinians on Agron Street, as former Ambassador David Friedman had partly done, but will be accommodated elsewhere in Jerusalem in a rented property. Former Ambassador Friedman initiated the sale of a U.S.-owned property used as housing for the U.S. ambassador to Israel south of Tel Aviv. (JP 11/29; NYT 12/1; HA 12/2)

Officials from Iran, China, France, Germany, Russia, and the UK met in Vienna for the 1st day of new talks to find an agreement between Iran and the U.S. after the U.S. left it during the Trump administration. This was the 1st meeting since Iran’s new president Ebrahim Raisi was inaugurated in August. (AJ, AP 11/29)

In the West Bank, PA forces arrested, for the 3d day in a row, Palestinian activists critical of the PA; at least 3 were rounded up. Israeli settlers set up 2 mobile homes in Deir Istiya. Israeli settlers also set fire to dozens of olive trees near Burin. Israeli forces razed a tract of land near Qalqilya to expand a settler-only road and sealed the entrances to Sinjil. Israeli forces arrested 5 Palestinians in and around Birzeit, Tulkarm, Kafr Qaddum, and Hebron. In Gaza, Israeli forces fired missiles at structures in Khan Yunis, Jabalia refugee camp, and Shuja‘iya, causing damage but no injuries. Israel said it was responding to incendiary balloons sent to Israel from Gaza. 2 Palestinians were arrested at the Erez crossing after receiving calls to come to the crossing for their trader permit applications. 1 Palestinian on administrative detention ended his hunger strike after reassurances from Israel that it would not extend his detention. The man was placed on administrative detention after being arrested on 2/22/2020 and had been hunger striking for 43 days. (WAFA 8/23)

Human Rights Watch (HRW) said that Israel’s targeting of 4 high-rise residential buildings in Gaza during Operation Guardians of the Wall violated international law. In the West Bank, Israeli settlers uprooted some 35 olive trees in Hebron. Israeli undercover forces assassinated 1 Palestinian in al-Bireh from close range before leaving him to bleed out. Israeli forces also delivered demolition notices for 3 industrial structures in Dayr Sharif. Elsewhere, Israeli forces delivered notices for land seizures to complete a 9.3-mile-long water pipeline to 2 Israeli settlements near Salfit. 12 Palestinians were arrested during late-night raids in Biddu, Bayt Duqqu, al-Za’ayyem, Kafr Dan, Jaba‘, Nablus, Aqabat Jabir, and Hebron. In East Jerusalem, Palestinians protested Israeli-planned evictions of Palestinians in Batn al-Hawa in Silwan. 6 Palestinians were arrested during late-night raids in al-Tur and the Old City, including 1 man for gesturing his middle finger at Israeli police in the Old City. Israel reopened the Erez and Kerem Shalom crossings for humanitarian aid and aid workers. The Kerem Shalom crossing remained closed for exports. Israel also allowed Gaza fishermen to fish up to 6 nautical miles from shore. (HA 5/24; HA, HA 5/25)

PA health minister Mai al-Kaila said the PA had received 103,000 doses of the Pfizer COVID-19 vaccine and that 46,800 of them would be sent to Gaza. 203,161 Palestinians in Gaza and the West Bank are fully vaccinated. (WAFA 5/25)

Jordan summoned the Israeli ambassador to the country to complain about the detention of 2 Jordanian citizens in Israel and the lack of access for the Jordanian embassy to talk to them. (WAFA 5/25; MEE 6/1)

U.S. secretary of state Antony Blinken landed in Tel Aviv for meetings with Israeli prime minister Benjamin Netanyahu, foreign minister Gabi Ashkenazi, and defense minister Benny Gantz. Later in the day, Secretary Blinken met with PA president Mahmoud Abbas and PA prime minister Mohammed Shtayyeh in Ramallah, as well as Palestinian activists at the offices of AMIDEAST. At a press conference with Prime Minister Netanyahu, Blinken reiterated the Biden administration’s support for Israel’s “right to defend itself” and said that the U.S. will help rebuild Gaza while preventing Hamas from benefiting from any U.S. aid. Netanyahu said that Israel would have a “very powerful response” if Hamas breaks the ceasefire. During a meeting with President Abbas in Ramallah, Blinken announced that the U.S. would reopen the consulate general in West Jerusalem, servicing Palestinians. The Trump administration closed the consulate and merged it with the Israeli embassy after it was moved to Jerusalem. Blinken also said that the Biden administration is asking Congress to approve $75 million in aid to Gaza and another $30 million to UNRWA. In the West Bank, Israeli settlers with dogs attacked Palestinian herders and their sheep near Kisan, injuring 1 Palestinian and several sheep. Israeli settlers also uprooted olive saplings near Hebron. Israeli forces demolished parts of a house under construction in Luban al-Sharqiyya, 1 house in al-Walaja, and 1 house in Anabta; during the demolition in al-Walaja, clashes broke out between Israeli forces and Palestinians, leading to tear-gas related injuries. Israeli forces also delivered a demolition order for 14 structures, including a health clinic in Zanouta near Hebron and 1 apartment building and 2 houses near Nablus. Elsewhere, Israeli forces raided Iraq Burin and Sanur, leading to clashes; tear-gas related injuries were reported. 10 Palestinians were arrested during raids in and around Beitunia, Birzeit, Kafr Ni‘ma, Bayt Rima, Dheisheh refugee camp, Hebron, and Dura. In East Jerusalem, 3 Palestinians were arrested in al-Tur and Shu‘fat refugee camp. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen 3-6 nautical miles west of Bayt Lahiya; no injuries were reported. In Gaza, Israeli forces arrested 1 Palestinian who was accompanying his wife to East Jerusalem for her brain surgery through the Erez crossing; she was forced to wait 12 hours before being allowed to travel to East Jerusalem with her mother instead of her husband. The Biden administration froze a ban on transactions involving the Houthi rebel group in Yemen after the Trump administration designated the group a foreign terrorist organization, stoking fears that the already dire humanitarian situation in Yemen would worsen. The freeze is in effect until 1/26. The Biden administration later said it is reviewing the designation of the Houthi group as a foreign terrorist organization.
