In the West Bank, Israeli soldiers beat 1 Palestinian child after stopping him at a checkpoint in Hebron when he was on his way to school. Israeli forces also delivered stop-work orders for 1 mosque and 9 houses under construction in Nahalin. 2 Palestinians were arrested during late-night raids in Beita and Rujeib. In East Jerusalem, Israeli forces demolished parts of a Palestinian-owned house in Jabel Mukaber. 3 Palestinians were arrested during raids in Silwan and al-Tur. In Gaza, Israeli forces violently dispersed a protest east of Khan Yunis, injuring 3 with live ammunition and 3 with tear gas. As part of its COVID-19 vaccination efforts, the PA started offering vaccines to 16-18-year-olds in the West Bank. Only 16% are fully vaccinated and 30% have received 1 shot of vaccine, despite having received a total of 2.8 million doses. In both the West Bank and Gaza, there are mandates for vaccines for public employees and students over 16. In the West Bank, Israeli forces prevented Palestinians from renovating a water reservoir in Bayt Dajan. 6 Palestinians were arrested during late-night raids in and around al-Yamun, Deir Balut, Hebron, Beita, and Deir Nidham. In East Jerusalem, the head of Shu‘fat’s local council Mahmoud Ali al-Shaykh was arrested during a late-night raid. In Gaza, the UN mine action service removed an unexploded Israeli bomb fired in May during Israel’s Operation Guardians of the Wall. Hamas thanked Jordanian king Abdullah II for allowing its leaders Ismail Haniyeh and Khaled Meshaal to attend the funeral in Amman of former Hamas leader Ibrahim Ghosheh, who passed away today. The funeral will take place on 8/27. (MEMO 8/27)

U.S. president Joe Biden postponed a meeting with Israeli prime minister Naftali Bennett in Washington D.C. after suicide bombs killed nearly 90 people at the Kabul airport as evacuations continue after the Taliban took over almost all of Afghanistan. Among the killed were 11 U.S. Marines and 1 other navy soldier. President Biden and Prime Minister Bennett are expected to meet on 8/27 instead. German chancellor Angela Merkel reportedly also canceled a visit to Israel next week due to the situation in Afghanistan. The attack at Kabul airport was reportedly made by Islamic State – Khorasan Province, an Afghan offshoot of the Islamic State. The New York Times reported that when Israel attacked the Iranian Natanz nuclear facility on 4/11/2021, the Netanyahu administration gave the U.S. 2 hours’ notice before the attack. U.S. officials told the NYT that Israel deliberately gave the Biden administration too little time to ask Israel to call off its attack. (HA, NYT 8/26)

In the West Bank, Israeli forces razed agricultural land in Qusra and Kisan, razed 10 dunams (2.5 acres) of land planted with grape and olive saplings in Burin, and demolished 1 Palestinian home in al-Walaja and 1 car repair shop south of Hebron. Israeli forces also dispersed Palestinian protesters near Beita using tear gas; no injuries were reported. 9 Palestinians were arrested during late-night raids in and around Beit Fajjar, Husan, Hebron, al-Arroub refugee camp, Abu Dis, and Beita. In East Jerusalem, Israeli forces demolished 1 Palestinian-owned home in Silwan. In Gaza, 1 Palestinian man shot by Israeli forces during a protest by the Gaza fence on 8/21 succumbed to his injuries; 1 Palestinian child remains in critical condition after being shot during the same protest. Israeli forces violently dispersed Palestinian protesters east of Khan Yunis, injuring 5 with live ammunition, 2 with rubber-coated bullets, and 7 with tear gas. In Israel, the Palestinian Israeli member of Knesset for the Ra’am party Said al-Harumi died of a heart attack at the age of 49. During the 1st of a 2-day visit to Washington D.C., Israeli prime minister Naftali Bennett met with U.S. secretary of state Antony Blinken, secretary of defense Lloyd Austin, and national security advisor Jake Sullivan. Prime Minister Bennett, who is scheduled to meet President Joe Biden on 8/26, also met with AIPAC’s CEO Howard Kohr and President Betsy Berns Korn. Secretary of Defense Austin said that the Biden administration was working fulfil Israel’s request of $1 billion to replenish the Iron Dome missile defense system after Israel’s attack on Gaza in May. In the West Bank, Israeli forces violently dispersed Palestinian protesters in Kafr Qaddum, causing tear-gas related injuries. Israeli forces also violently dispersed Palestinian protesters in Bayt Dajan, injuring 1 with live ammunition; others suffered tear-gas related injuries. Elsewhere, Israeli forces violently dispersed Palestinian protesters in Beita, injuring 1 with live ammunition, 12 with rubber-coated bullets, and others with tear gas. 4 Palestinians were arrested, including 3 during late-night raids in Yatta and 1 at a checkpoint outside Huwwara. In Gaza, 1 Palestinian teen was injured by an unexploded ordinance east of Gaza City. Israeli forces opened fire at agricultural lands east of Khuza‘a; no injuries were reported. In the West Bank, Israeli forces violently dispersed Palestinian protesters in Beita, injuring 2 with rubber-coated bullets. Israeli forces also leveled agricultural land near Bethlehem. 13 Palestinians were arrested during late-night raids in and around Shufa, Dheisheh refugee camp, al-Khader, Beit Fajjar, ‘Anata, and Dura. In East Jerusalem, 1 Palestinian was arrested during a house raid in al-Tur. In West Jerusalem, 5 Jewish Israelis attacked 1 Palestinian man, stabbing and beating him while he was on his way home after work. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen within 3 nautical miles west of al-Sudaniyya; no injuries were reported. PA president Mahmoud Abbas spoke to South African president Cyril Ramaphosa, thanking him for his support of Palestine. South Africa has been 1 of the most vocal opponents of the African Union decision to readmit Israel as an observer state on 7/22. (WAFA 8/19)

PA prime minister Mohammed Shtayyeh met with UN special coordinator for the Middle East Peace Process Tor Wennesland in Ramallah. Prime Minister Shtayyeh stressed that all aid to Palestine must go through the PA. Later, Qatar announced that an agreement to transfer Qatari aid to Palestinian families had been made and that the process does not involve the PA. The agreement that will remain in effect until the end of 2021 will see some 100,000 Palestinian families in Gaza receiving a monthly stipend of $100 from Qatar, which will be transferred to banks in Gaza via a UN bank account in New York. The UN World Food Programme provides ATM cards to the Palestinians in Gaza for the aid and Israel will approve the list of Palestinian families eligible. Israeli defense minister Benny Gantz said a separate mechanism would be set up for Palestinians in the West Bank where the PA will distribute funds. Haaretz sources said that part of the reason the PA was circumvented in the process of providing aid to Gaza was due to the possible legal procedures against the PA if aid money was provided to people affiliated with Hamas. Israel’s foreign and alternate prime minister, Yair Lapid, told Israeli Channel 11 that there will not be a 2-state solution during the current government. Foreign Minister Lapid said that a 2-state solution is his preferred outcome, but that there is not any agreement for it within the current government. (JP 8/20)

Israeli forces used Lebanese air space to attack areas surrounding Damascus and Homs in Syria, allegedly killing 8, including 4 civilians. Lebanese defense minister Zeina Akar condemned Israel for violating its air space and flying at low altitudes. (AJ, AP, HA, TOI 8/19; MEE 8/20)

A shipment of Iranian fuel embarked toward Lebanon after a group of Shiite businessmen with help from Hezbollah bought the fuel. Lebanon has suffered a severe fuel shortage in recent months as its economy continues to deteriorate. Lebanese president Michel Aoun said that the U.S. will help Lebanon with its fuel shortage by providing electricity through Egyptian natural gas via Jordan and Syria. In the West Bank, Israeli settlers raided Beit Umar; no injuries were reported. Israeli forces violently dispersed Palestinians worshipping outside of al-Ibrahimi Mosque in protest against Israeli construction of an electric lift, altering the structure of the mosque; at least 1 Palestinian was assaulted by Israeli forces and others suffered tear-gas related injuries. Israeli forces also violently dispersed Palestinian protesters in Beita, injuring 1 with a tear gas canister to his head. Elsewhere, Israeli forces violently dispersed Palestinian protesters in Bayt Dajan, injuring 5 with rubber-coated bullets. Israeli forces also violently dispersed Palestinian protesters in Yatta, beating several, including 1 who was taken to a hospital for his injuries. 5 Palestinians were arrested, including 5 at the entrance to al-Lubban ash-Sharqiya and 1 child during a late-night raid in al-Dawha. In East Jerusalem, Israeli settlers attacked 1 Palestinian bus driver while he was working in Silwan, causing injuries to his face. In Gaza, Israeli naval forces opened fire at and sprayed water on Palestinian fishermen within 6 nautical miles west of Gaza City, causing damage to 1 boat. Israel said it will allow 1,000 Palestinian merchants and 350 senior businesspeople from Gaza to enter Israel from 8/15 for the 1st time since 3/2020, when the COVID-19 outbreak took hold in Israel. Israel cited a relative calm in Gaza. Israel also said it would expand exports and imports between Gaza and Israel and allow some equipment and humanitarian relief into Gaza. (HA 8/13)

In the West Bank, 1 Palestinian was arrested during a late-night raid in al-Shuyukh; the man had been released after serving a 16-year sentence on 8/11. 10 others were arrested during late-night raids in and around Umm al-Rihan, Tubas, Beita, ‘Askar refugee camp, Bethlehem, and Fawwar. The PA called on the U.S. to intervene over Israeli plans to expand Israeli settlements with more than 2,000 housing units in the West Bank. The PA said the new construction contradicts U.S. president Joe Biden’s stance against settlement construction. (HA 8/12)

The PA said it had received 150,000 doses of the Pfizer COVID-19 vaccine. The health ministry further stated that it had received 1 million doses from Pfizer so far this year and that another 3 million would be delivered by the end of 2021. The PA also said it had sent 100,000 vaccine doses to Gaza, including 50,000 Pfizer and 50,000 of the Russian Sputnik vaccines. (AA, WAFA 8/12)

The Israeli high court of justice overturned former education minister Yoav Gallant’s decision to withhold the Israel Prize in mathematics and computer science from Oded Goldreich. Gallant had decided to withhold the prize given to Goldreich over claims that Goldreich is supporting a boycott of Israeli institutions in Israeli settlements. (HA 8/12)

Sudan said it would hand over its former president Omar al-Bashir to the ICC but did not provide a timeframe for doing so. Al-Bashir is wanted by the ICC for charges of genocide, war crimes, and crimes against humanity. (AJ 8/12)

AIPAC launched an ad campaign on Facebook implying that U.S. house representative Ilhan Omar (D-MN) stands with terrorists against the U.S. and Israel. The ad drew criticism from several pro-Israel organizations and Jewish Americans including J Street and Ilhan Omar’s staff, which claimed AIPAC ads were Islamophobic and putting Omar’s life at risk. Among other AIPAC targets in its ad campaign were Palestinian American Rashida Tlaib (D-MI), Alexandria Ocasio-Cortez (D-NY), and Cori Bush (D-MO). (AJ, HA 8/12)

In the West Bank, Israeli settlers raided ‘Urif but were chased away by locals before causing any damage. 1 Palestinian woman was shot by Israeli forces after allegedly trying to stab a soldier at the Yitzhar junction; her condition was unclear. Israeli forces also razed a 1-kilometer-long road leading to Battir. 8 Palestinians were arrested during late-night raids in and around Deir al-Ghusun, Husan, and Dura; during the raid in Deir al-Ghusun, 1 Palestinian was injured by Israeli forces while protesting their incursion. In East Jerusalem, 116 Israeli settlers toured the Haram al-Sharif compound. Israeli forces demolished 1 Palestinian-owned home in Silwan, displacing a family of 12. 1 Palestinian was arrested during a late-night raid in Sheikh Jarrah. In East Jerusalem, 3 Palestinians were arrested and beaten by Israeli forces at the Damascus Gate. In Gaza, Israeli forces made incursions and leveled farmland east of Maghazi. Israel began work to build an electric lift at al-Ibrahimi Mosque, drawing condemnation from the PA and Palestinian protesters as the project violates the Hebron Protocol signed by the PA and Israel in 1997. Israeli settlers also assaulted 1 Palestinian man near Bayt Dajan, causing the man to be hospitalized. Israeli forces violently dispersed Palestinian protesters in Beita, injuring 1 with a rubber-coated bullet, 4 with tear gas canisters, and 50 with tear gas. 4 Palestinians were arrested, including 2 during late-night raids in Bayt Jala and Yatta, and 2 in the vicinity of Beit Fajjar. Peace Now reported that the Israeli government is moving ahead with a plan to create a new settlement with 9,000 housing units at the Atarot airport between Jerusalem and Ramallah. According to Haaretz, IDF chief of staff Aviv Kochavi met with IDF central command officials, asking them to take steps to reduce lethal shootings of Palestinians in the West Bank as the death toll of Palestinians in the West Bank since May had risen to 40 on 8/6. Haaretz called on Chief of Staff Kochavi in an editorial to dismiss head of IDF central command Tomer Yadai in response to the many killings. (HA, HA 8/10)

Bahrain’s undersecretary for political affairs Shaykh Abdullah bin Ahmed al-Khalifa met with Israel’s president Isaac Herzog and foreign minister Yair Lapid in Jerusalem, where he announced plans to start direct flights between the 2 countries. Foreign Minister Lapid also said he would be visiting Bahrain soon. The 2 countries formalized a normalization deal in September 2020. (HA 8/8; ALM 8/10)

A Saudi Arabian court handed sentences of up to 22 to years in prison to a large number of Palestinian and Jordanian residents of the country who were charged with being linked to unnamed terrorist organizations. A total of 69 Palestinians and Jordanians received either prison sentences or were acquitted. It was unclear how many of the 69 were acquitted; all were detained in March 2018. Among the Palestinians to receive prison sentences was Hamas representative to Saudi Arabia Mohammed al-Khodari, who was sentenced to 15 years in prison. In the West Bank, Israeli settlers uprooted olive trees in Jaba‘. Israeli forces violently dispersed Palestinian protesters near the Evyatar settlement outpost near Beita, killing 1 Palestinian and injuring 21 others with live ammunition and rubber-coated bullets; others suffered tear-gas related injuries. The killing of the Palestinian man, who was said to have been drinking water when he was shot in the chest, was the 40th by Israeli forces in the West Bank since May. Israeli forces also violently dispersed Palestinian protesters in Kafr Qaddum, injuring 4 with rubber-coated bullets and others with tear gas. 1 Palestinian was arrested at a flying checkpoint near Beit Fajjar. In East Jerusalem, 1 Palestinian family started demolishing their own homes in Bayt Hanina, displacing 46 people. In Gaza, incendiary balloons sent from Gaza caused fires in Israel, and Israel struck targets in Jabalia refugee camp, causing damage. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen west of Jabalia refugee camp on 2 separate occasions; no injuries were reported. In the Golan Heights, 19 rockets were fired at the Israeli-occupied Golan Heights from Lebanon, with 3 falling within Lebanon and the rest in the Golan Heights; no damage was reported. Israel subsequently fired at Lebanon; no damage was reported. Hezbollah took responsibility for the rockets fired from Lebanon and the Lebanese army said it had arrested 4 suspects. Israel said that it does not believe that Hezbollah is seeking an escalation. Hamas accepted an Israel and U.S. demand to allow the 2 countries to examine a list of families in Gaza that would receive a monthly stipend from Qatar, allegedly in order to ensure that the people on the list are not Hamas activists. Sources told Haaretz that Hamas was pressured to accept the demand by Palestinian banks, which would be exposed to sanctions if the stipends reached members of Hamas or other militants. (HA 8/6)

Palestinians protested in Ramallah against the killing of PA critic Nizar Banat by PA forces on 6/24. 11 Palestinians were arrested by Israeli forces during raids in and around al-Yamun, Qiffin, Beita, Ni‘lin, Abu Dis, and Jaba‘. In East Jerusalem, 1 Israeli settler shot 1 Palestinian man in the leg in Sheikh Jarrah; Israeli police said the Palestinian man had entered the settler’s home, while Palestinian media said the man was part of a solidarity event for the residents of Sheikh Jarrah threatened by forced eviction. 5 Palestinians were arrested during raids in Sheikh Jarrah and Shu‘fat. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen within 3 nautical miles west of al-Sudaniyya; no injuries were reported. In Gaza, Israeli forces opened fire at Palestinian farmers in al-Zaytun; no injuries were reported. Israeli forces also made incursions and leveled land east of al-Qarara. The Israeli supreme court proposed that Palestinian residents under threat of eviction in Sheikh Jarrah become “protected residents” in what it considered a compromise. The proposition would allow the Palestinians to live in their homes in return for paying a rent fee to the settler organization, Nahalat Shimon, which claims to have acquired their property. The Palestinians agreed to the proposal but refused to accept the Nahalat Shimon’s demand that the families recognize its ownership of their properties, resulting in a stalemate. The court did not set a new date for the next hearing. Haaretz reported that Israeli officials had asked the Biden administration to put pressure on the Palestinian residents to agree to the compromise. The Jordanian government submitted documents to the court from before the 1967Day War, showing that the Jordanian government was in the process of registering the properties to their Palestinian residents, which was disrupted by the Israeli assault on its neighboring countries. U.S. state department spokesperson Ned Price later said that the U.S. is opposed to the plans to evict Palestinians from East Jerusalem, but that proposal from the supreme court is for the parties involved to consider. Israel extended the ban of PA governor of Jerusalem Adnan Ghaith from moving freely within East Jerusalem. It was unclear how long the extension was set for. (WAFA 8/2)

The PA said that it and Qatar had agreed to a mechanism to transfer Qatari funds to Gaza. More than 100,000 Palestinians in Gaza will receive ATM cards with around $100, which can be withdrawn in Gaza. Hamas had previously agreed to have the PA supervise the transfer of the Qatari funds. It is unclear when the aid will reach Palestinians in Gaza. (MEMO 8/4)

Israel’s cabinet approved its 1st budget in 3 years; the Knesset will still have to approve it before it is implemented. A vote is expected to occur in November. Ra’am’s demands for a significant increase in spending for Palestinian Israeli communities was approved with $16 billion earmarked for advances, as opposed to the previous $5 billion under the Netanyahu government.
