In East Jerusalem, Israeli settlers led by MK Itamar Ben-Gvir set up a tent and Israeli flags near the eviction-threatened Salem family home in Sheikh Jarrah, leading to a confrontation between Palestinians and Israeli forces; no injuries were reported. French interior minister Gérald Darmanin said on Twitter that he, at the request of President Emmanuel Macron, will ban 2 pro-Palestinian activist groups: Palestine Vaincra (Palestine Will Win) and Comité Palestine Action (Palestine Action Committee). Interior Minister Darmanin alleged that they promote anti-Israel hatred and that Palestine Vanicra is linked to the PFLP. (EI 2/24; MEMO 2/25)

In the West Bank, Israeli settlers with military escort, for the 3d day in a row, tried to prevent Palestinian students from reaching their school in al-Lubban al-Sharqiya. Israeli forces violently dispersed the funeral procession for a 14-year-old boy who was killed by Israeli forces on 2/22, causing tear-gas related injuries. Israeli forces also prevented Palestinians from digging a water well in Thaher al-‘Abed near Ya‘bad. Elsewhere, Israeli forces demolished 4 residential structures and 1 agricultural structure in Lasifer, displacing 30 Palestinians, and demolished 4 residential structures in Shaab al-Batm in the Masafer Yatta area, displacing 40 Palestinians. Israeli forces also delivered a punitive demolition notice against the home of 1 Palestinian prisoner in Silat al-Harithiya. 22 Palestinians were arrested during late-night raids in al-Arroub refugee camp, Salfit, Nablus, Jenin, and Deir Jarir. In East Jerusalem, Israeli settlers led by MK Itamar Ben-Gvir toured Sheikh Jarrah in protest over the 2/22 Israeli court decision to freeze the eviction of the Salem family. 14 Palestinians from the West Bank were arrested near the Damascus Gate plaza for being in East Jerusalem without a permit. Minister at the negotiations affairs department of the PLO Dr. Shaddad Attili spoke at the Israel Climate Change Conference in Jerusalem, saying that Israelis and Palestinians, along with others in the region, have to cooperate on climate change. Dr. Attili said that Palestinians have pushed back on climate initiatives because of the economic crisis in the PA. 1 of the issues Attili pointed to was the lack of water security and the inequity in distribution of water between Israel and Palestine. The climate conference was organized by Haaretz and Hebrew University. (HA, HA 2/23)

At the UN security council, a French representative said that France will continue to support the 6 Palestinian rights organizations that Israel deemed terrorist organizations in October 2021, citing a lack of evidence. Also at the security council meeting, the PA ambassador to the UN Riyad Mansour charged Israel with crimes of apartheid, listing a number of violations committed by Israel, while wearing a mask with the text “End Apartheid.” (MEMO, TOI 2/23; AJ, MEE, MEMO 2/24)

In the West Bank, Israeli forces violently dispersed Palestinian protesters in Kafr Qaddum, injuring 5 with rubber-coated bullets and others with tear gas. In East Jerusalem, 1 Palestinian family demolished their own home in Isawiya, displacing 10, including 6 children. (WAFA 2/19; PCHR 2/24; UNOCHA 2/28)

It was reported that a draft of a PA presidential decree indicated that the PA was working to turn the PLO into an organ of the PA. The PA said that it was merely a recommendation by a legal advisor and not an official decision. (ALM 2/25)

Israeli defense minister Benny Gantz met with U.S. vice president Kamala Harris at the Munich Security Conference. Defense Minister Gantz said that the 2 spoke about Israel’s normalization deals, “the importance of confidence-building measures with the Palestinians,” and the situation in Ukraine, where the U.S. believes Russia will launch an attack to capture Kyiv. The foreign ministers of Germany, France, Egypt, and Jordan issued a joint statement after a meeting at the conference, voicing support for Palestinians threatened by eviction in East Jerusalem and for a 2-state solution. In the West Bank, Israeli settlers with military escort toured Sabastia, closing parts of the town off to Palestinians. Israeli forces shot and injured 2 Palestinians with live ammunition during a raid in Jenin. Israeli forces also demolished 2 agricultural structures in Duma and confiscated a tractor in al-‘Awja. 8 Palestinians were arrested during late-night raids in Abu Dis, Aida refugee camp, Bethlehem, Hebron, Nablus, Deir Istiya, and Jenin. In East Jerusalem, Israeli settlers marched near the Damascus Gate plaza, chanting anti-Palestinian slogans, and attacked a grocery store. Israeli forces demolished 1 commercial structure in Isawiya. In the West Bank, Israeli settlers uprooted 110 olive saplings from 2 different groves in Burqin. Israeli settlers with military escort also toured Sabastia, closing parts of the town for Palestinians. Elsewhere, Israeli settlers vandalized 3 Palestinian vehicles in Kifl Haris. Israeli forces damaged agricultural lands planted with onions and garlic and a water pipeline during a military drill in Bardala. 11 Palestinians were arrested during late-night raids in Ramallah, Silwad, Kafr Ni’ma, Qaddura refugee camp, Nablus, ‘Anata, Burqa, Kafr Qud, and al-Khader. PA president Mahmoud Abbas and PA prime minister Mohammed Shtayyeh met with German foreign minister Annalena Baerbock in Ramallah. Prime Minister Shtayyeh called on Germany to recognize the state of Palestine and to pressure Israel to respect agreements made with the PA. (WAFA, WAFA 2/11)

Israel’s foreign minister Yair Lapid and Foreign Minister Annalena Baerbock said at a joint press conference that the 2 countries will cooperate to find ways for Germany to fund projects in the West Bank without allowing funds to go to the 6 Palestinian rights organizations deemed terror organizations by Israel. The 6 organizations outlawed by Israel’s defense ministry in October 2021 are al-Haq, Addameer, Defense for Children International-Palestine, Bisan Center for Research and Development, the Union of Palestinian Women’s Committees, and the Union of Agricultural Work Committees. In the West Bank, Israeli settlers uprooted 60 olive tree saplings in Salfit. Israeli forces demolished 1 greenhouse in Jayyus and 1 house in Idhna. Israeli forces also delivered stop-work notices for 8 apartments and an animal barn in Qaryut. Elsewhere, Israeli forces violently dispersed Palestinians protesting in al-Bireh against assassination by Israeli forces of 3 Palestinians by Israeli forces in Nablus on 2/8, injuring 1 with a rubber-coated bullet and others with tear gas. Israeli forces also violently dispersed Palestinians protesting a settler tour in Jericho, injuring 2 with live ammunition and others with tear gas. In Gaza, Palestinians marched in protest over the assassination by Israeli forces of 3 Palestinians by Israeli forces in Nablus on 2/8; the protesters condemned the killings and criticized the PA for its security cooperation with Israel. Israeli forces opened fire at agricultural lands east of Abasan; no injuries were reported. 2 Palestinians crossed the Gaza fence and set 1 empty Israeli military vehicle on fire before returning to Gaza; no injuries were reported. In the Naqab desert, Israeli right-wing activists set up 20 mobile structures erecting a new settlement, calling it Ma’aleh Paula near the Bedouin village Beit Kama. Israeli police raided the new settlement, dismantling the structures and briefly detained 15 of the Israelis who refused to leave. The right-wing activists were joined by Itamar Ben-Gvir, Simcha Rothman, and Orit Strock of the Religious Zionism party, and Shlomo Karhi of Likud. Israeli authorities also demolished 3 apartments under construction in Nazareth, leading to a confrontation with local residents; no injuries were reported. The PLO Central Council agreed to suspend the PLO recognition of Israel until Israel recognizes the state of Palestine along the 1967 borders and halts all settlement activity. The Central Council also voted to suspend security cooperation with Israel. For the decision to be enacted, it will need to be approved by the PLO Executive Committee. The World Bank released a report on the Palestinian economy, saying that it is held back by lack of access to a digital economy, partly due to Israeli restrictions on high-speed internet. Israel allows the West Bank to have 3G internet speeds and only 2G in Gaza. In Israel, the internet speed is 4G and moving toward 5G. (ALM, HA 2/10)

In the West Bank, up to 70 Israeli settlers attacked Palestinian shepherds with stones and clubs in Sa‘ir, causing fractures and bruises to an elderly man and his nephew. Israeli forces traveling in a minibus with Palestinian license plates assassinated 3 Palestinians during a raid in Nablus. The forces blocked a vehicle carrying the 3 Palestinians and jumped out of the minibus, shooting dozens of bullets at their car. The al-Aqsa Martyrs Brigades said the 3 men, Ashraf al-Mubaslat, Adham Mabrukeh, and Mohammed al-Dakheel, were members or their organization. A 4th person in the car was arrested. Israel claimed that the men had “tried to open fire” but had not fired at the Israeli forces ambushing them. Israeli forces also sealed off the main entrance to ‘Azzun. Elsewhere, Israeli forces demolished a water cistern near Bayt Dajan. 7 Palestinians were arrested during late-night raids in Jalazun refugee camp, Bethlehem, Beit Umar, Kafr Qalil, and al-Yamun. Israeli forces fired a missile at Syria from a fighter jet flying over Lebanese air space. Syria then fired an anti-aircraft missile at the fighter jet, missing it. The anti-aircraft missile fell near Jenin, causing neither injuries nor damage. Israel subsequently attacked a Syrian radar facility and anti-aircraft battery, killing 1 Syrian soldier and wounding 5 others. (REU 2/8; AJ, AP, HA, JP, MEE, TOI 2/9; HA 2/11)

Turkish foreign minister Mevlüt Çavuşoğlu said that Turkey would not abandon its commitments to Palestine if the country normalizes its relations to Israel. Israeli president Isaac Herzog is expected to meet with Turkish president Recep Tayyip Erdoğan in March. Foreign Minister Çavuşoğlu said, “[a]ny step we take with Israel regarding our relations, any normalisation, will not be at the expense of the Palestinian cause, like some other countries.” (REU 2/8; WAFA 2/10; ALM 2/11; MEE 2/15)

In the West Bank, Israeli settlers uprooted 60 olive tree saplings in Khallet al-Dabe. Israeli settlers also assaulted 1 Palestinian minor herding sheep near Hebron. Israeli forces razed residential structures belonging to Bedouins in al-Husa near Deir Nidham. 8 Palestinians were arrested during raids in Silat al-Harithiya, Hableh, Kafr Thulth, Tubas, Deir Istiya, and Dheisheh refugee camp. The PA reported that there were more than 70,000 active cases of Palestinians infected with the Omicron variant of the COVID-19 virus in the West Bank, more than twice the amount from previous COVID-19 surges. While the Omicron variant is less lethal, the high infection rate has put the West Bank hospitals near capacity. According to the Health Ministry, West Bank hospitals were at 85% capacity and more were expected to be admitted to hospitals in the near future. 80 Palestinians were admitted in intensive care and 24 were on ventilators. In Gaza, there were 63 serious cases of COVID-19 infection. At least 4,859 Palestinians have died while infected with the COVID-19 virus since the pandemic hit Palestine in March 2020. About half of Palestinians in the West Bank are vaccinated against the COVID-19 virus. The Omicron variant is able to infect vaccinated people, but symptoms are typically milder for vaccinated people than for those who have not been fully vaccinated. The Palestinian Prisoners’ Society also reported that half of the Palestinian prisoners held at Ofer Prison are infected with COVID-19. (AP, WAFA 2/3)

Addameer, al-Haq, Bisan Center for Research and Development, Defence for Children International – Palestine, and the Union of Palestinian Women’s Committees filed a procedural objection to their designation as unlawful, made by the Israeli military’s central command 2 weeks after Israeli defense minister Benny Gantz designated the organizations as “terrorist organizations” in October 2021. The organizations said that they have not been able to review the claims against them as they are classified and thus are unable to defend themselves against the allegations. The Union of Agricultural Work Committee was filing its objection separately, as it was designated unlawful by the Central Command 1 year before the 5 other organizations. (HA 2/3)

In response to a petition filed by Palestinian landowners in Beita to the Israeli supreme court, the Israeli government said that it will continue to allow Israeli settlers to study at the yeshiva built on the evacuated settlement Homesh, despite a law from 2005 barring Israeli settlers from visiting the site. The government further said that it was up to Defense Minister Gantz to raze the remaining structures at the site. Thousands of Israeli settlers visited the site in January without the Israeli military making an effort to enforce the law against them visiting it. (HA 2/4)

Defense minister Gantz signed a memorandum of understanding with the king of Bahrain Hamad bin Isa Al Khalifa to formalize the 2 countries’ security ties during a visit to Bahrain. The MoU was part of the 2 countries’ normalization deal from September 2020. (AJ, ALM, AP, HA, MEMO, REU, TOI 2/3)

In the West Bank, Israeli forces seized equipment worth around $30,000 in a quarry near Beit Fajjar, Israeli forces had earlier in the day sealed off a road leading to the quarry. Israeli forces also set up mobile structures on Palestinian-owned land in Khirbat Humsa. Elsewhere, Israeli forces demolished 3 Palestinian-owned structures near al-Ramadin; 1 Palestinian journalist working for WAFA was assaulted and another Palestinian was detained during the demolition. Israeli forces also demolished 25 produce stands near al-Jalama checkpoint north of Jenin. 32 Palestinians were arrested during late-night raids, including 21 in al-Am‘ari refugee camp, 1 Palestinian was also was bitten by a police dog. PA forces opened fire at a sit-in protest in front of the education directorate headquarters in Tubas, injuring 2 with live ammunition bullet shrapnel. The Palestinian students were peacefully protesting in Tubas, Bethlehem, Ramallah, Tulkarm, and Nablus, demanding that parts of the matriculation exams are removed due to the COVID-19 virus. The Tubas governor said that an investigation into the incident was underway and that it was the action of 1 individual. 11 others were arrested during late-night raids in Qalqilya, Qatanna, Tuqu‘, and Sa‘ir. In East Jerusalem, Israeli forces punitively demolished the family home, in Shu‘fat refugee camp, of 1 Palestinian man who was killed after killing 1 Israeli settler and injuring 4 others in the Old City on 11/21/2021. In Gaza, Israeli forces made incursions and leveled agricultural land east of Khan Yunis and north of Bayt Lahiya. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen within 3 nautical miles west of the shore; no injuries were reported. Israel’s interior ministry said it would start processing family unification requests from Palestinians over the age of 50 who had received residency permits within the last 5 years. The ministry said it would start with that age group because they pose less of a security threat. If a family unification request is approved, the Palestinian will be “upgraded” to “temporary resident” with social benefits. There are 1,680 requests waiting as the Israeli interior ministry has refused to process the requests despite a temporary ban on Palestinian unifications expiring in July 2021. The Association for Civil Rights in Israel, Hamoked, and Physicians for Human Rights said Israel should start reviewing all applications and not just those for Palestinians over the age of 50. Amnesty International released a 280-page report named “Israel’s Apartheid Against Palestinians: Cruel System of Domination and Crime Against Humanity,” prepared over the last 4 years. Amnesty said in its report that it had found that “Israel has imposed a system of oppression and domination over Palestinians wherever it exercises control over the enjoyment of their rights—across Israel and the OPT and with regard to Palestinian refugees. The segregation is conducted in a systematic and highly institutionalized manner through laws, policies and practices, all intended to prevent Palestinians from claiming and enjoying equal rights to Jewish Israelis within Israel and the OPT, and thus intended to oppress and dominate the Palestinian people.” Amnesty concluded that this institutionalized discrimination perpetrated by Israel is “the international wrong of apartheid, as a human rights violation and a violation of public international law wherever it imposes this system.” Its research was based on “relevant Israeli legislation, regulations, military orders, directives by government institutions and statements by Israeli government and military officials.” Amnesty said that “Israel must grant equal and full human rights to all Palestinians in Israel and the OPT in line with principles of international human rights law and without discrimination, while ensuring respect for protections guaranteed for Palestinians in the OPT under international humanitarian law. It must also recognize the right of Palestinian refugees and their descendants to return to homes where they or their families once lived in Israel or the OPT. In addition, Israel must provide victims of human rights violations, crimes against humanity and serious violations of international humanitarian law—and their families—with full reparations. These should include restitution of and compensation for all properties acquired on a racial basis.” The Israeli foreign ministry called the report anti-Semitic. Amnesty refuted the charged said that Israel is diverting attention away from its violations of Palestinians’ human rights. U.S. state department spokesperson Ned Price said that the U.S. does not agree with Amnesty’s assessment “that Israel’s actions constitute apartheid.” Neither U.S. or Israeli senior officials commented on the evidence presented in the report. The UK and Germany also said they disagreed with the terminology of apartheid used in the report. The PA foreign ministry welcomed the report. A vice president of the American telecommunications company Mobileum said that he had alerted the FBI to a meeting between the Israeli company NSO Group and Mobileum in 2017, saying that the NSO Group sought to buy access to the SS7 network. Mobileum did not deny the meeting but said that no deal was made with the NSO Group. The former employee who now works for Citizen Lab filed a whistleblower complaint about the meeting and presented evidence to the U.S. justice department, the securities and exchange commission, and the federal communications commission in June 2021. The former VP said that NSO Group senior employees explicitly said during the meeting that they would “drop off bags of cash in [the VP’s] office.” The former VP also said that if the NSO Group had gained access to the SS7 network, it would have “access to the home networks of operators around the world, access to millions and millions of users without bypassing any sort of security controls.
