In the West Bank, Israeli settlers with military escort threatened Palestinian students headed to school in al-Lubban al-Sharqiya, leading to a confrontation between the students and Israeli forces; tear-gas related injuries were reported. Israeli settlers also razed Palestinian agricultural land near Qaryut. Israeli forces delivered stop-work orders for 5 agricultural structures in Kafr ad-Dik. 30 Palestinians were arrested during late-night raids in Ya‘bad, Jenin, Deir Abu Mash’al, Silwad, al-Arroub refugee camp, al-Fawar refugee camp, and Yatta. In East Jerusalem, Israeli forces violently removed 1 Palestinian man with Down’s syndrome while he was peacefully sitting during a protest in Sheikh Jarrah; others were beaten, causing fractures and bruises. 13 Palestinians were arrested during raids in Isawiya, including 3 minors. In Gaza, Israeli forces made incursions and leveled land northeast of Rafah. In the Negev, Israeli authorities delivered a demolition notice against the home of a 95-year-old woman in Wadi al-Na‘am. In the West Bank, Israeli forces violently dispersed Palestinian protesters in Kafr Qaddum, injuring 5 with rubber-coated bullets and others with tear gas. It was reported that a draft of a PA presidential decree indicated that the PA was working to turn the PLO into an organ of the PA. The PA said that it was merely a recommendation by a legal advisor and not an official decision. (ALM 2/25)

Israeli defense minister Benny Gantz met with U.S. vice president Kamala Harris at the Munich Security Conference. Defense Minister Gantz said that the 2 spoke about Israel’s normalization deals, “the importance of confidence-building measures with the Palestinians,” and the situation in Ukraine, where the U.S. believes Russia will launch an attack to capture Kyiv. The foreign ministers of Germany, France, Egypt, and Jordan issued a joint statement after a meeting at the conference, voicing support for Palestinians threatened by eviction in East Jerusalem and for a 2-state solution. In the West Bank, Israeli settlers with military escort toured Sabastia, closing parts of the town off to Palestinians. Israeli forces shot and injured 2 Palestinians with live ammunition during a raid in Jenin. Israeli forces also demolished 2 agricultural structures in Duma and confiscated a tractor in al-‘Awja. 8 Palestinians were arrested during late-night raids in Abu Dis, Aida refugee camp, Bethlehem, Hebron, Nablus, Deir Istiya, and Jenin. In East Jerusalem, Israeli settlers marched near the Damascus Gate plaza, chanting anti-Palestinian slogans, and attacked a grocery store. Israeli forces demolished 1 commercial structure in Isawiya. İbrahim Kalın, senior advisor to Turkish president Recep Tayyip Erdoğan, and Turkish deputy foreign minister Sedat Önal met with Israeli president Isaac Herzog in Israel, ahead of a planned meeting between President Herzog and President Erdoğan in Turkey, which is said to be scheduled for 9 March. In the West Bank, Israeli settlers uprooted 50 olive trees in Kafr ad-Dik. Israeli settlers also attacked Palestinian herders in Kisan and let their dogs attack Palestinian-owned sheep. Israeli forces delivered a demolition order against 1 EU-funded school in Ras al-Tin, affecting some 50 students from 1st to 6th grade, 2 water tanks, an agricultural structure, and a residential caravan in Atuf, and a stop-work order for a cemetery in Idhna. 15 Palestinians were arrested during late-night raids in al-Twana, Beit Umar, Bethlehem, Beit Fajjar, al-Lubban al-Sharqiya, Beita, Jaba‘, and Qabatiya. In East Jerusalem, Israeli forces violently removed a local activist in Sheikh Jarrah who had set up an outdoor “office” in protest over MK Itamar Ben-Gvir’s provocative field office in the neighborhood. 1 Palestinian family received a notice to demolish their own home in Jabel Mukaber. 1 Palestinian was arrested during a raid in Isawiya. 17 Israeli settlers were arrested for suspicion of assault and racially motivated vandalism for a raid against Palestinians and property in Huwwara on 1/24. 3 Palestinians were injured and several shops were damaged. (HA 2/16)

Axios reported that the U.S. Biden administration, through ambassador Tom Nides, has urged Israel to deescalate the situation in Sheikh Jarrah to avoid a larger scale conflict. (AX 2/16)

Speaker of the U.S. House of Representatives Nancy Pelosi (D-CA) spoke at the Knesset, calling the establishment of Israel “the greatest political achievement of the 20th century.” Accompanying Speaker Pelosi to Israel were house representatives Adam Schiff (D-CA), Ted Deutch (D-FL), Barbara Lee (D-CA), Bill Keating (D-MA), Eric Swalwell (D-CA), Ro Khanna (D-CA), and Andy Kim (D-NJ). Pelosi also met with President Herzog, addressing the Iran Nuclear Deal. The American representatives also met with members of Palestinian civil society and were given a tour of East Jerusalem by settlement expert Daniel Seidemann. In the West Bank, Israeli settlers attempted to set a Palestinian-owned home on fire in Hebron, but fled when the family living in the home woke up. Israeli forces demolished 1 retaining wall and 1 agricultural structure in al-Maniya. Israeli forces also temporarily evicted 6 Palestinian families from their homes in in Khirbat Ibziq to conduct a military exercise; during the drill, 2 cows were killed and 3 were injured. 5 Palestinians were arrested during late-night raids in Silat al-Harithiya, ‘Anata, Dheisheh refugee camp, and Hebron. In East Jerusalem, Israeli forces delivered demolition notices for several commercial structures in Wadi al-Juz; 1 Palestinian minor was arrested during a late-night raid in Isawiya. Israeli police arrested 1 Israeli settler in the Givat Ronen settlement outpost in relation to an attack on Israeli activists helping Palestinians planting trees in Burin on 1/21. (HA 2/7)

According to figures obtained by Haaretz from Israeli police, charges were only filed in 3.8% of criminal cases where Israeli settlers attacked Palestinians or their property. (HA 2/7)

On the 2d day of the 31st session of the PLO Central Council, Rawhi Fattouh was elected speaker of the National Council, replacing Salim Zanoun, who retired. Hussein al-Sheikh was appointed as a PLO negotiator with Israel and the U.S. Al-Sheikh was also 1 of 3 new members elected to the PLO executive committee. Hamas called the appointments “illegal” and said they lacked support from the national consensus. Hamas, Islamic Jihad, and the PFLP later issued a joint statement calling the appointments “a violation of decisions based on national consensus.” (REU, WAFA, WAFA 2/7; HA 2/8; AJ 2/10)

The Knesset approved the 1st of 3 votes of the citizenship law that would prevent family reunifications of Palestinians married to Israeli citizens. Meretz and United Arab List boycotted the vote. Interior Minister Ayelet Shaked told Yedioth Ahronoth in an interview that the bill is meant to prevent a “creeping right of return.” (HA 2/7; HA, MEE 2/9)

Palestinian member of the Knesset from the Meretz party and minister for Regional Cooperation Issawi Frej was hospitalized after suffering a stroke. Frej’s chief of staff said he would make a full recovery. (HA 2/8)

Calcalist reported that Israeli police used the NSO Group’s Pegasus spyware against Israeli journalists, politicians, rights activists, former prime minister Benjamin Netanyahu’s son Avner, and people involved in the court case against Benjamin Netanyahu. The German news outlet Deutsche Welle fired 5 Palestinian and Lebanese employees, saying the had posted anti-Semitic content on social media. The social media posts in question were largely criticism of Israel and not targeting Jewish people. Deutsche Welle was criticized for trying to silence criticism of Israel.
