Israel claimed the 3 attempted to ram Israeli soldiers with a car, but this was disputed by Palestinians present at the scene. Israeli forces also fired tear gas near a high school in Tell during a raid, causing tear-gas related injuries among students and staff. Elsewhere, Israeli forces demolished 1 house and 2 storage facilities in al-Rifaya in the Masafer Yatta area, 1 house in Beit Einun, displacing 11, and 1 house near Jabal Johar, displacing 8. PA prime minister Mohammed Shtayyeh warned UK prime minister Liz Truss that if the UK moves its embassy to Israel from Tel Aviv to Jerusalem, it would be seen by the PA as a recognition of the Israeli annexation of Jerusalem. The UK political parties Labour, Scottish National Party, and Liberal Democrats told Middle East Eye that they oppose moving the UK embassy to Jerusalem. The EU-Israel association council convened for the 1st time since 2012. Addressing the EU representatives, Israeli prime minister Yair Lapid said that “Palestinians need to put an end to terrorism and incitement” in order for a 2-state solution to happen. After the meeting, EU ministers published a paper hailing cooperation with Israel, condemning Hamas, and criticizing Israel for its settlement policies, mentioning settlements in East Jerusalem and plans for E1. In the West Bank, Israeli settlers vandalized an irrigation pond in Bayt Dajan. Israeli forces shot and killed 1 Palestinian during a late-night raid in al-Fara‘a refugee camp, claiming he threw an incendiary device at the forces during the raid. Israeli forces also shot and injured 1 Palestinian riding a motorbike in Nablus. Elsewhere, Israeli forces demolished agricultural structures in ‘Anata and delivered demolition notices against a wedding hall, a ceramic shop, a factory, and 2 car repair shops in Deir Sharaf. 20 Palestinians were arrested during late-night raids in Silwad, Kafr Ein, Dura, Hebron, Nablus, Beita, al-Fara‘a refugee camp, Ya‘bad, Qalqilya, and Tulkarm. In response to U.S. requests for Israel to change its rules of engagement as a measure of accountability for the killing of Shireen Abu Akleh on 6/11, Israel’s prime minister Yair Lapid said “no one will dictate open fire regulations to us when we are fighting for our lives.” Prime Minister Lapid further said of the killing of Abu Akleh that he would “not allow them to put an IDF soldier on trial who defended himself against fire from terrorists, just to receive a round of applause from the world.” Several independent investigations have found that no gunfire was detected around the Israeli soldiers who killed Abu Akleh. In the West Bank, Israeli settlers raided Khalayel al-Looz near Bethlehem, causing injuries and damage to property. Israeli forces shot and killed 1 Palestinian man and injured 16 others during a late-night raid in Jenin to punitively demolish the home of a Palestinian accused of killing 3 Israelis in Tel Aviv in April. The Palestinian man killed was reportedly filming the Israeli raid with his mobile phone when he was shot in the chest. The punitive demolition was carried out with explosives and Israeli forces cleared out 29 nearby buildings before blowing up the apartment. 1 other Palestinian later succumbed to his injuries on 9/11. Israeli forces also raided Jalazun refugee camp, injuring 4 with live ammunition; 4 were arrested. Elsewhere, Israeli forces violently dispersed Palestinian protesters in al-Arroub refugee camp, injuring 1 minor with a stun grenade to his head. Israeli forces also seized 2 caravans and building equipment and demolished 2 agricultural structures and a water well in al-Khader. 16 Palestinians were arrested during late-night raids in al-Bireh, al-Lubban ash-Sharqiya, Kisan, Bethlehem, and Hebron. In Syria, for the 2d time in a week, Israeli forces attacked Aleppo Airport, killing 3 people, wounding 5, and damaging the airstrip. The Syrian transportation ministry said the damage put the airport out of commission and that flights would be diverted to Damascus Airport. The Aleppo Airport was operating again on 9/9. Haaretz reported that the U.S. state department has ordered the U.S. embassy in Israel to investigate reports of abuse of Palestinians by the Israeli ultra-Orthodox Netzah Yehuda battalion, including circumstances of the death of Palestinian American Omar Asad, who died in the battalion’s custody in January. The ice cream company Ben & Jerry’s said it would submit an amended lawsuit against its parent company Unilever after its 1st lawsuit had been rejected by a U.S. federal court. Ben & Jerry’s is suing Unilever for selling the rights to manufacture Ben & Jerry’s ice cream to an Israeli company after Ben & Jerry’s announced it would end sales of its ice cream in West Bank settlements and stop its licensing agreement with the Israeli company to produce its ice cream in Israel. In the West Bank, Israeli forces punitively demolished the homes of 2 Palestinians in Rumana accused of killing 3 Israelis in Elad on 5/5, displacing 14 Palestinians. Israeli forces also demolished 5 residential structures and 4 agricultural structures in Arab al-Ka‘abneh. Elsewhere, Israeli forces razed 12 dunams (3 acres) of farmland planted with olive trees in Tarqumiyah. Israeli forces also issued notices that it will seize land near Sa‘ir to expand a settler road. 15 Palestinians were arrested during late-night raid in Ramallah, Silwad, Marda, Beit Furik, Jamma‘in, Ya‘bad, Bethlehem, Halhul, and Beit Kahel. Israel’s civil administration told an Israeli court that it demolished the home of a Palestinian family in the West Bank by mistake. The family of 5’s home was demolished in July by Israeli forces despite the family’s pleas that there was a court order protecting their home. The Civil Administration said that the family’s home was thought to be the home of a different Palestinian family, whose home had already been demolished and blamed the mistake on “human error.” (HA 8/10)

U.S. president Joe Biden thanked Egypt for mediating the ceasefire that went into effect on 8/7 between Israel and Islamic Jihad. (HA 8/7)

The Honduran foreign ministry said that the country is considering moving its embassy to Israel back from Jerusalem to Tel Aviv. The new Honduran government that took office in January this year said in a statement that president Xiomara Castro wants to maintain a balanced relationship with Israel and Arab countries. The UN envoy for the Middle East peace process warned the UN security council that the ceasefire between Islamic Jihad and Israel was fragile and that the only way to secure longtime peace is through a 2-state solution based on the 1967 lines. PA UN envoy Riyad Mansour called on members of the Security Council to protect Palestinian lives and pressure Israel to end its blockade of Gaza. The Security Council emergency session was called by France, China, Norway, Ireland, and the UAE in response to Israel’s attacks on Gaza over the weekend, dubbed Operation Breaking Dawn. In the West Bank, Israeli forces shot and killed 1 Palestinian minor during a late-night raid in Jenin refugee camp where Islamic Jihad commander Bassam al-Saadi was arrested after being shot and injured; 2 others were also arrested during the raid at al-Saadi’s home. A general strike was declared in Jenin after the killing and arrests. Israeli forces also violently dispersed Palestinian protesters in Bayt Dajan, injuring 22 with baton rounds and 75 others with tear gas. 1 Palestinian citizen of Israel said he was detained in Qalansawe by Israeli undercover forces who beat him before leaving him in a forest after discovering they had mistaken his identity for another person. The Israeli forces also damaged the man’s car during the incident. (HA 4/5)

1 Palestinian prisoner, arrested on 24 December 2020, was sentenced to life in prison and issued a fine of $936,600. The man’s family home was punitively demolished by Israeli forces on 10 February 2021. (WAFA 4/3)

Israeli prime minister Naftali Bennett spoke with Jordan’s king Abdullah II in a phone call. King Abdullah urged Prime Minister Bennett to avoid steps that could escalate violence during the month of Ramadan and to allow Muslim worshippers free access to the Haram al-Sharif compound. In a report to the UN Human Rights Council, the UN special rapporteur Michael Lynk charged Israel with committing crimes of apartheid. The security coordinator at the Gilad settlement outpost was arrested by Israeli forces on suspicion of having aided settler vandalism in Fara‘ata in the West Bank on 3/14. Another security guard at the settlement was also arrested for partaking in the vandalism. (HA 3/17)

The Israeli supreme court voted to uphold the Israeli ministry of justice’s decision to seize 7.5 acres of land owned by residents in the Israeli town of Taibeh, using the Absentee Property Law despite the Palestinian owners not having left their property during the Nakba. The ministry of justice decided to seize the land in 2017 after the owners applied to fill a quarry to convert into agricultural lands. Furthermore, the 3 supreme court justices ruled that the families must pay $9,100 in court fees. (HA 3/15; HA 3/18)

The EU delayed its annual $236 million aid to the PA and various Palestinian civil society projects, as a Hungarian representative wanted to condition the aid on removing “incitement” from Palestinian schoolbooks. The European Commission will have to rule on the Hungarian demand before the aid can be released to the PA. PA representatives told Haaretz that the Hungarian delegate is behaving like the Israeli far-right by raising demands on conditioning aid to Palestine. PA foreign minister Riyad al-Maliki has told the Hungarian delegate that the PA will not accept the demand. (HA 3/15; WAFA 3/16)

U.S. ambassador to Israel Tom Nides told Americans for Peace Now, during a virtual event, that he is infuriated by Israeli settlement expansion but that he is unable to stop it. He further stated that he did everything in his capacity to stop Israeli plans to construct settlements in the E1 area. Ambassador Nides also said that the U.S. wants to reopen its consulate to Palestinians in Jerusalem but that the Israelis are “aggressively” opposing it and that both Israel and the PA are making “too big a deal” over the issue. More than 500 Google employees signed a petition in protest over Google’s decision to relocate 1 Jewish employee from the U.S. to Brazil after she voiced criticism of Google’s contract with the Israeli cloud server Project Nimbus. In the West Bank, Israeli forces seized equipment worth around $30,000 in a quarry near Beit Fajjar, Israeli forces had earlier in the day sealed off a road leading to the quarry. Israeli forces also set up mobile structures on Palestinian-owned land in Khirbat Humsa. Elsewhere, Israeli forces demolished 3 Palestinian-owned structures near al-Ramadin; 1 Palestinian journalist working for WAFA was assaulted and another Palestinian was detained during the demolition. Israel’s interior ministry said it would start processing family unification requests from Palestinians over the age of 50 who had received residency permits within the last 5 years. The ministry said it would start with that age group because they pose less of a security threat. If a family unification request is approved, the Palestinian will be “upgraded” to “temporary resident” with social benefits. There are 1,680 requests waiting as the Israeli interior ministry has refused to process the requests despite a temporary ban on Palestinian unifications expiring in July 2021. The Association for Civil Rights in Israel, Hamoked, and Physicians for Human Rights said Israel should start reviewing all applications and not just those for Palestinians over the age of 50. Amnesty International released a 280-page report named “Israel’s Apartheid Against Palestinians: Cruel System of Domination and Crime Against Humanity,” prepared over the last 4 years. Amnesty said in its report that it had found that “Israel has imposed a system of oppression and domination over Palestinians wherever it exercises control over the enjoyment of their rights—across Israel and the OPT and with regard to Palestinian refugees. The segregation is conducted in a systematic and highly institutionalized manner through laws, policies and practices, all intended to prevent Palestinians from claiming and enjoying equal rights to Jewish Israelis within Israel and the OPT, and thus intended to oppress and dominate the Palestinian people.” Amnesty concluded that this institutionalized discrimination perpetrated by Israel is “the international wrong of apartheid, as a human rights violation and a violation of public international law wherever it imposes this system.” Its research was based on “relevant Israeli legislation, regulations, military orders, directives by government institutions and statements by Israeli government and military officials.” Amnesty said that “Israel must grant equal and full human rights to all Palestinians in Israel and the OPT in line with principles of international human rights law and without discrimination, while ensuring respect for protections guaranteed for Palestinians in the OPT under international humanitarian law. It must also recognize the right of Palestinian refugees and their descendants to return to homes where they or their families once lived in Israel or the OPT. In addition, Israel must provide victims of human rights violations, crimes against humanity and serious violations of international humanitarian law—and their families—with full reparations. These should include restitution of and compensation for all properties acquired on a racial basis.” The Israeli foreign ministry called the report anti-Semitic. Amnesty refuted the charged said that Israel is diverting attention away from its violations of Palestinians’ human rights. U.S. state department spokesperson Ned Price said that the U.S. does not agree with Amnesty’s assessment “that Israel’s actions constitute apartheid.” Neither U.S. or Israeli senior officials commented on the evidence presented in the report. A vice president of the American telecommunications company Mobileum said that he had alerted the FBI to a meeting between the Israeli company NSO Group and Mobileum in 2017, saying that the NSO Group sought to buy access to the SS7 network. Mobileum did not deny the meeting but said that no deal was made with the NSO Group. The former employee who now works for Citizen Lab filed a whistleblower complaint about the meeting and presented evidence to the U.S. justice department, the securities and exchange commission, and the federal communications commission in June 2021. The former VP said that NSO Group senior employees explicitly said during the meeting that they would “drop off bags of cash in [the VP’s] office.” The former VP also said that if the NSO Group had gained access to the SS7 network, it would have “access to the home networks of operators around the world, access to millions and millions of users without bypassing any sort of security controls. Israeli deputy economy minister Yair Golan from the Meretz party called Israeli settler attacks on Palestinians a pogrom, in relation to attacks near at the Homesh settlement outpost. The Dutch government announced that it will no longer provide funding to the Union of Agricultural Work Committees (UAWC). Israel put UAWC, along with 5 other Palestinian rights organizations, on its terror list on 10/22/2021, claiming that the organizations are linked to the PFLP. The international community, including the EU, has criticized the terror designations for the organizations, saying Israel have not provided any evidence to support its claims. The Dutch government’s decision follows an external review predating the Israeli terror designation, which found that UAWC employees have personal ties to members of the PFLP, but that no funding has been used for PFLP purposes and that there are no organizational links between the PFLP and UAWC.
