Members of Nizar Banat’s family called on the ICC to investigate the killing of Banat by PA security forces in June 2021. Banat was killed while being arrested by PA security officers. 14 security officers were later arrested but none of them have been convicted in relation to the killing. In an interview with NPR, Israeli prime-minister elect Benjamin Netanyahu said that he will not agree to a Palestinian state with full sovereignty. “[M]y formula is very simple . . . . The only peace that will hold is one that we can defend. And the one that we can defend is one in which the Palestinians have all the powers to govern themselves, but none of the powers to threaten our life, which means that security, in whatever political arrangements we'll have realistically will have to remain in Israel's hands.” The PA called Netanyahu’s remarks unacceptable. Unilever said the legal dispute between it and its subsidiary Ben & Jerry’s over the sale of the license to manufacture and sell the ice cream company’s products in Israel had been resolved but did not offer any details. In the West Bank, Israeli settlers assaulted Palestinians with pepper-spray near Huwwara. Israeli forces violently dispersed Palestinian protesters in Salem during an arrest raid, causing tear-gas related injuries; 1 Palestinian was arrested. Israeli forces also demolished 1 commercial structure near Ya‘bad and assaulted the owner who tried to prevent the demolition. A poll conducted by the Palestinian Center for Policy and Survey Research found that 72% of the 1,200 Palestinians surveyed in the West Bank and Gaza supported forming armed resistance groups in the West Bank. 32% of the respondents supported a diplomatic solution to the occupation, based on the 2-state framework. In Lebanon, 1 Irish UN Interim Force in Lebanon (UNIFIL) soldier was killed and another injured during a routine patrol in al-Aqbieh in southern Lebanon. It was reported that UNIFIL vehicles had hit a resident of the town before the convoy was hit by small arms fire. Hezbollah said it was not involved in the incident. The UN General Assembly adopted the resolution, “Permanent sovereignty of the Palestinian people in the Occupied Palestinian Territory, including East Jerusalem, and of the Arab population in the occupied Syrian Golan over their natural resources,” calling on Israel to end its exploitation of the natural resources of the lands it occupies. The European Parliament passed a resolution calling for an international conference to facilitate a 2-state solution to the Israeli occupation. The PA expressed dissatisfaction with the resolution not calling for the recognition of the State of Palestine, labeling of settlement products, and accountability for Israeli crimes against Palestinians. Norway donated $15 million through the World Bank Trust Fund to the Palestinian Umbrella for Resilience Support to the Economy in support of PA transparency, inclusivity, and the economy. (WAFA 12/14)

Leaders at the Arab-China Summit in Riyadh called for a just and lasting solution, based on the 2-state solution, to the Israeli occupation of Palestine in their final communique of the summit. In a speech at the summit PA president Mahmoud Abbas called for the international community to not work with any Israeli government that refused to work within the framework of international law. Palestinian member of the Knesset and leader of the Hadash party Ayman Odeh met with UN secretary-general António Guterres in New York, briefing Guterres on his concerns about the government Benjamin Netanyahu is expected to present within a couple of weeks. Israeli ambassador to the UN Gilad Erdan called the meeting “cowardly and shameful.” Israeli media reported that the meeting was made in coordination with the PA rather than with the Israeli foreign ministry. Egypt’s foreign ministry issued a statement warning Israel against continuing its attacks on Palestinians, noting that more than 200 Palestinians have been killed by Israeli forces in 2022. The ministry warned that the situation will continue to deteriorate if Israel continues its current practices. (HA 12/9)

In the West Bank, Israeli settlers uprooted 30 olive tree saplings in Qarawat Bani Hassan. Israeli forces shot and killed 1 Palestinian man during a raid in Dheisheh refugee camp, 6 others were wounded. Israeli forces also arrested, Yahya al-Saadi, the son of senior Islamic Jihad commander Bassam al-Saadi during a raid in Jenin. Elsewhere, Israeli forces demolished 1 mosque in Dura, 3 agricultural structures in Tarqumiyah, and issued a stop-work notice for 3 stores in Bayt Rima. Israeli forces also violently dispersed Palestinian protesters in al-Khader and Hebron, causing tear-gas related injuries. Israel said that 2 Israeli soldiers were injured by an explosive device thrown at them near Aida refugee camp, causing light injuries. 16 Palestinians were arrested during late-night raids in Ni’lin, al-Bireh, Dheisheh refugee camp, and Hebron. An Israeli court upheld a demolition order for an apartment building in Wadi Qaddum in the East Jerusalem neighborhood of Silwan, giving the resident until 12/7 to demolish the building. Approximately 100 Palestinians reside in the building. (WAFA 12/5)

PA prime minister Mohammad Shtayyeh welcomed the EU and UN’s criticism of the 12/2 killing of a Palestinian in Huwwara but urged the organizations to take tangible action to hold Israel accountable. (WAFA 12/5)

PA foreign minister Riyad al-Maliki met with ICC chief prosecutor Karim Khan, providing materials about Israeli war crimes against Palestinians. In the West Bank, the body of 1 Druze citizen of Israel was kidnapped for a 2nd time after it was arranged that the body would be transferred to Israel in a Red Crescent ambulance. The ambulance was stopped by armed men and the body taken to an unknown location. The Druze man was taken from a hospital in Jenin on 11/22. Hundreds of Palestinians marched in Jenin calling for the release of the body to his family. 1 Palestinian man succumbed to injuries sustained by Israeli live fire during a raid in Nablus in July. Israeli settlers threw stones at Palestinian vehicles near al-Bireh, causing damage. Israeli settlers also set fire to 1 Palestinian vehicle and threw stones at a house in Burin, causing damage. Elsewhere, Israeli settlers threw stones at Palestinian vehicles traveling near Huwwara, causing damage. Israeli forces shot and killed 1 Palestinian minor during a raid in Nablus and injured 4 others. Israeli forces also demolished 1 Palestinian school serving 22 Palestinian children in the Masafer Yatta area. Elsewhere, the Israeli Nature Authority seized 12 Palestinian-owned cows near Umm al-Ghabar in the Jordan Valley. Israeli forces delivered a demolition notice for a school under construction in the al-Saffi community in the Masafer Yatta area. Israeli forces also demolished 1 car repair shop in Nabi Ilyas. 8 Palestinians were arrested during late-night raids in Qalqilya, Jalbun, Nazlet Zeid, Tulkarm, Yatta, and Asira ash-Shamaliya. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen west of al-Waha and al-Sudaniyya; no injuries were reported. In Gaza, 22 Palestinians were killed in a fire in the Jabalia refugee camp. The PA called on Israel to open its crossings to Gaza to allow the injured to receive treatment in East Jerusalem and the West Bank, which Israel subsequently said it had done. The preliminary investigation suggested that the fire escalated quickly due to a large amount of gasoline stored in the house. U.S. ambassador to Israel Tom Nides visited the Kiryat Netafim settlement. Ambassador Nides said he visited the settlement to offer condolences to the family of an Israeli settler who was stabbed to death on 11/15 in the Ariel settlement, allegedly by a Palestinian. Shomron Regional Council head Yossi Dagan, who accompanied Nides, told Nides that “we will build Samaria [the West Bank]. We are believers, and we know that this is our land.” (HA 11/17)

PA prime minister Mohammed Shtayyeh warned UK prime minister Liz Truss that if the UK moves its embassy to Israel from Tel Aviv to Jerusalem, it would be seen by the PA as a recognition of the Israeli annexation of Jerusalem. The UK political parties Labour, Scottish National Party, and Liberal Democrats told Middle East Eye that they oppose moving the UK embassy to Jerusalem. The EU-Israel association council convened for the 1st time since 2012. Addressing the EU representatives, Israeli prime minister Yair Lapid said that “Palestinians need to put an end to terrorism and incitement” in order for a 2-state solution to happen. After the meeting, EU ministers published a paper hailing cooperation with Israel, condemning Hamas, and criticizing Israel for its settlement policies, mentioning settlements in East Jerusalem and plans for E1. Israeli forces shot and injured 1 Palestinian man who crashed his car in Huwwara; it was unclear what caused the man to lose control of his car. 1 Palestinian man was released from prison on the condition that he does not enter his own land for 30 days. An Israeli military court said that video evidence of the incident on 9/12 where the man allegedly assaulted a settler complicated the narrative told by the Israeli settlers. The video shows that the man was approached by armed Israeli settlers in al-Twana before they assaulted him, breaking both his arms. 1 Israeli settler was injured in the incident. (HA 9/22)

Israel’s defense minister approved issuing an additional 1,500 work permits to Palestinians in Gaza, raising the number to 17,000. (HA 9/22)

Israel released the imam of the Great Omari Mosque in Lydda, Sheikh Yousef al-Baz, from house arrest. Al-Baz was arrested on 6/17 over claims of incitement. (MEMO 9/23)

A boat carrying between 120 and 150 refugees capsized off the coast of Syria. By 9/24, at least 94 were confirmed dead. Many of the deceased were Palestinian refugees from Lebanon. (REU 9/23; REU, WAFA 9/24)

At the UNGA, Israeli prime minister Yair Lapid said that he supports a 2-state solution and underscored that an Israeli prime minister had not voiced support for a 2-state solution at the UNGA “for many years.” Prime minister Lapid said his condition for a 2-state solution is that “a future Palestinian state will be a peaceful one. That it will not become another terror base from which to threaten the well-being, and the very existence of Israel. That we will have the ability to protect the security of all the citizens of Israel, at all times.” Lapid also called for more Arab and Muslim countries to normalize relations with Israel. Israeli alternate prime minister Naftali Bennett used his veto to pull Israel out of the EU Creative Europe funding program over the EU demand that funds would not be used for artists in West Bank, East Jerusalem, and Golan Heights settlements. When the Israeli government provisionally approved partaking in the EU program in June, it also said it would set up a scheme to compensate the occupied areas excluded by the EU. (HA 9/23)

A study commissioned by Meta found that its platforms Facebook and Instagram had silenced some of their Palestinian users during Israel’s May 2021 assault on Gaza and subsequent unrest in Israel and East Jerusalem. “Meta’s actions in May 2021 appear to have had an adverse human rights impact… on the rights of Palestinian users to freedom of expression, freedom of assembly, political participation, and non-discrimination, and therefore on the ability of Palestinians to share information and insights about their experiences as they occurred,” the study found. An Israeli district court in Beersheba sentenced the former director of World Vision in Gaza, Mohammad al-Halabi, with another 6 years in prison, in addition to the 6 years he has already spent in Israeli prison. Human Rights Watch’s Israel and Palestine director Omar Shakir called the sentencing “a profound miscarriage of justice . . .
