Elsewhere, Israeli forces demolished 5 homes in Furush Beit Dajan, displacing 70 people. 55 Palestinians were arrested during raids in and around Nablus, Tubas, and Tulkarm, including former PLC member Khalida Jarrar. In East Jerusalem, Israeli authorities forced 3 Palestinian families to demolish their own homes in Jabel Mukaber and Shu’fat. In Gaza, telecommunications were down throughout Gaza. Israeli forces bombed Khan Yunis, Rafah, al-Bureij refugee camp, Nuseirat refugee camp, Gaza City, and Maghazi, killing dozens of people, including at least 100 in Maghazi. Israeli forces also directly hit the Palestinian Red Crescent Society’s headquarters in Khan Yunis, causing damage. Israel said it had assassinated Hamis al-Najar, a member of the Hamas Legislative Council, in an airstrike in Khan Yunis that also killed his wife, 2 children, and several of his grandchildren. 3 Israeli soldiers were killed in combat. PA president Mahmoud Abbas gave a speech calling the events in Gaza greater and more horrific that the Nakba. Israeli forces also raided Carmel, assaulting a Palestinian and seizing vehicles. Meanwhile, Israeli forces made 15 Palestinians close their shops in ‘Azzun. Israeli forces also seized a tractor in Qaryut. Separately, Israeli forces demolished a well and issued stop-work notices for 3 homes in Beit Umar. 23 Palestinians were arrested during late-night raids in and around Hebron, Ramallah, Qalqilya, Salfit, Nablus, and Jericho. UN Security Council members negotiated for the second day in a row over the wording of a resolution. Palestinian witnesses told Al Jazeera that Israeli forces brought Palestinians to the Shadia Abu Ghazala School in Faluja and executed them, including women, children, and babies. Senior Hamas official Mousa Abu Marzouk told Al-Monitor that Hamas could follow the PLO and recognize Israel as a step toward reconciliation with Fatah. Comments by Israeli prime minister Benjamin Netanyahu to the Knesset foreign affairs and defense committees were leaked to the press. Netanyahu said the “difference between Hamas and the PA is only that Hamas wants to destroy us here and now, and the PA wants to do it in stages.” Netanyahu also said Gaza will be under Israeli military control and that Gulf states will rehabilitate the area. U.S. National Security Council spokesperson John Kirby said the U.S. was “asking questions” in relation to reporting from Amnesty International and the Washington Post that Israel had used U.S.-supplied white phosphorus in Lebanon. The Post said a journalist had found remnants of 3 artillery shells that indicated that they were U.S.-made white phosphorous shells. Secretary of State Antony Blinken spoke with Israeli war cabinet member Benny Gantz, calling on Israel to take steps to avoid civilian harm and increase aid. EU high representative for foreign affairs Josep Borell called the destruction in Gaza “even greater than destruction suffered by the German cities during the Second World War,” noting that 60-70% of the casualties are civilians and 85% of the population have been internally displaced. Borell also said the EU will propose sanctions on violent Israeli settlers. France, Germany, and Italy also called on the EU to set up a special sanctions scheme to target Hamas. A UN Security Council resolution calling for ceasefire and the unconditional release of the Hamas-held captives was vetoed by the U.S., with the UK abstaining and the remaining 13 members voting in favor. Before the vote, PA UN envoy Riyad Mansour said the objective of the Israeli campaign was to ethnically cleanse Gaza, adding Israeli representatives were publicly admitting it. U.S. UN ambassador Robert Wood said the Hamas attack on 10/7 was the “worst attack on our people” in decades. After the vote Wood explained the veto, calling the resolution imbalanced for not condemning Hamas’ operation on 10/7. UNRWA commissioner-general Philippe Lazzarini said the constant Israeli bombings have made UNRWA’s ability to operate extremely limited. After the vote, Mansour called the U.S. vote a disaster. The U.S. parroted Israel’s explanation for the not extending the ceasefire, saying that Hamas did not produce a list of captives for exchange. Israeli finance minister Bezalel Smotrich said he told Prime Minister Benjamin Netanyahu to announce that Israel will not negotiate another ceasefire until all captives are released from Gaza. Hamas said it was Israel who undermined extending the ceasefire by rejecting 3 separate options presented to them by mediators, but that Israel had already decided to resume its attacks. The PA said it held the U.S. responsible for the resumption of Israeli attacks on Gaza. Israel said that Hamas still holds 137 captives, including 4 from before 10/7. During the temporary ceasefire 240 Palestinians, 107 children and 133 adults, including 65 18-year-olds and 68 women, were exchanged for 105 captives held by Hamas. 75% of the Palestinians were not convicted of a crime, most were arrested within the past year with 37 since 10/7. 1 person self-immolated outside of the Israeli consulate in Atlanta. Authorities said a Palestinian flag was recovered at the scene. The individual was said to be in critical condition. The UN said Deputy Special Coordinator for the Middle East peace process Lynn Hastings would be replaced after Israel refused to renew her visa. A +972 Magazine and Local Call investigation based on interviews with 7 current and former members of the Israeli intelligence community, Palestinian testimonies, data, and documentation from Gaza revealed that Israel had increased its attacks on what it calls “power targets,” which include private buildings, infrastructure, and high-rise blocks, to create a shock effect among civilians. According to the sources, the goal of bombing these civilian targets is to “lead civilians to put pressure on Hamas.” Several sources also said Israel has files that show its assessment of how many civilians will be killed in the bombing of these civilian targets. A source told the 2 publications that Israel had increased its permitted “collateral damage” from dozens when targeting a Hamas commander to hundreds and that Israel is fully aware how many civilians will be killed in its attacks. The sources also revealed that Israel use AI-based systems, such as Habsora, to identify targets, including the suspected homes of junior members of Hamas and Islamic Jihad. The investigation also said that Israel had broken from previous protocol by allowing the targeting of residential buildings without warning the residents, with Israeli Air Force chief of staff Omer Tishler saying that the “roof knocking” policy does not apply to war. Israel and Hamas agreed to the terms of a 4-day ceasefire that would see 50 women and children held in Gaza released in exchange for 150 Palestinian women and children being released from Israeli prisons. The start of the ceasefire would be announced within 24 hours, awaiting the Israeli High Court of Justice’s consideration of Israeli public appeals against the deal. U.S. president Joe Biden released a statement welcoming the temporary ceasefire, thanking the leaders of Qatar and Egypt. Biden told President Abdel Fattah el-Sisi that the U.S. opposes forced deportation of Palestinians in Gaza to Egypt and the redrawing of the Gaza borders. Biden also spoke with Prime Minister Netanyahu, emphasizing the “importance of maintaining calm along the Lebanese border as well as in the West Bank,” according to the U.S. readout of their conversation. Secretary of State Antony Blinken spoke with the foreign ministers of Saudi Arabia, the UAE, and Qatar. Israeli settlers assaulted Palestinian herders and stole some of their sheep in Tuqu’. Israeli settlers also raided Kisan, stealing solar panels and a generator. Elsewhere, Israeli settlers raided Shaab al-Butum in the Masafer Yatta area, demolishing a residential structure and vandalizing solar panels, water tanks, and 70 olive tree saplings. Israeli settlers also attacked 2 Palestinians and 2 foreign journalists during a raid in Manizil and al-Rakiz in the Masafer Yatta, causing bruises. Israeli forces shot and killed a Palestinian man during a raid near al-Arroub refugee camp. Israeli forces also shot and injured a Palestinian during a raid in Arrabah. Elsewhere, Israeli forces demolished a 4-story building under construction in al-Za’im. Nearly 50 Palestinians were arrested during late-night raids in and around Hebron, Deir al-Ghusun, Ramallah, Deir Ibzi, Bethlehem, and Qaryut. In Gaza, Israeli forces sealed off the Indonesian Hospital in Beit Lahiya; Israeli shelling of the hospital killed 12 people. 100 patients were later evacuated from the hospital. The Israeli seige of al-Shifa Hospital continued for the fifth day. Israeli forces also attacked a Doctors Without Borders clinic in Gaza City, destroying 4 of its vehicles that were clearly marked with the organization’s logo. The number of fatalities was likely much higher since the Gaza Ministry of Health was unable to communicate with hospitals and civil defense members in northern Gaza. In Tayibe, Israeli police arrested a 14-year-old Palestinian citizen of Israel for allegedly posting support for Hamas on social media. In Lebanon, Israel attacked several areas, including the home of Amal party official Kabalan Kabalan; no injuries were reported. In the West Bank, Israeli settlers vandalized a home in Shaab al-Butum for the third time in recent days and vandalized a power generator and internet cables in Wadi Jahish in the Masafer Yatta area. Israeli forces shot and killed a 66-year-old Palestinian taxi driver while he working in Hebron. Israeli forces also shot and killed 2 Palestinians during a late-night raid in Tulkarm refugee camp. Elsewhere, Israeli forces also shot and injured 4 Palestinians during a raid in Qalqilya. Israeli forces also opened fire at Palestinians harvesting olives in Zabbuba. 50 Palestinians were arrested during late-night raids in and around Ramallah, Hebron, Jericho, Nablus, Qalqilya, and Jenin. The UN indicated that 12,500 displaced people, 900 patients, and 1,000 health workers fled the hospital over the weekend, saying that around 200,000 Palestinians have fled northern Gaza to the south since 11/5. The Kamal Adwan Hospital shut down operations after running out of fuel. The main power generator at al-Amal Hospital in Khan Yunis shut down due to a lack of fuel, putting 25 patients at imminent risk of death. Israel arrested High Follow-Up Committee for Arab Citizens of Israel chairperson Mohammed Barakeh and former MKs Haneen Zoabi, Sami Abou Shehadeh, and Mtanes Shehadeh who were planning to attend a small anti-war protest in Nazareth. Since Israel has banned large anti-war protests, Barakeh said he had told Nazereth police that he and 40 others would rally together, leading to his arrest. Protesters later demonstrated against the arrests of the Palestinian leaders outside of a police station in Tel Aviv; 15 were arrested. After the Palestinian leaders were released, Abou Shahadeh said he was arrested for “being a Palestinian citizen calling to end the war. During a speech at an aid conference in Paris, PA prime minister Mohammad Shtayyeh said that Hamas could not be eliminated because it is not just a military organization but “also an idea.” Shtayyeh also said Israel was waging war against all Palestinians, violating international law. French president Emmanuel Macron, who hosted the conference, said civilians in Gaza must be protected, calling for humanitarian pauses and for countries to work on a ceasefire. Egyptian foreign minister Sameh Shoukry complained that the international community has an “imbalance” in its conscience when it ignores Israeli violations of international law. Separately, PA presidential spokesperson Nabil Abu Rudeineh said Israel’s aim is to kill as many Palestinians as possible, referring to the many killed in the West Bank as Israel attacks Gaza. Abu Rudeineh called on the U.S. to force Israel to stop its attacks. Biden also said had asked for longer pauses that would help facilitate the release of captives. The Israeli organization HonestReporting said it had identified CNN, AP, and Reuters contributors who covered the Hamas Operation Al Aqsa Flood on 10/7, claiming they must have had knowledge of the operation prior to it or participated in it. Israeli war cabinet member Benny Gantz and National Security Minister Ben-Gvir said the journalists should be treated as terrorists. Likud Party MK Danny Danon said the journalist would be added to Israel’s kill list. The New York Times, which employs one of the freelance journalists, called HonestReporting’s allegations “reckless” and said it endangered their journalists in Gaza and Israel. Elsewhere, Israeli forces assaulted 1 Palestinian in ‘Azzun. 70 Palestinians were arrested during late-night raids in and around Ramallah, Dura, Nabi Salih, Qalqilya, Shu’fat refugee camp, ‘Anata, Hebron, and Nablus, including prominent activist Ahed Tamimi and senior Fatah member Marouf Rifai. The Palestinian Prisoners Commission said 2,150 Palestinians have been arrested since 10/7. In East Jerusalem, Israeli police shot and killed 1 Palestinian minor after he allegedly stabbed 2 Israeli soldiers in the Old City. 1 of the soldiers later died of her wounds. In Gaza, telecommunications were gradually restored in the morning after Israel cut the internet and phone connection on 11/5. 252 Palestinians were killed and 1,200 injured in Israeli airstrikes. Israel said it had attacked 450 sites overnight and assassinated Hamas member Jamal Musa. A Palestinian man held in Israeli prison, Majad Ahmed Zaqoul, died in Israeli custody at the Ofer prison, being the third Palestinian to die in Israeli prison since 10/7. Zaqoul was working in Israel on 10/7 and was arrested by Israel shortly after. Israel has not investigated the death of the 2 other Palestinians who died while in Israeli custody since 10/7. The PA refused to accept the partial transfer of its tax revenue collected by Israel after Israel decided to withhold sums earmarked for administration expenses in Gaza, in addition to the funds withheld that Israel says the PA pays to the families of Palestinian detainees and Palestinians killed by Israeli forces. The Knesset approved a temporary bill banning consumption of “words of praise, sympathy or encouragement for acts of terrorism” by Hamas or ISIS. Qatar condemned Israel for claiming that there was a tunnel system under the Qatar-funded Sheikh Hamad Hospital in Gaza. Israel had released a photo to back up its claims, but engineers have pointed out that the purported tunnel is for water storage. An Al Jazeera investigation later disproved the Israeli claim. The 15 UN Security Council members failed to agree to a resolution on Israel’s attacks on Gaza. U.S. secretary of state Antony Blinken met with Turkish foreign minister Hakan Fidan in Ankara. U.S. National Security Council spokesperson John Kirby said President Joe Biden and Prime Minister Netanyahu had discussed “tactical pauses.” Axios later reported that Biden asked Netanyahu for a 3-day ceasefire to allow sufficient aid to enter Gaza. In return, Hamas would release 10-15 captives and verify the identities of the remaining captives, a proposal Netanyahu reportedly rejected. Netanyahu told ABC News that a ceasefire depended on the release of the Hamas-held captives, but that Israel could allow “tactical pauses.” Netanyahu also said Israel will maintain the “overall security responsibility” for Gaza for “an indefinite period” when Israel has finished its campaign. The U.S. military said a nuclear submarine had arrived in the eastern Mediterranean. The submarine was said to have not been carrying nuclear weapons but Tomahawk missiles. It was also reported that the U.S. planned to send Israel $320 million worth of Spice Family Gliding Bomb Assemblies, a precision guided munition for fighter jets. EU commission president Ursula von der Leyen presented 5 principles for after Israel’s war on Gaza; 1) Gaza cannot be a haven for terrorists; 2) Hamas cannot rule Gaza; 3) there cannot be a long-term Israeli security presence in Gaza; 4) no forced displacement of Palestinians; 5) no continuous siege on Gaza.
