In the West Bank, Israeli forces shot and killed a Palestinian man, saying he had rammed and injured 5 Israeli soldiers near Hebron. Israeli forces also shot and killed a Palestinian man during a raid in al-Eizariya. Elsewhere, Israeli forces shot and killed a Palestinian man after he allegedly tried to stab Israeli soldiers at a checkpoint between Jerusalem and Bethlehem. Israeli forces also shot and injured 3 Palestinians and arrested 5 others during a raid in al-Fara’a refugee camp. Meanwhile, Israeli forces shot and injured 4 Palestinians, including a child, in at-Tayiba, Fawwar refugee camp, al-Arroub refugee camp, and Tuqu. Israeli forces also assaulted 2 Al Jazeera journalists in Dura, stealing all their equipment and mobile phones. Separately, Israeli forces assaulted 2 Palestinian shepherds in Jinba. 11 Palestinians were arrested during late-night raids in and around Qiffin, Ein as-Sultan, Deir Abu Masha’al, al-Am’ari refugee camp, and Surif. In East Jerusalem, Israeli forces violently dispersed Palestinians trying to reach the Haram al-Sharif compound with skunk water and baton rounds. In Gaza, Israeli forces bombed Khan Yunis, Maghazi, Dayr al-Balah, Gaza City, Rafah, and Nuseirat refugee camp, killing at least 187 people, including 3 at the Jordanian Field Hospital near Khan Yunis. Israeli forces also opened fire at an aid convoy despite coordination with the Israeli military, damaging a truck. In Lebanon, Islamic Jihad said 2 of its members were killed in Israeli assaults. Israel attacked sites around 10 miles north of the Blue Line. Hezbollah said it had attacked 6 Israeli positions. In Syria, Israeli forces attacked several places, saying rockets fired from Syria landed in the Golan Heights. The Euro-Mediterranean Human Rights Monitor said Israeli forces systematically loot Palestinian homes in Gaza, stealing money and valuables worth more than tens of millions of dollars. The PA foreign ministry said Israel was preventing sufficient aid from entering Gaza, deliberately depriving Palestinians of their basic needs. PA ambassador to the UN Majed Bamya told the UN Security Council that Israel was giving Palestinians in Gaza the option to die or be displaced. UNRWA commissioner-general Philippe Lazzarini said Israel was “creating a stream of baseless misinformation” about UNRWA’s responsibility for the lack of aid deliveries to Gaza, saying it is Israel that is impeding aid deliveries. Israeli finance minister Bezalel Smotrich said Israel will not transfer the PA its tax revenue while he is finance minister. It has been reported that U.S. president Joe Biden told Prime Minister Benjamin Netanyahu that Israel should hand over the withheld PA funds to Norway, which will keep them until an arrangement is made to safeguard against the funds going to Hamas, a proposal Netanyahu made himself and that the PA reportedly accepted. South Africa invoked the Genocide Convention calling on the International Court of Justice (ICJ) to expedite hearings on the issue of Israel committing genocide and to order Israel to immediately stop the killing of Palestinians in Gaza. In its report delivered to the ICJ, South Africa described Israel’s actions as “genocidal in character because they are intended to bring about the destruction of a substantial part of the Palestinian national, racial, and ethnical group.” The Israeli Foreign Ministry called the South African action “blood libel.” The PA welcomed the South African action. U.S. secretary of state Antony Blinken approved the sale of M107 155mm projectiles worth $147.5 million to Israel, bypassing congressional approval. It was the second time the Biden administration bypassed congressional approval for weapons transfers to Israel since 10/7. Relatedly, unnamed Israeli officials told Al-Monitor that the U.S. had started to scale down its military support to Israel due to Israel’s failure to discuss its plans for Gaza after the war. In the West Bank, Israeli forces shot and killed 2 Palestinians, including a child, during a raid in Fawwar refugee camp. Israeli forces also raided Nur Shams refugee camp for 9 hours using 40 armored vehicles, demolishing 3 homes. Elsewhere, Israeli forces demolished 5 homes in Furush Beit Dajan, displacing 70 people. 55 Palestinians were arrested during raids in and around Nablus, Tubas, and Tulkarm, including former PLC member Khalida Jarrar. In East Jerusalem, Israeli authorities forced 3 Palestinian families to demolish their own homes in Jabel Mukaber and Shu’fat. In Gaza, telecommunications were down throughout Gaza. Israeli forces bombed Khan Yunis, Rafah, al-Bureij refugee camp, Nuseirat refugee camp, Gaza City, and Maghazi, killing dozens of people, including at least 100 in Maghazi. Israeli forces also directly hit the Palestinian Red Crescent Society’s headquarters in Khan Yunis, causing damage. Israel said it had assassinated Hamis al-Najar, a member of the Hamas Legislative Council, in an airstrike in Khan Yunis that also killed his wife, 2 children, and several of his grandchildren. 3 Israeli soldiers were killed in combat. In Lebanon, Israeli forces attacked several sites and Hezbollah injured 9 Israeli soldiers using anti-tank missiles. In the Red Sea, a drone was shot down near Dahab, Egypt. PA president Mahmoud Abbas gave a speech calling the events in Gaza greater and more horrific that the Nakba. Abbas said Israeli prime minister Benjamin Netanyahu’s plan was to rid historic Palestine of all Palestinians and said he would continue to work toward Palestinian political reconciliation. The UN Security Council passed a resolution calling on the parties to “create the conditions for a sustainable cessation of hostilities . . . facilitate and enable the immediate, safe and unhindered delivery of humanitarian assistance at scale,” and demanding parties “facilitate the use of all available routes to and throughout the entire Gaza Strip” for aid deliveries. It also requested a UN chief of aid disbursement and a UN official for accelerating aid, demanded the release of the captives, and demanded that enough fuel is allowed into Gaza to meet the humanitarian needs. 13 members voted in favor while the U.S. and Russia abstained. Previous versions called for an end to the fighting and later a suspension, but the U.S. rejected these two suggestions. After the vote, PA ambassador to the UN Riyad Mansour called the resolution a step in the right direction and said that Palestine, the Arab Group, and the OIC had 3 objectives: an immediate ceasefire, humanitarian assistance at scale, and no forced displacement. Hamas called the resolution insufficient. Israeli foreign minister Eli Cohen said Israel would continue its war on Gaza until all captives were released and Hamas was eliminated and said Israel would continue to screen all aid going to Gaza. Haaretz reported that 19 Israeli prison guards were under investigation in relation to the killing of a Palestinian prisoner, Tair Abu Asab, who died on 11/17 in the Ketziot Prison. The Israeli military claimed it has killed 2,000 members of Hamas since the beginning of the ground invasion of Gaza and 8,000 since 10/7. War cabinet member Benny Gantz said he expected reduced military activity in Gaza, but that Israel had no intention of stopping its assault. A Washington Post analysis of Israeli claims that al-Shifa Hospital was a Hamas base before Israel attacked and besieged it said the Israeli claims were unsubstantiated. The Post said it had found that the rooms connected to the tunnel network Israel had shown in video material did not show “immediate evidence of military use by Hamas,” that the 5 buildings Israel said were involved with Hamas did not appear to be connected to the tunnel network, and that there was no evidence that the tunnels could be accessed directly from the hospital. The Wall Street Journal reported that Hamas’ political bureau was in talks with other Palestinian factions about the situation in Gaza after the Israeli attack. Political bureau member Husam Badran told the Journal that the talks also included former Palestinian prime minister Salam Fayyad and former Fatah member Mohammed Dahlan. The Journal also reported that Hamas turned down a proposal to exchange a weeklong ceasefire for 40 captives held in Gaza. The Israeli socioeconomic cabinet voted unanimously against lifting the ban on entry for Palestinian workers from the West Bank into Israel. Israel is having a labor shortage after expelling all Palestinian workers from Gaza and the West Bank and is expecting thousands of workers from India and Nepal to arrive within 2 weeks. A UN Security Council resolution calling for ceasefire and the unconditional release of the Hamas-held captives was vetoed by the U.S., with the UK abstaining and the remaining 13 members voting in favor. Before the vote, PA UN envoy Riyad Mansour said the objective of the Israeli campaign was to ethnically cleanse Gaza, adding Israeli representatives were publicly admitting it. U.S. UN ambassador Robert Wood said the Hamas attack on 10/7 was the “worst attack on our people” in decades. After the vote Wood explained the veto, calling the resolution imbalanced for not condemning Hamas’ operation on 10/7. Republicans sought to separate the aid for Israel from the aid for Ukraine as many Republican senators are opposed to significant spending on Ukraine, while Sanders opposed spending on Israel given the Palestinian death toll in Gaza. Hamas said it was working very hard to extend the ceasefire, which ends on 11/30. Israeli forces punitively demolished the family home in Silwan of a Palestinian killed by Israel forces who allegedly killed 7 Israelis in January. In Gaza, Israeli forces stormed al-Shifa Hospital, assaulting and detaining Palestinians seeking shelter there, holding them blindfolded and naked outside the hospital, demolishing walls, and opening fire inside the hospital. Israel also arrested al-Shifa’s only electric generator mechanic and the technician working on the oxygen stations. 50 people were killed in an airstrike on a mosque in al-Sabrah and 25 were killed in an Israeli airstrike on the Sheikh Radwan neighborhood of Gaza City. The number of fatalities was likely much higher since the Gaza Ministry of Health was unable to communicate with hospitals and civil defense members in northern Gaza. In the UK parliament 56 out of 198 Labour Party members broke with the party line to vote in support of a ceasefire. The motion, which failed 293-125, was put forward by the Scottish National Party. A motion to expel the Israel ambassador and impose sanctions on Israel failed in the Irish parliament. The motion, which was denied in an 85-55 vote, was proposed by the Social Democrats party. (IN 11/15; HA 11/16)

Elsewhere, Israeli forces prevented Palestinians from harvesting olives near Madama, seizing their tools. 25 Palestinians were arrested during late-night raids in and around Idhna, Ramallah, Tulkarm, and Bethlehem. In Gaza, it was unclear how many Palestinians were killed and injured by Israeli airstrikes due to a collapse in services and communications at hospitals in the north. At least 13 were killed and 15 wounded in an airstrike on Rafah. Doctors Without Borders said people fleeing al-Shifa Hospital were being shot at as the hospital was surrounded by Israeli forces. Israeli attacks on al-Shifa Hospital killed 3 nurses and caused damage to several facilities including water tanks, a well, and the oxygen station. 5 Israeli soldiers were killed by Palestinian militants. As of 11/6, at least 40,000 housing units have been destroyed and 220,000 have been damaged in Israeli airstrikes since 10/7, constituting 45% of all housing units. Thousands of Palestinians fled from northern Gaza to the south. No one was evacuated from Gaza to Egypt. 53 trucks carrying aid entered Gaza via the Rafah crossing. PA health minister Mai al-Kaila said 20 out of 30 hospitals in Gaza had shut down and that 37 premature babies were at risk of death due to the lack of oxygen at al-Shifa Hospital, noting that 2 babies died early today. Al-Shifa Hospital director Muhammad Abu Salmiya said the hospital was without power, internet, water, and medical supplies, saying it completely ran out of fuel. PA president Mahmoud Abbas called on the UN Security Council and the U.S. to quickly intervene to end the Israeli attacks and to end Israel’s expulsion of Palestinians in the West Bank and Gaza. Iranian president Ebrahim Raisi told the joint session that the U.S. bears full responsibility for the Israeli actions in Gaza and called on the groups to designate the Israeli government and military a terrorist organization. It was the first time Raisi visited Saudi Arabia and the first visit by an Iranian president since 2012. Turkish president Recep Tayyip Erdoğan called on the IAEA to investigate Israel’s possession of nuclear weapons and for an international peace conference to solve the overall conflict. Qatari emir Tamim bin Hamad Al Thani said Israel was using humanitarian aid as political blackmail and said the international community had failed in stopping Israeli war crimes. Hamas representative Osama Hamdan criticized the summit for failing to outline concrete steps to stop the Israeli attacks. A Palestinian man held in Israeli prison, Majad Ahmed Zaqoul, died in Israeli custody at the Ofer prison, being the third Palestinian to die in Israeli prison since 10/7. Zaqoul was working in Israel on 10/7 and was arrested by Israel shortly after. Israel has not investigated the death of the 2 other Palestinians who died while in Israeli custody since 10/7. The PA refused to accept the partial transfer of its tax revenue collected by Israel after Israel decided to withhold sums earmarked for administration expenses in Gaza, in addition to the funds withheld that Israel says the PA pays to the families of Palestinian detainees and Palestinians killed by Israeli forces. The Knesset approved a temporary bill banning consumption of “words of praise, sympathy or encouragement for acts of terrorism” by Hamas or ISIS. Qatar condemned Israel for claiming that there was a tunnel system under the Qatar-funded Sheikh Hamad Hospital in Gaza. Israel had released a photo to back up its claims, but engineers have pointed out that the purported tunnel is for water storage. An Al Jazeera investigation later disproved the Israeli claim. The 15 UN Security Council members failed to agree to a resolution on Israel’s attacks on Gaza. U.S. secretary of state Antony Blinken met with Turkish foreign minister Hakan Fidan in Ankara. U.S. National Security Council spokesperson John Kirby said President Joe Biden and Prime Minister Netanyahu had discussed “tactical pauses.” Axios later reported that Biden asked Netanyahu for a 3-day ceasefire to allow sufficient aid to enter Gaza. In return, Hamas would release 10-15 captives and verify the identities of the remaining captives, a proposal Netanyahu reportedly rejected. Netanyahu told ABC News that a ceasefire depended on the release of the Hamas-held captives, but that Israel could allow “tactical pauses.” Netanyahu also said Israel will maintain the “overall security responsibility” for Gaza for “an indefinite period” when Israel has finished its campaign. The U.S. military said a nuclear submarine had arrived in the eastern Mediterranean. The submarine was said to have not been carrying nuclear weapons but Tomahawk missiles. The UN reported that over 1.4 million Palestinians, more than half the population in Gaza, have been displaced since 10/7 and that since 11 p.m. on 10/12 there has been a complete electricity blackout due to the Israeli blockade. As of 10/23, at least 27,781 housing units had been destroyed and 150,000 had been damaged in Israeli airstrikes since 10/7. At least 45% of all housing units have been either destroyed or damaged in Israeli airstrikes. UNRWA said 10 of its staff have been killed in the past 3 days, bringing the total number of UNRWA staff killed by Israel to 63. 26 trucks carrying aid to Gaza entered via the Rafah crossing. The WHO said it had not been able to resupply al-Shifa and al-Quds hospitals because of the risk of Israeli airstrikes. A draft document written by the Israeli Ministry of Intelligence said Israel may try to forcefully displace Palestinians in Gaza to Egypt. 2 other options in the document included that Israel hands control of Gaza to the PA or that is establish “local Arab rule” by Palestinians in Gaza. The Israeli High Court of Justice denied a petition by 3 Israeli organizations to remove a temporary order allowing worsening conditions for Palestinian prisoners. At the UN Security Council, PA ambassador to the UN Riyad Mansour criticized the international community for not forcing Israel to stop its bombing of Gaza, saying “they are besieged and bombed with nowhere safe to go.” Israeli UN ambassador Gilad Erdan wore a yellow Star of David, resembling the markings forced on Jewish people by Nazi Germany, saying “Never Again.” Dani Dayan, the chairperson of the Israeli Holocaust Remembrance Center, Yad Vashem, said Erdan’s actions “disgraces both Holocaust victims and Israel.” UNRWA commissioner-general Phillippe Lazzarini told the Security Council that a ceasefire was a “matter of life and death for millions,” and charged Israel with collective punishment. 25-year-old Palestinian Arafat Hamdan died in the Ofer Prison, a day after Omar Daraghmeh died at the Megiddo Prison. Hamdan was arrested by Israeli forces on 10/22.
