Israeli forces also shot and injured 1 Palestinian during a raid in Arrabah. 21 Palestinians were arrested during late-night raids in and around Bil’in, Hebron, Halhul, Yatta, Burqa, and Tulkarm. In Gaza, it was unclear how many Palestinians were killed and injured by Israeli airstrikes due to a collapse in services and communications at hospitals in the north. Israeli airstrikes killed at least 18 people in Jabalia refugee camp and 13 in Khan Yunis. The Gaza Ministry of Health was not able to update the casualty figures due to a collapse in services and communications at hospitals in northern Gaza. As of 11/10 at least 11,078 Palestinians have been killed, including 4,506 children and 3,027 women, and 27,490 have been injured in Israeli airstrikes on Gaza since 10/7. At least 2,450 people were buried in rubble, including 1,350 children. 177 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 47 children. More than 2,552 people have been injured. Israel reported that 1,200 Israelis and foreign nationals had been killed and 5,431 have injured since. 47 Israeli soldiers have been killed in Gaza since the ground invasion began on 10/27. Over 1.61 million Palestinians, around 70% of the population of Gaza, have been displaced since 10/7. There has been a complete electricity blackout in Gaza since 10/12 due to the Israel blockade. As of 11/6, at least 40,000 housing units have been destroyed and 220,000 have been damaged in Israeli airstrikes since 10/7, constituting 45% of all housing units. Tens of thousands of Palestinians fled northern Gaza to the south. 76 trucks carrying aid entered Gaza via the Rafah crossing. About 500 foreign nationals were evacuated to Egypt. WHO director-general Tedros Adhanom Ghebreyesus said al-Shifa Hospital was no longer functioning as a hospital due to a lack of essential supplies, including fuel, that the number of fatalities among patients had increased significantly, and that Israeli military action around the hospital exacerbated the circumstances. The Red Crescent said al-Quds Hospital has shut down. UN secretary-general Antonio Guterres said 101 UN personnel have been killed in Gaza since 10/7 and that Hamas’ operation was not a justification for Israel’s collective punishment of the Palestinian people. Israel claimed that it placed 80 gallons of diesel fuel near al-Shifa Hospital a day after the hospital ran out of fuel, saying Hamas had prevented the fuel from entering the hospital. Hospital staff rejected that it had been offered fuel and Hamas denied having any association with the hospital. It was reported that U.S. officials had been pressuring Israel to avoid opening fire on al-Shifa Hospital. Elsewhere, Israeli settlers attacked a motorist in the Jordan Valley, destroying his car; the man was able to escape. 1 Israeli settler wearing an Israeli military uniform was shot and killed near Beit Lid. Israeli forces shot and killed 4 Palestinians, including 1 child, during raids in Qalqilya, Jenin, and al-Bireh. Israeli forces also shot and injured 9 Palestinians during raids in Huwwara, Jenin, al-Bireh, and Qalqilya. Elsewhere, Israeli forces assaulted 1 Palestinian man in Salfit. Israeli forces also demolished 6 vending stalls in Jalamah. 65 Palestinians were arrested during late-night raids in and around Ramallah, Bethlehem, and Hebron. In East Jerusalem, Israeli forces raided the Makassed Hospital, arresting patients from Gaza. In Gaza, Israeli military spokesperson Daniel Hagari said Israel forces had surrounded Gaza City completely. At least 256 Palestinians were killed and 671 injured in Israeli airstrikes in Gaza. The Israeli security cabinet decided to deduct funds from the PA tax revenue that is used in Gaza, in addition to the funds it deducts from the PA that are said to be used for paying stipends to the families of Palestinian prisoners and Palestinians killed by Israel. The cabinet also decided to no longer allow Palestinians from Gaza to work in Israel and to send those held in the Israeli internment camps back to Gaza. Interior Minister Moshe Arbel approved a memorandum making it easier for Israel to revoke the citizenship for people accused of supporting, inciting, or identifying with a terrorist organization. Arbel also transferred $50.4 million to 67 Palestinian municipalities in Israel after the funds had been frozen by Finance Minister Bezalel Smotrich since July. Israeli military chief of staff Herzl Halevi said Israel would allow fuel to enter Gaza to keep hospitals running. However, Prime Minister Netanyahu’s office rejected the move. The Bahraini parliament said the country had recalled its ambassador to Israel and frozen economic ties. Israel’s ambassador to Bahrain left Manama shortly after. UN secretary general Antonio Guterres said in a report issued by the UN that Israel has used disproportionate force in the West Bank in recent years, saying some killings “appeared to amount to extrajudicial executions.” (AP 11/3)

The UN Refugee Agency said it would cut the number of Palestinian refugee families that receive cash assistance in Lebanon by a third from next year, citing budget restraints. (AP 11/2)

Chilean president Gabriel Boric met with U.S. president Joe Biden at the White House. After the meeting Boric said the Israeli response to Al Aqsa Floods operation on 10/7 had been disproportionate and unacceptable and condemned both Hamas and Israel. The U.S. House of Representatives passed a bill that would provide $14.3 billion in aid to Israel and deduct the same amount from the Internal Revenue Service (IRS). The bill was unlikely to pass in the Senate due to the deduction in funds from the IRS and the lack of funding for Ukraine. Senator Chris Murphy (D-CT) said the civilian deaths in Gaza were unacceptable and called on Israel to “immediately reconsider its strategy and shift to a more deliberate and proportionate counterterrorism campaign.” Senator Dick Durbin (D-IL) called for a ceasefire, among the U.S. senators to do so. Israeli forces also shot and injured 8 Palestinians during raids in Qabatiya, Tubas, and Dheisheh refugee camp. Elsewhere, Israeli forces demolished the family home of senior Hamas member Saleh al-Arouri in Aroura; Israeli forces placed a flag in the rubble of the house saying Hamas equals ISIS. Bolivia announced that it has severed ties with Israel due to “the aggressive and disproportionate Israeli military offensive taking place in the Gaza Strip.” Israel condemned Bolivia for supporting “terrorism.” Bolivian Israeli ties were restored in 2020 by the right-wing interim President Jaenine Anez after they were first cut by President Evo Morales in 2009. Columbia and Chile recalled their ambassadors from Israel for consultations. Saudi Arabia, Egypt, the UAE, and Jordan condemned Israel’s massive airstrike on the Jabaliya refugee camp. Qatar called the attack “a new massacre against the defenseless Palestinian people.” Scottish first minister Humza Yousaf said “I am sorry to those innocent men, women and children in Jabalia Refugee Camp that the world could not protect you. This blatant disregard for human life must be condemned unequivocally,” calling for a ceasefire. The Arab League reiterated its call for an immediate ceasefire. U.S. president Joe Biden spoke to King Abudullah II of Jordan, discussing humanitarian aid to Gaza. Secretary of State Antony Blinken and Israeli president Isaac Herzog discussed aid and the need to protect civilians in Gaza and the West Bank. U.S. National Security Council spokesperson John Kirby said the U.S. has told Israel that the need for fuel in Gaza was urgent. Responding to a question about Prime Minister Netanyahu comparing Palestinians to the biblical people Amalek, Kirby said, “I am not qualified to speak much on biblical history, but we have been crystal clear on our concern about genocidal behavior about any leader. That is not what we are seeing Israel desire to do,” further claiming that Israel is trying to prevent civilian casualties. U.S. ambassador to the UN Linda-Thomas Greenfield said the U.S. “is deeply concerned by the significant uptick in violence against Palestinian civilians in the West Bank.” The U.S. deployed a F-15E fighter jet squadron and special forces to Jordan. 25 U.S. heavy transport planes also landed in Jordan. The Pentagon said the U.S. has soldiers in Israel helping with identifying captives held by Hamas. The U.S. criticized Lebanon for not filling its presidency, leaving it vacant for 365 days. At the U.S. Senate, a member of Code Pink was removed while castigating Secretary Blinken for U.S. complicity in the Israeli attacks on Gaza, while several others held their hands, covered in red dye, raised. Blinking told the Senate that the U.S. and other countries had discussed the future of Gaza, including having the PA govern there. The U.S. Senate confirmed, in a 53-43 vote, former Treasury secretary Jack Lew as the next U.S. ambassador to Israel. Director of the New York office of the UN High Commissioner for Human Rights, Craig Mokhiber, resigned in a letter to UN high commissioner for human rights Volker Turk, saying the UN was failing in its mission to stop genocide in reference to the Israeli attacks on Gaza. It is estimated that 1,700 people, including 940 children, were trapped in rubble. In addition, Israeli media reported that 1,500 Palestinian militants have been killed near Gaza. 108 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 30 children. More than 1,967 have been injured. Israeli officials recorded no new fatalities, leaving the Israeli death toll at around 1,400 Israelis and foreign nationals; 5,431 have been injured since 10/7. The UN reported that over 1.4 million Palestinians, more than half the population in Gaza, have been displaced since 10/7 and that since 11 p.m. on 10/12 there has been a complete electricity blackout due to the Israeli blockade. Tunisia and Iraq explained their abstentions, saying the resolution did not support Palestine strongly enough. The Israeli emergency rescue organization Zaka said that the bodies of 108 Israelis were found in Kibbutz Be’eri as were the bodies of Palestinian militants. Military spokesperson Daniel Hagari said the bodies of 70 militants were found in the town. (HA 10/10; AP 10/11)

Hamas’ Izzeddin al-Qassam Brigades spokesperson Abu Obaida said the Qassem Brigades would not negotiate the release of captives while Gaza was being bombarded. Earlier in the day Abu Obaida said Qassam Brigades would begin executing 1 Israeli captive each time Israel bombs a civilian target. There was no indication that the threat was carried out as civilian buildings were being bombed by Israel. Hamas official Moussa Abu Marzouk told Al Jazeera that Hamas is open to discussing a truce and all political dialogue. PA president Mahmoud Abbas spoke to Turkish president Recep Tayyip Erdoğan, UN secretary-general Antonio Guterres, and Saudi crown prince Mohammed bin Salman about the Hamas-Israel war. Reuters reported that Qatar was mediating a prisoner exchange that will see Israeli women and children released by Hamas in exchange for the release of 36 Palestinian women and children from Israeli prisons. Egyptian sources also said that Egypt was in close contact with Israel and Hamas to prevent further escalation, calling on Israel to exercise restraint and Hamas to keep the captives in good condition. Israeli defense minister Yoav Gallant said that he had ordered that no power, water, food, or gas enters Gaza, saying “[w]e are fighting human animals and we act accordingly.” His office later said Gallant had ordered the intensity of the Gaza bombings to increase. Several Israeli politicians called for the formation of an emergency unity government, including Finance Minister Bezalel Smotrich, who said the emergency government should “bring about the complete elimination of Hamas and the terrorist organizations in Gaza.” Benny Gantz’s National Unity party demanded that Smotrich and National Security Minister Itamar Ben-Gvir not be part of the war cabinet and that no legislation unrelated to the war would be promoted. Axios reported that Israeli prime minister Netanyahu told U.S. president Joe Biden that Israel will invade Gaza. The Washington Post reported that the U.S. is preparing for a prolonged war in Gaza and is assessing Israeli diplomatic, political, and military needs. The White House briefed members of Congress that Israel will need replenishment for the Iron Dome, ammunition rounds, precision-guided missiles, and small-diameter bombs. Biden said in a briefing that 11 U.S. citizens have been killed by Hamas and that there likely are U.S. captives being held in Gaza. The U.S. also said Iran was complicit in the Hamas attack and warned Iran about getting involved in the fighting. Iran denied any involvement or knowledge. Israeli settlers from the Im Tirtzu organization harassed and threatened a delegation of foreign diplomats touring Palestinian communities experiencing settler violence with members of B’Tselem near Ramallah. 1 settler were arrested by PA forces in Taibeh in Area B and transferred to Israel after PA forces fired warning shots at the settlers when they entered Taibeh. 1 of the settlers waived a gun at the PA forces when they arrived. EU high representative for foreign affairs Josep Borrel spoke to Israel foreign minister Eli Cohen about the incident. U.S. president Joe Biden met Israeli prime minister Benjamin Netanyahu on the sidelines of the annual UN General Assembly meeting in New York. According to a White House statement, Biden cautioned Netanyahu about further advancing his judicial overhaul without gaining a broad consensus and invited Netanyahu to the White House later in 2023. Israeli officials said the Biden-Netanyahu conversation mostly concerned the Israeli-Saudi normalization deal. U.S. national security council coordinator for the Middle East and North Africa Brett McGurk and presidential envoy on energy security Amos Hochstein, who have been leading the U.S. negotiations with Saudi Arabia on normalization, also attended the meeting. It was the first time Biden and Netanyahu met since Netanyahu took office in December 2022. According to an Israeli official, Netanyahu told Biden that there can be a Palestinian component to the deal but the Palestinians cannot have veto power. Saudi Arabian crown prince Mohammed bin Salman told Fox News in an interview that normalization with Israel is moving closer every day. Bin Salman said “[f]or us, the Palestinian issue is very important. We need to solve that part,” later saying “[w]e hope that it [the normalization talks] will reach a place that will ease the life of Palestinians and get Israel as a player in the Middle East.” Lastly, bin Salman said that if Iran gets a nuclear weapon, then Saudi Arabia will “have to get one.” One of the Saudi demands for normalization is that the U.S. aids the country in creating a nuclear program. UN envoy for the Middle East Tor Wennesland issued a report warning that the economic crisis in the West Bank and Gaza could threaten regional stability. The report called for investment in health, education, social support, employment opportunities for youth and women, and infrastructure.
