In Gaza, the IDF makes an air strike on a car driving nr. Gaza City, killing 1 Hamas mbr., wounding a bystander; fatally shoots a Palestinian nr. Bayt Lahiya attempting to fire a rocket into Israel, also wounding 8 bystanders; shells a group of armed Hamas mbrs. nr. the Qarni crossing, killing 1 Hamas mbr., a PA Preventive Security Forces (PSF) officer at a post nearby; fires into al-Qarara, wounding 1 Palestinian farmer; shells the PA Education Min. offices nr. Bayt Lahiya; directs shells, air strikes on Bayt Hanun and Jabaliya, severely damaging 1 Palestinian home, an UNRWA clinic, a PA school; warns residents of a pending air strike on another Palestinian home nr. Jabaliya, but 10s of neighbors gather in the home, forcing the IDF to call off the operation. Palestinians fire 1 rocket fr. Gaza into Israel, causing no damage or injuries. PA Pres. Mahmud Abbas phones Israeli PM Ehud Olmert to offer a total cease-fire in Gaza (including halts to rocket fire, digging of tunnels) in exchange for a halt to IDF operations in the Strip. Olmert agrees that if Palestinians halt actions first at 6:00 A.M. local time on 11/26, the IDF would halt operations, quickly withdraw troops fr. Gaza if the truce holds. Some Izzeddin al-Qassam Brigades factions say they will not adhere to the truce until Israel halts actions first. Meanwhile, in the West Bank, IDF troops patrolling in Abu Dis chase a group of Palestinian children who throw stones at their vehicles, firing into the air and firing percussion grenades, detaining 4 children ages 11–13 for questioning; demolishes 4 shops nr. The IDF continues operations in n. Gaza, fatally shooting an armed Palestinian, a Palestinian cameraman filming nr. Jabaliya, and a 10-yr.-old Palestinian boy, wounding at least 7 civilians; 2 IDF soldiers are injured by a roadside bomb nr. Bayt Lahiya. The IDF also sends bulldozers into the Khan Yunis area to level land. In the West Bank, the IDF sends troops into ‘Askar r.c., fires on stone-throwing Palestinian youths who confront them, wounding 2 with live ammunition; patrols in Salfit, firing on stonethrowing Palestinian youths who confront them, wounding 1 with live ammunition; conducts arrest raids, house searches in and around Nablus, Tulkarm and nr. A 64-yr.-old Palestinian woman detonates a suicide bomb nr. IDF soldiers in Bayt Lahiya, lightly wounding 3; the attack is claimed by Hamas, marking its 1st suicide bombing in 2 yrs., in retaliation for the 11/8 shelling of Bayt Hanun that killed 19 Palestinians; the woman’s family says that she was motivated to stage the attack because her son had been killed, a grandson severely injured, and her mother’s house demolished by the IDF. (Separately, Israel reportedly is considering paying compensation to the families of those killed on 11/19; Israel has previously refused to pay compensation for such artillery errors.) Also in n. Gaza, the IDF makes an air strike on a car, assassinating PRC cmdr. Fa’iq Abu alQumsan, whom Israel claims have been responsible for rocket fire into Israel, his dep. Mahmud al-Basyuni, and Ahmad Abu al-Qumsan, also a PRC mbr.; kills 4 Palestinians (at least 2 of them armed, 1 a bystander), wounds at least 18 (at least 17 of them bystanders) in clashes, shelling related to ongoing operations in which 4 IDF soldiers are lightly wounded by an antitank rocket. Hebron, seriously wounding 1; conducts arrest raids, house searches in Jenin town and r.c. PA security forces demonstrate in Gaza City against the Hamas-led government’s failure to pay back salaries. Olmert tells a closed Knesset session that the IDF might expand operations in Gaza to halt rocket fire but would not reoccupy the Strip. In Gaza, the IDF fatally shoots AMB mbr. Mazin Abu Odeh in n. Gaza in what may be an assassination; makes an air strike destroying the home of an AMB mbr. nr. Khan Yunis after warning residents to leave; fires on Palestinian fishing boats in s. Gaza, destroying 4 boats, arresting 4 fishermen. Palestinians fire 2 rockets fr. Gaza into Israel, causing no damage or injuries. In the West Bank, the IDF sends troops, helicopters into Balata r.c. nr. Nablus to arrest a wanted Palestinian; sends undercover units in a car with Palestinian license plates into Nablus to arrest a 2d wanted Palestinian, into Jericho to arrest 2 Palestinians; conducts arrest raids, house searches in Jenin town and r.c., in Salfit nr. The IDF sends troops, tanks, bulldozers into n. Gaza to occupy border areas nr. Bayt Hanun (the Shurrab Farm area), Bayt Lahiya to deter Palestinian rocket fire. In the West Bank, the IDF patrols in, fires on residential areas of Tubas. In Gaza City, Fatah-led protests demanding that the Hamas-led government pay back salaries owed civil servants escalate dramatically, with some 3,000 Fatah-affiliated security forces attacking members of the predominantly Hamas ESF, sparking clashes that leave 6 Palestinians dead (3 bystanders, 1 Force 17 officer, 1 PSF officer, 1 ESF officer), around 61 wounded; the ESF reportedly uses grenades, antitank weapons, rifles to break up the demonstration and arrests 25 protesters. During the day, demonstrations spread to Khan Yunis (where Fatah-affiliated security officers clash with the ESF, leaving 26 wounded), al-Bureij r.c. (where Fatah, Hamas mbrs. exchange fire, killing 2 Palestinians), Ramallah (where AMB mbrs. demonstrate for the removal of the Hamasled government and vandalize, partially burn the empty PC building and adjacent building, vandalizing a Hamas newspaper office, temporarily occupying the PA Education Min.), as well as in Askar r.c. (where Fatah, Hamas mbrs. trade fire, wounding 1 Palestinian), Balata r.c. Late in the evening in Gaza City, suspected Hamas mbrs. throw grenades at a group of PSF protesters, killing 1 PSF mbr., wounding 30. The IDF completes its withdrawal fr. Lebanon at 2:30 A.M. local time (8:30 P.M. 9/30 ET) but vows to continue surveillance overflights of Lebanon until UN Res. 1701 is implemented in full, including the release of 2 captured IDF soldiers and disarmament of Hizballah. The UN says that the overflights constitute violations of the cease-fire. (NYT, WP 10/1; NYT 10/2; see also NYT 9/27) (see 9/8, 9/19)

In Gaza, the IDF withdraws fr. Khuza‘a, ending a 3-day operation. In the West Bank, the IDF sends undercover units in cars with Palestinian license plates into Qabatya, shoots, wounds 2 Palestinians (at least 1 of whom is a wanted AMB mbr., Rashid Zakarna), also shoots, wounds 2 unarmed Palestinians who come to their aid; the units detain all 4 men, shooting execution style Zarkana and 1 of the men who came to his aid, Kamil al-Lubani; the units then raid a wedding party nearby, firing indiscriminately, wounding 12 Palestinian civilians (1 is declared clinically dead). The IDF patrols in Hebron; raids the Prisoners’ Supporters Association (PSA) offices in Jenin, Nablus, Qalqilya, and Salfit, confiscating computers and files, sealing the offices for 2 yrs.; conducts arrest raids, house searches in Jenin (also raiding the offices of attorney Fadl Bushnaq, confiscating computers and files, sealing the office for 2 yrs.; bulldozes 50 d. of Palestinian land nr. Kiryat Arba in Hebron for construction of a new settler-only bypass road. Jewish settlers fr. Kiryat Arba, escorted by the IDF, bulldoze a large area of Palestinian land w. of the settlement. In Khan Yunis, unidentified Palestinian gunmen fire on a Force 17 officer, wounding a bystander. Israel lifts the air blockade on Lebanon but continues to patrol off the Lebanese coast after its self-declared 6:00 P.M. deadline, stating that too few international vessels have taken up patrols to enforce an arms embargo. Israel also continues surveillance overflights of Lebanon, saying it has no plans to end them. (NYT, WP, WT 9/8)

As the quarter opens,Israel’s blockade of Gaza enters its 6th mo., allowing no goods or people out (except for very limited medical emergencies) and letting only limited food and fuel supplies and a handful of diplomats and international aid workers in; Palestinians are receiving on average 6–8 hrs./day of electricity and 2–3 hrs./day of water after Israel’s bombing of Gaza’s sole generator on 6/28. The Israel Defense Forces (IDF) continues Operation Summer Rains (see Quarterly Update in JPS 141), which began on 6/28 after the capture of an IDF soldier in a Palestinian cross-border raid fr. Gaza on 6/25, making occasional ground incursions into Gaza, maintaining troops at the Dahaniyya airport site outside of Rafah. In Gaza, the IDF launches air strikes, destroying a empty Palestinian home in Gaza City, causing no injuries; sends at least 50 armored vehicles into the outskirts of Bayt Hanun, firing on residential areas, bulldozing large areas of agricultural land, ordering residents of 15 houses to surrender for ID checks, arresting 2 before withdrawing across the border. Also in Gaza, 1 Palestinian is killed, 3 are injured when they apparently prematurely detonate explosives they are handling. In the West Bank, the IDF patrols in Azun nr. Qalqilya (firing on stone-throwing youths who confront them, wounding 2), Fahma nr. Jenin (firing on residential areas, damaging homes), Jenin town and refugee camp (r.c.; wounding 1 Palestinian), al-Khadir nr. Bethlehem (firing on residential areas); conducts arrest raids, house searches nr. Hebron, Salfit. In Khan Yunis, a 14-yr.-old Palestinian boy is killed in crossfire btwn. Hamas Executive Support Force (ESF) mbrs., Fatah gunmen. (PCHR 8/17; OCHA 8/23; PCHR 8/24)

Two days after an Israel-Hizballah cease-fire went into effect ending 34 days of war (Israel dubbed its offensive Operation Change of Direction; see Chronology in JPS 141), the Lebanese government reaches a compromise agreement with Hizballah under which only the army will be allow to “carry weapons” s. of the Litani (allowing Hizballah to store weapons nr. the border with Israel) and the Lebanese cabinet votes to order the army to prepare to deploy across s. Lebanon (a precondition for an Israeli withdrawal). The UN estimates that since 8/14, more than 200,000 Lebanese have returned to their homes and 60,000 have returned fr. Syria, leaving more than 700,000 still internally displaced. The Lebanese government now puts the comprehensive toll at 1,152 Lebanese killed and some 3,700 wounded, with numbers expected to rise as more bodies are recovered. The IDF conducts air strikes on the home of a Hamas mbr. in Gaza City, causing severe damage; the IDF phoned the target’s cell phone and local PA police before the strike to warn them to evacuate the house. The IDF also sends troops, bulldozers into the Erez industrial zone, firing on residential areas inside Gaza, wounding at least 1 Palestinian civilian. Palestinians fire around 12 rockets fr. Gaza into Israel, causing no damage or injuries; also fire on an IDF post at Erez crossing, causing no injuries. In the West Bank, the IDF conducts arrest raids, house searches nr. Bethlehem, Hebron, Jenin. Just after dawn, 3 armed Jewish settlers break into a Palestinian home in Haris nr. Salfit, threaten residents; the IDF intervenes, stating that the Palestinians had “threatened the security of settlers.” The PA makes payments of $330 to each of 165,000 civil servants who have not received salaries since 3/06. The IDF continues air strikes across Lebanon, hitting Hizballah leadership posts in Beirut, targets in Sidon and the eastern Biqa‘ Valley, road traffic in s. Lebanon (including convoys of civilians heading north); ground troops in Maroun al-Ras move 2 mi deeper into Lebanon, engaging Hizballah mbrs. in Bint Jubayl. At least 8 Lebanese (including a press photographer) are killed and 45 wounded during the day. Hizballah fires nearly 100 rockets on n. Israel, hitting Haifa (killing 1 Israeli, 1 Israeli Palestinian; wounding 18). Israel says it has fired more than 20,000 artillery shells into Lebanon since 7/12. (NYT 7/23; NYT, WP, WT 7/24)

Overnight, the IDF makes air strikes destroying the PA FMin. building in Gaza City, wounding 13 bystanders (including 6 children); makes an air strike on Khan Yunis, killing 1 Islamic Jihad mbr., wounding a 2d; sends troops into al-Qarara, firing on residential and agricultural areas. During the day in Gaza, the IDF continues to shell n. Gaza, wounding at least 2 Palestinians; fires on residential areas nr. Sufa crossing, wounding a Palestinian child outside his home. In the West Bank, the IDF conducts late-night arrest raids, house searches nr. Salfit; uproots 50 Palestinian trees nr. the separation wall in Bayt Jala for “security reasons.” A Palestinian teenager wounded in a 7/10 IDF air strike on Bayt Hanun dies. Officially launching Operation Just Reward (ca. 7/18 renamed Operation Change of Direction), the IDF makes predawn air strikes on s. Lebanon that kill at least 44 Lebanese civilians, wound around 100. Hizballah responds by firing some 60 Katyusha rockets on n. Israel, hitting a home in Nahariya (killing 1 Israeli woman, wounding 29), wounding 11 in Safad, and hitting the northern towns of Carmiel, Majdal Qrum, Zarit. During the day, the IDF intensifies its attacks on Lebanon to cut Hizballah supply lines and prevent internal transportation of weapons and fighters, imposing a naval blockade on Lebanese ports north to Beirut and making air strikes on Beirut International Airport, the Lebanese army’s main Rayak air base nr. the Syrian border, a small military airport in Qulayat in n. Lebanon, Hizballah’s al-Manar TV station outside Beirut (wounding 6) and a relay tower in Baalbek (killing 1 Lebanese, wounding 4), a major oil depot in Jiyeh, numerous roads and bridges. AfterIsrael warns Lebanese to evacuate Hizballah-dominated areas of s. Beirut, Hizballah threatens to strike Haifa if Beirut is targeted. When the IDF conducts overflights of Beirut shortly afterward, Hizballah fires 2 Katyushas at Haifa, damaging a hotel but causing no injuries. Israeli-Hizballah exchanges continue late into the evening, with Hizballah firing around 90 rockets and mortars into Israel, hitting some 20 northern towns and killing a 2d Israeli, whileIsrael attacks 100s of targets across Lebanon (mostly in the south, but including hitting Beirut airport a 2d time, with artillery reportedly fired at a rate of 1 shell per minute throughout the day), killing at least another 10 Lebanese. Total casualties for the day are estimated at 54 Lebanese (overwhelmingly civilians) killed and 103 wounded, and 2 Israelis killed and 90 injured (1 seriously, two-thirds being treated for shock). Israel also warns UNIFIL that the IDF will target anyone moving nr. the Blue Line, including UNIFIL observers, prompting UNIFIL to confine its 2,500 troops (who are either unarmed or lightly armed for personal defense only) to barracks. Overnight, the IDF escalates its military operations in Gaza, making air strikes on Haniyeh’s empty Gaza City offices (destroying them, but causing no casualties), an Interior Min. office used by the ESF (killing 1 Hamas volunteer with the ESF, wounding a 2d) in Jabaliya r.c., 2 ESF training sites in Gaza City (no casualties), a Gaza City school (causing damage but no injuries); shells the s. Gaza coast fr. the sea, causing no injuries; continues to shell open areas in n. Gaza (setting fire to a Palestinian home), break the sound barrier over the Strip. Egyptian security envoy Omar Sulayman cancels plans to visit Gaza as Egyptian mediation efforts to free Cpl. Shalit will not result in a deal, though lower-level efforts continue. During the day, the IDF reduces the rate of shelling of n. Gaza; fatally shoots 3 armed Palestinians nr. the Dahaniyya airport. Under international pressure, Olmert allows Qarni crossing to open for 5 hrs. for the import of basic goods, resumes fuel deliveries to Gaza through Nahal Oz to ease the humanitarian situation. In the West Bank, the IDF raids a Nablus hospital in a failed search for a wanted Palestinian, firing on the surrounding neighborhood (wounding 1 Palestinian) and stone-throwing youths who confront the troops (wounding 6); patrols in and around Nablus, bulldozing several Palestinian vehicles, raiding and shutting down transmission of the Nablus TV station; raids 4 Islamic charities and a clinic in ‘Askar r.c., 3 other charities in Bethlehem, nr. Qalqilya, and in Tulkarm, confiscating computers, files; conducts arrest raids, house searches in Nablus, Salfit and nr. Overnight, the IDF stages scores of arrest raids across the West Bank detaining 64 senior Hamas political officials, including 8 PA cabinet mbrs. and 26 PC mbrs., plus 23 senior Izzeddin al-Qassam Brigades mbrs. Haniyeh, Siyam, PA FM Mahmud Zahhar remain free. (100s of Palestinians in Jenin, Ramallah, Tulkarm hold marches, sit-ins to protest the Israeli arrest of PA legislators.) Israel says the arrest campaign has been planned for wks., with the government securing Atty. Gen. Menachem Mazuz’s authorization and arrest warrants far in advance of the Kerem Shalom attack on 6/25. In Gaza, the IDF shells 2 electricity transformers and open areas of n. Gaza, cutting all electricity to n. Gaza and wounding 1 Palestinian civilian; makes air strikes on 2 electrical shops in Khan Yunis, a Hamas training camp outside Khan Yunis, a car carrying 4 Islamic Jihad mbrs. in Gaza City, wounding 3 bystanders in the Gaza City incident; fires at least 30 shells at areas around Khan Yunis, wounding 1 Palestinian farmer; conducts house searches in al-Shuka nr.
