Thousands of Palestinians gather along Gaza’s border fence to continue the Great March of Return. This brings the death toll stemming from the Great March of Return to 205. Also along Gaza’s border, Israeli forces conduct a limited incursion to level land along the border fence near al-Bureij refugee camp. Along Gaza’s border, unidentified Palestinians fly an incendiary device into southern Israel using a balloon. The device sparks a small fire, causing minor damage. Late at night, dozens of Palestinians gather along the border fence near Khan Yunis to throw stones, light tires on fire, and otherwise continue the Great March of Return. IDF troops violently disperse them, injuring 6. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Khan Yunis, Rafah, and Gaza City, injuring 3 fishermen (2 of the fishermen are arrested and 2 boats are confiscated). In the West Bank, dozens of right-wing Jewish activists visit Joseph’s Tomb near Nablus overnight, sparking clashes between their IDF escort and Palestinians in the area; 10 Palestinians are injured, including 1 journalist. Two days after sealing it, Israeli forces re-open al-Rahma Gate to Haram al-Sharif. A senior Islamic Waqf official says that Jordanian officials were actively engaging with the Israeli authorities to re-open the gate throughout the closure. Later in the day, Israeli forces assault a number of Palestinian protesters congregating outside after the mid-day prayer; 19 protesters are arrested and several are injured. Meanwhile, hundreds of Palestinians gather along Gaza’s border fence to continue the Great March of Return and cheer on approximately 20 Palestinian ships sailing in a symbolic challenge to Israel’s blockade. IDF troops and Israeli naval forces violently disperse the demonstrations; 33 Palestinians are injured. Also off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Rafah, Bayt Lahiya, and Jabaliya refugee camp, causing no damage or injuries. In the West Bank, Israeli forces evacuate and dismantle 2 makeshift Palestinian residential structures, 3 sheep barns, and a water tank in the northern Jordan Valley. IDF troops conduct raids in Sabastiya near Nablus, sparking minor clashes with stone-throwing Palestinians; there are no serious injuries reported. Two days after Israel’s security cabinet ordered a deduction to the monthly transfers of tax revenues to the PA, PA president Mahmoud Abbas says, “We reject the tax, we don’t want it.” The deductions are set to total NIS 502,697,000 (approximately $138 million), which is purportedly equal to the amount that which the PA distributes in stipends to Palestinians imprisoned in connection with serious crimes against Israelis and the families of Palestinians killed in connection with such crimes. The monthly transfers of tax revenues typically total NIS 800 million (approximately $220 million), which amounts to about a third of the PA’s budget. “Frankly, if we are left with only 20 or 30 million shekels, which is the sum paid to families of martyrs, then we will pay them to the families of martyrs,” Abbas adds. In East Jerusalem, Palestinian activists gather at Haram al-Sharif to protest the Israeli police’s sealing of al-Rahma Gate into the sanctuary on 2/17. After several protesters damage the locks in an effort to break through the gate, the Israeli police assault them, arrest 7, and seal all entrances to the sanctuary. Separately, Israeli forces raid a mosque in Issawiyya, assault a number of worshippers inside, and take down a Palestinian flag from the wall. In a statement, PA president Mahmoud Abbas condemns the Israeli decision to seal an entrance to Haram al-Sharif on 2/17. A Jordanian spokesperson also condemns the move “in the strongest possible terms.” Meanwhile, Haaretz reports that Jordan has expanded the Islamic Waqf’s council to 18 seats, from 11, to include several PA and Palestinian religious leaders. Thousands of Palestinians gather along Gaza’s border to continue the Great March of Return. IDF troops violently disperse them near Rafah, Khan Yunis, al-Bureij refugee camp, Gaza City, and Jabaliya refugee camp; at least 20 Palestinians are injured. One Israeli soldier is injured when a Palestinian protester throws an explosive across the border fence. In the West Bank, Israeli forces return to Urif near Nablus after clashes in the area on 2/14. They raze a swath of Palestinian-owned farmland outside the village and construct barriers on a road leading from the village to the newly razed farmland. Later, IDF troops violently disperse hundreds of Palestinians gathering in Urif to protest the Israeli incursions and remove the new barriers; 2 Palestinians are injured. IDF troops also violently disperse Palestinians, Israelis, and international activists at Friday protests against the Israeli occupation in Bil‘in near Ramallah (there are no serious injuries); arrest 2 Palestinians during a late-night raid near Hebron; and patrol near Jenin, Hebron, and Tulkarm. In the West Bank, Israeli settlers puncture the tires of several Palestinian vehicles and leave racist graffiti on nearby walls in Iskaka village near Salfit. Approximately 30 armed settlers enter Urif village near Nablus in the evening. They damage equipment at an infrastructure construction site and spark clashes between their IDF escort and Palestinians in the area; 3 Palestinians are injured. On the 2d day of a Middle East security conference in Warsaw, U.S. president Donald Trump’s son-in-law and senior advisor Jared Kushner says that the Trump administration’s long-awaited plan for Palestinian-Israeli peace will require compromises of both sides. “We hear Jordan, Saudi Arabia, and Israel and we understand that there is a chance,” he adds. “They do a better job than me to explain why there is a reason to be optimistic.” Kushner also says that the Trump administration’s plan is not based on the Arab Peace Initiative. “I think it was a great initiative, in 2002 when it was done, but it hasn’t produced peace.” After meeting with Israeli prime minister Benjamin Netanyahu, U.S. secretary of state Mike Pompeo says that “stability in the Middle East” won’t be achieved “without confronting Iran.” Netanyahu’s office later leaks a video recorded during a closed session in Warsaw on 2/13 depicting several Arab foreign ministers downplaying the Palestinian-Israeli conflict in relation to Iran in terms of issues threatening the security of the Middle East. Bahrain’s Foreign Minister Khalid bin Ahmed Al Khalifa is depicted saying that “toxic” money from Iran has obstructed past efforts to resolve the Palestinian-Israeli conflict. IDF troops and Israeli naval forces violently disperse the demonstrations; at least 35 Palestinians are injured. Four more Palestinians are injured when IDF troops violently disperse a late-night protest along the border fence near al-Bureij refugee camp. Meanwhile, Israeli forces conduct a limited incursion to level land near Khan Yunis. In the West Bank, the Israeli authorities order approximately 50 Palestinian families to temporarily leave their homes near Tubas to clear the area for IDF training. Also near Tubas, Israeli settlers assault and injure a Palestinian shepherd. Settlers also chant racist slogans and march through central Hebron, causing minor damage when they throw stones at Palestinian homes. After reports of an Israeli strike in Syria on 2/11, Israeli prime minister Benjamin Netanyahu says that Israel is “constantly operating” against “Iran and its satellites” in Syria. “We do whatever is necessary.” His statements today are taken as a confirmation that Israel was responsible for the 2/11 strikes in Syria. Dozens of Palestinians gather along Gaza’s border near Jabaliya refugee camp to continue the Great March of Return and to launch fireworks at IDF troops on the other side of the border fence, causing no damage or injuries. Amid the demonstrations, unidentified Palestinians attempt to fire a mortar into southern Israel. It lands short of the border fence, causing no damage or injuries. Also along Gaza’s border, IDF troops open fire on Palestinian shepherds working near Gaza City, causing no damage or injuries. Off Gaza’s coast, Israeli naval forces arrest a Palestinian attempting to swim from Gaza to Israel. They also open fire on Palestinian fishing boats near Bayt Lahiya, causing no damage or injuries. PA minister for civilian affairs Hussein al-Sheikh says that the Trump administration has asked U.S. and international banks to stop working with the PA in an effort to pressure the Palestinian leadership into accepting their long-awaited Palestinian-Israeli peace plan. “Major international financial institutions and parties have begun to accede to an American request to impose a tight financial siege on the [PA],” he says. “The sanctions began with preventing the transfer of an Iraqi grant worth $10 million, which was handed over to the Arab League recently. The League has not been able to transfer it because all banks have refused to accept it for transfer to the [PA’s] finance ministry or the national fund.” (AFP, TOI 2/11)

Haaretz reports that Israeli government officials have informed the Jerusalem District Court of their intention to invoke a legal justification approved by Attorney General Avichai Mandelblit in 12/2018 to retroactively authorize several settlement housing units build on Palestinian land near the Ariel settlement. Mandelblit’s justification allowed for such retroactive authorizations if the initial allocation of Palestinian land was done in “good faith.” (HA 2/10)

U.S. representative Ilhan Omar (D-MN), one of the first members of the U.S. Congress to openly support the BDS movement, sends a tweet in response to a story about Israeli influence in U.S. politics: “It’s all about the Benjamins baby.” Her tweet draws criticism and allegations of anti-Semitism from many Democrats and Republicans. A young Israeli woman is found dead in a forest on the outskirts of West Jerusalem. The circumstances around her death are initially unclear (Israel’s Shin Bet will, on 2/9, report that she was raped and killed by a West Bank Palestinian who was “nationalistically motivated”). In the West Bank, IDF troops detain 2 members of the International Solidarity Movement who were escorting Palestinian students to school through an Israeli security zone in Hebron. They also confiscate a vehicle and arrest 1 Palestinian during a raid near Hebron; and patrol near Nablus, Jenin, Hebron, and Tulkarm. Along Gaza’s border, IDF troops arrest 2 Palestinians attempting to cross into Israel near Jabaliya refugee camp. Hundreds of Palestinians in Gaza claim that the PA has not delivered their salaries on time this month. A PA official in Ramallah says that the payments are being delayed due to a “technical fault” and that the delay has nothing to do with PA president Mahmoud Abbas’s efforts to increase pressure on Hamas in Gaza. The World Bank approves a $30 million grant to support the PA’s efforts to improve government transparence and to strengthen the electricity, water, and health sectors of the Palestinian economy. (MNA, WAFA 2/8)

A Palestinian prisoner dies in Israeli custody. The Palestinian Prisoners and Former Prisoners’ Affairs Committee accuses the Israel Prison Service of medical negligence. The prisoner, Faris Baroud, was arrested in 1991 and sentenced to life in prison for killing an Israeli and injuring 3 others. The U.S. blocks the UN Security Council from issuing a statement condemning Israel’s 1/28 decision not to renew the mandate of the Temporary International Presence in Hebron (TIPH). The statement under consideration was drafted by Kuwait and Indonesia, and reportedly would have stressed the TIPH’s importance and commended its efforts to maintain calm. PA foreign minister Riyad al-Maliki says that any discussion of the Palestinian-Israeli conflict at the upcoming security conference in Warsaw is “illegitimate,” responding to the 2/5 news that U.S. president Donald Trump’s son-in-law and senior advisor Jared Kushner is planning to discuss the Trump administration’s long-awaited Palestinian-Israeli peace plan at the conference on 2/14. “We will not take part in any illegitimate meetings under international law or international references, and we will not accept to be represented by anyone or allow anyone to speak on our behalf.” (XIN 2/6; MNA 2/7)

A senior U.S. official says the U.S. president Donald Trump’s son-in-law and senior advisor Jared Kushner is planning to discuss the Trump administration’s long-awaited Palestinian-Israeli peace plan at an international security conference in Warsaw on 2/14. The Trump administration is co-organizing the conference on 2/13–14 and has invited Israel and a number of Arab states to attend (The Palestinians are not invited). A principle focus of the conference is Iran and its influence across the Middle East. In response, PA president Mahmoud Abbas calls for the international community to come together for a peace conference to devise a multilateral mechanism to advance the Palestinian-Israeli peace process. “This is where the European Union and its member states can play an important role alongside the [UN] Security Council,” he says. Abbas also says that the Palestinians will not participate in any peace conference not based on past UN resolutions. (JP 2/5; MNA, WAFA 2/6)

IDF troops open fire on 2 Palestinians on a motorcycle at the al-Jalama checkpoint near Jenin, killing 1 and injuring the other. The IDF states that the 2 men threw a suspicious object at Israeli soldiers manning the checkpoint. The Israeli press reports that the device was an explosive. It did not detonate, let alone cause any injuries or damage. Elsewhere in the West Bank, IDF troops arrest 4 Palestinian minors for throwing stones at Israeli vehicles near Nablus; shoot and injure 2 Palestinians during clashes sparked by an arrest raid near Ramallah; arrest 17 Palestinians and confiscate 3 vehicles during further raids near Nablus, Jenin, Ramallah, Hebron, and Bethlehem; and patrol near Tulkarm, Jenin, and Hebron. After the Popular Front for the Liberation of Palestine (PFLP) and the Democratic Front for the Liberation of Palestine (DFLP) both announce that they will not be participating in Fatah’s plans for a new PA government comprising representatives of various PLO factions, a Hamas spokesperson calls their announcements a “step in the right direction.” He also reaffirms that “there is no alternative to partnership and national consensus.” (JP 2/4)

PA prime minister Rami Hamdallah submits on behalf of his government his resignation to PA president Mahmoud Abbas. “[Hamdallah and his government] will continue to serve our people wherever they are and shoulder all its responsibilities until a new government is formed,” according to a PA statement. Abbas later accepts Hamdallah’s resignation, requesting that he continue to serve until a new government is formed. It’s unclear when that will be. One day after Israeli prime minister Benjamin Netanyahu announced his intention not to renew the Temporary International Presence in Hebron (TIPH)’s mandate, PLO secretary-general Saeb Erakat calls on the UN to deploy a permanent international force in the West Bank and East Jerusalem. The UN should “guarantee the safety and protection of the people of Palestine” until “the end of Israel’s belligerent occupation,” he says. Separately, Norway’s Foreign Minister Ine Marie Eriksen Søreide says that Netanyahu’s “one-sided” decision to not renew the TIPH’s mandate is “worrying” and that if could “mean that the implementation of an important part of the Oslo Accords is discontinued.” (AP, YA 1/29; TOI 1/30)

Palestinian ambassador to the UN Riyad Mansour says that the effort to submit the State of Palestine for full membership at the UN is on hold until “obstacles” are no longer in the way, alluding to the U.S. veto at the UN Security Council. Israeli prime minister Benjamin Netanyahu announces that his government does not intend to renew the mandate of the Temporary International Presence in Hebron (TIPH), an international civilian group that has been monitoring “efforts to maintain normal life” in Hebron since it was established as part of the Hebron Protocol in 1997. The TIPH’s mandate, which has been renewed every 6 months since then, is set to expire on 1/31. Hezbollah leader Hassan Nasrallah says that Hezbollah, Iran, and the Syrian government are considering ending their policy of not retaliating against Israel for its sorties in Syrian territory. “At any moment the Syrian leadership and the axis of resistance can take a decision to deal with the Israeli aggression in a different manner,” he says. Nasrallah also says that despite the Israeli campaign to uncover and destroy Hezbollah’s tunnels leading into northern Israel, the group is still prepared for an invasion. “The uncovering of the tunnels does not affect by 10 percent our plans to take over the Galilee,” he adds. “If we decide to do it—even if they’ve destroyed the tunnels—can’t we rebuild them?” (TOI, TOI 1/26)

One day after Israel’s security cabinet agreed to allow the next tranche of $15 million from Qatar into Gaza, senior Hamas official Khalil al-Hayya tells reporters in Gaza that Hamas will not accept the money. “Gaza will not be subject to extortion by Israeli election theater,” he adds. Three senior U.S. officials say that the Trump administration is currently planning to release its long-awaited plan for Palestinian-Israeli peace as soon as possible after the Israeli election on 4/9. They reportedly believe that they have a limited window between the Israeli elections and the start of President Trump’s re-election campaign. “It is hard for us to imagine a set of circumstances where the plan is never released.” One official says. “We have every intention of releasing it.” (JP, JP 1/24)

The Egyptian authorities shut down the Rafah border crossing to passage in both directions, marking the anniversary of the 2011 Egyptian revolution. They plan to resume operations at the crossing on 1/27. After the exchange of violence along Gaza’s border on 1/22, Israeli prime minister Benjamin Netanyahu threatens to escalate the IDF’s response if the shootings continues. “The response will be destructive and very painful, and we are ready for any scenario and escalation,” he adds. Later, Israel’s security cabinet meets to discuss the situation, and they decide to allow the transfer of $15 million in Qatari funds into Gaza within 24 hours. The entire cabinet reportedly supports the move. Netanyahu suspended the transfer for a 2d time on 1/22. Israeli artillery and air forces then strike a number of Hamas sites near al-Bureij refugee camp, Rafah, and Jabaliya refugee camp, killing 1 Palestinian and injuring at least 4 others. The incident comes hours after a similar exchange near Jabaliya, during which armed Palestinians fired on IDF positions along the border fence and Israeli tanks shelled and destroyed a Hamas post in the area. No injuries are reported in that earlier incident. Meanwhile, IDF troops stationed along the border fence open fire on Palestinian farmers working near Gaza City and Rafah, causing no damage. Israeli prime minister Benjamin Netanyahu suspends the planned transfer of $15 million in Qatari funds to Gaza in response to the shooting of an Israeli soldier along Gaza’s border earlier today (see above). The transfer was originally set to go forward last week, but it was temporarily postponed in response to another incident of violence along the border fence. Meanwhile, Haaretz reports that Islamic Jihad in Palestine fighters were responsible for both shooting attacks and that they were motivated, in part, by an ongoing disagreement with Hamas. UN special coordinator Nickolay Mladenov reports that UNIFIL peacekeepers have not been given access to any of the tunnels the IDF uncovered in the context of its Operation Northern Shield in late-12/2018 and earlier this month. A Qatari diplomat says that the $15 million that was supposed to be transferred to Gaza last week is set to go through this week, following a relatively quiet day of protests on 1/18. “Due to the violence on the border, the Israeli government postponed it,” he says. “The agreement is subject to there not being too much violence, so last Friday they approved to do the third tranche.” (HA, JP, REU, TOI, YA 1/20)

YNet reports that PA prime minister Rami Hamdallah formally informed U.S. secretary of state Mike Pompeo that the Palestinians have decided to reject future U.S. financial assistance, including that which supports the PA security forces, in response to the Anti-Terrorism Clarification Act, which the U.S. passed into law in 10/2018 (see *S. 2946 of 5/24/18 at congressionalmonitor.org for details). That law, which is set to go into effect at the end of the month, forced the Palestinians to either accept future U.S. aid or open themselves up to terrorism lawsuits from individual U.S. citizens, inter alia. Israeli prime minister Benjamin Netanyahu lands in Chad to renew the diplomatic ties between Israel and Chad that were severed in 1972. At a joint press conference with Netanyahu, Chad’s President Idriss Déby says, ‘The purpose of your visit is to bring our two countries closer and to cooperate.” Netanyahu calls it the renewal of ties a “breakthrough” and a sign of Israel’s “rising standing” in the Muslim world. After unverified reports of Syrian air defenses intercepting an Israeli air strike near Damascus, several ground-to-ground projectiles are fired from Syria into northern Israel. They are all intercepted by Israel’s Iron Dome missile defense system. Late at night, Israeli forces strike approximately 10 government weapons depots, intelligence sites, and other targets in Syria, killing 21 people, including 12 member of Iran’s Revolutionary Guards Corps, according to the Syrian Observatory for Human Rights. An IDF spokesperson says that Iranian forces were responsible for the projectile launched into Israel earlier in the day. “This was planned in advance as an attempt to deter us from continuing to act against them,” he says. The IDF announces the conclusion of Operation Northern Shield, the operation formally launched on 12/4 to discover and demolish cross-border tunnels allegedly built by Hezbollah from southern Lebanon to northern Israel. An IDF spokesperson also announces the 1/12 discovery of a 6th major tunnel and says preparations are underway to demolish it. He says that this is the largest and most important tunnel discovered during the operation. Meanwhile, Lebanon’s Ambassador to the UN Amal Mudallali files a formal complaint with the UN Security Council over Israel’s construction of a concrete wall along the Israel-Lebanon border. Unidentified Palestinians fire a rocket from Gaza into southern Israel overnight, and Israel’s Iron Dome missile defense system intercepts it near Ashqelon. In response, the Israeli Air Force conducts air strikes on 2 Hamas sites near Bayt Lahiya, reportedly destroying 1 property and damaging another in the vicinity of both. Also along Gaza’s border, Israeli forces conduct limited incursions to level land near Dayr al-Balah and Bayt Lahiya and open fire on Palestinian farmland near Rafah, causing no damage. In the West Bank, IDF troops shoot and injure a Palestinian minor at a checkpoint near Nablus. An IDF spokesperson says she was acting suspiciously, ignoring the soldiers’ orders and warning shots, and that the incident is suspected to be an attempted “suicide by cop.” IDF troops also shoot and injure 3 Palestinians during clashes sparked by an arrest raid in al-Bireh; arrest 13 Palestinians and issue 1 arrest summons during late-night raids near Ramallah, Hebron, and Bethlehem; and patrol near Hebron throughout the day. There are reports in the Israeli and Palestinian press that the 3d transfer of Qatari money into Gaza, which was planned to go forward this week, is being delayed indefinitely. Some reports indicate that the Israeli authorities ordered the delay in response to the rocket fire today. The Israeli authorities previously allowed 2 transfers of $15 million each, on 11/8/18 and 12/6/18. They previously agreed to allow 6 total monthly transfers of $15 million to help pay the salaries of civil servants working for the Hamas-run government and to support families in urgent need in Gaza. In the evening, UN special coordinator Nickolay Mladenov reportedly informs Hamas that the transfer is set to go forward within 48 hours, so long as the relative calm in Gaza holds. After PA security forces withdraw from the Rafah border crossing in the morning, Hamas security forces retake control of the Gaza side of the crossing. The Egyptian authorities then announce that the crossing “will be limited to only the arrival of individuals and the entry of goods” into Gaza. An Egyptian official in Cairo says he does not expect the crossing to be closed completely, despite widespread rumors and speculation to the contrary. “Egypt recognizes the importance of the humanitarian situation in Gaza and the Rafah crossing is an important access point for Palestinians,” he adds. The PA announced the withdrawal on 1/6 amid a week of escalating tensions between Hamas and Fatah. Later, Fatah Central Committee member Azzam al-Ahmad says that the withdrawal is only the first step in Fatah’s plan to return the PA to power in Gaza. “There will be other measures… to annihilate the authority of division and status quo,” he says. Separately, a Fatah spokesperson accuses Hamas of detaining more than 1,000 Fatah members in Gaza, including 500 who were allegedly arrested in the past 24 hours. Following a week of increasing tensions between Fatah and Hamas, the Fatah-dominated PA announces plans to remove its staff from the Rafah border crossing on 1/7. “This decision comes in the light of recent developments and brutal practices of the de facto gangs,” reads the PA statement. “Since we took over the Rafah crossing, Hamas has been obstructing the work of our crew there. We had to bear a lot in order to give the opportunity for the Egyptian effort to end the division.” The PA took control of the Gaza side of the Rafah border crossing in the context of the 10/12/17 Hamas-Fatah reconciliation agreement, which was never fully implemented. U.S. ambassador to Israel David Friedman says that the Trump administration’s long-awaited Palestinian-Israeli peace plan will likely not be released for at least several more months. “We want to release it a way that gives it the best chance of getting a good reception,” he says, adding that the upcoming Israeli elections on 4/9 are “a factor, but not the only factor.” Meanwhile, U.S. national security advisor John Bolton meets with Israeli prime minister Benjamin Netanyahu in Jerusalem.
