In the West Bank, Israeli settlers set up tents and caravans at a settlement outpost in the Jordan Valley. Israeli forces shot and killed 1 Palestinian at the Ni‘lin junction; 1 other man traveling with the deceased fled the scene. Israeli authorities alleged that the men had thrown stones at Israeli settler vehicles. Israeli forces and Palestinians clashed after Israeli forces raided Burin; tear-gas related injuries were reported. PA prime minister Mohammed Shtayyeh announced new measures to curb the spread of the COVID-19 virus, including banning movement between governorates; banning all unnecessary movement outside of homes; and forbidding workers in Israeli settlements from going to work. The PA also announced that it will release some of its prisoners as a measure to curb the spread of COVID-19. 6 Palestinians were arrested, including 2 at a checkpoint near Abud and 4 during raids in al-Fawar refugee camp and al-Zawiya. In East Jerusalem, the Islamic Waqf announced that it is closing the Haram al-Sharif compound for Muslim worshippers and visitors, according to the Waqf, Israel had also promised not to allow Jewish worshippers into the compound. Israeli forces and Palestinians clashed during a raid in Issawiyya; tear-gas related injuries were reported and 2 Palestinian minors were arrested. Off the coast of Gaza, Israeli naval forces opened fire on Palestinian fishermen 2-3 nautical miles west of Jabalia; no injuries were reported. In the West Bank, Israeli settlers attacked a Palestinian family in Hebron, causing light injuries. Israeli forces and Palestinians clashed at the entrance to al-Bireh, where Palestinians threw stones and burned tires; Israeli forces injured 3 Palestinians with rubber-coated bullets while others suffered tear-gas related injuries. 2 Palestinians were arrested at different flying checkpoints near Qalqilya and Ramallah. In East Jerusalem, 2 Palestinians were arrested during raids in Silwan and Issawiyya. In Gaza, Israel hit several targets in Gaza on 2 separate occasions causing damage; no injuries were reported. A rocket was also fired from Gaza toward Israel, causing no damage or injuries. Israel also announced collective punishment measures against Palestinians in Gaza, including banning imports of cement and suspending 500 merchant entry permits. PA president Mahmoud Abbas said during an emergency meeting at the Arab League in Cairo that he had informed Israel that the PA had cut all ties, including security coordination, with Israel and the U.S., in response to the U.S. administration’s peace plan. At the meeting, the members of the Arab League issued a statement rejecting the U.S. peace plan as “it does not meet the minimum rights and aspirations of Palestinian people.” (AJ, HA, REU 2/1)

In the West Bank, the Israel Electric Corporation cut power for 10s of thousands of Palestinians in Ramallah for 3 hours between 2pm and 5pm. Israeli settlers threw stones at Palestinian-owned vehicles driving on a road between Nablus and Qalqilya, causing damage. Israeli settlers also vandalized a number of Palestinian-owned bulldozers in the Jordan Valley by filling their fuel tanks with sand. 5 Palestinians were arrested during late-night raids in and around Hebron, Jenin, and Qalandia. In East Jerusalem, 3 Palestinians were arrested during late-night raids, including a Fatah official. In Gaza, Israeli forces opened fire on agricultural lands, damaging a municipality truck. In a separate incident, Israeli forces fired tear gas near Khuza‘a; no injuries were reported. Off the coast of Gaza, Israeli naval forces opened fire on Palestinian fishermen 3 nautical miles off the coast of Jabaliya; no injuries were reported. In the West Bank, Israeli settlers raided Bayt Dajan, Qabalan, Majdal Bani Fadl near Nablus, and Kafr al-Dik near Salfit, and vandalized more than 50 Palestinian-owned vehicles, setting several on fire; settlers also wrote racist graffiti on several buildings. In Hebron, an Israeli settler assaulted 12 Palestinians. In Gaza, 1 Palestinian man succumbed to injuries he sustained during Israeli airstrikes on 11/14. This brings the comprehensive death toll in the Israeli attack on Gaza starting on 11/12 to 34. Despite the Great March of Return protest being canceled, several Palestinians protested by the Gaza fence; 1 Palestinian was shot by Israeli forces using live ammunition, others suffered tear-gas related injuries. Israeli forces separately opened fire on Palestinian farmland east of Jabalia; no injures were reported. In the West Bank, Israeli settlers damaged a total of 120 olive trees and stole olive-picking equipment during 3 separate incidents in al-Sawiya and Yasuf village. Israeli settlers attacked Israeli forces as they entered the Yitzhar settlement to arrest 1 settler; 3 Israeli officers were injured. Israeli forces prevented Palestinians from harvesting olives in Sabastiyya. 3 Palestinians were arrested during raids in and around Hebron and Bethlehem. In East Jerusalem, Israeli forces injured 16 Palestinians during a late-night raid in Issawiyya using rubber-coated bullets and tear gas. 2 Palestinians were arrested during raids. Off the coast of Gaza, Israeli naval forces opened fire on Palestinian fishermen off the shore of Jabalia and Bayt Lahiya; no injuries were reported. In the West Bank, Israeli forces arrested 2 Palestinians, including a minor during a late-night raid in Bayt Liqya, and a former prisoner during a raid in Jalazun refugee camp. Israeli forces clashed with Palestinians during a raid in al-Fawar refugee camp; 1 Palestinian was injured by live ammunition, others suffered tear-gas related injuries. In Gaza, 144 Palestinians were injured during the 81st weekly Great March of Return protest, including 73 by live ammunition and at least 31 by rubber-coated bullets; others suffered tear-gas related injuries. Later, some 10 rockets were fired at Israel; Israel bombed several places in Gaza, killing 1 Palestinian and wounding 3 others. Damage was reported in Gaza and Israel, where rocket shrapnel hit a house. Separately, a bullet fired from the Israeli side of the Gaza fence hit a window of a Palestinian house in Khuza‘a. In the West Bank, Israeli forces violently dispersed the weekly protest in Bil‘in west of Ramallah. 1 Palestinian was also injured after Israeli forces violently dispersed a protest with rubber-coated bullets and tear gas in Kafr Qaddum. Elsewhere in the West Bank, 1 Palestinian was shot and injured by Israeli settlers raiding the village of Burin south of Nablus. The Palestinian was rushed to a hospital in Nablus for treatment. In Hebron, 1 Palestinian was shot and injured by a rubber-coated bullet by Israeli forces and another suffered from tear gas inhalation in clashes between Palestinian residents and Israeli forces. Israel’s Council for Higher Education passed a vote approving a medical school in the settlement of Ariel in the West Bank and connected to Ariel University. In Gaza, a 15-year-old Palestinian was shot dead and 66 others injured by Israeli live fire during the weekly Great March of Return protest east of Jabaliya refugee camp. This brings the death toll stemming from the Great March of Return to 218. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen; no injuries were reported. Along Gaza’s border, an Israeli drone bombs a Palestinian motorcycle near Rafah, causing no damage or injuries. The IDF does not comment on the strike. In the evening, hundreds of Palestinians gather along the border fence near Rafah to set tires on fire, throw stones, and otherwise continue the Great March of Return. IDF troops violently disperse the demonstrations, injuring 5 protesters. In 2 separate incidents off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Jabaliya refugee camp, causing no damage or injuries. In the West Bank, Israeli settlers puncture the tires of 10 Palestinian vehicles and leave racist graffiti on nearby walls in Ras Karkar near Ramallah. Settlers also assault 2 Palestinian shepherds near Hebron and throw stones at a Palestinian school in nearby Urif village, causing no damage or injuries. Israeli forces fire tear gas at Palestinian students at a school in central Hebron; no serious injuries are reported. It’s unclear why the IDF attacked the school. They also deliver stop-work orders to a Palestinian home under construction in western Hebron; confiscate heavy equipment from a construction site in southern Hebron; and uproot approximately 300 olive tree seedlings from a Palestinian grove north of the city. Meanwhile, IDF troops arrest 3 Palestinians during late-night raids near Jenin, Hebron, and Salfit; and patrol in and around Tulkarm, Hebron, and Ramallah. In East Jerusalem, dozens of Palestinians gather outside Haram al-Sharif to protest the recent Israeli incursions at the sanctuary; 4 are arrested when Israeli forces disperse the protests. PA minister of finance Shukri Bishara says that the PA intends to pay all its employees on time in the coming months, but that some of the higher salaries might be reduced due to the 2/17 Israeli decision to make deductions from the monthly transfers of tax revenues to the PA. “We are coming on difficult days in the coming weeks, and we will handle the issue of salaries as wisely and fairly as possible,” he says. Meanwhile, senior Fatah official Mahmoud al-Aloul says that a committee has been formed to put together a list of Israeli products to ban from Palestinian markets in response to the Israeli deductions in tax revenue transfers. Hosen L’Yisrael Party chair Benny Gantz and Yesh Atid Party chair Yair Lapid announce that they have agreed to run on a joint ticket ahead of the Israeli election on 4/9. Under their agreement, Gantz would serve as prime minister for two and a half years, then Lapid would take over the top job. Gantz is widely seen as Prime Minister Benjamin Netanyahu’s top challenger in the election, and this agreement is expected to strengthen his chances of becoming the next prime minister. Approximately 8,000 Palestinians gather along Gaza’s border to continue the Great March of Return. IDF troops violently disperse them near Rafah, Khan Yunis, al-Bureij refugee camp, Jabaliya refugee camp, and Gaza City; 2 Palestinian minors are killed and at least 17 are injured. This brings the death toll stemming from the Great March of Return to 203. Also along Gaza’s border, IDF troops open fire on Palestinian farmers working near Khan Yunis, causing no damage or injuries. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Jabaliya refugee camp, causing no damage or injuries. In the West Bank, after Israeli settlers confront Palestinian farmers working outside Bayt Fajjar near Bethlehem, IDF troops violently disperse the Palestinians with tear gas; no serious injuries are reported. Israeli settlers open fire on Palestinians outside al-Mughayyir near Ramallah; there are no reports of serious injuries. Near Hebron, settlers claim ownership of a Palestinian home outside al-Arub refugee camp, sparking a violent confrontation between their IDF escort and the Palestinian family that lives there; 1 Palestinian is arrested. Meanwhile, IDF troops conduct raids in al-Bireh, damaging a mosque and sparking clashes with stone-throwing Palestinians; 2 Palestinians are injured. PLO secretary general Saeb Erakat says that Polish officials recently invited the Palestinians to attend the upcoming security conference in Warsaw, where U.S. officials are reportedly set to unveil some details about their long-awaited Palestinian-Israeli peace plan. “Our position remains clear,” he says. “We are not going to attend this conference and reiterate that we have not mandated anyone to talk on behalf of Palestine.” (TOI 2/8; MNA 2/10)

A senior Dutch official says that his government has decided to allow Palestinians living in the Netherlands to register the West Bank or Gaza as their birthplace on official documents. “The Dutch viewpoint that Israel has no sovereignty over these areas,” he says. (HA 2/8; YA 2/11)

One Palestinian is shot and killed and at least 9 others are injured during clashes with Israeli settlers and IDF troops in al-Mughayyir village near Ramallah (1 settler is lightly injured as well). The clashes reportedly stemmed from a dispute at a Palestinian olive grove outside the village. The nature of the dispute is unclear. Later in the day, there are conflicting reports about the perpetrator of the killing. All agree that the settlers used live ammunition. Some witnesses say that the IDF did too, despite the IDF’s claim to have only used “riot dispersal” methods. Elsewhere in the West Bank, IDF troops arrest 8 Palestinians during late-night raids near Ramallah and Bethlehem; and patrol near Jenin and Nablus. An Israeli settler attacks 2 Palestinians with an axe near Salfit, causing them both light injuries. Settlers chase Palestinian children from an olive grove near Hebron. In East Jerusalem, Israeli forces shoot and kill a West Bank Palestinian during a high-speed chase outside the Old City. The Israeli police later say that the man was suspected of driving a stolen vehicle. Separately, a Palestinian demolishes 2 rooms of his home in Silwan to avoid paying Israeli demolition fees. Along Gaza’s border, IDF troops fire tear gas at a group of Palestinian minors setting tires on fire and rolling them toward the border fence near al-Bureij refugee camp; 1 Palestinian is injured. Separately, IDF troops arrest a Palestinian attempting to cross the border fence armed with a knife and wire cutters. Hezbollah leader Hassan Nasrallah says that Hezbollah, Iran, and the Syrian government are considering ending their policy of not retaliating against Israel for its sorties in Syrian territory. “At any moment the Syrian leadership and the axis of resistance can take a decision to deal with the Israeli aggression in a different manner,” he says. Nasrallah also says that despite the Israeli campaign to uncover and destroy Hezbollah’s tunnels leading into northern Israel, the group is still prepared for an invasion. “The uncovering of the tunnels does not affect by 10 percent our plans to take over the Galilee,” he adds. “If we decide to do it—even if they’ve destroyed the tunnels—can’t we rebuild them?” (TOI, TOI 1/26)

Along Gaza’s border, IDF troops fire tear gas at Palestinian farmers and shepherds working near Rafah for a 5th day in a row, causing no injuries. In the West Bank, IDF troops conduct raids in Jenin refugee camp late at night, arresting 2 Palestinians and sparking clashes with stone-throwing residents of the area (1 Palestinian is injured). After Hamas security forces interrupted Fatah’s plans for an anniversary celebration in Gaza on 12/31, senior Fatah official Hussein al-Sheikh says that Hamas acted in an “anti-nationalist” manner. “After what happened yesterday in the Gaza Strip, we in Fatah will not meet the Hamas leadership at all,” he says. The U.S. and Israel formally withdraw from UNESCO, as they pledged to do in 10/2017, in protest of the organization’s alleged anti-Israel bias. The withdrawal is not expected to affect UNESCO’s funding, since both the U.S. and Israel stopped paying their dues in 2011 after the organization admitted Palestine as a member. After nearly 2 weeks of tensions at Haram al-Sharif, the Israeli police overnight remove the last of the new security measures installed in the wake of the deadly attack on 7/14. Top Muslim figures, including the mufti of Jerusalem, Mohammed Hussein, certify that the situation at the sanctuary has returned to what it was prior to the attack, and call on Muslims to resume prayers at the sanctuary. They then meet with PA pres. Abbas, who says that the Palestinian leadership will continue discussing the situation before he makes a decision on resuming contacts with Israel. Meanwhile, tens of thousands of Muslims pray at the sanctuary. As the crowds enter the sanctuary, clashes break out (the Israeli police say that Palestinians threw stones at them and they responded with riot-control methods. Palestinians say that Israeli forces started firing tear gas and stun grenades unprovoked). According to the Palestinian Red Crescent, at least 94 worshippers are injured to some degree. More than 100 Palestinians are arrested. The Israeli authorities then reopen the sanctuary entrance. In the West Bank, Israeli forces install an iron gate at the entrance to Janata nr. Bethlehem and shut down the Beit El checkpoint in the wake of the unrest in Jerusalem, according to the IDF. After receiving reports of stones thrown at an Israeli settler outside Tuqu‘ nr. Bethlehem, IDF troops conduct raids in the village; there are no arrests. They arrest 2 Palestinians during further raids nr. Jenin, and patrol nr. Hebron, Qalqilya, and Salfit. A suicide bomber detonates a car at an Egyptian checkpoint in Rafah in n. Sinai, killing at least 10 Egyptian soldiers and injuring 26 others. In clashes sparked by their search for accomplices, Egyptian security forces kill 40 armed fighters affiliated with the Sinai Province of the Islamic State and other Islamist groups in the area, and destroy 6 vehicles. Despite Israeli and U.S. opposition, UNESCO’s World Heritage Comm. approves a res. inscribing Hebron’s Old City, including al-Ibrahimi Mosque, on its List of World Heritage in Danger. The White House officially confirms that Pres. Trump plans to visit Israel and the oPt on 5/22–23 in the context of his efforts to restart Palestinian-Israeli peace negotiations. The Saudi newspaper al-Hayat will report on 5/5 that the White House refused an Israeli request to delay the visit until 6/2017, which would coincide with the 50th anniversary of the 1967 war. Other sources say that Trump feared the proposed timing would cast him as a biased mediator. (HA 5/4; AH, HA 5/6)

In the West Bank, IDF troops clash with and violently disperse Palestinian, Israeli, and international activists at Friday demonstrations against the increased Israeli crackdown and the occupation in villages nr. Ramallah, Bethlehem, and Qalqilya, injuring 44 Palestinians. Israel continues closures of Palestinian areas, shutting down the entrances to 4 villages nr. Nablus. In the evening, IDF troops enter a village n. of Hebron, clashing with stone-throwers and firing tear gas at them; several Palestinians suffer from tear gas inhalation. The Israeli PM’s office announces that it is unfreezing tax revenue transfers to the PA that it has held as a punitive response to the Palestinian accession to the ICC since 1/2015. A statement announcing the move says that the total will be reduced by an undisclosed amount to pay portions of the PA’s debts to Israeli utility providers, such as the IEC. Following talks between Hamas leader Mishal and PA Pres. Abbas in Doha on 8/21 and 8/22, Hamas publicly agrees to support Abbas’s application to join the ICC. According to PLO chief negotiator Erakat, only Islamic Jihad has not yet approved the document Abbas is asking all Palestinian factions to sign before he moves forward. (AFP, AP, MNA 8/23)

On the diplomatic front, Abbas travels to Cairo for talks with Egyptian pres. Abdel Fattah al-Sisi. After their meeting, Abbas says “my main goal is for the truce talks to resume in Egypt as soon as possible.” In an interview on Egyptian television, Abbas says that he is planning a major diplomatic initiative and that he will present the plan to U.S. Secy. of State John Kerry, who is scheduled to visit the region in the coming days. The plan reportedly includes asking the UN to set a timetable for the Israeli occupation and signing the Rome Statue on behalf of the PA, which would give the ICC jurisdiction over cases relating to the occupation. For its part, the Egyptian Foreign Ministry releases a statement after the Abbas/al-Sisi meeting inviting the Israelis and Palestinians to return to Cairo for further cease-fire negotiations. Briefing the Knesset’s Foreign Affairs and Defense Comm., IDF chief of staff Gantz says the IDF is preparing for a massive influx of refugees into the Golan Heights if Syrian pres. Bashar al-Asad falls, which in the IDF’s assessment is “inevitable.” He says Israel would try to keep the refugees in a strategic buffer zone between the Golan and Syria, and would likely move Alawite refugees to the divided Alawite city of Ghajar straddling the Lebanon-Israel border to prevent any conflict between Alawis and the Druze population of the Golan. Jerusalem Post International republishes Sudanese media reports claiming that in the previous month, the Israeli air force struck at least 2 weapons convoys in Sudan believed headed for Gaza. A computer hacker identifying himself as a Saudi Arabian teenager with the handle 0xOmar hacks 3 Israeli credit card companies and publishes online the credit card data and security information of at least 20,000 Israelis. While unable to confirm the identity of the hacker or hackers, the Israeli government calls it an act of cyberterrorism intended to harm the Israeli economy. (NYT 1/7; WP 1/8; JPI 1/17)

By this date, allied air strikes on Libya have reportedly “all but destroyed” the Libyan air force and air defenses and the focus has shifted to targeting Qaddafi’s ground forces. Yehuda Weinstein, have asked Israel’s High Court to respond to 15 petitions filed by Peace Now demanding the immediate removal of Israel’s unauthorized settlement outposts by ordering the dismantling of outposts built on privately owned Palestinian land before the end of 2011 (with the exception of a house owned by a fallen IDF officer) but authorizing the legalization of those built on state land. This would mean that 6 outposts would be removed, of which 5 are inhabited (47 homes), while more than 100 others would be legalized.
