In the West Bank, 4 Palestinians were arrested during late-night raids in and around Tulkarm and Bethlehem. In Bayt Umar, Israeli forces injured 1 Palestinian firing live ammunition at his abdomen. In East Jerusalem, Israeli forces detained 4 Palestinian journalists from Palestine TV. They were all released later in the same day. The Israeli police spokesperson said that the 4 were arrested because of network ties to the PA which Israel does not allow to operate in East Jerusalem. In Gaza, 46 Palestinians were injured during the 83d weekly Great March of Return protest, including 4 by live ammunition. Israel launched a rocket to test a rocket propulsion system. The Israeli defense ministry did not provide any further details. (HA 12/6)

The U.S. house of representatives passed a resolution H.R. 326 opposing Israeli annexation of the West Bank. The resolution passed 226-188 with 4 Democrats voting against and 5 Republicans voting in favor. 1 of the Democrats voting against the resolution, Ilhan Omar (D-MN), who was a cosponsor of the original resolution, explained on Twitter that she opposed the resolution because the word “occupation” was removed and it was amended to include an “ironclad” commitment to Israeli military aid. In the West Bank, Israeli settlers attacked Palestinians by throwing stones at homes in Haris. Elsewhere, in Huwwara, Israeli settlers sprayed racist graffiti on a Palestinian-owned home. 22 Palestinians were arrested, including 14 during a raid at a school in al-‘Arub refugee camp; 8 others were arrested during raids in and around Hebron, Qalqilya, and Qalandia. In East Jerusalem, 1 Palestinian minor was shot and injured after he allegedly tried to stab an Israeli police officer. Following the incident, Israeli forces closed several gates to the Old City and detained 3 Palestinians. In Gaza, Israeli forces made incursions to level land east of Jabalia. In the West Bank, Israeli settlers assaulted a Palestinian man trying to prevent them from stealing his olive harvest in al-Jaba‘; the man was taken to a hospital in Bayt Jala. Elsewhere, Israeli settlers vandalized Palestinian-owned vehicles and sprayed racist graffiti on buildings in Marda. 5 Palestinians were arrested during late-night raids in and around Hebron, Ramallah, and Tulkarm. In East Jerusalem, 12 Palestinians were arrested during late-night raids in Issawiyya and al-Tur. Off the coast of Gaza, Israeli naval forces opened fire on Palestinian fishermen 3 nautical miles from Bayt Lahiya; no injuries were reported. In Gaza, Israeli forces opened fire on Palestinian workers at a landfill east of Jabalia on 2 separate occasions; no injuries were reported but damage to equipment was. In Israel, hundreds of Palestinian citizens of Israel demonstrated against Israeli police’s failure to address violence and illegal gun possession in their communities. In the West Bank, Israeli forces demolished a Palestinian-owned home in Taybeh and 1 under construction in Bayt Umar. 12 Palestinians were arrested during late-night raids in and around Ramallah, Qalqilya, Hebron, Bethlehem, Jenin, and Nablus. 1 Palestinian photojournalist was injured by a rubber-coated bullet after clashes broke out during an Israeli raid in Ramallah. In East Jerusalem, 2 Palestinians were arrested during an event at a hotel in Shaykh Jarrah. Off the coast of Gaza, Israeli naval forces opened fire on Palestinian fishermen west of Jabalia. In Israel, Palestinian citizens of Israel held a general strike in Majdal Krum to protest Israeli police’s inaction amidst an uptick in violence in the community. After a meeting between the Israeli finance minister Moshe Kahlon and PA officials, the PA announced that it would start receiving tax revenue collected by Israel again. A Palestinian stabs and kills an Israeli soldier at the Ariel Junction near Salfit. He opens fire on a group of Israeli settlers, seriously injuring 1, before fleeing the scene. The IDF conducts raids and sets up roadblocks and mobile checkpoints in and around Salfit, searching for the assailant. IDF troops also conduct raids in Burqin village near Nablus, arresting 2 Palestinians and sparking clashes (2 Palestinians are injured). Three Palestinians are injured and three more are arrested during clashes sparked by similar arrest raids in nearby al-Zawiya and Kafr al-Dik late at night. Elsewhere in the West Bank, Israeli settlers throw stones at Palestinian homes and vehicles near Hebron, Ramallah, and Nablus, injuring 5 Palestinians and causing minor damage. IDF troops arrest a Palestinian minor when she is found with a knife on her person; arrest 6 more Palestinians during late-night raids in and around Bethlehem, Jenin, and Hebron; and patrol near Tulkarm, Hebron, and Salfit. Along Gaza’s border, IDF troops open fire on Palestinian farmers and shepherds working near Rafah, causing no damage or injuries. In East Jerusalem, Israeli forces arrest an Islamic Waqf guard at Haram al-Sharif. In Gaza, Hamas security forces arrest dozens of activists during raids in Gaza City, Jabaliya refugee camp, Dayr al-Balah, Khan Yunis, and Rafah. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Bayt Lahiya, causing no damage or injuries. In the West Bank, Israeli forces carry out the punitive demolition of the Ramallah-area home of a Palestinian accused of killing 2 Israeli soldiers on 12/13/18. The demolition sparks clashes between the Israeli troops and Palestinian residents of the area; no serious injuries are reported. Israeli forces also demolish a Palestinian home under construction near Nablus and 2 makeshift Palestinian housing structures near Hebron. IDF troops violently disperse them, injuring 3 protesters (1 Israeli soldier is reportedly injured when a Palestinian throws an explosive across the border fence). Israeli artillery then shell 2 Hamas observation posts in the area, causing damage. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Khan Yunis, Jabaliya refugee camp, and Rafah, causing no damage or injuries. In the West Bank, Israeli settlers assault a Palestinian shepherd and steal 2 of his sheep in the northern Jordan Valley. Settlers also assault a Palestinian vegetable vendor in Jenin, causing minor injuries. IDF troops arrest 4 Palestinians during late-night raids in and around Tubas, Hebron, Tulkarm, and Jenin; and patrol near Qalqilya and Hebron. One raid in Tulkarm sparks minor clashes with stone-throwing Palestinian minors; there are no reported injuries or arrests. Implementing legislation passed in 7/2018, Israel’s security cabinet approves a deduction to the monthly transfers of tax revenues to the PA equal to that which the PA distributes in stipends to Palestinians imprisoned in connection with serious crimes against Israelis and the families of Palestinians killed in connection with such crimes. The cuts are expected to total NIS 502,697,000 (approximately $138 million) over a 12-month period. In response, a PA spokesperson calls the Israeli decision “arbitrary” and says that it will be “given a priority” in the Palestinian leadership’s discussions in the coming days. Hamas security forces forcibly prevent PA security forces from staffing the Palestinian side of the Kerem Shalom border crossing, according to the PA (Hamas claims that the PA troops left of their own free will). A senior Hamas official says that Hamas is carrying out “necessary security measures.” Sources in Gaza say that Hamas suspects the PA security forces are allowing Israel to transfer espionage equipment into Gaza. Hamas is reportedly demanding that PA staffers in Gaza submit to questioning and background checks. (HA, TOI 2/17)

One Palestinian is shot and killed and at least 9 others are injured during clashes with Israeli settlers and IDF troops in al-Mughayyir village near Ramallah (1 settler is lightly injured as well). The clashes reportedly stemmed from a dispute at a Palestinian olive grove outside the village. The nature of the dispute is unclear. Later in the day, there are conflicting reports about the perpetrator of the killing. All agree that the settlers used live ammunition. Some witnesses say that the IDF did too, despite the IDF’s claim to have only used “riot dispersal” methods. Elsewhere in the West Bank, IDF troops arrest 8 Palestinians during late-night raids near Ramallah and Bethlehem; and patrol near Jenin and Nablus. An Israeli settler attacks 2 Palestinians with an axe near Salfit, causing them both light injuries. Settlers chase Palestinian children from an olive grove near Hebron. In East Jerusalem, Israeli forces shoot and kill a West Bank Palestinian during a high-speed chase outside the Old City. The Israeli police later say that the man was suspected of driving a stolen vehicle. Separately, a Palestinian demolishes 2 rooms of his home in Silwan to avoid paying Israeli demolition fees. Along Gaza’s border, IDF troops fire tear gas at a group of Palestinian minors setting tires on fire and rolling them toward the border fence near al-Bureij refugee camp; 1 Palestinian is injured. Separately, IDF troops arrest a Palestinian attempting to cross the border fence armed with a knife and wire cutters. In 3 separate incidents off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Rafah and Jabaliya refugee camp, causing no damage or injuries. Hezbollah leader Hassan Nasrallah says that Hezbollah, Iran, and the Syrian government are considering ending their policy of not retaliating against Israel for its sorties in Syrian territory. “At any moment the Syrian leadership and the axis of resistance can take a decision to deal with the Israeli aggression in a different manner,” he says. Nasrallah also says that despite the Israeli campaign to uncover and destroy Hezbollah’s tunnels leading into northern Israel, the group is still prepared for an invasion. “The uncovering of the tunnels does not affect by 10 percent our plans to take over the Galilee,” he adds. “If we decide to do it—even if they’ve destroyed the tunnels—can’t we rebuild them?” (TOI, TOI 1/26)

IDF troops assault and lightly injure a Palestinian at a checkpoint north of Ramallah. They ultimately let him pass through when they fail to find weapons in his vehicle. IDF troops also arrest 23 Palestinians and issue 5 arrest summons during late night-raids near Hebron, Ramallah, Nablus, Jenin, and Bethlehem; and patrol near Jenin, Hebron, and Ramallah. In East Jerusalem, Muslim worshippers block an Israeli police officer wearing a yarmulke from entering the Dome of the Rock at Haram al-Sharif. The worshippers then barricade themselves inside the building, sparking a minor confrontation; 1 Islamic Waqf official lightly injured and 4 Waqf guards are arrested. Outgoing IDF chief of staff Gadi Eisenkot tells Israel’s Army Radio that he “can say with confidence that we found all Hezbollah tunnels infiltrating into Israel.” Eisenkot’s comments come one day after the IDF announced the end of Operation Northern Shield and 2 days after the discovery of a 6th Hezbollah tunnel in the context of that operation. This brings the death toll stemming from the Great March of Return to 195. In the evening, unidentified Gazans launch a rocket into southern Israel, where it lands in an open area, causing no damage or injuries. Hours later, the Israeli Air Force responds with an air strike on a Hamas site in Dayr al-Balah, causing moderate damage to the site and several surrounding buildings. Separately, Israeli police find and dismantle several balloons and kites lashed with incendiary devices in Sdot Negev Regional Council, marking the first attack of its kind since Hamas cracked down on the incendiary balloon and kite attacks weeks ago; no damage or injuries are reported. Around the same time, IDF troops open fire on Palestinian shepherds working near Rafah, causing no injuries. Haaretz reports that 2 U.S. police departments have backed out of a program involving skill-sharing and cooperation with Israeli police officers, following pressure from Palestinian solidarity activists in their communities. This marks the first time in the 20-plus years of the bilateral policing program that a U.S. police department has pulled out due to political pressure. (HA 12/1)

Thousands of Palestinians gather along Gaza’s border fence to continue the Great March of Return. Hamas reportedly orders the protesters to stay away from the fence so as not to provoke any escalation of violence. Nevertheless, IDF troops violently disperse the demonstrations near Gaza City, Khan Yunis, and Jabaliya refugee camp; 60 Palestinians are injured. Also along Gaza’s border fence, Israeli forces conduct a limited incursion to level land near Khan Yunis and open fire on Palestinian youths approaching the border fence near Bayt Lahiya, causing no damage or injuries. Along Gaza’s northern border, IDF troops shoot and kill a Palestinian fisherman working from the shore near Bayt Lahiya. The incident comes hours after the Israeli authorities informed their Palestinian counterparts in Gaza that fishermen were allowed to return to the sea today. As ordered by Israeli defense minister Lieberman on 10/31, the fishing zone is limited to 6 nautical miles from Gaza’s northern shore and 9 nautical miles from its southern shore. Also along Gaza’s border, IDF troops shoot, injure, and arrest a Palestinian approaching the border fence near Jabaliya refugee camp The IDF claims he was throwing grenades at Israeli posts. Dozens of right-wing Israeli activists stand in the road leading to the Kerem Shalom border crossing for several hours, blocking the entry of goods and fuel into Gaza in protest of the recent rocket fire. In East Jerusalem, Israeli forces shoot and injure a Palestinian outside a police station in Jabal Mukabir after he allegedly stabs and lightly injures 4 Israeli police officers (the Palestinian will succumb to his injuries on 11/20). The Israeli police deploy in force in the neighborhood after the incident, conducting arrest raids and blocking off several roads. In the West Bank, Israeli settlers torch a Palestinian-owned vehicle and spray racist graffiti on nearby walls in Urif village near Nablus. In response to the Israeli security cabinet’s 11/13 decision to agree to a cease-fire with the armed Palestinian groups in Gaza, Israeli defense minister Avigdor Lieberman announces his resignation and calls for snap elections. Lieberman takes specific issue with both the cease-fire and the decision to allow Qatari money into Gaza to pay the civil servants of the Hamas-run government. “There is no other definition, no other significance, but a capitulation to terror,” he says. “What we are doing now as a country is buying short-term quiet at the cost of our long-term security.” Without Lieberman’s Yisrael Beytenu in the ruling coalition, Prime Minister Benjamin Netanyahu’s bloc still holds a majority of the seats in the Knesset (61–59). Israel Television News Company publishes a poll showing that 74% of the Israeli public is dissatisfied with Israeli prime minister Netanyahu’s handling of the recent conflict with Hamas. The poll was reportedly taken in the hours after Defense Minister Lieberman resigned earlier today. The results also show that Netanyahu’s Likud party would only win 29 seats in the Knesset if elections were held today, marking the weakest Likud has polled since 3/2018. Meanwhile, dozens of right-wing Israelis gather in Sderot for a 2d day in a row to protest Netanyahu’s handling of the recent escalation of violence. (HA, JP, TOI 11/14)

Later, Palestinian and international solidarity activists block the roads leading into the village, sparking clashes with the Israeli forces attempting to prepare for the demolitions; 7 Palestinians are injured and 4 activists are arrested. Separately, IDF troops violently disperse Palestinians gathering in al-Lubban near Nablus to protest the recent closure of the village’s school; 1 Palestinian is injured. The Australian press reports that Australian prime minister Scott Morrison recently told Israeli prime minister Netanyahu that he is considering following the U.S. lead and moving the Australian embassy in Israel to Jerusalem. “I am saying I’m open to considering it,” Morrison reportedly said. The Syrian authorities re-open the Qunaytra border crossing in the Golan Heights, allowing UN peacekeepers to travel between Israel and Syria for the first time in 4 years. The Syrian army recaptured the territory surrounding the crossing in 7/2018. (AP, HA, TOI, YA 10/15)

IDF troops shoot and injure a Palestinian at the Huwwara checkpoint near Nablus after he stabs and critically injures an Israeli soldier. An Israeli settler is reportedly injured when the soldiers open fire. The Palestinian assailant evades injury and arrest, and he flees the scene. The IDF then establishes numerous roadblocks and mobile checkpoint across the Nablus region, and conducts extensive raids and home searches in search for the assailant. Late at night, Israeli special forces arrest the alleged assailant during a raid in Jama’in village. Elsewhere in the West Bank, Israeli forces demolish a number of makeshift Palestinian housing and agriculture structures in Hadida village in the northern Jordan Valley; and raze 5 dunams (approximately 1.2 acres) of Palestinian farmland near Bethlehem. The IDF announces that it recently demolished a tunnel leading from the Khan Yunis area of Gaza into southern Israel. The tunnel was reportedly 1 kilometer long, with the final 200 meters extending into Israel. Earlier in the day, the Arab press reports that Abbas has put together a new framework, essentially a broad outline of an agreement in which the PA would increase the electricity supply in Gaza to precrisis levels, and allow banks in Gaza to trade in foreign currency again in exchange for Hamas dismantling its new administrative comm. and publicly renouncing its power-sharing agreement with exiled Fatah leader Dahlan.
