Today, Great March of Return demonstrations see tens of thousands of Palestinians in Gaza gathering along the border fence to commemorate the 70th anniversary of the Nakba, to protest the opening of the U.S. embassy in Jerusalem today, and to call for the Palestinian refugees’ right to return to their homes. IDF troops violently disperse demonstrations near Khan Yunis, Rafah, Gaza City, al-Bureij refugee camp, and Jabaliya refugee camp; 58 Palestinians are killed, including 3 who allegedly attempted to plant an explosive along the border near Rafah, and more than 1,300 are injured. After unidentified assailants open fire on IDF patrols along the border near Jabaliya refugee camp, the IAF conducts air strikes on Hamas posts near Jabaliya refugee camp, al-Bureij refugee camp, and Gaza City, causing moderate damage. The killings today bring the death toll related to the Great March of Return to 102. Elsewhere in the oPt, thousands of Palestinians gather across the West Bank and Jerusalem to protest the official opening of the U.S. embassy in Jerusalem today. They also release 70 black balloons in Ramallah, marking the 70th anniversary of the Nakba. IDF troops violently disperse the protests at Qalandia checkpoint, Bethlehem, and Hebron; at least 2 Palestinians are injured. Meanwhile, IDF troops arrest 19 Palestinians during latenight raids in and around Bethlehem, Jenin, Nablus, and Hebron; and patrol near Jenin and Hebron. Hours after Israeli troops open fire on peaceful Palestinian protesters along the border fence in Gaza, senior U.S. and Israeli officials gather for a ribbon-cutting ceremony at the new U.S. embassy in Jerusalem. In a recorded video, U.S. president Trump celebrates the opening and says the U.S. “remains fully committed to facilitating a lasting peace agreement” between Israel and the Palestinians. Outside the ceremony, Israeli police violently disperse approximately 200 protesters, including Joint List MKs Ahmad Tibi, Dov Khenin, Jamal Zahalka, Yousef Jabareen, and Masud Ganaim; 12 Palestinians are arrested. In the evening, the Palestinian leadership convenes in Ramallah to discuss the opening of the U.S. embassy in Jerusalem and the violence in Gaza. PA president Abbas calls the new U.S. embassy in Jerusalem a “settlement outpost” and reiterates that he has no plans to engage in any U.S.-mediated peace talks “in any way, shape, or form.” The assembled officials decide to file a war crimes complaint against Israel to the International Criminal Court (ICC) at The Hague over settlement construction in the West Bank. The South African government recalls its ambassador to Israel and Turkey recalls its ambassadors from Israel and the U.S. in protest of the killings in Gaza today. “The victims were taking part in peaceful protests against the provocative inauguration of the U.S. Embassy in Jerusalem,” a South African statement reads. Meanwhile, the U.S. blocks the UNSC from adopting a Kuwait-backed statement condemning the deadly violence in Gaza and calling for an “independent and transparent investigation” into Israel’s actions. Following the attack on a pipeline in Gaza on 5/11, Israeli DM Lieberman announces that the Kerem Shalom border crossing into Gaza has been closed and will remain closed indefinitely while the damage is repaired. Along Gaza’s border, Israeli artillery shell a Palestinian rickshaw transporting PIJ fighters near Rafah, killing 4 and injuring several others. Israel’s Army Radio reports that the men were transporting explosives. PIJ says that the 4 died during unspecified “preparations.” Meanwhile, IDF troops violently disperse Palestinians shepherds working near Dayr al-Balah, and a small number of Palestinians at a Great March of Return tent camp outside Khan Yunis; 4 Palestinians are injured. More than 10,000 Palestinians gather along Gaza’s border to continue the Great March of Return for the 3d consecutive Friday. A number of protesters throw explosives and Molotov cocktails toward the border fence. IDF troops violently disperse the demonstrations near Gaza City, Khan Yunis, Rafah, Bayt Hanun, and Jabaliya refugee camp; 1 Palestinian is killed and at least 200 are injured. The protester killed today brings the death toll stemming from the Great March of Return to 30. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Jabaliya refugee camp and late at night near Bayt Lahiya, causing no damage or injuries. Israeli DM Lieberman says that the decreasing attendance at the Friday protests along Gaza’s border over the past 2 weeks show that Israel’s “determination” has had an effect. “Each week there are fewer rioters on our border with Gaza.  After a 2d day of meetings in Cairo, Hamas’s top officials release a statement expressing willingness to “immediately” sign a new national reconciliation agreement with Fatah and disband the administrative committee set up in Gaza earlier this year. They reportedly tell Egyptian intelligence officials that they would allow the PA to take charge in Gaza and carry out new elections only if all Palestinian factions participated in a follow-up conference to elect a new national government. The PASF issues a press release explaining that the 9/4 arrest of Youth Against Settlement founder Amro stemmed from his engagement in “actions that would cause internal strife” and his “contacting foreign parties to undermine the work of the PA.” Amro was released on bail on 9/10. (WAFA 9/11)

Israel’s Defense Ministry announces that it has finalized a deal with U.S. defense contractor Lockheed Martin to buy 17 additional F-35 stealth fighter jets. The initial order of 33 jets was set to be complete by 2021. Five of the jets have already been delivered. The new order will bring the total size of the fleet to 50 jets by 2024. Israel’s Knesset passes the 1st reading of the so-called regulations bill, which would retroactively authorize Israeli settlement outposts in the West Bank. Meanwhile, in response to the Israeli High Court of Justice’s 11/14 reaffirmation of its evacuation order for the illegal Amona settlement outpost, the Jerusalem Municipality approves demolition orders for 14 Palestinian homes in Bayt Hanina. Jerusalem mayor Nir Barkat says that thousands of Palestinian homes in Jerusalem lack proper permits and should be held to the same standard as Amona, adding that “the Amona verdict leaves us no discretion to legalize building offenses.” (HA, JP, MNA, TOI, YA 11/16; JP, MNA 11/17)

In a 2d day of cross-border violence, Palestinians fire mortar shells at Israeli patrols along Gaza’s s. and n. borders in 3 separate incidents, causing no injuries or damage. Israeli PM Netanyahu’s office says that DM Ya’alon and Public Security Minister Erdan have been authorized, as of 5/1, to decide whether or not to return the bodies of Palestinians killed in confrontations with the IDF and Israeli police. This statement reverses Netanyahu’s decision, on 3/27, ordering Ya’alon not to return any bodies. (HA, YA 5/4)

The PLO Exec. Comm. decides to start implementing the PA’s threat to limit security coordination with the IDF if the “current situation” continues. PASF troops are instructed to implement the decision “under supervision of the Palestinian political echelon” and security agencies will decide how quickly to implement it. (MNA 5/7)

In the West Bank, IDF troops shoot and kill a Palestinian driver after he allegedly rams a group of Israeli soldiers nr. Ramallah, injuring 3 (1 seriously). Palestinian witnesses say the crash was an accident. In the evening, the IDF returns the body of the Palestinian driver. Overnight, Israeli forces carry out the punitive demolition of the doors and windows of an apartment in Nablus, where a Palestinian deemed complicit in the 10/1/2015 killing of 2 Israeli settlers lived. IDF troops violently disperse Palestinian journalists conducting a sit-in nr. Ramallah marking World Press Freedom Day; there are no serious injuries. They also conduct late-night raids and house searches nr. Jenin, Ramallah, and Bethlehem, arresting 8 Palestinians; patrol nr. Hebron and Nablus. More than 2,000 Israeli settlers, along with an IDF escort, perform religious rites in a Palestinian village nr. Salfit late at night. Also, 100s of Palestinians pray outside the Rafah border crossing, protesting its closure since 12/23. Meanwhile, police officers dismantle a 1,000 kg piece of unexploded Israeli ordnance left in Gaza City after OPE. Late at night, unknown persons vandalize the French Cultural Center, leaving slogans criticizing French satirical magazine Charlie Hebdo’s recent publication of a cartoon featuring a likeness of the Prophet Muhammad. Also, the Gaza power plant resumes operation of a 3d turbine (out of 4 total), following the receipt of aid from the Qatari govt. for additional fuel. Daily scheduled power outages in Gaza decrease from 18 to 12 hours. Kadima head Shaul Mofaz arrives in Washington for his 1st official visit as Israel’s vice PM in charge of overseeing peace process issues. He meets with U.S. secy. of state Hillary Clinton and U.S. security officials and urges the U.S. to support reviving peace talks with the Palestinians, stating that the greatest threat to Israel is not Iran but a Palestinian demographic majority. He presents his own peace plan (1st unveiled in 2009 and not endorsed by Netanyahu), which calls for the creation of an interim Palestinian state with temporary borders on 60% of the West Bank, land swaps making up for the other 40%, and Israel’s permanent control over most settlement areas. Israeli drones and warplanes carry out another 5 air strikes across Gaza, leaving at least 2 armed Palestinians and 1 Palestinian child dead and 10 Palestinians (2 armed, 8 civilian) wounded. Overnight, the YESHA settlers’ council reaches a deal with the Israeli government to peacefully evacuate Ulpana outpost in exchange for a promises that 300 new housing units will be built in neighboring Beit El settlement and that the deal would not be used as a precedent for deciding the fate of other unauthorized settlement outposts. Meanwhile, some 1,000 Israeli police officers undergo special training to prevent violence and injuries during the Ulpana evacuation. (NYT 6/20)

Several U.S. representatives from both parties testifying before the House Armed Services Comm. recommend that the Pentagon begin preparing for military action against Iran, including expediting deployment of bunker-busting munitions that could target Iran’s underground facilities. (WP 6/21)

Israel says it plans to prevent the entry of 100s of pro-Palestinian activists expected to fly into Israel’s Ben-Gurion airport over the next few days as part of a nonviolent protests called by Palestinian activists. This is the 2d “flytilla” that Palestinians have organize (the 1st was in 7/2011; see QU in JPS 161). (WP, WT 4/11)

Iran announces that it has arrested an Israeli-backed “terrorist team” of 15 people (Iranians and foreigners) that planned attacks inside Iran, stating that “heavy bombs, machine guns, handguns, silencers, military and telecommunications equipment, and other terrorist tools” were found on the team. Israeli pres. Shimon Peres sends a letter to U.S. Pres. Obama requesting clemency for convicted spy for Israel Jonathan Pollard, citing his declining health. Palestinian sources report that in the previous week, the PASF arrested university prof. and single mother Ismat Abdul-Khaleq and placed her in solitary confinement over a Facebook posting in which she criticized Abbas’s government and called for the PA to be dismantled. She is the 5th prominent Palestinian arrested in the past year for criticizing the PA on Facebook. The others are: Radio Bethlehem 2000 director George Canawait, arrested in 9/2011 for criticizing the PA Health Min.; al-Quds TV employee Mahmdouh Hamara, arrested in fall 2011 for posting an unflattering picture of Abbas; and journalists Rami Samara and Youssef al-Shayeb, arrested in 2/2012 and 3/2013 respectively, for “defaming public officials” by writing news items on PA corruption. Most of the arrests have been carried out under an 1960 Jordanian law, not the PA press and communications law of 1995. Most of those arrested have been released within 2 weeks. (WP 4/6; NYT 5/7)

Egypt unsuccessfully attempts to mediate a cease-fire. Israeli DM Ehud Barak acknowledges that Hamas has not taken part in the fighting, but notes that Hamas has not tried to rein in Islamic Jihad or the PRCs. Meanwhile, residents of the illegal settlement outpost of Migron (49 families; some 300 settlers), who were informed by Israel’s High Court in 2011 that they must vacate and dismantle the outpost (on private Palestinian land nr. Ramallah) by 3/31/12, sign a deal with the government to move the outpost to a plot of state land 2 miles away, near Psagot settlement, where they will be allowed to build permanent homes, effectively creating a new Jewish settlement in Jerusalem’s environs. The government then requests that the High Court delay the evacuation until the new homes on the new site are completed (target date 2015). UN Secy.-Gen Ban makes a brief visit to Gaza to inaugurate a UN-funded housing project. Relatives of Palestinians jailed in Israel try to block his entry to the Erez crossing to protest his refusal to meet with them. During the visit, Ban calls on Israel to maintain the cease-fire with Gaza and allow Gaza’s borders to open for trade. Later, he addresses the Herzliya conference, telling Israeli officials and analysts to “think carefully about how to empower those on the other side who wish for peace.” (WP, WT 2/3)

Briefing the Knesset’s Foreign Affairs and Defense Comm., IDF chief of staff Gantz says the IDF is preparing for a massive influx of refugees into the Golan Heights if Syrian pres. Bashar al-Asad falls, which in the IDF’s assessment is “inevitable.” He says Israel would try to keep the refugees in a strategic buffer zone between the Golan and Syria, and would likely move Alawite refugees to the divided Alawite city of Ghajar straddling the Lebanon-Israel border to prevent any conflict between Alawis and the Druze population of the Golan. Meanwhile, the Knesset passes an amendment to an existing law to discourage infiltrators that makes it legal to detain illegal migrants and their children for up to 3 yrs. without trial. Jerusalem Post International republishes Sudanese media reports claiming that in the previous month, the Israeli air force struck at least 2 weapons convoys in Sudan believed headed for Gaza. The Sudanese military denies the reports, and Israel declines to comment. The Israeli navy has been operating in the Red Sea in recent years in effort to halt arms smuggling to Hamas and Hizballah. A computer hacker identifying himself as a Saudi Arabian teenager with the handle 0xOmar hacks 3 Israeli credit card companies and publishes online the credit card data and security information of at least 20,000 Israelis. While unable to confirm the identity of the hacker or hackers, the Israeli government calls it an act of cyberterrorism intended to harm the Israeli economy. (NYT 1/7; WP 1/8; JPI 1/17)

In the morning, IDF troops on the c. Gaza border fire toward the village of al-Mussaddar, seriously wounding a 12-yr.-old boy on a donkey cart. At the close of 2 days of talks in Cairo, Fatah’s Abbas and Hamas’s Mishal agree that they will both sit on the comm. that will prepare for the next elections of the PLO’s parliament-in-exile, the Palestinian National Council (PNC), marking a major step toward Hamas joining the PLO. They also agree to form an interim unity government by the end of 1/2012 and to bring elected Hamas-affiliated legislators back into the PA’s parliament, the Palestinian Council (PC), in 2/2012. Reports indicate that Hamas is scaling back its presence in Syria because of violence there, but overall feels buoyed by the Arab Spring. Senior Hamas official Mahmud Zahar states that Hamas feels strengthened and validated by the popular support shown for Islamist parties in countries affected by the Arab Spring, suggesting that the new Tunisian model of power-sharing among Islamist and secular nationalist parties could be a model for the Palestinians. In the West Bank, the IDF demolishes 4 Palestinian homes n. of Jericho; patrols in al-Bireh and 3 villages nr. Ramallah during the day; conducts late-night house searches nr. Taking inspiration from the U.S. civil rights movement of the 1960s, 6 Palestinian peace activists, dubbed the Freedom Riders, board an Israeli commuter bus linking the West Bank Jewish settlements with Jerusalem and are arrested at an IDF checkpoint outside the city. The Israeli Housing Min. launches a major advertising campaign selling 277 subsidized apartments in Ariel settlement nr. Salfit, 743 in Ramot and 130 in Har Homa settlement in Jerusalem, and 164 in Mod’in nr. Ramallah, as well as leasing 213 plots of land zoned for construction in Efrat settlement nr. Sources say that Hamas seems to have stepped back fr. rocket and mortar fire since its large barrage on 3/19, with most fire now coming fr. Islamic Jihad and other groups. In the West Bank, the IDF demolishes 3 wells nr. Bethlehem (all more than 100 yrs. old); bulldozes a Palestinian road nr. Salfit for the 2d time in 3 mos. (Jewish settlers seek to annex the waterrich area to the Yakir and Revava settlements; Palestinian residents paved the road to claim ownership and repaved it after the IDF bulldozed the 1st time); patrols in 4 village nr. By this date, allied air strikes on Libya have reportedly “all but destroyed” the Libyan air force and air defenses and the focus has shifted to targeting Qaddafi’s ground forces. At this stage, NATO takes the lead fr. the U.S. in enforcing the no-fly zone. The intervention is not enough to give Libyan rebels the upper hand, however; fierce fighting continues nationwide through the end of the quarter. (NYT 3/24, 3/25)

In Yemen, Pres. Saleh, responding to growing pressure (see 3/18), reins in the military and states that he would step down if he could arrange “an honorable transfer of power” that would keep the govt. in “safe hands.” Over next 2 wks., Saleh and the opposition hold talks but cannot reach an agreement. Israeli officials announce that PM Benjamin Netanyahu, in consultation with DM Ehud Barak and Israel’s atty. gen. Yehuda Weinstein, have asked Israel’s High Court to respond to 15 petitions filed by Peace Now demanding the immediate removal of Israel’s unauthorized settlement outposts by ordering the dismantling of outposts built on privately owned Palestinian land before the end of 2011 (with the exception of a house owned by a fallen IDF officer) but authorizing the legalization of those built on state land. This would mean that 6 outposts would be removed, of which 5 are inhabited (47 homes), while more than 100 others would be legalized. Israeli authorities indicate they intend to close the Qarni crossing into Gaza (used to import wheat, animal fodder, and construction aggregates) permanently within weeks and reroute these imports through the Kerem Shalom crossing. OCHA reports that Israel has allowed no grain or fodder imports to Gaza for a week and that wheat reserves are nearly depleted. Gaza hospital officials report that because of a dispute between PA Health Min. officials in Ramallah and Gaza, transfers of medical supplies to Gaza hospitals have dropped off dangerously, increasing the number of medical supplies that are totally out of stock in the Strip. Meanwhile in Gaza, armed Palestinians detonate a buried explosive device inside the northern border as an IDF patrol on the Israeli side passes, causing no casualties. The IDF troops fire 7 tank shells at the area, killing 1 Palestinian and wounding 2; the IDF claims the men were militants, whereas Palestinians claim they were innocent bystanders scavenging for construction material in the area. Unidentified Palestinians later fire 4–5 mortars fr. Gaza into Israel, causing no damage or injuries. The IDF also makes a brief incursion into n. Gaza to level land and clear lines of sight along the border fence e. of Jabaliya. A Palestinian dies of injuries sustained on 1/15 when Egyptian authorities blew up a smuggling tunnel on the Rafah border. In the West Bank, the IDF conducts synchronized morning patrols in 3 villages nr. Jenin; patrols in Hijja village nr. Qalqilya late at night; conducts late-night arrest raids, house searches nr.
