In an interview with former Arkansas governor Mike Huckabee, U.S. pres. Trump says he is giving the peace process “a shot” before he “even think[s] about moving the U.S. embassy to Jerusalem.” Trump repeatedly promised to move the U.S. embassy from Tel Aviv to Jerusalem while on the campaign trail in 2016. In a meeting with the Palestinian leadership, PA pres. Abbas says that he has begun drafting a resolution to submit to the UNSC that would elevate Palestine to full UN membership. “As you know, we submitted this request in 2011, but it was rejected for various reasons. God willing, these reasons are now removed because we are very much interested in becoming a full member of the United Nations.” It was previously reported, on 9/20, that Abbas agreed to delay efforts to join international fora to give time for U.S. pres. Trump’s peace initiative to develop. Meanwhile, Palestine Liberation Organization (PLO) Executive Committee member Hanan Ashrawi says that the PLO has decided to submit an official request to the International Criminal Court to investigate Israeli settlement activity in the West Bank and East Jerusalem. In his 3d report to the UNSC since the passage of Resolution 2334 denouncing Israel’s settlements in 12/2016, UN Special Coordinator Nickolay Mladenov says that Israel is not adhering to the resolution, noting that Israeli officials continue to use “provocative rhetoric” about the settlements, and that settlement growth has actually accelerated since the resolution passed. PA pres. Abbas tells Hamas leader Haniyeh by phone that he is “satisfied with the atmosphere” created by Hamas’s 9/17 pledge to dissolve its administrative committee in Gaza. He also promises to follow up when he returns from his trip to the UNGA in New York this week. (TOI, WAFA 9/18)

On the sidelines of the UNGA in New York, U.S. pres. Trump meets with Israeli PM Netanyahu to discuss the 7/14/2015 Iran nuclear deal and the Palestinian-Israel peace process. In a joint press conference, Trump says he still believes there is a “good chance” Palestinian-Israeli peace will happen. Netanyahu, for his part, focuses his remarks on Iran. After the meeting, the White House releases a statement saying that Trump and Netanyahu discussed their “continuing efforts to achieve an enduring Israeli-Palestinian peace agreement, the optimism in the region about peace, and expanding economic opportunities to improve conditions for peace.” (HA, NYT, TOI 9/18; HA, TOI 9/19)

 After a 2d day of meetings in Cairo, Hamas’s top officials release a statement expressing willingness to “immediately” sign a new national reconciliation agreement with Fatah and disband the administrative committee set up in Gaza earlier this year. They reportedly tell Egyptian intelligence officials that they would allow the PA to take charge in Gaza and carry out new elections only if all Palestinian factions participated in a follow-up conference to elect a new national government. The PASF issues a press release explaining that the 9/4 arrest of Youth Against Settlement founder Amro stemmed from his engagement in “actions that would cause internal strife” and his “contacting foreign parties to undermine the work of the PA.” Amro was released on bail on 9/10. (WAFA 9/11)

Israel’s Defense Ministry announces that it has finalized a deal with U.S. defense contractor Lockheed Martin to buy 17 additional F-35 stealth fighter jets. The initial order of 33 jets was set to be complete by 2021. Five of the jets have already been delivered. The new order will bring the total size of the fleet to 50 jets by 2024. PA PM Rami Hamdallah announces that the PA will re-hire the 6,145 Gazan civil servants it forced into early retirement on 7/4 (see JPS 47 [1]). “The government decided with approval from [PA pres.] Abbas to allow employees of the ministries of health and education from the Gaza Strip, who were pensioned, to return to their work and serve our brothers in the Gaza Strip,” Hamdallah says, without offering further details. PA pres. Abbas meets with a Hamas delegation in Ramallah to discuss national reconciliation. Earlier in the day, the Arab press reports that Abbas has put together a new framework, essentially a broad outline of an agreement in which the PA would increase the electricity supply in Gaza to precrisis levels, and allow banks in Gaza to trade in foreign currency again in exchange for Hamas dismantling its new administrative comm. and publicly renouncing its power-sharing agreement with exiled Fatah leader Dahlan. Hamas responds, demanding that the PA take responsibility for paying all employees of the Hamas-run govt. in Gaza and allowing a new leadership group, including representatives of Hamas and the Islamic Jihad Movement in Palestine, to take control on an interim basis until a new round of elections can be held. After nearly 2 weeks of tensions at Haram al-Sharif, the Israeli police overnight remove the last of the new security measures installed in the wake of the deadly attack on 7/14. Top Muslim figures, including the mufti of Jerusalem, Mohammed Hussein, certify that the situation at the sanctuary has returned to what it was prior to the attack, and call on Muslims to resume prayers at the sanctuary. They then meet with PA pres. Abbas, who says that the Palestinian leadership will continue discussing the situation before he makes a decision on resuming contacts with Israel. Meanwhile, tens of thousands of Muslims pray at the sanctuary. As the crowds enter the sanctuary, clashes break out (the Israeli police say that Palestinians threw stones at them and they responded with riot-control methods. Two days after Israel’s security cabinet decided to remove the new metal detectors at Haram al-Sharif, and 1 day after the Islamic Waqf decided to continue protests at the sanctuary, the Israeli press reports that PM Netanyahu has ordered that security checks at the sanctuary be performed with handheld metal detectors only, as they were prior to the deadly attack on 7/14. The Waqf then decides to meet again on 7/27 to discuss developments. Meanwhile, Waqf officials meet with Israeli police and reiterate their demands for all the new security measures to be removed and for conditions at the sanctuary to “return to what they were before.” They specifically asked for the removal of 5 new cameras and several metal railings at the site, and a reduction in police presence.
