In the Gaza Strip, the IDF continues its assault, launching air strikes on approximately 47 targets, killing 38 Palestinians and injuring dozens. Among the 38 are 3 high-ranking commanders in al-Qassam Brigades, who are killed overnight by Israeli fighter jets in Rafah. Five Palestinian civilians are also killed in the strike and at least 40 are injured. The armed Palestinian groups fire 109 rockets and mortars into Israel, with 7 landing in built-up areas and 13 intercepted by Iron Dome batteries. One Israeli man is injured with mortar shrapnel nr. Eshkol. Meanwhile, Hamas executes 3 alleged collaborators with Israel, and arrests 7 others. In the West Bank, IDF troops level land nr. Salfit to clear space for an Israeli settlement to expand. Also, the IDF conducts house searches and raids in 4 villages nr. Hebron, Dayr Istya, ‘Askar r.c., al-Bireh, and Bayt Liqya, arresting 9 and issuing summons to 2. Clashes break out with Palestinians in Bayt Liqya, and the Israeli soldiers open fire with live ammunition, tear gas canisters, and sound bombs. Separately, the IDF conducts 4 separate incursions into Hebron and 3 villages n. of Jericho. In East Jerusalem, Israeli forces and municipal officials enter Silwan to hand demolition notices to the owners of 2 apartment buildings where 19 Palestinians live. (MNA 8/21; HA 8/22; PCHR 8/28)

There is no major diplomatic progress as disagreements that led to the breakdown of talks on 8/19 remain between the Palestinian factions and the Israeli negotiators. Mishal says in an interview with Turkish Anadolu News Agency that Hamas will keep fighting until Israel meets its terms for a permanent truce, while Israel’s Maj. Gen. Yoav Mordechai says that Israel will not hold cease-fire negotiations as long as rocket fire from Gaza continues. PA Pres. Abbas travels again to Doha where he will meet with Qatari emir Bin Hamad al-Thani and Hamas leader Mishal to discuss the continued Israeli assault and possible future cease-fire negotiations. In the Gaza Strip, Palestinians fire 11 projectiles into s. Israel, causing no damage and lightly injuring 1 soldier with mortar shell shrapnel. Iron Dome batteries intercept 4 of the rockets. In the West Bank, IDF troops use rubber-coated metal bullets against Palestinian protesters nr. Qalandia, injuring 1. Meanwhile, IDF troops injure 6 Palestinians with tear gas canisters and rubber-coated metal bullets at the entrance of al-‘Arub r.c. nr. Hebron. The IDF patrols in 1 village nr. Ramallah in the morning, and in 2 villages nr. Jericho and 1 village each nr. Ramallah and Salfit at night. Jewish settlers assault a Palestinian in Hebron, causing moderate injuries, while separately, settlers set fire to tires and agricultural land at a road junction nr. Jenin. In Israel, Palestinian citizens demonstrate in the c. and n. of the country as protests previously concentrated in East Jerusalem spread. Clashes with Israeli police break out in Qalansuwa, Taibe, and Jaljulia, as well as Nazareth, where hundreds block roads and throw stones at police officers. Dozens of demonstrators are arrested. IDF Chief of Staff Gantz says that Hamas bears responsibility for ongoing rocket fire from Gaza and that the army will “know how to respond with much force if quiet isn’t returned to the area.” Meanwhile, the PRC in Gaza rejects any cease-fire that does not include an end to the siege of Gaza and “bring back life” to the West Bank and Jerusalem.” (JP, MNA 7/5)

The IDF carries out air strikes on a number of targets in the Gaza Strip, killing 1 armed Palestinian and wounding a number of civilians. Palestinian groups fire around 100 rockets and mortars into Israel, causing 3 injuries and structural damage. Israeli PM Netanyahu tells the weekly cabinet meeting that the army is prepared to intensify its attacks; a number of ministers urge an escalation in military operations (such as assassinations), as well as other measures, like cutting off electricity. A source in Netanyahu’s office says that the PM is preparing international public opinion for a military operation in Gaza. (AP, HA 11/11; JP 11/12; PCHR 11/14)

U.S. pres. Barack Obama tells PA pres. Abbas that his administration opposes a Palestinian bid for non-state membership of the UN. Abbas tells a rally in Ramallah marking the anniversary of Yasir Arafat’s death that the PA is under huge pressure to stop the UN initiative, but that they would continue regardless, as it is intended to save the two-state solution. PA pres. Abbas announces that Russia will join an international investigation into whether Yasir Arafat was murdered. French and Swiss experts will exhume the late Palestinian leader’s body later in the month, after an Al Jazeera report in July suggested he was murdered with polonium. (REU 11/11)

In the West Bank, the IDF patrols in 1 village nr. Ramallah and 1 village nr. Bethlehem (firing rubber bullets and tear gas at children going to school) in the morning; patrols in 2 villages nr. Tulkarm and 1 village nr. Ramallah at night; conducts house searches and arrest raids in Hebron and 1 village nr. Ramallah. Israeli forces fire into Syria in what the military calls a warning, after stray munitions from fighting between Syrian troops and rebels hit the Israeli-occupied Golan Heights. The incident, described by Israel Radio as the 1st direct engagement of the Syrian military on the Golan since the countries’ 1973 war, highlights international fears that Syria’s civil war could ignite wider regional conflict. An Israeli security source said the military fired in the direction of a Syrian army mortar crew that had launched a shell that overshot the Golan disengagement fence on Sunday, exploding near a Jewish settlement without causing casualties. The PA denies reports that Pres. Abbas is considering postponing the UN bid and confirmed that he will submit the resolution for a vote later in 11/2012. Israeli fin. min. Yuval Steinitz says that Israel will stop collecting tax revenues for the PA if Abbas pursues the initiative. (JP, REU, ToI, WAFA 11/10; JP 11/11)

In the Gaza Strip, armed Palestinians fire an anti-tank missile at an IDF jeep on the border, injuring 4 soldiers. The IDF shells a residential area nr. Gaza City in response, killing 4 Palestinian civilians, including 2 teenagers, and wounding 38 Palestinians (1 of whom subsequently dies of their wounds). The IDF also fires 2 shells at a village nr. Khan Yunis, injuring 11 civilians; makes an air strike on a group of Islamic Jihad mbrs., killing 1. Unidentified Palestinians then fire around 30 rockets and mortars into Israel, causing no injuries. In the West Bank, the IDF patrols in 1 village nr. Hebron, firing tear gas at stonethrowing Palestinians; conducts house search and arrest raids in 1 village nr. Qalqilya in the afternoon and in 1 village nr. Jenin at night. Pres. Obama signs into law the U.S.-Israel Enhanced Security Cooperation Act, which calls for an unprecedented strengthening of military, intelligence, and technology cooperation intended to preserve Israel’s qualitative military edge. Experts describe the act as prescribing a ‘‘laundry list of security enhancements’’ for Israel (see QU in JPS 165 for details). (JTA, White House press release 7/27; WP 7/28, 7/30; Defense News 8/1)

Cross-border violence continues in Gaza. During the day, Palestinians fire some 20 rockets into Israel, causing damage in 1 instance but no injuries. Israel warplanes and drones carry out at least 3 air strikes on groups of armed Palestinians in Gaza City and n. Gaza, killing 2 Palestinians (1 civilian, 1 Popular Resistance Comm. [PRCs] mbr.) and wounding 9 (2 armed and 7 civilian, including 1 woman). Late in the evening, Hamas authorities in Gaza announce that another cease-fire with Israel has been brokered by Egypt, effective immediately. After the announcement, Palestinians fire at least 5 more rockets (no damage or injuries), but Israel does not respond. In total across 6/17–23, 11 Palestinians (7 armed; 4 civilians, including 2 children) were killed, and 49 Palestinians (7 armed; 6 PASF; and 36 civilians, including 2 women and 1 child) and 3 Israelis (2 police, 1 civilian) were injured. Palestinians fired around 155 rockets (including at least 10 Grads) and mortars; Israel carried out at least 25 air strikes. In addition, OCHA reports that during the period, several Palestinian rockets fired toward Israel fell short or exploded prematurely, killing 2 Palestinian children (a baby and a 5-yr.-old) and injuring 19 Palestinians (including 4 children ages 3–12). Furthermore, 2 armed Palestinians were killed and 26 were injured when a building that had been hit by the IDF collapsed while they were inspecting the damage. Also late at night, Israeli naval vessels halt and seize 3 Palestinian fishing boats off the s. Gaza coast, detaining 3 fishermen (released 6/6). In the West Bank, the IDF patrols in 2 villages nr. Mahmoud Hanani, and seriously wounding 1 civilian bystander. Israel accuses Qaissi of plotting a cross-border attack similar to the 8/2011 Elat attack from Egypt. As the armed conflict in Syria escalates, Hamas officials in Lebanon meet with Hizballah leaders to urge them to back away from supporting the Asad regime, warning that continued support for a regime that kills innocent civilians would undermine Hizballah’s reputation. (NYT 4/6)

Unidentified Palestinians fire 1 mortar fr. Gaza into Israel, causing no damage or injuries. In the West Bank, the IDF conducts morning patrols in Tulkarm, 1 nearby village, and 3 villages nr. Jenin (firing tear gas and stun grenades at stone-throwing Palestinians who confront them in 1 instance). In the afternoon, the IDF makes a raid into Yatta nr. Hebron to rearrest a Palestinian who was released in the recent Israeli-Hamas prisoner swap that freed Israeli soldier Gilad Shalit, sparking a clash with local Palestinians who attempt to block the arrest; during the raid, 1 IDF soldier is stabbed and wounded and opens fire, killing 1 Palestinian teenager (a bystander) and wounding another (the perpetrator). Later in the day, the IDF patrols in 4 villages nr. Jenin and 1 nr. Ramallah. Palestinians and international activists hold a nonviolent march from Qalandia r.c. to the IDF’s Qalandia checkpoint to mark International Women’s Day, to protest Israeli settlement expansion and land appropriation, and to express solidarity with hunger-striking Palestinian prisoners. West Bank Islamic Jihad spokesman Khader Adnan, held in Israeli administrative detention and observing a hunger strike since 12/17, ends his fast after reaching a deal with the Israeli Justice Min. under which authorities agree to not renew his detention order and to release him 3 weeks early (on 4/17/12) provided no new information on his case comes to light. As a result, a meeting of Israel’s High Court, set later for the day, is canceled. That hearing could have ordered a broader review of Israeli military courts and the policy of administrative detention, which Israeli PM Benjamin Netanyahu sought to avoid. Israel is currently holding around 320 Palestinian administrative detainees, down from 800 in 1/2008. Meanwhile, Palestinians demonstrate in solidarity with Adnan outside Ofer prison nr. Gaza border fire warning shots at about 75 Palestinian and international demonstrators staging a nonviolent march towards the Erez crossing to protest Israel’s imposition of a nogo zone along the length of the Gaza border; no injuries are reported. IDF troops on the Gaza border n. of Bayt Hanun fire warning shots at a smaller group of Palestinians staging a similar nonviolent march to the border, causing no injuries. In the West Bank, the IDF patrols in Jenin and 1 nearby village in the morning; in and around Tulkarm and in 1 village nr. The UN Office for the Coordination of Humanitarian Affairs (OCHA) reports that Egypt is brokering talks in Cairo between Israel and Hamas authorities in Gaza to increase the amount of fuel Israel allows into Gaza to run Gaza’s electricity plan so as to ease rolling blackouts across the Strip. OCHA reports that Israel allowed in more fuel this week, but blackouts are still averaging 8–16 hours/day, compared to 12–18 hrs./ day in recent weeks. In 1/2012, Egypt tightened its restrictions on fuel trucks traveling toward the Gaza border area to limit smuggling of fuel through the tunnels under the Rafah border (see Quarterly Update in JPS 163). Palestinians (sometimes accompanied by Israeli and international activists) hold weekly nonviolent demonstrations against the separation wall, land confiscations, and settlement expansion in Bil‘in (for the 1st time since protests there were suspended on 6/24), Kafr Qaddum, Ni‘lin, and Nabi Salih. IDF soldiers beat and fire rubber-coated steel bullets, tear gas, and stun grenades at the protesters, lightly injuring 1 Palestinian; 2 Israeli activists and 1 Palestinian are arrested. Jewish settlers fr. Yitzhar set fire to nearby Palestinian olive groves, damaging 3,000 trees. In East Jerusalem, up to 4,500 left-wing Israeli activists and Palestinians march in a show of support for Palestinian statehood organized by the group Shaykh Jarrah Solidarity; an estimated 80% of participants are Israeli Jews and the rest mostly Palestinians fr. The IDF continues heavy air strikes (including 1 missile dropped fr. a war plane and 13 missiles fired fr. helicopters and drones) and artillery attacks (more than a dozen) hitting at least 19 targets across Gaza, killing another 11 Palestinians (5 civilians and 6 militants), wounding 20 (19 civilians and 1 militant), and damaging a commercial building and several homes. Israeli DM Barak stresses that the assaults are in response to the bus attack on 4/7 and not the start of a major offensive. Palestinians fire another 24 mortars and 6 rockets, causing damage in 2 incidents but no injuries. Various factions claim responsibility for firing, including the AMB, DFLP, Hamas, Islamic Jihad, the Popular Front for the Liberation of Palestine (PFLP), and the PRCs. Israel’s new Iron Dome system intercepts 3 of the rockets. In addition, IDF troops on the n. Gaza border fired warning shots at Palestinian farmers nr. the border fence, forcing them to flee. Israeli naval vessels fired toward the Gaza City beach and at Palestinian fishermen off the coast w. of Nussayrat r.c., causing no injuries. With the past 24 hrs. marking the worst flare-up in crossborder violence since OCL, UN Secy.-Gen. Ban calls on both sides to observe a ceasefire immediately. Palestinians fire at least 7 mortars, 6 homemade Qassam rockets, and 2 manufactured Grad rockets fr. Gaza into Israel during the day, causing no injuries. Israel retaliates with several air strikes and tank fire on Hamas buildings and a launching site, lightly injuring 3 Palestinians. The largest strike (4 missiles) targets the fmr. PA General Intelligence building outside of Jabaliya in the evening, heavily damaging the building and collaterally damaging 30 homes, 4 businesses, and 2 schools. Sources say that Hamas seems to have stepped back fr. rocket and mortar fire since its large barrage on 3/19, with most fire now coming fr. Islamic Jihad and other groups. In the West Bank, the IDF demolishes 3 wells nr. Bethlehem (all more than 100 yrs. old); bulldozes a Palestinian road nr. Salfit for the 2d time in 3 mos. (Jewish settlers seek to annex the waterrich area to the Yakir and Revava settlements; Palestinian residents paved the road to claim ownership and repaved it after the IDF bulldozed the 1st time); patrols in 4 village nr. Qalqilya, 4 nr. Ramallah, and 2 each nr. Jenin (where troops fire tear gas at stone-throwing youths who confront them, causing no injuries) and Jericho, as well as searching 2 open areas nr. Tulkarm. By this date, allied air strikes on Libya have reportedly “all but destroyed” the Libyan air force and air defenses and the focus has shifted to targeting Qaddafi’s ground forces. At this stage, NATO takes the lead fr. the U.S. in enforcing the no-fly zone. The intervention is not enough to give Libyan rebels the upper hand, however; fierce fighting continues nationwide through the end of the quarter. (NYT 3/24, 3/25)

In Yemen, Pres. Saleh, responding to growing pressure (see 3/18), reins in the military and states that he would step down if he could arrange “an honorable transfer of power” that would keep the govt. in “safe hands.” Over next 2 wks., Saleh and the opposition hold talks but cannot reach an agreement. After 2 days of clashes with protesters, arrest raids targeting opposition figures, and imposition of a nighttime curfew in Manama, Bahrain’s troops demolish the giant pearl monument in Pearl Square in a symbolic crushing of antigovernment protesters. No further demonstrations are reported this quarter. By 3/20 observers describe daily life returning to normal (schools and stores reopen, traffic moving) but note “a sense of political paralysis.” Saudi, UAE, and Kuwaiti forces remain in the country through the end of the quarter. In Syria, govt. forces violently disperse protests (ranging in size fr. the 100s to the 1,000s) held after Friday prayers in Baniyas, Dara‘a, Damascus, and Homs, fatally shooting 6 protesters and wounding 10s. In Yemen, govt. troops and supporters open fire for more than 20 minutes on protesters demonstrating after Friday prayers in Sana’a, leaving at least 47 dead and 100s injured but failing to disperse the crowd. Afterward, the govt. declares a state of emergency, allowing authorities to curtail civil rights and monitor communications. Over the next 5 days, Yemen’s ambassador to the UN, several other ambassadors, the country’s most influential military commander Maj. Gen. Ali Mohsen al-Ahmar (a relative and very close ally of Pres. Saleh), and 4 other generals resigned in protest, and Saleh’s own tribe and another key tribal leader called on him to step down. Saleh also fires his cabinet in an apparent attempt to preempt a mass resignation to protest recent deadly clashes. Popular protests also continued. In Tunisia, opposition forces call for massive antigovernment demonstrations after Friday prayers on 1/14 to demand Pres. Ben Ali’s immediate resignation. In the days since 12/29/2010, protests have increasingly come to reflect deep-seated frustration with overall government corruption and lack of political freedom, rather than just economic angst. The major riots that first roiled the countryside have become increasingly violent and spread nationwide, reaching the capital on 1/12 and the key resort city of Hammamet (where Ben Ali and his extended family have residences) on 1/13, leaving at least 30 dead. In effort to quell protests, Ben Ali has simultaneously moved to appease and clamp down on critics, pledging to investigate government corruption and recent “excesses” by the security forces and firing his interior minister (directly responsible for orchestrating the crackdown on demonstrators), but also deploying army units and riot police around Tunis and imposing a nighttime curfew, blaming “foreign terrorists and Islamic radicals capitalizing on the frustrations of the unemployed.” Rumors suggest that close relatives of Ben Ali, including billionaire businessman Muhammad Sakher El Materi (his son-in-law and heir apparent), have already fled the country. Today, Ben Ali gives a hastily prepared television address. Appearing unsettled, he orders security forces to hold their fire and release jailed protesters, agrees to make other minor reforms, and pledges to give up the presidency when he turns 75 (in 2014) in keeping with the constitution, but rejects demands to step down immediately and end his 23-yr. authoritarian rule. In a threatening move, however, he withdraws the army fr. Tunis, replacing them with special police and other security forces more loyal to his ruling party. Credible rumors say the shift has come about because Tunisia’s army chief Gen. Rachid Ammar has refused Ben-Ali’s orders to shoot demonstrators. By this date, small protests inspired by Tunisian demonstrators have been held in Algeria, Egypt, Jordan, Libya, and Morocco denouncing unemployment and corruption among the ruling elites, but are not perceived as destabilizing. Storming 1 apartment, undercover units fatally shoot a 66-yr.-old Palestinian man asleep in his bed, mistaking him for the most wanted of the 5 Hamas mbrs. they sought, who lived in another apartment in the same building.
