A Palestinian driver allegedly rams his car into a small group of IDF troops standing along a road near Nablus, killing 2, critically injuring a 3d, and moderately injuring a 4th. The Palestinian driver is arrested. Later, IDF troops conduct raids in the alleged attacker’s hometown, Barta‘a, near Jenin, arresting his brother and ransacking several homes. The Israeli authorities also revoke the work permits of approximately 100 of the alleged attacker’s relatives. For the 9th consecutive Friday, Palestinians across the oPt gather to protest U.S. pres. Trump’s 12/6 recognition of Jerusalem as Israel’s capital. Israeli forces violently disperse them in East Jerusalem (Issawiyya and Abu Dis), Nablus, 4 villages near Ramallah (Bil‘in, Ni‘lin, Budrus, and Nabi Salih), al-Bireh, Kafr Qaddum near Qalqilya, and along Gaza’s border near Jabaliya refugee camp, Bayt Lahiya, and Khan Yunis. 30 Palestinians are injured. Later, when an Israeli drives into Abu Dis, approximately 200 Palestinian minors torch his car and throw stones at him, causing minor injuries. Israeli forces escort the man from the village and clash with the stone-throwers; 9 Palestinians are injured. Elsewhere in East Jerusalem, Israeli forces arrest 1 Palestinian during a raid in Biddu. In the West Bank, Israeli settlers spray racist graffiti on walls in Nabi Salih village near Ramallah, the hometown of imprisoned Palestinian activist Ahed Tamimi. IDF troops arrest 4 Palestinians during raids near Jenin; and patrol near Hebron throughout the day. Three Palestinian citizens of Israel open fire on Israeli police officers in the Old City of Jerusalem, critically injuring 3 (2 succumb to their injuries later in the day). The attackers seek refuge at Haram al-Sharif, and Israeli forces shoot and kill all 3. Israeli police deploy heavily across the Old City, block off all entrances to Haram al-Sharif, and cancel Friday prayers at the sanctuary, forcing Muslim worshippers to pray in the streets. They also detain and interrogate 58 Islamic Waqf employees. With tensions running high across the city, an unidentified assailant throws a Molotov cocktail at an Israeli settler family driving through Silwan; 3 of the settlers are injured, including an infant. Israeli forces conduct raids in Abu Dis, sparking minor clashes with stone-throwing Palestinians; at least 25 are arrested. In the West Bank, IDF troops conduct raids in Dahaysha r.c. nr. Bethlehem, arresting 3 Palestinians and sparking clashes; 1 Palestinian is killed. Israeli settlers throw stones at Palestinian cars driving nr. Bethlehem, causing no injuries or major damage. IDF troops violently disperse Palestinians, Israelis, and international activists at Friday protests against the Israeli occupation, separation wall, and settlements in 3 villages nr. PA pres. Abbas phones Israeli PM Netanyahu to condemn the morning’s attack in Jerusalem and to denounce violence on both sides, particularly at holy sites. He also calls for Netanyahu to reopen Haram al-Sharif. Netanyahu reportedly tells Abbas that he will uphold the status quo at the sanctuary, but that Israeli forces will maintain security at all costs. Abbas later calls on Jordan to intervene, and the Jordanian govt. releases a statement calling on Israel to reopen the sanctuary. (HA, TOI, WAFA 7/14; HA 7/16)

After shutting down on 7/12, the Gaza power plant resumes operations, with 3 of its turbines supplying 70 MW to the local grid. It’s unclear if the fuel required came from Egypt or somewhere else. (MNA 7/15)

In Gaza, an IQB fighter dies in a tunnel collapse and 2 others are injured. Israeli forces conduct a limited incursion e. of Shuja‘iya, searching the area for undisclosed reasons; level land e. of Jabaliya nr. the border fence. In the West Bank, IDF troops violently disperse Palestinian, Israeli, and international protesters at demonstrations commemorating the 48th anniversary of the 1967 war in 6 areas nr. Ramallah (Bil‘in, Ni‘lin, Nabi Salih, Silwad, Jalazun r.c., and outside Ofer Prison), and Kafr Qaddum nr. Qalqilya; 6 are seriously injured with live ammunition. The IDF patrols in ‘Ayn al-Sultan r.c. and 1 village nr. Jericho, 3 villages nr. Ramallah, 2 nr. Hebron, and 1 nr. Jenin. In East Jerusalem, dozens of Palestinian and international activists gather at Haram al-Sharif and in Shaykh Jarrah to commemorate the anniversary of the 1967 war and support Palestinian prisoner Khader Adnan’s hunger strike (since 5/5) and other hunger-striking prisoners; 1 Palestinian and 2 internationals are arrested. For the 1st time since 2007, Israeli authorities grant 90 Palestinian businessmen in Gaza “BMG” permits to enter Israel and stay for up to 6 mos. Israel had previously only granted “BMC” permits, which allow Gazans to stay in Israel for a few days. (MNA, YA 6/5; HA 6/7)

Reps. of the Middle East Quartet meet at the Russian Mission to the UN in Geneva and discuss reviving negotiations between Israel and the Palestinians, according to a statement released after the meeting. (SI 6/6)

IDF troops on the Gaza border e. of Khan Yunis fire on a group of Palestinians approaching the border fence, causing 3 to suffer from tear gas inhalation. Separately, IDF troops stationed e. of Rafah open fire on agricultural lands nr. the border fence, causing damage. In 2 incidents off the coast nr. Jabaliya, Israeli naval forces open fire on Palestinian fishing boats, causing no damage or injuries. In the West Bank, IDF troops violently disperse Palestinian, Israeli, and international protesters at demonstrations to commemorate Land Day, upcoming on 3/30, and protest Israel’s occupation in 6 areas nr. Ramallah (Bil‘in, Ni‘lin, Nabi Salih, Silwad, outside Ofer Prison, and Jalazun r.c.), and Kafr Qaddum nr. Qalqilya; 10 Palestinians are moderately injured. The Israeli soldiers also cut off a main waterline into Kafr Qaddum, denying the village water for several hours. IDF troops also violently disperse Palestinian and international activists gathering in Abu Dis at the site of the “Gate of Jerusalem” protest tent camp. The Israeli PM’s office announces that it is unfreezing tax revenue transfers to the PA that it has held as a punitive response to the Palestinian accession to the ICC since 1/2015. A statement announcing the move says that the total will be reduced by an undisclosed amount to pay portions of the PA’s debts to Israeli utility providers, such as the IEC. The PA FM criticizes the announced deductions, saying in a statement that they are “an unjustified and illegal procedure that could cause complications.” (AP, HA, JP, NYT, TOI 3/27; AFP, WAFA 3/28; JP 3/29)

French FM Fabius announces that, now that the 3/17 Israeli election has passed, he plans to explore the prospect of introducing another United Nations Security Council (UNSC) res. laying out parameters for a new round of Israeli-Palestinian peace negotiations. Meanwhile, an EU spokesperson announces that Hamas will remain a designated terrorist organization pending a decision on an appeal of the General Court’s 12/17/2014 removal of Hamas from the list. Similarly, the Holy Land Foundation for Relief and Development, which the U.S. claims funneled money to Hamas, has been removed from the list since it was last published in 7/2014. The PA unity govt. delegation led by PM Hamdallah meets with Fatah and Hamas officials in the Gaza Strip, concluding its 3-day trip. (MNA 3/26) The Egyptian attorney, Samir Sabri, who filed the original motion to designate Hamas a terrorist organization in Egypt withdraws his case, saying he hopes to remove “obstacles which Egypt’s political leadership might face in serving its role in the Palestinian reconciliation.” The Court of Urgent Matters, which designated Hamas a terrorist organization 2/28, is expected to reconsider its initial ruling, though it was only in part based on Sabri’s motion. The 28th regular session of the UNHRC concludes today after a mo. of meetings, with the council having agreed on 3 res. on the Palestinians. They reaffirm the Palestinians’ right to self-determination, confirm Palestinian rights to sovereignty over their natural resources, and condemn ongoing settlement growth in the West Bank and East Jerusalem. PA Pres. Abbas arrives in Sharm al-Shaykh, Egypt, to participate in an Arab League summit on 3/28 and 3/29. Ahead of the summit, the Arab League agrees to send a delegation to Washington to lobby the U.S. Congress and promote the Arab Peace Initiative. (WAFA 2/25; MNA 3/27; HA 3/28)

Meanwhile, Israeli forces open fire on Palestinians throwing stones at soldiers at the border fence on 2 separate occasions nr. Jabaliya r.c. and Bayt Lahiya, causing no injuries. In the West Bank, Palestinians and Israeli forces clash in Bethlehem, a spillover from weeks-long confrontations in Aida r.c. Stone-throwers are confronted by tear gas, but no serious injuries occur. The IDF conducts house searches and arrest raids in 1 village nr. Qalqilya in the afternoon, and in Hebron and 3 nearby villages, and in Bethlehem at night; patrols in 2 villages nr. Qalqilya in the afternoon, and in al-‘Arub r.c. at night. IDF troops violently disperse Palestinian, Israeli, and international protesters at weekly demonstrations against Israel’s separation wall, settlements and occupation in 3 villages nr. In the Gaza Strip, IDF troops open fire on Palestinian farmers working close to the border fence nr. Khan Yunis r.c., causing no injuries. Separately, IDF troops open fire on stone-throwing Palestinians nr. Jabaliya r.c., wounding 1. In the West Bank, a Palestinian man dies from wounds inflicted when Israeli soldiers shot him in the head on 3/1 with a rubber-coated metal bullet during clashes at the entrance to Qalandia r.c. nr. Ramallah. Following his funeral, there are clashes at Qalandia checkpoint between stone-throwing Palestinian youth and Israeli soldiers who fire live ammunition and tear gas, with 1 Palestinian injured from a bullet to the leg. Separately, in al-‘Izzariya and Abu Dis neighborhoods of East Jerusalem, IDF troops shoot and injure 2 Palestinians with live ammunition during protests against the death of a Palestinian delayed at a checkpoint en route to hospital the previous day. The IDF patrols in 1 village nr. Ramallah in the morning, in Dura and surrounding area nr. Hebron in the afternoon, and in Hebron and al-‘Arub and 5 nearby villages, and in 2 villages nr. Ramallah at night. IDF troops violently disperse Palestinian, Israeli, and international protesters at weekly demonstrations against Israel’s separation wall, settlements, and occupation in 2 villages nr. A senior but unnamed official within Israel’s Ministry of Foreign Affairs tells the media that Israel has been invited to join the UNHRC’s Western European and Others Group. The development was made possible by Israel ending its boycott of the UNHRC in 10/2013, as well as agreeing to participation in its Universal Periodic Human Rights Review process. On 11/6, ambassadors of the U.K., Australia, Canada, Germany, France, and the U.S. sent a letter to the UN institutions in Geneva to urge the inclusion of Israel in the regional group. In a White House statement, the Obama administration confirms it is keeping oilrelated sanctions targeting Iran in place despite the recently-signed deal. Meanwhile, Tehran’s envoy to the IAEA tells the agency’s board in Geneva that the implementation of the deal will start by early 1/2014. Separately, Iranian pres. The executive council of the Organization for the Prohibition of Chemical Weapons in The Hague rejects a request from Syria to convert facilities used to produce chemical weapons to other activities. (NYT 11/29)

Egyptian security forces violently disperse demonstrations in various parts of Cairo with tear gas and water cannons, as supporters of ousted pres. Morsi express their opposition to a new law restricting protests. There are also similar clashes in Giza, Alexandria, and Suez. According to Interior Ministry figures, 10 are wounded and 183 arrested. (AP 11/29)

Israel’s Labor Party elects former minister Isaac Herzog as its new leader, defeating incumbent Shelly Yachimovich with 58.5% of the vote compared to the latter’s 41.5%. Herzog announces in his victory speech that the Labor Party will not join the governing coalition led by PM Netanyahu. (REU, YA 11/22)

Russian FM Lavrov arrives in Geneva to join diplomats struggling to finalize a deal between Iran and the P5+1 powers, with remaining disputes including Iran’s right to produce nuclear fuel, the fate of the Arak heavy-water reactor project, and the extent of sanctions relief. (AP, REU 11/22)

Six large Islamist opposition groups in Syria declare a new Islamic Front, the biggest alliance of rebel fighters to date. The group is distinct from both the Free Syrian Army (FSA) and the al-Qa‘ida-linked factions. (REU 11/22)

Muslim Brotherhood supporters hold protest rallies across Egypt to mark 100 days since the mass killings by security forces in 8/2013 (see the QU in JPS 169). Clashes with Muslim Brotherhood opponents leave 2 dead, 1 in Cairo and 1 in Suez. Meanwhile, Hamas PM Haniyeh says that his organization is not breaking ties with Egypt, despite the recent conflict with Cairo’s military rulers. (AP, MNA 11/22)

As massive Israeli strikes on Gaza enter a 2d day, IDF Southern Command head Maj. Gen. Yo’av Galant says (HA 12/28) that the IDF aims to “send Gaza decades into the past” in terms of Hamas’s leadership, weaponry, and smuggling capabilities while achieving “the maximum number of enemy casualties.” Israel’s security cabinet authorizes the IDF to call up 6,500 reservists, and the IDF begins massing tanks and troops on Gaza’s border, indicating planning for a ground incursion. Israel’s Homefront Command orders 80 factories and businesses within 3 mi. of the Gaza border to close indefinitely for their safety (a move expected [WJW 1/1] to cost Israel’s economy $1 m./day), indicating concerns of increased Palestinian rocket fire once ground operations begin. Israeli Military Intelligence breaks into Palestinian radio broadcasts to warn Gazans against cooperating with Hamas. The IDF drops 300,000 leaflets across Gaza warning residents to evacuate areas where Hamas is operating or storing weapons or to remain at their own risk. The Israeli FMin. opens an international media broadcast outlet in Sederot (a main target of Palestinian rockets), begins tours of Sederot and other Gaza border communities for foreign media, diplomats, and VIPs. (Israel continues to prevent the foreign media fr. entering Gaza.)

Israeli actions: The IDF reports air and naval bombardment of 100 sites across Gaza, bringing the number of targets destroyed since operations began to more than 210. The 2-day Palestinian toll rises to an estimated 300 dead (including at least 22 children, 9 women, 60 other civilians) and 1,300 injured (including at least 235 children and 200 women). Target areas include Abasan, Bayt Hanun, Bayt Lahiya, Bani Suhayla (s. Gaza), Bir al-Naja (n. Gaza), Dayr al-Balah, Gaza City (city center, al-Rimal, Shaykh Ridwan, Shati’ r.c., al-Shuja‘iyya, Tal al-Hawa, al-Zaytun), Jabaliya town and r.c., Khan Yunis, Khuza (east of Khan Yunis), Nussayrat r.c., al-Qarara (s. Gaza), Rafah, Shati’ r.c., and Tal al-Za‘atar (nr. Jabaliya).

The IDF’s primary targets are around 40 tunnels along the Rafah border, hit with GBU-39s. Other major targets include several buildings at Islamic University (including a science building Israel claims was connected to rocket manufacturing); Gaza City’s PA ministry compound, the offices of acting PM Ismail Haniyeh, and the main police station (destroying the Saraya; allowing about 50 Fatah prisoners to escape, but killing at least 4); Rafah’s main PASF, governorate, and municipal complexes; more civil and naval police stations, metal workshops believed to make rockets; the Gaza City and Rafah ports; at least 3 mosques (Imad ‘Akel Mosque in Jabaliya r.c., Izzeddin al-Qassam Mosque in Abasan, al-Rimal Mosque in Gaza City) alleged to be weapons depots; a Palestinian Energy Authority building in Khan Yunis; a private medical warehouse; and at least 8 homes and 3 apartment buildings.

Palestinian actions: Palestinians fire 17 rockets, 18 mortars into Israel, injuring at least 6 Israeli civilians (including cases of shock). The rockets include 1 manufactured Grad/Katyusha that lands in Gan Yavne 20 mi. inside Israel, outside Ashdod, the farthest to date. In the evening, 100s of Palestinians attempt to flee Gaza through small breaches in the border wall apparently caused by IDF air strikes; they are sent back by Egyptian security forces, who exchange fire with the crowd, leaving at least 1 Palestinian, 1 Egyptian border policeman dead, 4 Palestinians, 5 Egyptian border policemen, an 8-yr.-old Egyptian child wounded.

Humanitarian notes: Israel allows the entry to Gaza of 100 truckloads of food and medical aid, 10 ambulances, and fuel for hospitals, donated by Jordan, Turkey, and international aid organizations. The shipments include 4 truckloads of pharmaceuticals from the PA central pharmacy in Ramallah (the 2d PA delivery since the PA had blocked the shipments of medicine to Gaza in early 9/08; see 12/16), transferred by the PA at UNRWA request. Humanitarian groups, however, continue to warn of deteriorating medical conditions and lack of food in Gaza and urge Israel to allow unrestricted entry of aid. OCHA reports power outages of up to 16 hrs./day in Gaza City, n. Gaza, and c. Gaza; says all flour mills have shut down for lack of grain imports, threatening widespread bread shortages.
