In a prerelease of a joint paper for Foreign Affairs, fmr. National Security Advisers Zbigniew Brzezinski, Brent Scowcroft conclude that U.S. dual containment policy "lacks strategic viability and carries a high financial and diplomatic cost," sanctions have been ineffectual; suggest the U.S. offer Iran, Iraq incentives to alter their behavior instead of just punishing them.
