In the West Bank, Israeli settlers shot and killed 1 Palestinian minor at the Tekoa settlement, claiming that he was armed with a knife. Israeli settlers also set fire to a car parts workshop in Beit Umar, causing around $15,000 worth of damage. Elsewhere, Israeli settlers uprooted some 20 olive trees in al-Twana. Israeli forces shot and killed 1 Palestinian man at the separation barrier near Tulkarm as he attempted to enter Israel. Israeli forces also delivered demolition notices for 4 houses in the Masafer Yatta area and demolished 1 home in al-Twana, leading to a confrontation with Palestinians; light injuries were reported. Israeli forces also assaulted 1 Palestinian journalist covering an Israeli force raid in al-Twana. The journalist was hospitalized for his injuries. Israel said it had arrested 2 Palestinians in Rummana, who Israel suspects killed 3 Israelis in Elad on 5/5. 13 others were arrested during late-night raids in Qarawat Bani Hassan, Balata refugee camp, al-Walaja, Bayt Rima, Bil‘in, ‘Azun, Qatanna, and Hizma. In East Jerusalem, Israeli settlers toured the Haram al-Sharif compound. Israeli forces shot and injured 1 Palestinian man at the Damascus Gate plaza, saying that the man had stabbed and wounded 1 Israeli police officer. Israel said that on 5/9 it would reopen the crossings to the West Bank, allowing Palestinian workers and merchants to enter Israel after closing the crossings on 5/3. In the West Bank, Israel forces raided Salim, injuring Palestinians with tear gas and arresting 1. 9 Palestinians were arrested during late-night raids in Sa‘ir, Bethlehem, Balata refugee camp, Kafr Qalil, and Qibya. In East Jerusalem, Israeli forces violently dispersed Palestinians at the Haram al-Sharif compound to make way for 1,538 Israeli settlers touring the compound. 3 settlers were detained by Israeli police for loudly praying at the compound. 100s of Israeli far-right protesters marched in the Old City, chanting anti-Palestinian and anti-Muslim slogans. Israeli foreign minister Yair Lapid called the march “a provocation that causes us damage.” 4 Palestinians were arrested in the Old City, including 3 minors. Israel announced that it is closing all crossings from the West Bank and Gaza to East Jerusalem and Israel from 5 P.M. on 4/21 until an unspecified time on 4/23 for the Jewish holiday of Passover. Exceptions will be made for Palestinians from the West Bank with permits to pray at the Haram al-Sharif compound for the Friday prayers on 4/22 and for humanitarian and medical crossings. (HA 4/21)

Hamas convened with leaders of militant groups in Gaza at Hamas leader in Gaza Yahya Sinwar’s office. Hamas sources said that Sinwar urged the militant leaders to coordinate after a militant faction fired a rocket at Israel on 4/18. (HA 4/19)

Elsewhere, Israeli settlers attacked 2 Palestinians, including a disabled man, in Burqa. Israeli forces demolished 1 Palestinian house under construction in al-Bireh. Israeli forces also released an attack dog at a Palestinian during an arrest in al-Bireh; a video of the incident shows the man with his hands in the air as Israeli forces releases the dog on him. Israeli military later defended the act, calling it proper because the dog was wearing a muzzle. 10 Palestinians were arrested during late-night raids in Khirbat Makhul, Qarawat Bani Hassan, Kafr ad-Dik, Balata refugee camp, ‘Anata, Abu Dis, Hebron, and Halhul; 1 Palestinian was shot and injured by Israeli forces using live ammunition during the raid in Abu Dis. In East Jerusalem, Israeli settlers vandalized 15 Palestinian vehicles in Sheikh Jarrah. In the West Bank, an Israeli settler rammed by car 1 Palestinian man walking at the Beit Sira checkpoint, killing the man; it was unclear whether the settler rammed the man intentionally. Israeli settlers also tried to attack a car repair shop in Bazariya, but were repelled by Palestinians. Israeli forces shot and killed 1 Palestinian man during a late-night raid in Balata refugee camp; Israel claimed the man had opened fire at Israeli soldiers raiding the camp; no Israelis were injured. Israeli forces also seized 1 excavator in Dura. 8 Palestinian minors were killed in a traffic accident in the Jordan Valley; PA president Mahmoud Abbas declared a day of national mourning after the accident. 21 Palestinians were arrested in Ramallah, Nablus, Hebron, al-Far‘a refugee camp, and Tulkarm; during the raid in al-Far‘a refugee camp, Israeli forces injured 1 Palestinian with a rubber-coated bullet and others with tear gas. Israeli deputy economy minister Yair Golan from the Meretz party called Israeli settler attacks on Palestinians a pogrom, in relation to attacks near at the Homesh settlement outpost. Deputy Economy Minister Golan was condemned by many Israeli politicians for his comments, and for calling the settlers “subhuman,” including by Prime Minister Naftali Bennett who said Golan’s remarks were “bordering blood libel” and that “[s]ettlement activity in the West Bank represents modern-day pioneering.” (AP, HA, TOI 1/6; HA, MEMO 1/7; HA, MEMO 1/8)

The Dutch government announced that it will no longer provide funding to the Union of Agricultural Work Committees (UAWC). Israel put UAWC, along with 5 other Palestinian rights organizations, on its terror list on 10/22/2021, claiming that the organizations are linked to the PFLP. The international community, including the EU, has criticized the terror designations for the organizations, saying Israel have not provided any evidence to support its claims. The Dutch government’s decision follows an external review predating the Israeli terror designation, which found that UAWC employees have personal ties to members of the PFLP, but that no funding has been used for PFLP purposes and that there are no organizational links between the PFLP and UAWC. Israeli Walla News reported that Israel’s director of European affairs at the foreign ministry, Aliza Bin Noun, shouted at European diplomats during a meeting where the Europeans complained about Israeli plans to build new settlements in East Jerusalem and the West Bank. (MEE, MEMO 1/7)

A U.S. district judge in New York dismissed a lawsuit brought against the PLO and PA for the stabbing of 1 American man in an Israeli settlement in the West Bank in 2018. The judge called the U.S. law the Anti-Terrorism Clarification Act of 2018, that allows individuals to sue the PLO and the PA, unconstitutional. (REU 1/7; WAFA 1/8)

In the West Bank, Israeli settlers raided Khallet al-Dabe in Masafer Yatta, vandalizing 70 olive trees and releasing Palestinian-owned sheep on the land, destroying crops as they grazed. 24 Palestinians were arrested during raids in Bethlehem, Dheisheh refugee camp, al-Arroub refugee camp, Balata refugee camp, Tell, Tulkarm, and Deir al-Ghusun. In East Jerusalem, a group of Israeli settlers attacked 1 Palestinian man in Sheikh Jarrah and vandalized 5 Palestinian-owned vehicles. The settlers sprayed pepper spray at the man and threw stones at vehicles; 2 of the settlers were arrested by Israeli police on 12/10 in relation to the attack. 13 Palestinians were arrested during raids in Ras al-Amud and Isawiya. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen within 3 nautical miles west of Beit Lahiya; no injuries were reported. In Gaza, Israeli forces arrested 2 Palestinians near the Gaza fence east of Khan Yunis. Israeli forces also opened fire at Palestinian farmers east of al-Maghazi; no injuries were reported. The Israeli ministry of justice closed a probe into the killing of 1 Palestinian who was lying on the ground after allegedly stabbing 1 Israeli man near the Damascus Gate plaza on 12/4. The ministry accepted the Israeli soldiers’ claim that they were acting in self-defense when they executed the man on the ground, several feet away from the soldiers. (AJ, HA, MEE, WAFA 12/9)

Haaretz reported that complaints of beatings of 10 Palestinian prisoners by Israeli prison guards had been given to Israeli police. The beatings allegedly unfolded in the aftermath of the prisoner escape on 9/6 as Palestinian prisoners subsequently were transferred from Gilboa prison to Shata prison. (HA 12/5; HA 12/9)

The British war monitoring NGO Airwars released a report focused on Israeli air strikes in Gaza and Syria. Airwars found that during the 11-day attack on Gaza in May, Israel killed between 151 and 192 Palestinian civilians in 128 “locally reported civilian harm events.” Airwars also found that between 15 and 20 civilians were killed in Gaza due to Palestinian rocket misfires. In a comparative study between Israeli attacks on Syria and Gaza, Airwars found that Israel killed many times more civilians during its 11-day attack on Gaza then it had done in Syria since 2013. Airwars attributed this discrepancy to willingness to attack densely populated areas of Gaza, while showing hesitancy to do so in Syria. (AA, Airwars 12/9)

Israeli foreign minister Yair Lapid met with Egyptian president Abdel Fattah al-Sisi in Cairo to discuss Iran, normalization deals, and the reconstruction of Gaza. Israeli defense minister Benny Gantz met with senior U.S. officials in Washington, including Secretary of Defense Lloyd Austin III and Secretary of State Antony Blinken. Israeli settlers also stole olives from a Palestinian farmer near Salfit. 8 Palestinians were arrested during late-night raids in Balata refugee camp, Kobar, al-Bireh, Ni‘lin, and Kafr Ein. In East Jerusalem, Israeli forces demolished fencing in Silwan, leading to a confrontation with its owners, 2 were injured by Israeli forces assaulting them with their rifles, including 1 minor. 1 Palestinian family demolished their own home in Bayt Hanina. 2 Palestinians were arrested near the Damascus Gate plaza. Israel charged the 6 Palestinian prisoners who escaped Gilboa prison on 9/6 with offenses related to their escape, potentially carrying additional sentences of up to 7 years. 5 other Palestinian prisoners were charged with helping them escape, also risking 7 more years. Israeli police had initially said that the 6 had planned to carry out attacks; however, no such charges were filed against them. (AJ, HA, MEMO 10/3)

PA president Mahmoud Abbas met with 2 Israeli ministers from the Meretz (Vigor) party: health minister Nitzan Horowitz and regional cooperation minister Issawi Frej. The meeting took place in Ramallah to “boost” cooperation between the PA and parts of the Israeli government and to ensure that steps to hurt the 2-state solution are curbed. President Abbas said he invites all Israeli ministers to come to Ramallah and engage with the PA, saying “[w]e don’t have to agree, but we need to talk.” (ALM 10/1; HA 10/2; HA, MEE 10/3; ALM, MEMO, WAFA 10/4)

A delegation of Hamas officials met with Egypt’s intelligence chief Abbas Kamel to discuss a long-term ceasefire with Israel and intra-Palestinian relations. Hamas later released a statement, saying that the organization did not reach an agreement with Egypt about a long-term ceasefire with Israel despite media reports on the contrary. Elsewhere, Israeli forces delivered stop-work orders for 4 commercial buildings in Salfit, 1 demolition order for a house in Bayt Jala, and demolished 3 agricultural structures in Khirbet al-Rahwa. 15 Palestinians were arrested during late-night raids in and around Ramallah, al-Bireh, Beit Sahour, Bayt Jala, al-Arroub refugee camp, Sa‘ir, Mirka, al-Zawiya, ‘Azzun, and Balata refugee camp. Haaretz reported that Israel had sent more troops to the Gaza fence in anticipation of another Palestinian demonstration on 8/25. Israel is also said to have instructed its soldiers to respond “more aggressively” to the Palestinian protests, despite injuring more than 40 Palestinians on 8/21. It was also reported that Hamas, in talks with Egypt, had agreed to end or curb the sending of incendiary balloons into Israel. (HA 8/24; MEMO 8/25)

500,000 doses of the Moderna COVID-19 vaccine donated by the U.S. arrived in Palestine, with 300,000 doses in the West Bank and 200,000 in Gaza. The PA said it had received a total of 2.5 million COVID-19 doses, which have been distributed between the West Bank and Gaza. Hamas, like the PA, recently required workers to get vaccinated. 7 out of the 20 Palestinians from East Jerusalem who had their Israeli government benefits revoked in May saw these benefits restored. The revoked benefits included their health insurance and government allowances. (HA 8/24)

The New York Times reported that Israel has changed its policy on allowing Jewish people to pray at the Haram al-Sharif compound. The reporting came after former MK and greater Israel advocate Yehuda Glick on 8/23 livestreamed himself praying at the Haram al-Sharif compound, in violation of the Status Quo agreement. While Israel does not have a law against non-Muslims praying at the compound, it has generally upheld the agreement. However, according to the NYT reporting, this does not seem to be the case anymore. (AJ, NYT 8/24; AP 8/25)

1 Palestinian on administrative detention ended his hunger strike after reassurances from Israel that his detention would not be renewed after January. The man was placed on administrative detention after being arrested on 9/22/2020 and had been hunger striking for 42 days. (WAFA 8/24)

A PA official said that the EU funding of its budget had still not arrived for 2021. The EU has helped fund the PA budget with $176 million, but the funding had not arrived due to technical reasons. The funding is presumed to be arriving in October, but the PA may not be able to pay salaries and social allowances for August without the funding. (JP 8/24)

The Fatah central committee said that PA president Mahmoud Abbas will reshuffle the PA government and announce new ministers on 8/27. It was later reported that the reshuffling was canceled. (ALM, MEMO 8/25)

In an interview with NYT before his trip to Washington D.C., Israeli prime minister Naftali Bennett said that there will not be the creation of a Palestinian state while he is in office, as he is opposed to Palestinian sovereignty. Prime Minister Bennett also said that his government would not annex parts of the West Bank, but would continue the expansion of settlements and Israel blockade of Gaza. (NYT 8/24; MEMO 8/25)

Citizen Lab released a report saying that the Israeli spyware company NSO Group’s Pegasus spyware was used to spy on 9 Bahraini nationals. (AP, HA 8/24)

In the West Bank, Israeli settlers used pepper spray on 3 Palestinians at the Wadi Qana nature reserve near Salfit and vandalized 5 vehicles. Israeli forces closed all the entrances to Dayr Nidham, closed roads leading to Ya‘bad with concrete blocks and set up a metal gate, and closed access to 7 villages near Salfit. 17 Palestinians were arrested during late-night raids in and around Kafr Dan, Qabatiya, Ya‘bad, Nablus, Balata refugee camp, al-Twana, Tulkarm, and Ramallah. In East Jerusalem, Israeli forces violently dispersed Palestinian protesters in Shaykh Jarrah, injuring 1 with a sound bomb. Israel began allowing Jewish worshipers at the Haram al-Sharif compound for the 1st time since the beginning of Ramadan on 4/12; some 250 Jewish worshipers with military escort visited the compound; 9 Palestinians were arrested for protesting the settler incursion. 10 other Palestinians were arrested during raids in Bayt Hanina, al-Tur, and the Old City. In Israel, 1 Israeli woman succumbed to injuries sustained in a fall while seeking shelter on 5/15, raising the Israeli death toll from the Hamas-Israel escalation to 13. PA presidency spokesperson Nabil Abu Rudeineh warned that Israel’s lockdown of Shaykh Jarrah and continued attacks on the Haram al-Sharif compound could lead to an end of the ceasefire, which went into effect on 5/21, and asked the U.S. to intervene to keep the calm. (WAFA 5/23)

Israeli police released a statement saying it had arrested 1,550 people since 5/9 who have taken part in violent and non-violent protest throughout Israel. Over 70% of the people arrested were Palestinian citizens of Israel, prompting Adalah to call it a “war” against Palestinian demonstrators. The Jordanian foreign ministry condemned Israel’s continued violations of status quo agreements in East Jerusalem, specifically the continued raids on the Haram al-Sharif compound and policy reversal in allowing Jewish worshipers at the compound. (WAFA 5/23)

U.S. secretary of state Antony Blinken said that the Biden administration is committed to “giving Israel the means to defend itself,” despite growing calls among democrats and activists to condition U.S. military aid to Israel. (AJ 5/23)

The UN humanitarian coordinator for the Palestinian territories Lynn Hastings said that the UN would launch an urgent appeal to countries to help rebuild Gaza after Israeli air strikes caused massive destruction during the latest escalation, which ended on 5/21. U.S. president Joe Biden said his administration would work with the UN to send humanitarian aid to Gaza in a way that prevents Hamas from benefiting. Israeli defense minister Benny Gantz said he will condition any aid that is not for humanitarian relief on the release of Israeli prisoners and the bodies of 2 Israelis to Israel. Israeli settlers also threw stones at Palestinian houses and vehicles in Jalud, causing damage to the windows of several houses and vehicles. Elsewhere, Israeli settlers vandalized cars and houses in Huwwara. Israeli forces demolished parts of a Palestinian-owned house in Battir and 3 houses in the Masafer Yatta area. Israeli forces also raided ‘Ayn Yabrud and fired tear gas canisters, causing damage to 1 building and leading to tear-gas related injuries. 19 Palestinians were arrested during raids in and around Ramallah, al-Khadir, Hebron, Tell, Nablus, Balata, Tulkarm, Jenin, and Jericho. In East Jerusalem, Israeli forces injured 2 Palestinians during a house raid in Issawiyya and 5 Israeli soldiers were injured in subsequent clashes in the area; tear-gas related injuries were also reported. 7 Palestinians were arrested, including 1 at the Haram al-Sharif compound, and 6 during raids in the Old City, al-Tur, and Issawiyya. A day after receiving criticism from Palestinian NGOs about the COVID-19 vaccination distribution, the PA admitted that some vaccines earmarked for health workers had gone elsewhere. 1,200 of 12,000 vaccines had been given to the Palestinian national football team, government ministers, presidential guards, and members of the PLO executive committee. 200 were sent to Jordan to be given to members of the royal court. In the West Bank, Israeli settlers attacked a Palestinian family in Iraq Burin, firing rubber-coated bullets and stones at the family and injuring the mother and 2 children; the settlers also stole olive saplings. Israeli settlers also assaulted 1 Palestinian in Luban al-Sharqiyya, causing their hospitalization. 1 Palestinian child was injured after a stun grenade left behind by Israeli forces exploded in his hands in ‘Aqabat Jabir refugee camp. The PA informs the Israeli govt. that it will no longer be paying for the electricity that Israel supplies to the Gaza Strip, marking a major change in the PA’s policy toward Hamas’s control over Gaza. The move comes amid an escalating electricity shortage in Gaza, and also follows reports that PA pres. Abbas has been planning to increase pressure on Hamas to give up control of the Gaza Strip. The PA generally pays Israel about NIS 40 m. (approx. $11 m.) per mo. to provide Gaza with around 30% of the electricity it requires.
