In the West Bank, Israeli settlers set fire to a Palestinian-owned vehicle in al-Zawiya. An Israeli settler also rams a flock of sheep with his car in Kisan, killing 1 and injuring others. Israeli forces shoot and injure a Palestinian with live ammunition during a raid in Qusra. Israeli forces also open fire at a Palestinian vehicle traveling in Hebron before arresting the driver. Meanwhile, Israeli forces arrest 25 Palestinians during late-night raids in and around Baqa al-Hatab, Jenin, Hebron, Tubas, and Tulkarm. In East Jerusalem, Israeli forces prevent the movement of Palestinian worshippers to the Haram al-Sharif compound, limiting the entry to 13,000 worshippers for Friday prayers. In Gaza, Israeli forces bomb Rafah, Khan Yunis, Gaza City, al-Bureij refugee camp, and Beit Lahiya, killing at least 112 people. Israeli forces shoot and kill 4 Palestinians at al-Amal Hospital, including the Palestine Red Crescent Society’s director of the youth and volunteers department Hedaya Hamad. In Lebanon, Israeli forces bomb Tayr Harfa, Wadi Hassan, Majdal Zoun, Marwahin, Zibqin, and Jabal Balat. In Syria, Israeli forces bomb Damascus, killing an Iranian national and causing damage. In Yemen, Houthi militants fire a ballistic missile at Eilat, which Israel says is intercepted over the Red Sea. More than 27,131 Palestinians have been killed by Israeli forces in Gaza, including at least 11,500 children and 7,200 women, and around 66,287 have been injured since 10/7. At least 8,000 people are missing in rubble, including 1,700 children. 374 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 94 children. More than 4,391 people have been injured. Israel reports that 1,139 Israelis and foreign nationals have been killed and 5,400 have been injured in Israel since 10/7, including Israeli soldiers. In addition, 222 Israeli soldiers have been killed and 1,296 injured in Gaza since the ground invasion began on 10/27. Over 1.93 million Palestinians, nearly 85% of the population of Gaza, have been displaced since 10/7. There has been a complete electricity blackout in Gaza since 10/12 due to the Israeli blockade. At least 70,000 housing units have been destroyed and 290,000 have been damaged in Israeli airstrikes since 10/7, constituting over 60% of all housing units. UNICEF says it estimates that 17,000 Palestinian children in Gaza have been left separated from their families during the Israeli assault on Gaza and that nearly all children in Gaza require mental health support. Hamas official Osama Hamdan says the ceasefire proposal by Israel, Egypt, Qatar, and the U.S. is not acceptable, saying a permanent ceasefire is needed. Hamdan also says Hamas demands the release of Marwan Barghouthi and Ahmad Saadat in a prisoner swap as part of the deal. In Gaza, it was unclear how many Palestinians were killed and injured by Israeli airstrikes due to a collapse in services and communications at hospitals in the north. Israeli airstrikes killed at least 18 people in Jabalia refugee camp and 13 in Khan Yunis. Israel also attacked a UN compound sheltering refugees, continued attacks on al-Shifa Hospital, and heavily bombarded southern Gaza. 2 Israeli soldiers were killed by Palestinian militants. The Gaza Ministry of Health was not able to update the casualty figures due to a collapse in services and communications at hospitals in northern Gaza. As of 11/10 at least 11,078 Palestinians have been killed, including 4,506 children and 3,027 women, and 27,490 have been injured in Israeli airstrikes on Gaza since 10/7. At least 2,450 people were buried in rubble, including 1,350 children. 177 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 47 children. More than 2,552 people have been injured. Israel reported that 1,200 Israelis and foreign nationals had been killed and 5,431 have injured since. 47 Israeli soldiers have been killed in Gaza since the ground invasion began on 10/27. Over 1.61 million Palestinians, around 70% of the population of Gaza, have been displaced since 10/7. There has been a complete electricity blackout in Gaza since 10/12 due to the Israel blockade. As of 11/6, at least 40,000 housing units have been destroyed and 220,000 have been damaged in Israeli airstrikes since 10/7, constituting 45% of all housing units. Tens of thousands of Palestinians fled northern Gaza to the south. 76 trucks carrying aid entered Gaza via the Rafah crossing. About 500 foreign nationals were evacuated to Egypt. WHO director-general Tedros Adhanom Ghebreyesus said al-Shifa Hospital was no longer functioning as a hospital due to a lack of essential supplies, including fuel, that the number of fatalities among patients had increased significantly, and that Israeli military action around the hospital exacerbated the circumstances. The Red Crescent said al-Quds Hospital has shut down. UN secretary-general Antonio Guterres said 101 UN personnel have been killed in Gaza since 10/7 and that Hamas’ operation was not a justification for Israel’s collective punishment of the Palestinian people. Israel claimed that it placed 80 gallons of diesel fuel near al-Shifa Hospital a day after the hospital ran out of fuel, saying Hamas had prevented the fuel from entering the hospital. Hospital staff rejected that it had been offered fuel and Hamas denied having any association with the hospital. It was reported that U.S. officials had been pressuring Israel to avoid opening fire on al-Shifa Hospital. In the West Bank, Israeli forces violently dispersed Palestinian protesters in Beita, injuring 2 with rubber-coated bullets. Israeli forces also leveled agricultural land near Bethlehem. 13 Palestinians were arrested during late-night raids in and around Shufa, Dheisheh refugee camp, al-Khader, Beit Fajjar, ‘Anata, and Dura. In East Jerusalem, 1 Palestinian was arrested during a house raid in al-Tur. In West Jerusalem, 5 Jewish Israelis attacked 1 Palestinian man, stabbing and beating him while he was on his way home after work. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen within 3 nautical miles west of al-Sudaniyya; no injuries were reported. PA president Mahmoud Abbas spoke to South African president Cyril Ramaphosa, thanking him for his support of Palestine. South Africa has been 1 of the most vocal opponents of the African Union decision to readmit Israel as an observer state on 7/22. (WAFA 8/19)

PA prime minister Mohammed Shtayyeh met with UN special coordinator for the Middle East Peace Process Tor Wennesland in Ramallah. Prime Minister Shtayyeh stressed that all aid to Palestine must go through the PA. Later, Qatar announced that an agreement to transfer Qatari aid to Palestinian families had been made and that the process does not involve the PA. The agreement that will remain in effect until the end of 2021 will see some 100,000 Palestinian families in Gaza receiving a monthly stipend of $100 from Qatar, which will be transferred to banks in Gaza via a UN bank account in New York. The UN World Food Programme provides ATM cards to the Palestinians in Gaza for the aid and Israel will approve the list of Palestinian families eligible. Israeli defense minister Benny Gantz said a separate mechanism would be set up for Palestinians in the West Bank where the PA will distribute funds. Haaretz sources said that part of the reason the PA was circumvented in the process of providing aid to Gaza was due to the possible legal procedures against the PA if aid money was provided to people affiliated with Hamas. Israel’s foreign and alternate prime minister, Yair Lapid, told Israeli Channel 11 that there will not be a 2-state solution during the current government. Foreign Minister Lapid said that a 2-state solution is his preferred outcome, but that there is not any agreement for it within the current government. (JP 8/20)

Israeli forces used Lebanese air space to attack areas surrounding Damascus and Homs in Syria, allegedly killing 8, including 4 civilians. Lebanese defense minister Zeina Akar condemned Israel for violating its air space and flying at low altitudes. (AJ, AP, HA, TOI 8/19; MEE 8/20)

A shipment of Iranian fuel embarked toward Lebanon after a group of Shiite businessmen with help from Hezbollah bought the fuel. Lebanon has suffered a severe fuel shortage in recent months as its economy continues to deteriorate. Lebanese president Michel Aoun said that the U.S. will help Lebanon with its fuel shortage by providing electricity through Egyptian natural gas via Jordan and Syria. In the West Bank, Israeli settlers opened fire at Palestinians near Salfit; no injuries were reported. Israeli settlers also planted crops on Palestinian-owned land in Taqqua. Israel approved the seizure of 147 dunams (36 acres) of land in Nahalin and Husan. Israeli forces handed temporary eviction orders for Palestinian residents of Khirbet Ibziq, saying they had to leave their homes for 4 days due to a military exercise. 4 Palestinians were arrested, including 3 during raids in and around Ramallah and Hebron; 1 was arrested at a checkpoint in Bayt Jala. In East Jerusalem, a mob of several hundred Israeli settlers and right-wing Israelis attacked Palestinians in several parts of East Jerusalem, injuring at least 105 Palestinians, 22 of whom were hospitalized; Israeli police said that 50 people were arrested, including Palestinians and Israelis; 1 Israeli settler was reported injured by Palestinians. The mob was summoned by the Israeli organization Lehava and was chanting “death to Arabs” as they were ravaging the city. 1 Israeli settler was arrested at the Haram al-Sharif compound for planning to stab Palestinians. In Gaza, Israeli forces made incursions and leveled land east of Rafah. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen within 3 nautical miles west of Bayt Lahiya. Syria fired anti-aircraft missiles at Israeli fighter jets, which missed and landed near Dimona in the southern part of Israel. Israel subsequently attacked a location near Damascus, wounding at least 4 and causing damage. (AJ, AP, HA, JP, REU 4/22)

21 senate Republicans called on U.S. secretary of state Antony Blinken to condition aid to the UNRWA on reforming the organization. The leader of the group, Senator Jim Risch (R-ID), claimed that the UNRWA textbooks include anti-Semitic content and that the UNRWA employs people affiliated with Hamas. The group also criticized that descendants of Palestinians displaced in 1948 are categorized as refugees, a talking point also used by Israel and the Trump administration. 331 members of the House of Representatives also signed a letter to the chairwoman of the appropriations committee, saying they oppose any conditions on U.S. aid to Israel. Estonia, France, Ireland, Belgium, and Germany issued a statement after a UN security council meeting on the Palestinian-Israeli conflict, saying that Israel must “facilitate the holding of elections across all of the Palestinian territories, including in East Jerusalem, in line with commitments made in the Oslo Accords as well as to facilitate the participation of international observers across all of the Occupied Palestinian Territory, including East Jerusalem.” During the meeting, the UN special coordinator for the Middle East Peace Process Tor Wennesland also said that Palestinians in East Jerusalem must be allowed to partake in the Palestinian elections and called on Israel to stop arresting candidates and disbanding election-related meetings. The Danish government said it had expressed concern about settler vandalism on Danish-funded agricultural projects to the Israeli government. Danish development minister Flemming Møller Mortensen said that “[a]ny form of violent acts committed by settlers in the West Bank is unacceptable,” and that the Danish government frequently reminds Israel of that. In the West Bank, Israeli settlers emptied wastewater on Palestinian agricultural lands near Sabastiyya. Israeli settlers also assaulted Palestinians harvesting olives in Dayr al-Hatab, forcing the farmers to leave. Elsewhere, in the northern part of the Jordan Valley, Israeli settlers set up a cow shed and brought cows to Palestinian-owned land. Israeli forces demolished 1 market stall in Qalqilya and delivered stop-work orders for 3 houses and dozens of other structures in Qalandia. 5 Palestinians were arrested during raids in and around Tulkarm, al-‘Arub refugee camp, and Jericho. In East Jerusalem, 4 Palestinians were arrested during raids. In Gaza, Israeli forces fired 2 missiles, hitting empty land east of Dayr al-Balah, claiming that 1 rocket was fired toward Israel earlier in the day; no injuries were reported. Israel also said it had found a tunnel running near Khan Yunis tens of meters into Israel. Israel later claimed that the tunnel was built by Hamas. Off the coast of Gaza, Israeli naval forces opened fire on Palestinian fishermen within 4 nautical miles off the shore of al-Sudaniyya; no injuries were reported. 1 Palestinian man died while working in a quarry owned by the settler company Shapir Engineering and Manufacturing near the Modi’in Illit settlement in the West Bank. His employer did not call the Israeli ambulance service that the worker was entitled to as he was employed by a settler company, but rather called the Palestinian Red Crescent, which took 30 minutes to arrive at the scene and brought the Palestinian to a hospital in Ramallah, where he was pronounced dead. The employer also did not notify the police of the death. The family of the deceased Palestinian said that if the Israeli ambulance had been called he might have survived as they were stationed closer to the accident. (HA 10/26)

An envoy from the UAE accompanied by U.S. secretary of the treasury Steven Mnuchin and U.S. envoy for the peace process Avi Berkowitz was welcomed in Tel Aviv airport by Israeli prime minister Benjamin Netanyahu, foreign minister Gabi Ashkenazi, and finance minister Israel Katz. In the Tel Aviv airport, Israel and the UAE signed a mutual visa waiver agreement allowing citizens of both countries to travel to and from each other without obtaining a visa. The parties also signed a preliminary agreement to have oil from the UAE run through an Israeli pipeline supplying the European market. A member of the PLO executive committee Wasel Abu Youssef called the visit “shameful” and said such a visit emboldens Israel in committing crimes against Palestinians. A Hamas spokesperson, Hazem Qassem, said the visit “only encourage[s] the occupation to pursue the gradual annexation of West Bank lands.” Last week on 14 and 15 October, Israel announced 5,000 new settlement units in various settlements in the West Bank. Israel struck a target in Syria; according to Syrian state media SANA, Israel hit a school in a village in Quneitra Province. However, the London-based Syrian Observatory for Human Rights said it was a Hezbollah facility that was hit by the Israeli strike. (HA 10/21)

The Israeli authorities shut down the border crossings into the West Bank and Gaza at midnight ahead of Rosh Hashanah, the Jewish new year (they are set to reopen at midnight on 9/23, “depending on a situational assessment,” according to the IDF). Israeli forces level 2 dunams (approximately 0.5 acres) of Palestinian land near Tulkarm, destroying about 50 fig and lemon trees. They also arrest 13 Palestinians and issue 2 arrest summons during late-night raids in and around Hebron, Nablus, Ramallah, and Bethlehem, and patrol near Jenin and Hebron throughout the day. Addressing the UNGA in New York, U.S. pres. Trump threatens North Korea and criticizes the 7/14/2015 Iran nuclear deal, formally known as the Joint Comprehensive Plan of Action (JCPOA). He does not mention the Palestinians or the peace process. Later, Israeli PM Netanyahu takes the podium and echoes Trump’s comments on Iran, criticizing the “sunset” clause in the JCPOA, and calling on the international community to stop Iran from obtaining nuclear weapons. In his speech to the UNGA, Egyptian pres. al-Sisi calls on the people of Israel to “stand behind your political leadership and support [the peace process]” and on the Palestinian people to “unite behind” the common goal of peace. The Israeli military claims that hundreds of protesters throw stones at soldiers during the incident. Later, Palestinians fire 2 rockets into s. Israel, causing no damage or injuries. In the West Bank, IDF troops clash with Palestinians outside the entrance to Jalazun r.c. nr. Ramallah, shooting and wounding 6 protesters with live ammunition. The IDF conducts house searches in Bethlehem and 1 village nr. Hebron and Ramallah at night; patrols in Hebron and 1 nearby village in the afternoon, and in 3 villages nr. Ramallah and 1 village nr. IDF troops violently disperse Palestinian, Israeli, and international protesters at weekly demonstrations against Israel’s separation wall, settlements and occupation in 2 villages nr. U.S. Secy. of State Kerry heads to Amman, Jordan, and holds talks with King Abdallah and FM Nasser Judeh, with the king praising the “trust” Kerry has among all sides in the Israeli-Palestinian peace process. At a joint press conference with Judeh, Kerry says that Israeli and Palestinians leaders had reaffirmed to him their commitment to negotiations. Later that day, Kerry holds another round of talks with Abbas, in Amman. In media interviews, he also reveals he will return the next day for another meeting with Netanyahu, an unplanned addition to the trip. Reports emerge that Palestinian negotiators Saeb Erakat and Mohammed Shtayyeh have handed in their resignation letters to PA Pres. At a meeting of the PLO executive cmte, Abbas says that the Palestinian leadership will take steps in response to Israeli settlement construction, but without specifying exactly what. Egyptian military spokesperson Ahmed Ali announces that the army has destroyed 152 tunnels on the Egypt-Gaza border since the end of 7/2013. UN Secy.-Gen. Ban Ki-moon repeats his desire for both Syrian govt. and rebel forces to permit an inspectors team to investigate the site of an alleged chemical weapons attack. Meanwhile, the British govt. adds its voice to those ascribing responsibility for the attack to govt. forces. Moscow publishes a statement calling for an independent investigation and saying that FM Sergey Lavrov and U.S. Secy. of State John Kerry had spoken about the situation and that both parties had a “mutual interest” in calling for a UN investigation. In an interview on CNN, U.S. pres. Both Yasir ‘Abid Rabbuh and Hanan Ashrawi claim that Israel intends for the lack of U.S. participation in the 3 meetings, since the resumption of talks to strengthen Israel’s power over the Palestinians. Meanwhile, Pres. Mahmud Abbas meets with a delegation from the Israeli party Meretz in Ramallah, telling them that signing a peace agreement will mean the “end of the conflict” and that a future Palestinian state would agree to be demilitarized. Suspected mbrs. of the al-Qa‘ida-linked Brigades of Abdullah Azzam fire 4 rockets from s. Lebanon into n. Israel, causing no damage or injuries (and with 1 intercepted by Iron Dome missile defense batteries). The IDF says it views the attack as an isolated incident, and attributes it to “global jihad” elements. On 8/27, the brigades appear to directly claim responsibility for the attack via a statement published on the Twitter account of a Salafist cleric known to be affiliated with the group. Israel’s Strategic Affairs Minister Yuval Steinitz says that the govt. believes that Syrian forces are responsible for a chemical weapons attack that reportedly killed hundreds of people in Ghouta, a rebel-controlled suburb of Damascus. Israel cancels an official visit by a UNESCO delegation, scheduled to inspect historical sites in Jerusalem’s Old City. The fact-finding commission was set to spend 5 days in Jerusalem before submitting a report at UNESCO headquarters in Paris. Israel’s Foreign Ministry claims that the visit has been postponed because the Palestinian side “tried to make it into a political event.” The visit originated in a 4/23 decision by Israel, the PA, and UNESCO to remove 5 resolutions critical of Israeli actions from the agency’s agenda in exchange for the delegation’s visit. The initiative is sponsored by the British and French foreign ministries, but could be adopted by the whole EU. The PA subsequently says it is unaware of such a plan.
