Responding to the U.S. threats to suspend economic aid on 1/2, a PA spokesperson says that the Palestinians will not back down from their decision to abandon the U.S. peace initiative. “Jerusalem is the eternal capital of the state of Palestine and it is not for sale for gold or billions,” he says. Fatah Central Committee member al-Ahmad says that the Palestinians will not accept the U.S. as a “partner in the peace process” unless it reverses Pres. PA minister of civil affairs Hussein al-Sheikh announces that Pres. Abbas instructed him to ask Israel to resume supplying 120 megawatts of electricity to Gaza, which would bring Israeli-supplied power back to the same levels as before the PA partially suspended electricity payments in 4/2017. The IDF maintains its closure of Nahalin village for a 4th day. Meanwhile, IDF troops violently disperse Palestinian, Israeli, and international activists at Friday demonstrations against the Israeli occupation and the administrative detention of Palestinian prisoner al-Qiq in 5 areas nr. Ramallah (Bil‘in, Ni‘lin, Nabi Salih, Jalazun r.c., and outside Ofer Prison), 1 village nr. Qalqilya, and in 4 areas along Gaza’s border; 13 Palestinians are injured. In Gaza, the IDF bars a Palestinian journalist from passing through the Erez border crossing, despite the fact that he was issued a permit on 6/20. In the West Bank, Israeli forces demolish 2 Palestinian structures nr. Salfit. IDF troops conduct raids and house searches in 2 villages nr. Ramallah, confiscating property and arresting 3 Palestinians. Israeli settlers spray price-tag graffiti on walls in Tiberius; assault Palestinians in c. Hebron; cut down 70 olive trees nr. Nablus. In East Jerusalem, a Palestinian stabs and seriously injures an Israeli border policeman nr. Damascus Gate of the Old City. The policeman then shoots the Palestinian man multiple times, leaving him in critical condition. Israeli forces consequently raid the Palestinian man’s home nr. Hebron. Israeli forces later clash with Palestinians gathering nr. Damascus Gate and separately with Palestinians leaving Haram al-Sharif; 4 Palestinians are injured. They conduct late-night raids in Silwan, Jabal Mukabir, and Issawiyya, arresting 3 Palestinians. In n. In response to the 6/19 shooting nr. Ramallah and today’s stabbing in East Jerusalem, Israeli PM Netanyahu and DM Ya’alon annul the 6/16 announcement permitting 500 Palestinians to fly abroad via Ben Gurion Airport during Ramadan. Additionally, they instruct the Defense Ministry to revoke the work permits of all Palestinian residents of the village nr. Hebron where today’s perpetrator is from, and say they will consider further punitive restrictions. (HA, TOI 6/22)

In Ramallah, French FM Fabius meets with PA pres. Abbas to discuss the French initiative to restart the Israeli-Palestinian peace negotiations, including a French-drafted UNSC res. Fabius then meets with Netanyahu in Israel to discuss the same issues. The Egyptian govt. announces the appointment of a new amb. to Israel, Hazem Khairat, who will travel to Tel Aviv in the coming mos. Egypt has not had an amb. to Israel since 2012, when Atef Salem was recalled in the midst of Israel’s Operation Pillar of Defense. (HA, YA 6/21)

Israeli mbr. of Knesset (MK) Basel Ghattas (Joint List) announces his plans to join the Freedom Flotilla III, an international activist effort to deliver aid to Gaza and call attention to the Israeli blockade (the flotilla will set sail on 6/25). Iranian parliamentarians approve amendments to the bill introduced on 6/17 to increase oversight on implementation of any agreement made with the P5+1. The amendments shift oversight responsibilities, and the power to end the deal, from parliamentarians to the Supreme National Security Council, which is chaired by Pres. Hassan Rouhani and controlled by Supreme Leader Ayatollah Khamenei. The bill must still be approved by the parliament and ratified by the Khamenei-controlled Guardian Council to become law. Ramallah, shooting 3 youths with live ammunition; clash with Palestinians in a village s. of Bethlehem, causing several to suffer from tear gas inhalation. Israeli settlers throw stones at Palestinian vehicles nr. Nablus and Bethlehem, causing damage. Late at night, IDF troops clash with stone-throwing Palestinian youth in e. Nablus, injuring 19 with live ammunition, rubber-coated metal bullets, tear gas, and stun grenades. The IDF raids a barber shop in ‘Askar r.c. nr. Nablus and a home nr. Senior PLO official Wasel Abu Yousef says that the Palestinians will not enter a new round of peace negotiations with Israel unless a deadline for the occupation is set. Meanwhile, in Tunisia, PA Pres. Abbas says that the Palestinians welcome the French efforts to resume Israeli-Palestinian peace negotiations and have the UNSC pass a corresponding res. Israel’s Housing Ministry issues tenders for the construction of 85 new residences in the Givat Ze’ev settlement, n. of Jerusalem, and 1,500 new hotel rooms in the Jabal Mukabir neighborhood of East Jerusalem. The U.S. House of Representatives passes the Iran Nuclear Agreement Review Act by a vote of 400–25. (It passed in the Senate on 5/7.) The bill now goes to Pres. Obama, and White House spokesperson Josh Earnest says that he intends to sign it into law.

In an interview with NBC, Israeli PM Netanyahu rolls back his 3/16 assertion that he will block the creation of a Palestinian state if chosen for a 3d consecutive term as PM. Later, U.S. Pres. Obama calls Netanyahu to officially congratulate him for his 3/17 victory, but also to discuss his controversial comments. Obama reportedly says that the U.S. will be reassessing its positions regarding the Israeli-Palestinian peace process in light of the PM’s new position. On the 4th day of bilateral negotiations between the U.S. and Iran in Lausanne, Switzerland, the Wall Street Journal reports that the P5+1 is refusing to compromise on its demand for staggered sanctions relief. (AP, JP, WSJ 3/19; AFP 3/20)

In the U.S. Senate Foreign Relations Comm., chair Corker (R-TN) and ranking mbr. Robert Menendez (D-NJ) agree to delay a comm. vote on the Iran Nuclear Agreement Review Act of 2015 until after the P5+1 and Iran’s deadline for reaching a political accord at the end of 3/2015. They schedule a vote for 4/14

In the West Bank, the IDF conducts house searches and arrest raids in 2 villages nr. Hebron and 1 village nr. Bethlehem at night; patrols in Tulkarm and 1 village nr. The PLO Central Council in Ramallah adopts a plan to pursue efforts to join 63 UN bodies and international treaties, according to a public statement issued on the final day of a 2-day meeting. Separately, PA Pres. Abbas issues a statement to mark Holocaust Day, denouncing the Nazi genocide. Israeli PM Netanyahu dismisses the comments during an interview with U.S. television network CBS, and says that Israel will not negotiate with a Palestinian govt. backed by Hamas. Meanwhile, IDF Maj.-Gen. Yoav Mordechai tells a meeting of the Knesset’s Foreign Affairs and Defense Subcmte. on Judea and Samaria that construction plans for 19 Palestinian villages in Area C of the West Bank have been frozen in response to the reconciliation deal. In addition, U.S. Dep. National Security Adviser Tony Blinken tells CNN that the U.S. is ready to suspend aid to the PA if a unity govt. backed by Hamas fails to recognize Israel. U.S. Special Envoy Indyk leaves Israel for consultations in Washington. EU foreign affairs chief Ashton releases a statement expressing concern over the latest developments in the peace process, and reiterates EU support for the U.S.-led peace talks. She also welcomes the Palestinian unity govt., affirming that it must abide by the principles of nonviolence, recognition of Israel, and commitment to previous agreements. Remarks made by U.S. Secy. of State Kerry on 4/25 at a private meeting in Washington are published by the Daily Beast, in which he says that without a 2-state solution soon, Israel risks becoming an “apartheid state.” In response, pro-Israel lobby group AIPAC says it is “deeply troubled” by the comments. Israeli PM Netanyahu tells Israeli television that the govt. would give up “some settlements” in the West Bank as part of a peace agreement, but that he would “ensure the number will be as small as possible,” if talks progress that far. Iranian Foreign Ministry official Hamid Baidinejad says that representatives of Iran and the P5+1 countries have held “substantive and useful” talks in Vienna in preparation for the next meeting of chief negotiators on 3/18. In response to the Israeli allegations regarding the ship intercepted in the Red Sea on 3/5, Iranian FM Zarif rejects Israeli allegations, calling claims of Iranian involvement a “lie.” Senior Islamic Jihad official Khalid al-Baths denies the group’s involvement in the seized missile shipment. Obama pledges $1 billion in loan guarantees for Amman, and renews a 5-year aid package. In Jordan, a protest takes place to call for Abdallah to revoke the peace treaty with Israel, with around 1,200 demonstrators affiliated with the local Muslim Brotherhood participating. The spokesperson for the Syrian opposition, Louay al-Safi, says that the second round of peace talks in Switzerland have reached a dead end, after a day of separate meetings between UN-Arab League joint special envoy Brahimi and the 2 sides. Meanwhile, sources at the OPCW say that Syria has relinquished only 11% of its chemical weapons, and is likely to miss the deadline for the stockpile’s destruction. (AP, REU 2/14)

Reports surface in the Israeli media attributing Israeli DM Ya’alon with remarks describing U.S. Secy. of State Kerry as “obsessive” and “messianic.” The comments, made to associates in private, are condemned by the U.S. State Dept. Following a meeting with Netanyahu, Ya’alon issues an apologetic statement. The PLO Executive Cmte. meets in Ramallah, presided over by Pres. Abbas, and releases a statement that says the peace process will likely collapse unless it is based on relevant internationally-recognized terms of reference. (WAFA 1/14)

A referendum is held in Egypt on a new constitution, with the Muslim Brotherhood boycotting the vote and holding protests. Some 160,000 soldiers and 200,000 police officers are deployed to secure polling stations. Two small bombs explode, 1 in Cairo and 1 in Mahalla, causing no injuries. U.S. Secy. of State Kerry visits Jordan and Saudi Arabia before returning to Jerusalem, in a day of whistle-stop diplomacy focused on the Israeli-Palestinian peace process. In Amman, Kerry meets with Jordan’s King Abdallah II and FM Nasser Judeh, and then with King Abdallah in the Saudi monarch’s desert residence. Following 3 days of talks with Israeli and Palestinian leaders, an anonymous Palestinian official says that Kerry demanded Abbas recognize Israel as the Jewish homeland, in exchange for Israel’s acceptance of its pre-1967 borders as the basis for talks. Meanwhile, Israeli FM Lieberman tells a meeting of Israeli diplomats that he supports a comprehensive agreement with the Palestinians in the context of U.S.-led negotiations, but also says that he would only accept an agreement including the exchange of land and population, a reference to his longstanding proposal to move a number of Palestinian citizens into a putative Palestinian state. Separately, Israel’s ministerial cmte. on legislation rejects 2 bills proposed by the Labor Party that would have facilitated a two-state solution by placing restrictions on settlement construction and preventing unilateral annexation. In Egypt, clashes between supporters of ousted pres. Morsi and security forces leave 17 people dead, and 62 wounded, with 17 mbrs. of the security forces also injured. Qatari PM Shaykh Hamad Bin Jassem al-Thani, speaking on behalf of the Arab League delegation, cites the possibility of a border agreement that includes mutually agree and minor land swaps between the Israelis and the Palestinians. UN Special Coordinator for the Middle East Peace Process Robert Serry praises outgoing Palestinian PM Salam Fayyad, following the latter’s resignation (effective 4/13). Serry reaffirms the necessity of a negotiated two-state solution, and says that Fayyad ‘‘had to contend with circumstances that kept constraining the success of the state building agenda’’ that is now ‘‘at serious risk.’’ Meanwhile, Fatah Central Committee member Azzam al-Ahmad says that Abbas must form a national unity government and set a date for elections, in the light of Fayyad’s resignation. Israeli newspaper Yedi’ot Aharonot reports that the EU is preparing a new plan for Israeli-Palestinian peace talks, to be presented following the forthcoming Israeli elections. The plan reportedly will be detailed and aim to complete negotiations on core issues during 2013. The initiative is sponsored by the British and French foreign ministries, but could be adopted by the whole EU. The PA subsequently says it is unaware of such a plan. Israeli NGO Peace Now says that Israel’s Defense Ministry has published plans for around 200 new housing units in the West Bank settlement of Rotem in the Jordan Valley. The EU criticizes Israel’s settlement expansion plans in a statement released at a meeting of foreign ministers in Brussels. Sweden’s FM Carl Bildt says European governments are increasingly frustrated by the settlement policy. The ministers also emphasize that the EU’s agreements with Israel only apply to the pre-1967 territory, which a diplomatic source tells the Israeli media could be a sign of future action related to settlement products. Israeli PM Benjamin Netanyahu says that construction plans for the E1 area e. of Jerusalem do not prevent the eventual emergence of a Palestinian state, and repeats the offer of direct talks with Mahmud Abbas ‘‘without preconditions.’’ Meanwhile, Palestinian cheif negotiator Saeb Erakat outlines 3 conditions for a return to talks: (1) agreement that the goal of the peace process is a withdrawal to the 1967 borders; (2) restarting negotiations from the point they were halted; and (3) setting a 6-mo. timetable for agreement on all final-status issues.
