Elsewhere, Israeli forces demolish 2 homes in as-Samu and 2 homes under construction in al-Simiya. Israeli forces also seize a rickshaw in Deir Balut. Meanwhile, Israeli forces raze land near Ya’bad and Arrabah. At least 7,000 people are missing in rubble, including 1,700 children. 446 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7/2023, including 112 children. 140 countries sign letters to the presidents of the UN Security Council and the General Assembly, and UN secretary-general Antonio Guterres supporting Palestine gaining full UN membership. The Security Council would have to approve full membership for Palestine before the General Assembly can vote on approval. U.S. deputy ambassador to the UN Robert Wood says the U.S. position remains that the issue of Palestinian statehood is a final status issue to be decided in talks between Israel and Palestine. PA prime minister Mohammad Mustafa addresses the first cabinet meeting of the new government, outlining 3 major priorities: easing the hardship of Palestinians in Gaza, achieving financial stability, and reform of public institutions to make them more productive, accountable, and transparent. Mustafa also speaks with UK foreign secretary David Cameron, Egyptian prime minister Mustafa Madbouly, and Japanese foreign minister Yoko Kamikawa in separate phone calls. PA president Mahmoud Abbas speaks with Jordanian king Abdullah II in a phone call, saying he supports Jordan as external forces are trying to interfere in internal Jordanian affairs, exploiting the situation in Gaza. It is not immediately clear what Abbas is referring to, but it could relate to the more than week-long protests outside of the Israeli embassy in Amman. The UN Security Council discusses Israel’s attack on the Iranian consulate in Damascus on 4/1. The Russian and Iranian ambassadors condemn the attack, as does Secretary-General Guterres who says the “inviolability of diplomatic and consular premises and personnel must be respected in all cases in accordance with international law.” The U.S., France, and the UK do not condemn the Israeli attack but say that diplomatic structures should be protected. U.S. secretary of state Antony Blinken meets with French president Emmanuel Macron in Paris. Blinken says the U.S. is in contact with Israel on how to distribute aid in Gaza, adding not enough aid is getting in. (HA 4/2)

47,800 Americans in Wisconsin vote “uninstructed” in the Democratic primary election, more than the 20,682 votes President Joe Biden defeated Donald Trump by in the state in 2020. Elsewhere, Israeli settlers raid Arab al-Malihat, threatening shepherds with guns. An Israeli airstrike targeting a vehicle kills the 3 Palestinian occupants. PA forces subsequently violently disperse Palestinians protesting outside of the Jenin governor’s office demanding that a Palestinian prisoner is released to participate in the funeral procession, 30 are injured. A Palestinian allegedly collaborating with Israel is reportedly killed after the airstrike. Israeli forces also raid Tulkarm, razing infrastructure and damaging buildings. Elsewhere, Israeli forces arrest 30 Palestinians during raids in and around Tulkarm, Nablus, Hebron, Ramallah, Jericho, and Jalazone refugee camp. In Gaza, Israeli forces bomb Gaza City, Nuseirat refugee camp, Dayr al-Balah, Rafah, and al-Bureij, killing at least 104 people, including the head of aid distribution in Gaza Amjad Hathat. Israel says its forces have killed 90 people in and around al-Shifa Hospital since 3/18 and brought 160 out of 300 arrested Palestinians to Israeli detention centers in the Naqab. The Israeli High Court of Justice approves the demolition of the family home of a Palestinian man who was killed by Israeli forces after he injured an Israeli soldier in East Jerusalem on 10/12/2023. The Palestinian Football Association (PFA) urges FIFA to sanction Israel due to the Israeli attacks on Gaza. The PFA says 6 other national soccer associations endorse the proposal that will be discussed at the next FIFA congress in May. (AJ 3/20)

U.S. secretary of defense Lloyd Austin urges Israeli defense minister Yoav Gallant to consider alternatives to a ground invasion of Rafah during a phone call. Secretary of State Antony Blinken says “gaps are narrowing” in the ceasefire negotiations. Hamas official Osama Hamdan says the Israeli response to the Hamas counterproposal was negative. Blinken also meets with Saudi crown prince Mohammed bin Salman and Foreign Minister Faisal bin Farhan Al Saud in Jeddah and UAE foreign minister Abdullah bin Zayed Al Nahyan in the UAE. Blinken says the U.S. has submitted a new draft resolution at the UN Security Council calling for an immediate ceasefire. Israel restricts entry to the Haram al-Sharif compound on the first day of Ramadan to men over the age of 55, women over the age of 50, and children under the age of 10, in addition to requiring identification to enter. The Israeli military presents a plan to dismantle UNRWA operations in Gaza and in the West Bank, saying doing so will undermine Hamas’s civilian rule in Gaza. The plan includes slandering UNRWA and its staff with help from other Israeli governmental bodies. Israel’s military says it has assassinated the deputy head of Hamas’s military wing, Marwan Issa, saying he was the fourth highest ranking Hamas member. The UN Human Rights Office (OHCHR) releases a statement calling on Israel to halt all planned evictions and demolitions in the al-Bustan neighborhood in Silwan. The OHCHR says the demolitions could constitute a war crime. (OHCHR 3/11)

The UN Security Council discuss the UN report on sexual violence allegedly committed in Israel and Palestine. PA ambassador to the UN Riyad Mansour says the UN is displaying double standards by never holding a meeting on sexual violence committed by Israelis against Palestinians. U.S. ambassador to the UN Linda Thomas-Greenfield says the “evidence before us is damming and devastating.” Russia’s deputy permanent representative to the UN Maria Zabolotskaya says a comprehensive study covering Gaza is also needed before any conclusions can be made and points out that most of the UN data is from the Israeli government. UN secretary-general Antonio Guterres tells reporters that “[i]nternational humanitarian law lies in tatters . . . At a U.S. Senate Intelligence Committee hearing, CIA director Bill Burns outlines the current ceasefire proposal, which includes the release of 40 Israeli captives in exchange for a “defined number of Palestinian prisoners,” a 6-week ceasefire, and “a major surge in humanitarian assistance.” State Department spokesperson Matthew Miller says the U.S. has not received Israel’s plan for the protection of Palestinians in Rafah during its planned invasion. The U.S. fiscal 2025 budget request includes $7.6 billion for Middle East partners, including Israel, Jordan, and Egypt. Unlike past years, the budget does not include funding for UNRWA. 8 Democratic Senators write a letter to President Joe Biden, urging him to stop providing offensive weapons to Israel until Israel lifts its blockade on humanitarian aid going to Gaza, saying the transfer of weapons violates the Foreign Assistance Act. The letter is written by Senators Bernie Sanders (D-VT), Chris Van Hollen (D-MD), and Jeff Merkey (D-OR) and signed by Elizabeth Warren (D-MA), Mazie K. The Association for Civil Rights in Israel (ACRI) said Israel has established 100 “Community Security Squads” equipped with M16 rifles, adding the members of the militias have only received 7 hours of training and lacked proper oversight. Turkish president Recep Tayyip Erdoğan said “I consider even the debating of this plan as disrespectful to my Palestinian siblings. For us, this is not a plan that can be debated, considered, or discussed,” referring to Israeli suggestions that a buffer zone should be made within Gaza. The U.S. Senate failed to pass a $111 billion bill to provide $50 billion to Ukraine and $14 billion to Israel in a 49-51 vote. All Republicans and Democratic senators Bernie Sanders (D-VT) and Chuck Schumer (D-NY) voted against the bill. Republicans sought to separate the aid for Israel from the aid for Ukraine as many Republican senators are opposed to significant spending on Ukraine, while Sanders opposed spending on Israel given the Palestinian death toll in Gaza. In Gaza, Israeli airstrikes killed 306 Palestinians, including mass casualties in strikes on residential buildings and UNRWA schools in Rafah and Khan Yunis. Israel also killed WAFA journalist Mohammad Abu Hasira and 42 members of his family in an airstrike in Gaza City. 450 people were injured in the Israeli airstrikes. The Red Cross said 5 trucks carrying aid to health facilities in Gaza City came under fire, damaging 2 of the trucks and lightly injuring a driver. The Red Cross did not say who attacked the convoy. The WHO said 160 health care workers have been killed while on duty in Gaza and that in some hospitals operations are performed without anesthesia due to lack of supplies. The Israeli military released a video showing thousands of Palestinians fleeing south from the northern part of Gaza. The UN said that 15,000 people fled from the north to the south today, 5,000 on 11/6, and 2,000 on 11/5. Senator Chris Murphy (D-CT) blocked the fast-tracking of a bill that would provide Israel $14 billion in aid and cut the same amount from the budget of the Internal Revenue Service. Hamas released a video of one of its captives, a 21-year-old dual French Israeli citizen, who said in the video, “I'm in Gaza. I came back early on Saturday morning from a party in the Sderot area. I was seriously injured in the arm. They brought me to Gaza, and they took me to the hospital here for three hours. They've been taking care of me, providing medication. I'm just asking that you bring me back home as soon as possible to my family, my parents, my siblings. Please get me out of here as quickly as possible.” Hamas military spokesperson Abu Obeida said Hamas is holding around 200-250 people captive and that they are being treated with dignity and respect. Scottish first minister Humza Yousaf said that he fears that his in-laws, who are visiting Gaza, could die any day as they are running out of water and food. Prime Minister Sunak characterized the Hamas operation on 10/7 as a “pogrom” while addressing the House of Commons and said, “Israel must defend itself in line with international humanitarian law.” Sunak said 6 UK citizens have been killed and 10 are missing. PA prime minister Mohammad Shtayyeh met with Saudi non-resident ambassador to Palestine and consul general in Jerusalem Nayef al-Sudairi in Ramallah. It was al-Sudairi’s third day of meetings with Palestinian officials in the West Bank. Al-Sudairi also canceled a visit to the Haram al-Sharif compound on the occasion of Mawlid, reportedly after social media calls to prevent the visit in protest over the Saudi-Israeli normalization plans and due to the visit not being coordinated with the Jordanian-run Waqf, making the security a matter for the Israeli police. UN envoy for the Middle East peace process Tor Wennesland said after visiting Gaza that the situation was dire and that all parties must avoid another conflict, saying that “the people of Gaza have suffered enough.” Wennesland also briefed the UN Security Council, saying that Israel has advanced more than 10,000 settlement housing units in the last 3 months, calling on Israel to cease settlement activity immediately and calling on member states to up funding for UNRWA and the World Food Programme, which both need funding for food assistance in Gaza and the West Bank. The U.S. admitted Israel into its Visa Waiver Program, allowing Israelis to enter the U.S. for 90 days without obtaining a visa. Democratic senators Chris Van Hollen (D-MD), Brian Schatz (D-HI), Jeff Merkey (D-OR), and Peter Welch (D-VT) criticized the move, saying Israel has failed to meet the reciprocity requirements as not all U.S. citizens are treated equally by Israel, referring to Palestinian Americans who do not enjoy the same freedom of movement in Israel and Israeli-controlled crossings in the Occupied Palestinian Territories as other Americans do. The man’s family said he had been humiliated by Israeli forces at a checkpoint 2 weeks ago. Israeli forces later raided the man’s home in Deir ‘Ammar refugee camp, injuring 1 with live ammunition and 1 with a baton round; others suffered tear-gas related injuries. Israeli settlers threw stones at a Palestinian family driving near the al-Mahkamah checkpoint, injuring 1 child and causing damage to the vehicle. Israeli settlers also stopped 1 Palestinian woman driving near Ramallah, smashing her window and stealing her bag. Israeli forces seized 1 bulldozer in Bidya. 16 Palestinians were arrested during late-night raids in Salfit, Jenin, Ramallah, and Hebron. Israel said it had accepted a U.S. demand to allow Americans living in Gaza to use Ben Gurion Airport and to grant them tourist visas to Israel for 3-month periods. After receiving a letter from Israeli interior minister Moshe Arbel demanding that $85 million earmarked to Palestinian municipalities in Israel be released by the Finance Ministry, Finance Minister Bezalel Smotrich said he would not provide the funding, calling it a bribe to MK Mansour Abbas. Israeli opposition leader Yair Lapid said Smotrich was only “mistreat[ing] Arab citizens simply because they are Arabs,” saying that “racism has become an official policy of the state of Israel.” Smotrich also canceled funding for preparatory programs for Palestinians living in East Jerusalem who want to study in Israel. 24 U.S. Democrats, led by House Minority Leader Hakeem Jeffries (D-NY) met with PA prime minister Mohammad Shtayyeh in Ramallah. Shtayyeh called on the delegation to recognize the State of Palestine, warned that the 2-state solution was slipping away due to Israeli actions, and asked that they pressure Israel to allow Palestinian elections in East Jerusalem. The congressional delegation also met with Israeli prime minister Benjamin Netanyahu in Jerusalem earlier in the day. Jeffries claimed he had brought up the issue of settler violence with Netanyahu. The Israeli state prosecutor closed a probe into the Israeli police’s killing of 1 Palestinian citizen of Israel near the Haram al-Sharif compound on 3/31. Israeli police claimed that no cameras caught the incident as the police officers’ body cameras were turned off and that the incident happened in a blind spot for surveillance cameras. Palestinians have contested the police’s narrative and several organizations have questioned the notion that no camera would have caught the incident given that the area is heavily surveilled. An Israeli military court sentenced 1 Palestinian man to life in prison plus 25 years for the killing of an Israeli soldier in the West Bank on 8/2019 and ordered him to pay $450,000 to the family of the soldier. The Palestinian man was not present at the killing, but the court claimed that he had formed a cell that incited the murder of the Israeli man. (HA 5/31)

PA president Mahmoud Abbas spoke with U.S. secretary of state Antony Blinken in a phone call. According to Axios reporting, President Abbas pressed Secretary Blinken on Israeli attempts to change the Status Quo at the Haram al-Sharif compound, the lack of a political horizon, the Israeli settler march on 5/29, and the Biden administration’s failure to act on its campaign promises on Palestine. Abbas also asked the U.S. to remove the PLO from the U.S. list of terror organizations and to reopen the PLO mission in Washington D.C. Haaretz reported that an Israeli plan to reduce the economic gaps between Palestinians and Israeli Jews living in Israeli cities had been postponed due to failure to fund the program. The plan was finalized in October 2021 in response to tensions between Palestinians and Israeli Jews in cities in which both populations reside. Additionally, some local governments have opposed earmarking funds exclusively for Palestinian communities in the cities they govern. (HA 5/31)

Israel and the UAE signed a free trade agreement removing tariffs on food, agriculture, cosmetics, medical equipment, and medicine. The agreement also defines tax rates, imports and intellectual property. The free trade agreement was part of the Israeli-UAE-U.S. normalization agreement. Hamas’s official in charge of prisoner affairs Zaher Jabarin said that Hamas had made a new proposal for a prisoner swap with Israel. According to the Lebanese newspaper Al Akhbar, 1 proposal included swapping 2 Israeli prisoners and the remains of 2 Israeli soldiers held by Hamas in exchange for the 6 Palestinians who escaped Gilboa prison on 9/6 and were later rearrested, along with all women and children held by Israel. A 2d proposal included providing information about the 2 Israelis held by Hamas in exchange for the release of women, children, and some of the Palestinians rearrested after a prisoner swap in 2011, followed by the release of thousands of Palestinians and the release of the Israelis held in Gaza. A new poll by the Palestinian Center for Policy and Survey Research found that 78% of the 1,270 Palestinians surveyed in the West Bank and Gaza wanted PA president Mahmoud Abbas to resign. The poll also found that 63% of the people polled believe that the PA or PA security leaders ordered the murder of Nizar Banat in order to silence his criticism of the PA. Progressive members of the Democratic Party in the house of representatives opposed adding $1 billion to funding of the Israeli Iron Dome to a stopgap government funding bill. Half the members of the progressive caucus said they would vote no on the bill if the Iron Dome funding was not removed, citing a need for transparency in military aid. The $1 billion, an addition to the $3.8 billion that Israel receives in military aid each year, will likely pass later either as a stand-alone bill or as an addition to the 2020 Defense Appropriations bill. House majority leader Steny Hoyer spoke to Israel’s foreign minister Yair Lapid, assuring him that Israel would receive the extra billion from the U.S, calling the issue a technicality. The UN humanitarian coordinator for the Palestinian territories Lynn Hastings said that the UN would launch an urgent appeal to countries to help rebuild Gaza after Israeli air strikes caused massive destruction during the latest escalation, which ended on 5/21. U.S. president Joe Biden said his administration would work with the UN to send humanitarian aid to Gaza in a way that prevents Hamas from benefiting. Israeli defense minister Benny Gantz said he will condition any aid that is not for humanitarian relief on the release of Israeli prisoners and the bodies of 2 Israelis to Israel. In East Jerusalem, Israeli forces raided al-Makassed Hospital, leaving without making arrests. 8 Palestinians were arrested during raids in the Old City, al-Tur, Silwan, and Shu‘fat. In Gaza, 4 Palestinians were killed and many were injured, raising the comprehensive death toll since 5/10 from 232 to 236, including 65 children and 3 pregnant women. It was reported that a ceasefire between Hamas, Islamic Jihad in Palestine, and Israel had been brokered by Egypt and would take effect at 2 a.m. on 5/21. Prior to the reporting, Israeli prime minister Benjamin Netanyahu had called a meeting at the security cabinet. Shortly after the 2 sides announced the ceasefire, U.S. president Joe Biden praised Egyptian president Abdel Fattah al-Sisi for his role in the ceasefire and Prime Minister Netanyahu for agreeing to it. Biden said in remarks that “Palestinians and Israelis equally deserve to live safely and securely and to enjoy equal measures of freedom, prosperity, and democracy,” in what can be viewed as a slight shift in the paradigm of U.S. statements on Israel and Palestine. Adalah filed a petition on behalf of Palestinians in Shayk Jarrah to have Israeli police remove checkpoints around the neighborhood, which are severely impeding the residents’ freedom of movement. 1 Jewish AP reporter was fired after Stanford University College Republicans criticized her for pro-Palestinian activism while she was a student at the school, before she was hired at AP. The foreign minister of Germany, the Czech Republic, and Slovakia visited Israel upon the invitation of Israeli foreign minister Gabi Ashkenazi to be briefed on the Israeli-Hamas escalation. In the West Bank, Israeli settlers opened fire at Hizma, causing damage. Israeli settlers also attacked a Palestinian TV crew near Hebron covering the killing of 1 Palestinian woman (see below). Israeli forces shot and killed 1 Palestinian near Hebron, claiming that she had opened fire at soldiers and settlers with an M16 rifle; no Israelis were injured. Israeli forces seriously wounded 1 Palestinian near Jaba‘. Israeli forces also sealed off the entrances to Silwad and Kafr al-Dik. Elsewhere, Israeli forces fired tear gas and stun grenades at a car repair shop near al-Za‘ayyem, causing a fire damaging several vehicles. Israeli forces also violently dispersed Palestinian protesters in Huwwara, injuring 2 with rubber-coated bullets and 15 with tear gas. Hamas said it estimated that $92 million’s worth of damage was sustained to residential buildings and non-governmental offices since 5/10. $22 million’s worth of damage was sustained to the power grid as people in Gaza only are receiving 3-4 hours of electricity a day. Hamas also said that Gaza’s water supply is hard hit with 95% of the water unfit for drinking. (HA 5/20)

An Israeli court ruled that Israeli forces had violated international law when they shot and killed 1 Palestinian 14-year-old in 2004 near Rafah, but that the family was not entitled to compensation, citing a wartime action principle. The Israeli soldiers shot her after she ran away from them as they fired warning shots. After she ran from the soldiers, they fired at her back and the commander shot her again as she lie dead on the ground. The commander was acquitted of all charges at an Israeli military court the year after. (HA 5/20)

A spokesperson for the Israeli military said that it had been trying to assassinate the head of Hamas’s military division Mohammed Deif throughout the duration of the ongoing attack on Gaza. Hamas later told AP that Deif is still alive and in charge of its military operations. (HA 5/19; AP 5/20)

1 Israeli journalist from Channel 20 was fired after saying, during a live broadcast, that “[o]ne [rocket] has fallen on a soccer field in a large Arab community [Shefa-Amr, a Palestinian-Israeli community]. Regretfully for us, it did not result in mass deaths there.” The rocket that the Israeli journalist Kobi Finkler was referring to was fired from Lebanon. (AJ, HA 5/20)

U.S. president Joe Biden spoke to Israeli prime minister Benjamin Netanyahu, urging him to de-escalate the violence, according to a White House readout. It was the 4th time the 2 spoke in a week. Prime Minister Netanyahu said later in a statement that he was “determined to carry on with the attacks until calm and security are restored to Israeli citizens.” It was also reported that Egypt had secured a ceasefire agreement in principle between Hamas and Israel. Hamas spokesperson Hazem Qassem said calm could only be restored if Israel stopped its attack on Jerusalem and Gaza. A letter circulated among House Democrats by Debbie Dingell (D-MI) and Alan Lowenthal (D-CA) called for the U.S. secretary of state Antony Blinken to work toward a ceasefire between Hamas and Israel, and to provide humanitarian relief to Gaza. The letter also called for more than doubling the U.S. funding to the UNRWA, bringing the U.S. funding back to the level it was before the Trump administration ended all funding. Separately, more than 130 members of the House called on an immediate ceasefire. 3 Democrats in the House, Alexandria Ocasio-Cortez (D-NY), Mark Pocan (D-WI), and Rashida Tlaib (D-MI) also introduced a resolution aimed at blocking the $735 million’s worth of arms to Israel. In the Senate, senators Elizabeth Warren (D-MA), Bernie Sanders (D-VT), and Chris Van Hollen (D-MD) introduced a resolution calling for an immediate ceasefire, saying that every Palestinian and Israeli life matters; 8 other Democrats later co-sponsored the resolution. 250 employees at Alphabet, the parent company of Google, wrote an open letter calling for Alphabet to review all business contracts, terminating those “with institutions that support violations of Palestinian rights,” including the Israeli military. At the UN, the U.S. again refused to support a UN security council (UNSC) statement calling for an immediate ceasefire after intensified pressure from France. South African president Cyril Ramaphosa said to France24 that the situation in Gaza, particularly the bombing of homes and confinement to the strip, reminded him of apartheid in South Africa. Israel barred people from outside of Lydda from entering the city from 4 p.m. and barred all its residents from leaving their homes after 9 p.m. 1 Palestinian-Israeli minor was seriously injured, and another minor lightly injured, after a firebomb was thrown at their house in Jaffa; Israeli police claimed without evidence that it was 2 Palestinian-Israeli men that had thrown the firebomb. Israeli forces were filmed kicking Palestinian-Israeli vehicles traveling in Umm al-Fahm and firing stun grenades at them for no apparent reason. Israeli forces shot and injured 1 Palestinian-Israeli minor in Lydda, claiming he tried to throw a firebomb at them. 5 Palestinian-Israelis were arrested in Umm al-Fahm after a fire was ignited at the town’s city hall. 9 Palestinian-Israelis were arrested in ‘Akka. Israeli forces violently dispersed Palestinian-Israeli protesters in Kafr Kana, injuring 28. Israel also told international news outlets that it would conduct a ground invasion of Gaza shortly and then later apologized to the news outlets for providing false information; analysts suspected that Israel used the media outlets to lure Hamas militants into tunnels before heavily bombarding said tunnels; Israel said that dozens were killed in the attack on the tunnels. A letter co-signed by 11 Jewish Democrats in the house of representatives, led by Jerrold Nadler (D-NY), urged the Biden administration to be more active in ending the escalation of violence between Israel and Hamas and to do more to end the Israeli-Palestinian conflict. The 11 members of Congress also expressed concern about the violence in East Jerusalem and urged Israel to halt the “unjust eviction” of Palestinians from their homes in Shaykh Jarrah, and said that the U.S. must address the deepening occupation. ICC chief prosecutor Fatou Bensouda said that she will continue with her inquiry into potential war crimes committed by Israelis and Palestinians in the occupied Palestinian territories despite Israel’s refusal to cooperate. In the West Bank, 4 Palestinians were arrested during late-night raids in and around Tulkarm and Bethlehem. In Bayt Umar, Israeli forces injured 1 Palestinian firing live ammunition at his abdomen. In East Jerusalem, Israeli forces detained 4 Palestinian journalists from Palestine TV. They were all released later in the same day. The Israeli police spokesperson said that the 4 were arrested because of network ties to the PA which Israel does not allow to operate in East Jerusalem. In Gaza, 46 Palestinians were injured during the 83d weekly Great March of Return protest, including 4 by live ammunition. The U.S. house of representatives passed a resolution H.R. 326 opposing Israeli annexation of the West Bank. The resolution passed 226-188 with 4 Democrats voting against and 5 Republicans voting in favor. 1 of the Democrats voting against the resolution, Ilhan Omar (D-MN), who was a cosponsor of the original resolution, explained on Twitter that she opposed the resolution because the word “occupation” was removed and it was amended to include an “ironclad” commitment to Israeli military aid. Israeli forces arrested 18 Israeli settlers while evacuating temporary homes at an Israeli-deemed illegal settlement east of the Ofra settlement. In East Jerusalem, Israeli authorities issued 2 demolition orders for 2 buildings in Shu‘fat refugee camp. Israeli forces also demolished 2 Palestinian-owned homes in Silwan; at least 1 Palestinian was injured trying to protect his home. In Gaza, Israel reduced the fishing zone from 15 nautical miles to 6 in response to the rocket fired from Gaza on 4/29. Israeli authorities said that the rocket was launched by Islamic Jihad. Off the coast of Gaza City, a Palestinian fisherman was injured when he was hit by a rubber-coated bullet fired by Israeli naval forces. Israeli naval forces also removed and destroyed all fishing nets placed outside of the 6-nautical-mile fishing zone. In Israel, 2 Israelis were sentenced to 1 year in prison for assaults made on 4 Palestinian citizens of Israel in 2017 to deter them from dating Jewish women. The outgoing French ambassador to the U.S. Gérard Araud, who on 4/19 called Israel an apartheid state, will not be meeting Israeli officials when he visits Israel in early May, as Israel has barred its officials from meeting Araud. PA minister for civilian affairs Hussein al-Sheikh says that the Trump administration has asked U.S. and international banks to stop working with the PA in an effort to pressure the Palestinian leadership into accepting their long-awaited Palestinian-Israeli peace plan. “Major international financial institutions and parties have begun to accede to an American request to impose a tight financial siege on the [PA],” he says. “The sanctions began with preventing the transfer of an Iraqi grant worth $10 million, which was handed over to the Arab League recently. The League has not been able to transfer it because all banks have refused to accept it for transfer to the [PA’s] finance ministry or the national fund.” (AFP, TOI 2/11)

Haaretz reports that Israeli government officials have informed the Jerusalem District Court of their intention to invoke a legal justification approved by Attorney General Avichai Mandelblit in 12/2018 to retroactively authorize several settlement housing units build on Palestinian land near the Ariel settlement. Mandelblit’s justification allowed for such retroactive authorizations if the initial allocation of Palestinian land was done in “good faith.” (HA 2/10)

U.S. representative Ilhan Omar (D-MN), one of the first members of the U.S. Congress to openly support the BDS movement, sends a tweet in response to a story about Israeli influence in U.S. politics: “It’s all about the Benjamins baby.” Her tweet draws criticism and allegations of anti-Semitism from many Democrats and Republicans. In the West Bank, the IDF conducts house searches and arrest raids in Qalqilya and 1 village nr. Hebron at night; patrols in 1 village nr. Qalqilya at night. Jewish settlers from Beit El nr. Ramallah throw stones at Palestinian vehicles, while in a separate incident, settlers uproot some 40 Palestinian olive trees in the s. Hebron hills. The EU announces a €52 million assistance package to help PA development schemes, such as municipal infrastructure projects and private sector-led economic initiatives. Russian FM Sergey Lavrov makes a statement calling for military action against Syria to be averted through a plan for the internationally coordinated destruction of Damascus’s chemical weapons’ arsenal. The dramatic intervention is welcomed as a possible breakthrough by Pres. Obama, who faces opposition in Congress and among the public to any U.S. military intervention. Democratic Senate leader Harry Reid postpones a scheduled test vote for lawmakers to assess the Russian plan. The Egyptian military’s offensive in the Sinai continues, with security forces killing a further 9 militants and arresting 10 nr. Rafah. In 2 separate incidents in c. Sinai, gunmen open fire and wound 3 soldiers. In addition, Egyptian forces destroy 6 smuggling tunnels under the Egypt-Gaza border located n. of Rafah, with an Egyptian official claiming that more than 90% of the smuggling tunnels have now been destroyed.
