In the West Bank, Israeli forces raided Hebron, leading to a confrontation with Palestinian residents; tear-gas related injuries were reported. Palestinians protested in solidarity with the Palestinian prisoners that escaped Gilboa prison on 9/6 in Tuqu‘, Fawwar refugee camp, and al-Arroub refugee camp. 6 Palestinians were arrested, including 2 during a late-night raid in Qarawat Bani Hassan and 4 minors leaving a school in Tuqu‘. In East Jerusalem, 1 Israeli settler rammed 1 Palestinian with their car in al-Tur, leading to a confrontation between Israeli forces and Palestinians; 1 was injured by a rubber-coated bullet and 3 were arrested. 1 other was arrested during a late-night raid in Silwan. In Gaza, for the 3d night in a row, 2 rockets were launched at Israel and intercepted, and Israel conducted air strikes, hitting 4 locations near Khan Yunis and Rafah, causing damage, including to a poultry farm. Israeli defense minister Benny Gantz submitted a request to the Israeli high court of justice to delay the relocation of Israeli settlers from the Shilo settlement outpost to Israel, citing the religious shmita year restrictions on cultivating land. The settlers have made an agreement with Israel to leave the settlement voluntarily in exchange for receiving land within the Green Line. (HA 9/13)

In a speech at a university in Herzliya, Israeli foreign minister Yair Lapid said that the Israeli policy of blockading Gaza since the 2005 withdrawal had not been effective and proposed a plan to exchange economy for security. Foreign Minister Lapid said that Israel would not directly negotiate the terms with Hamas but would do so through international mediation. Lapid also said his proposal was backed by Israel’s prime minister Naftali Bennett and defense minister Benny Gantz, but that it was not a government plan. The 1st phase of Lapid’s plan is to update Gaza’s electricity, health, and transportation systems, of which water and electricity would be under Israeli control. The 2d phase entails creating a seaport in Gaza and connecting Gaza to the West Bank. In the 2d phase, the PA would gain control over Gaza. (HA, TOI 9/12; JP, MEMO 9/13)

In Gaza, Sarayat al-Shaykh Umar Hadid fighters fire a long-range rocket into Israel, announcing on Twitter that the rocket attack was retaliation for the IDF’s killing of a Palestinian on 9/22 in Hebron. The rocket is intercepted nr. Ashdod by an Iron Dome missile defense battery. IAF jets launch retaliatory air strikes on 4 Hamas military sites in Gaza City and n. Gaza, causing damage. Meanwhile, Israeli forces conduct a limited incursion e. of Khan Yunis to level land. (HA, MNA, WAFA, YA 9/29; PCHR 10/1)

Tensions and violence in East Jerusalem and the West Bank continue to escalate. Israeli forces close Hebron’s al-Ibrahimi Mosque to Muslim worshippers and continue to enforce the restrictions on Palestinian access at Haram al-Sharif that were announced on 9/27, additionally closing all but 3 entrances to the sanctuary. Meanwhile, around 140 right-wing Jewish activists tour Haram al-Sharif. In confrontations outside the sanctuary, Israeli MK Jamal Zahalka (Joint List) verbally confronts several Israeli police officers (the incident is caught on tape and dispersed on social media), and the Israeli police arrest 3 Palestinian women. Elsewhere, Israeli forces arrest 10 Palestinians on raids in al-Tur, Issawiyya, and al-Thawri. An Israeli settler assaults a Palestinian in the Old City, causing minor injuries. Palestinians throw stones at a taxi in al-Tur, injuring 1 international tourist and sparking minor clashes with Israeli police. Israeli forces arrest 2 Palestinian women after they assault an Israeli family in the Muslim Quarter of the Old City. Palestinians throughout the West Bank conduct solidarity actions, halting most commercial and civil activity in Nablus and Jenin and protesting in Ramallah, Bethlehem, Hebron, and Tulkarm. Israeli forces violently disperse the protesters, injuring 1 foreign tourist and 18 Palestinians, including 3 with live ammunition. In Hebron, Palestinians throw rocks at international tourists, injuring 1 Japanese woman. Israeli forces conduct house searches and raids nr. In response to a petition filed by the Israeli nongovernmental organization Yesh Din, the Israeli govt. informs the High Court of Justice of its intention to authorize settlement outposts in the Shilo region nr. Ramallah, including Adi Ad and 3 other major outposts. Yesh Din’s petition called for the demolition of Adi Ad on the grounds that it was constructed without building permits on privately owned Palestinian land. (HA, TOI 9/30)

The World Bank reports that the Palestinian economy is facing its worst crisis since 1994, noting that the recent growth rate of 7.7% between 2007 and 2011 is insufficient to run a state because it is overly contingent on donor aid. The report says that sustainable growth can only be met through increased trade and private sector growth, which are hampered by restrictions imposed by Israel. Separately, UN special coordinator for the Middle East peace process Robert Serry warns that the PA is facing insolvency and has been late paying government salaries because donors have failed to fulfill pledges. IDF troops make a brief incursion into s. Gaza to level land and clear lines of sight along the border fence e. of Khan Yunis. In the West Bank, the IDF conducts late-night patrols in Jericho. Jewish settlers fr. Shilo settlement nr. Ramallah beat 4 Palestinian farmers attempting to reach their crop land nearby; the IDF observes but does not intervene. (PCHR 7/26, 8/2; OCHA 8/3)

The Israeli security cabinet reportedly begins internal debate on opening phase 3 of OCL, which would involve deep incursions into Gaza’s built-up areas to deal a crushing blow to Hamas. Israeli military and intelligence sources warn that the new goal would require deep, sustained incursions into Gaza’s densely populated areas, likely resulting in months of combat and heavy casualties.

Combat notes: Heavy IDF aerial, naval, and ground assaults across Gaza continue. The IDF reports carrying out more than 110 air strikes, in many cases to support troops battling on the ground. Targets include 20 “terror operatives” (possibly assassinations), more than a dozen rocket-launching sites and squads, more than 20 suspected weapons depots (including homes of 3 Hamas mbrs.) and other outposts, at least 10 homes and 1 apartment building, 2 tunnels on the Rafah border, a market in Bayt Lahiya, 1 ESF post in Gaza City, a mosque in Dayr al-Balah. Target areas include Abasan, Bayt Hanun, Bayt Lahiya, al-Bureij r.c., Dayr alBalah, Gaza City (city center and al-Nasser, Shaykh Ridwan), Jabaliya town and r.c., Khan Yunis, Khuza, Nussayrat, al-Qarara, Rafah, Shati’ r.c., open areas in central Gaza.

At least 1 air strike on a residential area e. of Jabaliya involves white phosphorous munitions that cause extensive fire damage to 4 homes. Another air strike hits the rooftop of a Gaza City building housing the offices of some 20 international press agencies, destroying broadcasting equipment and wounding 1 journalist.

IDF ground forces take up new positions in Juhur al-Dik and al-Mughraqa in c. Gaza, and al-Shuka in s. Gaza (bulldozing 13 homes). Heavy tank and artillery fire are reported in Bayt Lahiya, Dayr al-Balah, Gaza City (al-Shuja‘iyya, alTuffah, al-Zaytun), Jabaliya. Heavy closequarter combat is reported in Gaza City and nr. Bayt Lahiya, with Palestinians firing antitank weapons and mortars and sniping at ground troops, moderately wounding 1 IDF soldier and lightly wounding 7.

Palestinians also fire 30 rockets and 1 mortar into Israel (including several Grads that hit Ashqelon), causing no reported damage or injuries.

At least 35 Palestinians are killed during the day, bringing the estimated Palestinian toll to around 795 dead and 3,300 wounded.

Humanitarian notes: The UN and other relief groups resume humanitarian aid transfers after receiving assurances fr. the Israeli government that they will not be targeted. During today’s 3-hr. humanitarian lull, Israel allows 41 trucks carrying food and medicine into the Strip. Israel seals the West Bank through 1/10 citing unspecified security concerns. The IDF fires rubber-coated steel bullets, tear gas, percussion grenades at Palestinians demonstrating against OCL after Friday prayers in Bayt Umar nr. Hebron (injuring 2), Hawara s. of Nablus, Hebron (injuring 4), Issawiyya, Ras al-Amud in East Jerusalem; also fires rubber-coated steel bullets, tear gas, percussion grenades at Palestinian, Israeli, and international activists attending weekly nonviolent demonstrations against the separation wall in Bil‘in (injuring 3 Palestinians, arresting 5), Jayyus (injuring 9, including 2 wounded by live ammunition, which is not used at the other rallies), Ni‘lin (injuring 5 Palestinians); conducts late-night house searches in Azmut nr. Before dawn the IDF moves troops into Gaza en masse to begin the forcible evacuation of Jewish settlers and disengagement protesters who have not yet left, begins demolishing settler homes in n. Gaza. By the end of the day, evacuations of Bedolah (est. 1986, pop. 220, size 1,456 d., hrs. to evac. 6), Ganei Tal (est. 1979, pop. 350, size 2,050 d., hrs. to evac. 11), Kerem Atzmona (est. 2001, pop. 24, hrs. to evac. 6), Morag (est. 1972, pop. 220, size 1,300 d., hrs. to evac. 7), Tal Katifa (est. 1992, pop. 60, size 183 d., hrs. to evac. 5) are completed; most residents of Gadid leave voluntarily. Settlers in Atzmona agree to evacuate voluntarily by 8/21, those in Netzarim by 8/22. Settlers who have not arranged their evacuation with the government will be housed temporarily in hotels, mobile homes: e.g., more than half of Morag’s settlers take up temporary residence in the West Bank settlement of Ofra; Israel’s Jerusalem municipality temporarily houses 1,000 Neve Dekalim settlers who have left voluntarily in a Jerusalem hotel. Generally there is little strong resistance; the IDF optimistically says it hopes that the evacuations could be completed within days instead of wks., as earlier estimated. During the day, some scuffles btwn. soldiers, settlers are reported; in some areas settlers set fire to tires and in garbage bins to prevent soldiers fr. entering settlements; at least 2 settlers set fire to their homes before leaving. In Morag, a female IDF soldier is stabbed with a syringe, lightly injured by a disengagement protester. (In total, 13 Israeli soldiers and police are lightly injured during the day.) Gaza settlers and protesters also attack Palestinians: some 200 Kefar Darom settlers rampage through nearby Palestinian areas, set fire to a Palestinian house; 20 Neve Dekalim settlers march through al-Mawasi, spread nails on roads to damage Palestinian cars, try to provoke Palestinian residents (the IDF intervenes, removes the settlers); other Jewish settlers fire on Palestinian homes, vandalize Palestinian greenhouses in the same area. The IDF also demolishes a Palestinian home, conducts arrest raids in al-Mawasi. Meanwhile, Palestinians in Khan Yunis begin returning to their homes on the edge of town facing the settlements, which they had fled since the start of the intifada in 9/00 because of IDF gunfire. Islamic Jihad mbrs. in some 50 boats, carrying banners and weapons, hold a seaborne victory parade off Gaza to celebrate disengagement. Some disengagement protests in Israel turn violent: a disengagement protester tosses a grenade at an IDF checkpoint in s. Israel, wounding 5 IDF soldiers; a female settler fr. Keddumim in the West Bank sets fire to herself during a demonstration in Netivot, is seriously injured. In the West Bank, a Jewish settler fr. Shvut Rachel steals a gun fr. an Israeli security guard at the industrial area of Shilo settlement, fires on Palestinian workers, killing 4 Palestinians, wounding 1. Sharon denounces the attack as “Jewish terror”; Palestinian Authority (PA) PM Mahmud Abbas calls on Palestinian factions to maintain calm, refrain fr. retaliation. At Sanur (to be evacuated under disengagement), 600 Jewish settlers hold an antidisengagement rally. The IDF conducts arrest raids, house searches in and around Hebron and in Nur al-Shams refugee camp (r.c.), Tulkarm. Also in Hebron, 4 bedouin children herding goats are injured when they accidentally trigger an unexploded IDF phosphorus shell; the IDF says it uses the shells only in training. A 9-yr.-old Palestinian dies of injuries received when she accidentally triggered unexploded IDF ordnance nr. Karmil. IDF undercover units raid Nablus, sparking numerous demonstrations and exchanges of gunfire, in which wanted AMB mbr. Taysir Shihab is fatally shot, 20 Palestinians (mostly stone-throwing youths) are injured. The IDF also bars Norwegian special envoy to the Middle East Jakken Bioern Lian entry to Gaza for a scheduled mtg. with PA officials (see 5/11); issues an order expelling a Palestinian fr. the al-Mawasi area, where he resides, for 6 mos.; shells a PSF post nr. Netzarim settlement, killing 3 PSF officers, wounding 2; makes arrest raids in Jenin, sparking clashes that leave a 12-yr.-old Palestinian dead; conducts additional arrest raids in Qalqilya, Tulkarm; fires on residential areas of Khan Yunis; bulldozes more than 86 dunams e. of Bayt Hanun. Israel allows Islamic Movement northern branch head Shaykh Ra’ed Salah, 1 of the 15 arrested on 5/13, out of custody for several hrs. to attend the funeral of his father in Umm al-Fahm, which turns into a massive Israeli Arab rally against Israeli government discrimination. (HA 5/15)
