In Gaza, Sarayat al-Shaykh Umar Hadid fighters fire a long-range rocket into Israel, announcing on Twitter that the rocket attack was retaliation for the IDF’s killing of a Palestinian on 9/22 in Hebron. The rocket is intercepted nr. Ashdod by an Iron Dome missile defense battery. IAF jets launch retaliatory air strikes on 4 Hamas military sites in Gaza City and n. Gaza, causing damage. Meanwhile, Israeli forces conduct a limited incursion e. of Khan Yunis to level land. (HA, MNA, WAFA, YA 9/29; PCHR 10/1)

Tensions and violence in East Jerusalem and the West Bank continue to escalate. Israeli forces close Hebron’s al-Ibrahimi Mosque to Muslim worshippers and continue to enforce the restrictions on Palestinian access at Haram al-Sharif that were announced on 9/27, additionally closing all but 3 entrances to the sanctuary. Meanwhile, around 140 right-wing Jewish activists tour Haram al-Sharif. In confrontations outside the sanctuary, Israeli MK Jamal Zahalka (Joint List) verbally confronts several Israeli police officers (the incident is caught on tape and dispersed on social media), and the Israeli police arrest 3 Palestinian women. Elsewhere, Israeli forces arrest 10 Palestinians on raids in al-Tur, Issawiyya, and al-Thawri. An Israeli settler assaults a Palestinian in the Old City, causing minor injuries. Palestinians throw stones at a taxi in al-Tur, injuring 1 international tourist and sparking minor clashes with Israeli police. Israeli forces arrest 2 Palestinian women after they assault an Israeli family in the Muslim Quarter of the Old City. Palestinians throughout the West Bank conduct solidarity actions, halting most commercial and civil activity in Nablus and Jenin and protesting in Ramallah, Bethlehem, Hebron, and Tulkarm. Israeli forces violently disperse the protesters, injuring 1 foreign tourist and 18 Palestinians, including 3 with live ammunition. In Hebron, Palestinians throw rocks at international tourists, injuring 1 Japanese woman. Israeli forces conduct house searches and raids nr. In response to a petition filed by the Israeli nongovernmental organization Yesh Din, the Israeli govt. informs the High Court of Justice of its intention to authorize settlement outposts in the Shilo region nr. Ramallah, including Adi Ad and 3 other major outposts. Yesh Din’s petition called for the demolition of Adi Ad on the grounds that it was constructed without building permits on privately owned Palestinian land. (HA, TOI 9/30)

The IDF conducts late-night arrest raids, house searches in 2 villages nr. Salfit (synchronized), in Jericho and 1 nearby village (synchronized), and 1 village each nr. Bethlehem, Jenin, Qalqilya, Ramallah, and Tulkarm. Jewish settlers fr. Adei Ad outpost nr. Nablus beat a Palestinian shepherd grazing his sheep nearby and kill his sheep; an Israeli guard fr. nearby Shilo settlement intervenes and the settlers flee; the guard summons Israeli border police, who photograph the scene and take the shepherd’s formal complaint. In Israel, 1,000s of Israelis demonstrate in Tel Aviv to mark the 1st anniversary of the launch of the 2011 social justice protests against the rising cost of living. During the protest, one of the prominent activists connected with the July 14 Movement, Moshe Silman, immolates himself and is critically injured (he dies on 7/20). (WP 7/17; NYT 7/21)

Abbas tells a group of 20 left-leaning Israeli intellectuals that the Palestinians want above all to resume negotiations, stating that “no matter what happens at the [UN], we have to return to negotiations,” but also that even if there is a last-minute deal to resume talks, the UN bid will proceed. He confirms that in recent months he met 3 times secretly with Israeli pres. Shimon Peres in Amman, London, and Rome to discuss reviving talks. He also reveals that he met secretly on 8/27/11 with Israeli DM Ehud Barak, who asked him to drop the statehood bid. (NYT 9/6; WJW 9/8; OCHA 9/9)

The IDF carries out an air strike on a house in Nussayrat r.c. in c. Gaza, seriously injuring 1 Palestinian woman. Israeli naval vessels fire on Palestinian fishing boats off the n. Gaza coast, forcing them to return to shore. In the West Bank, the IDF conducts morning house searches in Sirris village nr. Jenin, summoning several Palestinians for interrogation; conducts late-night arrest raids, house searches nr. Qalqilya and Ramallah (arresting Hamas-affiliate PC mbr. Muhammad Abu Tair). The IDF razes 3 buildings in Migron outpost, ordered removed by Israel’s High Court; settlers scuffle with the IDF, which arrests 6. Soon after, Jewish settlers set fire to a mosque in a nearby Palestinian village and spray graffiti saying “Migron.” In other apparent reprisals, Jewish settlers fr. Beitar Ilit nr. Bethlehem pump wastewater on agricultural lands in nearby Husan and Nahalin villages, damaging 100s of trees and crops; Jewish settlers vandalize a Palestinian home in Hebron; Jewish settlers fr. Shilo settlement set up a roadblock on the Nablus–Ramallah road and stone passing vehicles, seriously damaging 1 car and injuring 1 Palestinian; Jewish settlers fr. Keddumim settlement stone Palestinian vehicles on the Qalqilya– Nablus road, causing light damage but no injuries. The Knesset passes (65-33, with 22 absent) a law that would require the government to hold a national referendum before ceding Israeli territory, potentially hindering the government’s ability to reach peace deals with Syria and the Palestinians; West Bank lands, which were never annexed by Israel, would not fall under the new requirement. The IDF troops make a brief incursion into c. Gaza to level lands along the border fence east of Bureij refugee camp (r.c.), firing on residential areas to keep Palestinians indoors, causing no injuries. In the West Bank, the IDF patrols in Tulkarm in the morning without incident; conducts afternoon arrest raids, house searches nr. Jenin; conducts late-night arrest raids, house searches in and around Hebron, in Jenin, and nr. Bethlehem and Ramallah. Jewish settlers fr. In the West Bank, the IDF fires tear gas, stun grenades at Palestinian, Israeli, and international activists taking part in a nonviolent march in ‘Ayn al-Bayda nr. Hebron to protest the separation wall and settlement activities, arresting 6 Palestinians (including a journalist) and 5 internationals (all released on bail by 4/12); conducts synchronized late-night arrest raids, house searches in Aida, al-Azza, and Dahaysha refugee camps nr. Bethlehem. Jewish settlers fr. Shilo nr. Ramallah attack, damage a Palestinian car driving nearby, causing no injuries. (OCHA, PCHR 4/15)

In Gaza, IDF troops on the s. Gaza border e. of al-Qarara exchange cross-border fire with armed Palestinians, causing no reported injuries; Israeli naval vessels then shell the area, injuring 3 armed Palestinians, damaging a mosque. IDF troops in observation towers on the Gaza border e. of Jabaliya fire on Palestinian farmers working land 400 m fr. the border (outside Israel’s no-go zone), forcing them to leave. Israeli naval vessels fire on Palestinian fishing boats off the n. Gaza coast, forcing them to return to shore. Late in the evening, IDF troops on the n. Gaza border fire at Palestinian homes in Bayt Hanun for 40 mins., causing no injuries. In the West Bank, the IDF opens fire on a Palestinian vehicle driving nr. Husan village w. of Bethlehem, wounding 3 Palestinians (ages 17–21), claiming they fired on an IDF patrol; fires tear gas, stun grenades at Palestinians attempting to reach their agricultural land inside a closed military zone nr. Hebron, injuring an 8-yr.-old Palestinian boy; raids and seals (until 2/28) 2 Palestinian organizations in Sur Bahir nr. Jerusalem; imposes a late-night curfew on, conducts house searches in al-Zubaydat village nr. Jericho. Jewish settlers fr. Kiryat Arba settlement in Hebron throw stones and bottles at Palestinian houses in nearby Wadi Husayn, injuring a 7-yr.-old Palestinian boy. Jewish settlers fr. In the West Bank, the IDF conducts late-night house searches in Bil‘in, arresting 2 Palestinians involved in the weekly demonstrations against the separation wall, including artist Ibrahim Bernat (who makes portraits from rubber bullets, tear gas, and stun grenade canisters fired by IDF troops against demonstrators), confiscating his portrait collection. A Jewish settler fr. Gush Etzion nr. Bethlehem fires on 5 Palestinian farmers working land in Safa village nr. Hebron that settlers have previously tried to seize; no injuries are reported; the IDF observes but does not intervene. Jewish settlers fr. Shilo stone Palestinian vehicles driving on the Ramallah– Nablus road nr. the settlement, causing no injuries; the IDF observes but does not intervene. (OCHA, PCHR 12/23)

For the 1st time since 11/23, Palestinians fire 2 rockets fr. Gaza into Israel, causing no damage or injuries; the IDF does not retaliate—an indication that Israel believes the cease-fire pledge that Hamas secured fr. the other Gaza factions on 11/21 is generally holding. In the West Bank, the IDF conducts late-night house searches in Dahaysha r.c. nr. Bethlehem and nr. Qalqilya, making no arrests. Jewish settlers fr. Shilo nr. The Israeli navy turns back a Libyan freighter carrying 3,000 tons of humanitarian aid attempting to breach Israel’s blockade of Gaza. In the West Bank, the IDF sends an undercover unit into Nablus to ambush and assassinate al-Aqsa Martyrs Brigade (AMB) mbr. Muhammad Abu Thira’ while he is in PA security force (PASF) custody in a PASF vehicle being transported fr. his home to a PASF facility where he would stay overnight, as part of the process to be granted amnesty by Israel. IDF also conducts late-night arrest raids, house searches in and around Jenin town and r.c., nr. Bethlehem; conducts separate, synchronized late-night house searches in 4 villages nr. Jenin, without making any arrests. The IDF guards buses bringing 100s of Jewish settlers to Hebron to “defend” Beit Shalom. After dark, settlers rampage through Palestinian neighborhoods, attempt to seize a Palestinian home, heavily damage others. Jewish settlers fr. Shilo nr. Ramallah protesting the government order to evacuate Beit Shalom rampage through the villages of Turmusayya and Sinjil, slashing tires, vandalizing homes and a mosque, spraying graffitti saying “Death to Arabs” and “Muhammad is a Pig.” (NYT, WT 12/2; WJW, PCHR 12/4)

In Gaza, 1 Palestinian man is injured when a smuggling tunnel under the Rafah border collapses. In the West Bank, the IDF fires rubber-coated steel bullets, tear gas at Palestinian, Israeli, international activists taking part in the weekly nonviolent demonstration against the separation wall in Bil‘in (wounding 2) and fires tear gas, percussion grenades at demonstrators at a similar protest al-Ma‘sara (10s suffer tear gas inhalation); conducts late-night arrest raids, house searches in and around Nablus, in Bethlehem. Jewish settlers enter Nablus to pray at Joseph’s Tomb; the IDF evacuates them, reprimanding them for not coordinating the visit with the IDF in advance (see 6/13). Jewish settlers fr. Shilo nr. Ramallah stone a bus carrying peace activists, causing damage but no injuries. (OCHA 7/9; PCHR 7/10)

Before dawn, Hamas mbrs. detonate explosives at 17 points along the 7-mi.-long Rafah border wall, allowing 10,000s of Palestinians to stream into Egypt to buy food, fuel, medicine, cement, livestock, and other goods that have been banned by Israel since 6/07; Gazans who have been stranded in Egypt reenter Gaza. (For details on the border breach, see the Quarterly Update.) Egyptian pres. Husni Mubarak authorizes border police to stand down, saying Egypt will not be party to starving the Palestinians, but makes it clear that Egypt expects Gazans to return home quickly. IDF troops on the n. Gaza border fatally shoot a Palestinian farmer working his land northwest of Bayt Lahiya. The IDF also levels land inside Gaza northeast of Bayt Hanun, uprooting 350 d. of olive and citrus groves. A Palestinian is injured when 2 rockets to be fired into Israel explode at the launch site. In the West Bank, the IDF conducts arrest raids, searches in and around Hebron (including surrounding and searching a medical clinic, interrogating staff and patients, arresting 2 staff mbrs.), in Balata r.c., and nr. Jenin, Salfit; raids a hospital in Bethlehem, confiscating 3 computers and a diagnostic machine that tests for osteoporosis; returns 200 olive trees to a farmer in Qaryut nr. Nablus who had 300 trees stolen by Jewish settlers fr. Shilo settlement in 6/07. A Palestinian civilian dies of injuries received during IDF operations in Nablus on 1/3. IDF undercover units raid Jenin, assassinate West Bank head of Islamic Jihad’s al-Quds Brigades Nidal al-Sadi, his aide Ahmad Tubasi in a shootout that leaves 1 IDF soldier wounded; also open fire on angry Palestinians who gather to throw stones at the troops, wounding 11. The IDF reinforces troops in Hebron’s old city; demolishes 2 Palestinian homes nr. Bethlehem for being built without permits and being too close to the separation wall; bulldozes 2 d. of agricultural land adjacent to a settler bypass road nr. al-Khadir; conducts arrest raids, house searches in Aida r.c. and nr. Hebron (occupying a home as an observation post), Nablus, Tulkarm. Palestinians fire a rocket fr. Gaza into Israel, causing no damage or injuries. Jewish settlers angry over the plans to evacuate Amona outpost bar Palestinians fr. traveling a stretch of the Nablus–Ramallah road nr. Shilo settlement. Also in protest of the Amona evacuation, 100s of Jewish settlers storm an IDF base at the nearby Ofra settlement. Meanwhile, Jewish settler families who have been squatting in Palestinian stores in the Hebron market leave voluntarily in exchange for the Israeli government’s promise to look into speeding up legal proceedings to expropriate the market and allow Jewish settlers to rent it. Outside Hadera, 2 Islamic Jihad suicide bombers detonate a car bomb next to a bus, killing 14 Israelis, wounding 40. The IDF fatally shoots 2 Palestinians nr. Kefar Darom; bulldozes a Palestinian home in Qabatya, some agricultural land nr. Aley Sinai settlement; conducts arrest raids in Bethlehem, Qalqilya; bars an ambulance fr. crossing an IDF checkpoint, allowing an ailing Palestinian to die. Another Palestinian dies of injuries received on 12/10/01. Palestinians reportedly fire a mortar in Gaza, causing no damage or injuries. At Havat Gilad, Jewish settlers again try to rebuild sites demolished by the IDF. Jewish settlers fr. Shvut Rachel attack Palestinians harvesting olives nr. Nablus, setting 7 Palestinian cars and 50 trees afire, uprooting another 54 trees; in response, some 200 Palestinian start marching toward the settlement, but the IDF turns them away.
