In the West Bank, Israeli forces shot and injured 1 Palestinian trying to enter Israel for work at the separation wall west of Jenin. Israeli forces also seized 1,480 dunams (366 acres) of land near the Shilo settlement, taken from Qaryut, Jalud, Turmus ‘Ayya, and al-Mughayyir villages. 3 Palestinians were arrested during a raid in al-Fasayil. Haaretz reported that the Israeli military police was investigating 16 out of 60 killings of Palestinians in the West Bank by Israeli forces during the 1st 6 months of 2022. Of the 60 killed, 15 were children and 4 were women. Israeli forces killed 70 Palestinians in the West Bank in 2021, 19 in 2020, and 20 in 2019. (HA 7/13)

Palestinians living in the Masafer Yatta area asked the Israeli high court of justice to issue an interim injunction against Israeli military exercises in the area, citing a munition hitting a home during an exercise on 7/6. (HA 7/13)

U.S. secretary of state Antony Blinken said that he had invited the family of the Palestinian American journalist Shireen Abu Akleh, who was killed by Israeli forces on 5/11, to the White House. The invitation comes as the Biden administration has received severe criticism for whitewashing the Israeli killing by not firmly blaming Israel for the killing and by refusing to call for any consequences. It was unclear if President Biden will partake in the meeting. U.S. president Joe Biden landed in Tel Aviv for a 4-day trip of the Middle East that will include meetings with Palestinian, Israeli, and Saudi leaders. In a speech, President Biden voiced support for a 2-state solution but said “even though I know it is not in the near-term.” PA minister of social development Ahmed Majdalani called Biden’s words meaningless, saying Biden seeks to promote Israeli normalization with Arab countries over addressing the situation on the ground. During the 1st day of his 4-day tour, Biden also visited the Yad Vashem. In a prerecorded interview with Israeli Channel 12, Biden emphasized that his trip to the Middle East was about having Israel “accepted as an equal” in the region. Biden also dismissed members of his own party who call Israel an apartheid state and said that he would not remove the Iranian Revolutionary Guard Corps from the U.S. list of foreign terrorist organizations even if that blocked a deal in which the U.S. would reenter the Iran Nuclear Deal. In the West Bank, Israeli forces raided Hebron, leading to a confrontation with Palestinian residents; tear-gas related injuries were reported. Palestinians protested in solidarity with the Palestinian prisoners that escaped Gilboa prison on 9/6 in Tuqu‘, Fawwar refugee camp, and al-Arroub refugee camp. 6 Palestinians were arrested, including 2 during a late-night raid in Qarawat Bani Hassan and 4 minors leaving a school in Tuqu‘. In East Jerusalem, 1 Israeli settler rammed 1 Palestinian with their car in al-Tur, leading to a confrontation between Israeli forces and Palestinians; 1 was injured by a rubber-coated bullet and 3 were arrested. 1 other was arrested during a late-night raid in Silwan. In Gaza, for the 3d night in a row, 2 rockets were launched at Israel and intercepted, and Israel conducted air strikes, hitting 4 locations near Khan Yunis and Rafah, causing damage, including to a poultry farm. Israeli defense minister Benny Gantz submitted a request to the Israeli high court of justice to delay the relocation of Israeli settlers from the Shilo settlement outpost to Israel, citing the religious shmita year restrictions on cultivating land. The settlers have made an agreement with Israel to leave the settlement voluntarily in exchange for receiving land within the Green Line. (HA 9/13)

In a speech at a university in Herzliya, Israeli foreign minister Yair Lapid said that the Israeli policy of blockading Gaza since the 2005 withdrawal had not been effective and proposed a plan to exchange economy for security. Foreign Minister Lapid said that Israel would not directly negotiate the terms with Hamas but would do so through international mediation. Lapid also said his proposal was backed by Israel’s prime minister Naftali Bennett and defense minister Benny Gantz, but that it was not a government plan. The 1st phase of Lapid’s plan is to update Gaza’s electricity, health, and transportation systems, of which water and electricity would be under Israeli control. The 2d phase entails creating a seaport in Gaza and connecting Gaza to the West Bank. In the 2d phase, the PA would gain control over Gaza. (HA, TOI 9/12; JP, MEMO 9/13)

In the West Bank, Israeli settlers from the Shilo settlement threw stones at Palestinians driving between Nablus and Ramallah near Turmus ‘Ayya, injuring 2 who were taken to a hospital. Israeli settlers threw stones at Palestinian shepherds, preventing them from bringing their livestock to a water source in ‘Ain al-Hilweh. Israeli forces violently dispersed a protest in Yatta, causing tear-gas related injuries, and arrested 2 journalists. 2 others were arrested in Marah Rabah and Bayt Jala. In East Jerusalem, 1 43-year-old Palestinian man arrested for driving offenses on 7/18 was found dead in his cell in the Moscow detention center; other inmates said the man had been attacked by Israeli guards prior to his death and his family demanded that a Palestinian doctor be present at his autopsy. The Israeli high court of justice allowed the Israeli government’s request for an extension to submit a position on the eviction of Palestinians in Khan al-Ahmar. The government now has until 9/5 to submit its position. (HA 7/21; MEMO 7/22)

According to the Likud-linked newspaper Israel Hayom, the new Israeli government has barred the Supreme Planning Council from meeting, leading to a freeze on settlement construction and expansion. According to the newspaper, the government’s decision is a “demand” from the U.S.; Israel’s interior minister Ayelet Shaked later said in an interview that if the government freezes settlement expansion, then her Yamina (Rightwards) party will leave the coalition, which is headed by Yamina chairperson Naftali Bennett. In Gaza, Sarayat al-Shaykh Umar Hadid fighters fire a long-range rocket into Israel, announcing on Twitter that the rocket attack was retaliation for the IDF’s killing of a Palestinian on 9/22 in Hebron. The rocket is intercepted nr. Ashdod by an Iron Dome missile defense battery. IAF jets launch retaliatory air strikes on 4 Hamas military sites in Gaza City and n. Gaza, causing damage. Tensions and violence in East Jerusalem and the West Bank continue to escalate. Israeli forces close Hebron’s al-Ibrahimi Mosque to Muslim worshippers and continue to enforce the restrictions on Palestinian access at Haram al-Sharif that were announced on 9/27, additionally closing all but 3 entrances to the sanctuary. Meanwhile, around 140 right-wing Jewish activists tour Haram al-Sharif. In confrontations outside the sanctuary, Israeli MK Jamal Zahalka (Joint List) verbally confronts several Israeli police officers (the incident is caught on tape and dispersed on social media), and the Israeli police arrest 3 Palestinian women. Elsewhere, Israeli forces arrest 10 Palestinians on raids in al-Tur, Issawiyya, and al-Thawri. An Israeli settler assaults a Palestinian in the Old City, causing minor injuries. Palestinians throw stones at a taxi in al-Tur, injuring 1 international tourist and sparking minor clashes with Israeli police. Israeli forces arrest 2 Palestinian women after they assault an Israeli family in the Muslim Quarter of the Old City. Palestinians throughout the West Bank conduct solidarity actions, halting most commercial and civil activity in Nablus and Jenin and protesting in Ramallah, Bethlehem, Hebron, and Tulkarm. Israeli forces violently disperse the protesters, injuring 1 foreign tourist and 18 Palestinians, including 3 with live ammunition. In Hebron, Palestinians throw rocks at international tourists, injuring 1 Japanese woman. Israeli forces conduct house searches and raids nr. In response to a petition filed by the Israeli nongovernmental organization Yesh Din, the Israeli govt. informs the High Court of Justice of its intention to authorize settlement outposts in the Shilo region nr. Ramallah, including Adi Ad and 3 other major outposts. Yesh Din’s petition called for the demolition of Adi Ad on the grounds that it was constructed without building permits on privately owned Palestinian land. (HA, TOI 9/30)
