In the West Bank, 1 Palestinian child, shot by Israeli forces during a raid in al-Bireh on 9/28, succumbed to his injuries. Israeli settlers threw stones at Palestinian vehicles in Huwwara and attacked Israeli soldiers with pepper-spray; 1 off-duty Israeli soldier was later arrested for attacking Israeli soldiers. Israeli settlers also threw stones at Palestinian vehicles traveling near al-Bireh. Elsewhere, Israeli settlers set fire to a vehicle and a water tank and vandalized 80 olive and almond trees in al-Mughayyir. Israeli forces temporarily expelled Palestinians in parts of Khirbat al-Karmil to convene a conference for settlers and soldiers in the village, which is in Area A. Israeli forces also assaulted 1 Palestinian at a checkpoint near Beit Furik, causing injuries. The new Israeli-imposed restrictions for entry into the West Bank, outside of Israeli settlements, took effect. The heavily criticized restrictions were 1st published earlier this year in the policy paper “Procedure for entry and residence of foreigners in the Judea and Samaria area,” issued by Israel’s Coordinator of Government Activities in the Territories and have been slightly amended after criticism by U.S. and EU lawmakers. Haaretz reported that Israel will approve the purchase of 2 helicopters by the PA for usage of PA officials. The helicopters, which will be stationed in Jordan, are reportedly funded by Gulf state donations. The PA will need permission from Israel to use the helicopters in the West Bank. At a conference in Eliat attended by Morocco, Bahrain, and the UAE, Israel and Bahrain signed an agricultural cooperation deal. (REU 10/20)

The ACLU filed an appeal with the U.S. supreme court asking it to review the appeals court decision to uphold an Arkansas state law that penalizes companies boycotting Israel. The UN-mandated commission of inquiry on the occupied West Bank, Gaza, east Jerusalem, and Israel released a 28-page report, calling on the International Court of Justice to make a legal opinion on the Israeli occupation of the Palestinian territories and said the occupation is unlawful due to its permanence and Israel’s “de-facto annexation policy.” (AP, UN, WAFA 10/20; HA, MEE, WAFA 10/21)

In the West Bank, Israeli settlers raided Khirbet Zanuta, assaulting Palestinians and causing damage to houses. Israeli settlers also seized an old Jordanian army building in Arab al-Rashayida near Bethlehem. Israeli forces raided the headquarters of the Palestinian Red Crescent in Tubas, firing 29 tear gas canisters at the building, causing tear-gas related injuries and starting a fire. Israeli forces also assaulted a man at the Hamra checkpoint near Nablus. 6 Palestinians were arrested during late-night raids in and around al-Bireh, Jenin, and Tayassir. In East Jerusalem, Israeli forces violently dispersed Palestinian protesters demonstrating against Israeli-planned evictions of Palestinians in Batn al-Hawa, injuring 1 minor before arresting him. Israeli forces also arrested 1 Palestinian for gesturing his middle finger at Israeli forces in the Old City; the man’s lawyer said he was beaten by Israeli police while in detention; it was the 2d man in 2 days arrested for making the gesture. Israel opened an investigation into why Israeli forces shot 1 girl and her father in their house in Shaykh Jarrah on 5/25. The girl was shot in the back with a rubber-coated bullet, fracturing her spine. Her father was hit in his leg and with a stun grenade. 1 Israeli soldier was suspended while the investigation was ongoing. (AP 5/26; HA 5/27)

Israel revoked social and health benefits for 16 Palestinian families in East Jerusalem as a punitive measure because at least 1 member in each family is seen as a political activist for Palestinian rights to live in Shaykh Jarrah or against Israeli attacks on the Haram al-Sharif compound. It was also reported that 11 Palestinian residents of East Jerusalem were placed in administrative detention for periods of 3-6 months. (HA, MEMO, WAFA 5/27)

An Israeli court in Jerusalem postponed making a judgment on the eviction of 86 Palestinian families from their homes in Batn al-Hawa in Silwan. 15 European diplomats were present at the court during the postponement. (AJ, MEE, MEMO, WAFA 5/26; ALM, WAFA 5/27; HA 5/28; AJ 5/29)

PA president Mahmoud Abbas met the British foreign minister Dominic Raab in Ramallah, calling for the revival of the International Quartet’s engagement in a peace process. (HA, WAFA, WAFA 5/26)

Hamas leader in Gaza Yahya Sinwar threatened Israel with a more intense attack if Israel continues to attack the Haram al-Sharif compound. Sinwar also said that Hamas would not touch “a single cent” of international aid for rebuilding Gaza. (AJ, HA 5/26)

U.S. secretary of state Antony Blinken met with Egyptian president Abdel Fatah al-Sisi and other senior Egyptian officials discussing the Egyptian brokered ceasefire between Israel and Hamas. Secretary Blinken also met with Jordanian king Abdullah II in Amman. (AJ, AJ, HA, REU 5/26)

After the government of Ireland recognized Israel’s settlement activity as de facto annexation of Palestinian lands on 5/25, the Irish parliament passed a motion to condemn Israel’s “de facto annexation” of Palestinian lands. (AJ 5/26; AP, GDN, HA, WAFA, WAFA, WAFA 5/27)

The EU increased its financial support for Palestinians by $9.75 million to help rebuild Gaza. (WAFA 5/26)

In the West Bank, Israeli settlers attacked 1 Palestinian minor and his father in Hebron. Israeli settlers also set up tents in Battir near Bethlehem. Israeli forces delivered demolition orders for 1 residential structure and 1 garden in Sabastiyya, 1 pool used for irrigation in Bayt Dajan, and a number of structures east of Yatta. Israeli forces also demolished 1 residential structure near Tubas and dismantled and seized 1 wooden shed in Umm al-Jamal. Israeli forces also shot and injured 6 Palestinians using rubber-coated bullets during raids in Qalandia refugee camp; 1 Israeli soldier was also injured during the clashes, which lasted some 2 hours; 9 Palestinian-owned vehicles were damaged. 12 Palestinians were arrested during raids in and around Nablus, Birzeit, Bayt Umar, Qalandia, Hebron, and Jenin. 7 Palestinians were arrested in the Old City and Issawiyya. The PA civil affairs minister Hussein al-Sheikh announced that the PA would resume coordination with Israel, including security coordination, after suspending ties in May. Civil Affairs Minister al-Sheikh said that Israel had promised to respect its agreements with the PA during “international negotiations conducted by the president [Mahmoud Abbas].” Hamas and Islamic Jihad condemned the PA’s move, saying it undermines reconciliation efforts. PA prime minister Mohammad Shtayyeh said during a Zoom conference organized by the Council of Foreign Relations that the COVID-19 pandemic played a part in the decision as the PA have struggled to find the resources to fight it. Israeli said it defused explosive devices in the Israeli-occupied Golan Heights near the de facto border of Syria. Israel later attacked Syria, striking 8 targets. According to the Syrian state media SANA, 3 were killed, 1 wounded, and Syria intercepted Israeli missiles over Damascus. The London-based Syrian Observatory for Human Rights said 10 people were killed in the strikes. Israel acknowledged to have attacked Syria, saying it was responding to the explosive devices and claiming that it had hit Iranian and Syrian forces in Syria. In retaliation for Palestinian rocket fire on 8/24, the IDF carries out an early morning air strike on smuggling tunnels on the Rafah border, collapsing a tunnel, killing 2 Palestinians and injuring at least 6 others; 1 person is reported missing. In the West Bank, the IDF storms the Bayt Jala offices of Bethlehem 2000 Radio, confiscating $150,000 worth of equipment; conducts raids, house searches nr. Olmert also proposes increasing arrests and administrative detention of Jewish settlers who break the law. The Jerusalem District Juvenile Court remands and indicts 3 Jewish settler girls (ages 12, 15, 17) for reckless endangerment, aggravated assault of security forces, and obstruction of a police officer for attacks against Israeli border police in Givat Harsina on 10/30. After a wk.'s delay, Bush gives a major speech outlining the new U.S. policy toward the peace process. Without mentioning Israel's military escalations, Bush says in effect that the Palestinians must remove Arafat and create a Western-style democracy before the peace process can move forward. The U.S. halts direct dealings with Arafat. Bush's decision to call for Arafat's ouster was reportedly influenced heavily by an Israeli intelligence report he received last wk.
