In the West Bank, Israeli settlers uprooted dozens of almond trees and grapevines in Bayt Umar and threatened the Palestinian landowners with guns. Israeli forces razed Palestinian-owned land in ‘Ayn Bus and seized 1 greenhouse in Bethlehem. Israeli forces also shot and injured 1 Palestinian with live ammunition as he was trying to enter Israel for work through the separation barrier near Far‘un. Elsewhere, Israeli forces dismantled and seized 1 agricultural structure in Tuqu‘. Israeli forces also arrested 1 Palestinian at the Qalandia checkpoint, claiming he wanted to stab a soldier with a screwdriver. 15 others were arrested during raids in and around Qabatiya, Jenin refugee camp, Burqin, Ramallah, Kafr Malik, Tulkarm, Tubas, and Nablus. The Israeli government told its high court of justice that it had delivered 100 COVID-19 vaccine doses to the PA and that more doses would arrive in some 10 days. The PA health ministry denied having received any doses of COVID-19 vaccines from Israel. (HA, WAFA 1/13)

The Israeli human rights organization B’Tselem released a position paper “A regime of Jewish supremacy from the Jordan River to the Mediterranean Sea: this is apartheid,” calling Israel an apartheid state. B’Tselem argued that the distinction between Israel proper, East Jerusalem, the West Bank, and Gaza has been obfuscated so that “the entire area between the Mediterranean Sea and the Jordan River is organized under a single principle: advancing and cementing the supremacy of one group—Jews—over another—Palestinians.” B’Tselem said it no longer could treat the occupied Palestinian territories as distinct from Israel as it has in the past and therefore needs to treat the area as 1 entity operating as an apartheid state. 2 particular developments led B’Tselem to change its viewpoint: the Nation-State law and the threats of annexation of Area C. Several Palestinian human rights organizations including al-Haq and the Palestinian Centre for Human Rights have already called Israel an apartheid state. Israel attacked several places in Dayr al-Zur and Abu Kamal in eastern Syria with airstrikes, killing 57 people and wounding at least 37. According to a U.S. intelligence official, the strikes were made with intelligence from the U.S.; U.S. secretary of state Mike Pompeo had discussed the airstrikes with Mossad director Yossi Cohen at a D.C. restaurant on 1/11. Secretary Pompeo also announced that the terrorist group Al Qaeda has a home base in Iran without providing any evidence, a charge the Iranian foreign minister Mohammad Javad Zarif called “warmongering lies.” On 1/10, Secretary Pompeo said that the Houthi rebels in Yemen would be added to the U.S. list of foreign terrorist organizations, a designation many humanitarian organizations lambasted as it will make it impossible to deliver aid to the civilian population living in Houthi-controlled areas who are heavily hunger stricken. In the West Bank, Palestinians in Kafr Malik forced Israeli settlers to leave their property after they set up caravans on their land; as the confrontation ensued, Israeli forces intervened on behalf of the settlers, injuring 2 Palestinians with rubber-coated bullets. Elsewhere, Israeli settlers threw stones at construction workers in Burqa. Israeli forces razed Palestinian-owned land in Haris. 12 Palestinians in the Ofer prison tested positive for COVID-19, raising the number of Palestinian prisoners testing positive for the virus to 29. 43 Palestinians were arrested during late-night raids in and around Dura, Hebron, Yatta, Bani Na‘im, al-‘Arub refugee camp, Bayt Umar, Bethlehem, and Tulkarm. Israeli prime minister Benjamin Netanyahu apologized for the killing of a Palestinian-Israeli man who Israeli police shot during the demolition of the Bedouin village of Umm al-Hiran in the Negev in January 2017. Prime Minister Netanyahu said Israeli police, after the shooting, falsely had claimed the man was a terrorist. Chairman of the Joint List Ayman Odeh accused Netanyahu of having created the idea that the Palestinian-Israeli man was a terrorist when he was killed in 2017. Netanyahu’s comments fell after Haaretz reported on an internal document from the Shin Bet saying there was no evidence or indication of a terror attack. (HA 9/8; HA 9/9; TOI 9/10)

The son of Chadian president Idriss Déby, Abdelkarim Déby, represented his country during a visit to Israel and meeting with Prime Minister Netanyahu. According to a statement from Netanyahu’s office, the 2 discussed possibly exchanging embassies, including a Chadian embassy in Jerusalem. The Chadian foreign ministry “categorically” denied having any intentions to open an embassy in Jerusalem. (HA 9/8; WAFA 9/9)

In the West Bank, Israeli settlers chopped down 36 olive trees in Burin. Israeli settlers and military escort toured Joseph’s Tomb in Nablus, leading to confrontations with Palestinians; tear-gas related injuries were reported. Israeli forces demolished a residential structure, displacing 10 people in Bayt Umar. 19 Palestinians were arrested during raids in and around Qalqilya, ‘Azun, Tulkarm, Ramallah, Bethlehem, and Hebron. In East Jerusalem, Israeli authorities banned the former mufti of Jerusalem, Shaykh Ikrima Sabri, from entering the Haram al-Sharif compound for 4 months. PA prime minister Mohammad Shtayyeh said that the PA would not trade Israeli-withheld PA tax revenue for political concessions, saying “[t]he question of Palestine is not that of money, but of rights, dignity and freedom.” (WAFA 6/5)

The PA responded to the ICC’s request for clarification on the PA’s decision to end all agreements with Israel and the U.S. in light of the impeding annexation of parts of the West Bank. In its response, the PA said that ending agreements with Israel and the U.S. does “not in any way purport to, nor does it, legally affect the question [of the ICC jurisdiction relating to Israeli war crimes in the occupied Palestinian territories] presently before the Chamber.” (HA 6/5; WAFA 6/6)

Syrian state media and the British-based Syrian Observatory for Human Rights (SOHR) reported Israeli air strikes in Hama. According to SOHR, 9 people were killed, including 4 Syrians. According to Syrian state media, Syrian forces intercepted 1 Israeli attack. (HA 6/4; AJ 6/5)

Speaker of the U.S. House of Representatives Nancy Pelosi (D-NY) said at an online event that Israeli annexation of parts of the West Bank undermines U.S. national security interests. (HA 6/4)

In the West Bank, Israeli settlers attacked a Palestinian man in Susiya. Israeli forces made Jiftlik a temporary military zone and seized an irrigation system, 2 bulldozers, 1 tractor, and 1 water tank. 21 Palestinians were arrested during raids in and around Bayt Umar, Hebron, al-Fawar refugee camp, Ramallah, Jericho, Nablus, and Tulkarm. In East Jerusalem, 2 Palestinians were arrested. The Israeli Jerusalem municipality ordered some 200 Palestinian-owned industrial buildings in Wadi al-Juz to be evicted and demolished. Israeli defense minister Benny Gantz said he had instructed the Israeli army’s chief of staff to accelerate the army’s preparations for “the upcoming diplomatic changes in the Palestinian area.” Defense Minister Gantz was referring to the potential fallout from Israel’s upcoming plans to annex parts of the West Bank. UAE’s minister of foreign affairs Anwar Gargash tweeted that “[c]ontinued Israeli talk of annexing Palestinian lands must stop. Any unilateral Israeli move will be a serious setback for the peace process, undermine Palestinian self determination & constitute a rejection of the international & Arab consensus towards stability & peace.” The tweet comes after the PA on 5/21 rejected COVID-19-related aid flown directly from the UAE to Tel Aviv. The direct flight was seen as another step toward normalizing ties between the UAE and Israel. (AJ, HA, REU 6/1)

U.S. secretary of state Mike Pompeo said in a podcast that the U.S. government would make announcements this week “push[ing] back against what the ICC is up to.” The ICC is currently investigating possible war crimes committed by the U.S. in Afghanistan and by Israel in the occupied Palestinian territories. The World Bank warned that the Palestinian economy could shrink up to 11 percent in the coming year, citing COVID-19’s impact on the tourism industry and PA-enhanced spending on health. (HA 6/1)

In the West Bank, Israeli settlers injured 2 Palestinians while throwing stones at a Palestinian-owned house in Yatma. Separately, Israeli settlers set fire to Palestinian-owned agricultural lands east of Tulkarm, damaging olive and almond trees. Israeli forces also confiscated 1 residential caravan in Bayt Dajan. 26 Palestinians were arrested during raids in and around Bayt Umar, Dura, Hebron, Bethlehem, Ramallah, Ya‘bad, Jenin, Nablus, and Qalqilya. During a raid near Ramallah, 1 Palestinian was injured by a rubber-coated bullet; 1 other Palestinian was injured by gunfire in Qalqilya, and clashes erupted during a raid in Ya‘bad; no injuries were reported there. In East Jerusalem, 3 Palestinians were injured in 2 separate attacks by unidentified perpetrators; 1 4-year-old girl was hit in the head by a bullet in Issawiyya and 1 man and his child were shot while working in a store in Shu‘fat. 1 Palestinian was arrested in Issawiyya. The PA formally informed Israel’s Coordinator of Government Activities in the Territories and the CIA that it was no longer participating in security coordination and intelligence sharing. PA forces also left Area B which, like Area C, is under Israeli military control. PA prime minister Mohammed Shtayyeh also said that the PA would not accept COVID-19-related aid sent from UAE on a direct plane to Israel landing on 5/20, noting that the PA had not been informed about the shipment before it took off. All the COVID-19 material will instead go to Gaza, which witnessed 29 new confirmed COVID-19 cases today. (AJ, HA, HA, REU 5/21)

18 Democratic senators signed a letter addressed to Prime Minister Benjamin Netanyahu and Defense Minister Benny Gantz, warning that annexation of parts of the West Bank “would betray our shared democratic values by denying Palestinians’ right to self-determination in a viable, sovereign, independent and contiguous state.” It further stated that annexation would likely erode the American people’s support for the U.S.-Israeli special relationship. In the West Bank, Israeli settlers fenced off a 12-dunam (3 acres) plot of Palestinian-owned land in Bayt Umar. Israeli forces razed 5 dunams (1.2 acres) of Palestinian-owned land west of Bethlehem. 3 Palestinian families were issued stop-work orders for construction on their homes near Qalqilya. Some 50 Israeli settlers with Israeli force escort toured an archeological site in Sabastiyya. 10 Palestinians were arrested during late-night raids in and around Tulkarm, Awarta, Dura, Ramallah, Madama, and Jalazun refugee camp. During a raid in Salfit, Israeli forces confiscated 50,800 NIS ($14,000) from 3 different families. In East Jerusalem, Israeli forces demolished part of a Palestinian-owned home in Jabal Mukabir. 10 Palestinians were arrested during late-night raids in Issawiyya and Silwan. Off the coast of Gaza, Israeli naval forces opened fire on Palestinian fishermen 2 nautical miles west of Bayt Lahiya; no injuries were reported. In the West Bank, Israeli forces issued a stop-work order for a road near al-Mughayyir and seized nearby machinery. Israeli forces also distributed 8 demolition notices for Palestinian-owned homes south of Hebron. 15 Palestinians were arrested during late-night raids in and around Bethlehem, Bayt Umar, Abu Dis, Ramallah, Nablus, and Tulkarm. Israeli settlers threw stones at Palestinian homes in Madama, causing damage. In East Jerusalem, 2 Palestinians were arrested during late-night raids in the Old City and Issawiyya. Israeli Channel 13 released a video showing half a dozen Israeli policemen attacking a Palestinian near Shu‘fat refugee camp for failing to show his ID. Off the coast of Gaza, Israeli naval forces opened fire on Palestinian fishermen west of Jabalia; no injuries were reported. In Israel, 5 international activists, including a member of the Finish parliament, were arrested by Israeli forces after trying to cut through the fence to Gaza in an act of solidarity with Palestinians in Gaza. Israel relocated 33 Palestinian minors held at Ofer Prison in the West Bank to Damoun Prison in Israel. Israel also extended the administrative detention of a women scheduled to be released on 1/15 for another 6 months. The woman has been in administrative detention since 6/15/2019. In the West Bank, Israeli settlers attacked a Palestinian mother and her daughter in Hebron using pepper spray. Israeli forces seized a truck and a bulldozer in Bayt Umar near Hebron. Israeli forces arrested 14 Palestinians, including 1 disabled teenager by al-Ibrahimi Mosque; 9 during late-night raids in and around Hebron, Qalqilya, and Ramallah; 3 at a northern entrance to Bethlehem; and 1 at a flying checkpoint north of Tulkarm. Meanwhile, Israeli forces seized tents and uprooted trees in Khirbat Tana and dismantled residential shacks and a barn near Tubas. During the incident near Tubas, a B’tselem fieldworker was detained and his car was seized. In East Jerusalem, 7 Palestinians were arrested at the Haram al-Sharif compound and in Silwan. Approximately 232 Israeli settlers with military escort toured the Haram al-Sharif compound. In Gaza, Israeli forces opened fire at Palestinian bird hunters east of Khan Yunis; no injuries were reported. 1 Palestinian trying to cross the Gaza fence was injured by Israeli live ammunition; he was hospitalized and interrogated before being released on 12/24. Israel’s civil administration said it had reversed its initial decision to not allow any Christians from Gaza enter Jerusalem and the West Bank for Christmas celebrations. It said that all 950 applicants would be allowed to travel, pending a security screening. (HA 12/23)

The Israeli high court of justice criticized the Israeli government’s decision to return $63 million from the Palestinian Workers’ Sick Fund to Israeli employers. The $63 million were accumulated by payments from Palestinian workers in Israel to the sick fund for paid sick leave. The court ordered a freeze in payment to the Israeli employers and gave the Israeli state 3 months to respond to the justices’ questions. (HA 12/26)

In the West Bank, Israeli forces demolished a shack and razed 6 dunams (1.4 acres) of agricultural land in Bayt Umar. Palestinians in Hebron observed a general strike protesting Israel’s plans to make a new settlement and closed fruit and vegetable market in the city, announced on 12/1. During a protest march against the settlement, clashes broke out between protesters and Israeli forces, leading to tear-gas related injuries. 11 Palestinians were arrested during 9 late-night raids in and around Hebron, Dura, Ramallah, Jenin, and Tulkarm; and 2 at a flying checkpoint near Jenin. In East Jerusalem, Israeli settlers damaged 160 Palestinian-owned cars by slashing tires and houses were defaced by racist graffiti like “Arabs = enemies” in Shu‘fat. A Palestinian family demolished a room in their house in Jabal Mukabir after receiving a demolition order on 12/6. 2 Palestinians were arrested during evening raids in the Old City and Issawiyya. Israel’s public security minister Gilad Erdan issued an order banning PA governor of Jerusalem Adnan Ghaith from conducting any PA-related activity in East Jerusalem, including holding meetings, gatherings, and conferences. Governor Ghaith has been arrested by Israel 7 times since becoming governor in 2018. (HA 12/10)

In the West Bank, Israeli forces arrested 16 Palestinians during late-night raids in and around Abu Dis, Ramallah, al-Bireh, Bethlehem, Tulkarm, and Jenin. 2 Palestinians were injured by Joseph’s Tomb when Israeli settlers with military escort toured the site near Nablus. Also in Burqa near Nablus, Israeli forces handed 2 demolition notices for a house and a park. In Hebron, Israeli forces prevented Palestinians from renovating a house. Russia and Syria condemned Israel for its airstrikes on Syrian territory on 6/30, leading to 16 causalities. The Syrian foreign ministry filed a complaint to the United Nations Security Council demanding accountability over the strikes. (AJ, HA 7/2)

Finland, Ireland, Norway, and Germany contributed a total of $24.5 million for the Joint Financing Arrangement which supports PA educational programs. (WAFA 7/2)

In the West Bank, Israeli forces raided a school southwest of Jenin and seized construction equipment and a tractor. Israeli forces also closed the Huwwara checkpoint for the 1st of 2 days coinciding with the Bahrain workshop. In several places throughout the West Bank, Palestinians protested the Bahrain workshop. Israeli forces arrested 13 Palestinians during late-night raids in and around Ramallah, Tulkarm, Jenin, and Hebron. During a raid near Ramallah, several Palestinians were injured by rubber-coated bullets as they were protesting the Israeli incursion. A carpentry store was also damaged by Israeli forces during the incursion. In Bayt Umar, Israel forces prevented utility workers from working on the electricity network and seized a crane and a vehicle. In East Jerusalem, Israeli municipal workers tore down a protest tent set up by Palestinians protesting the Israeli planned demolitions of a number of buildings in Silwan. In Gaza, Israeli authorities halted transfers of fuel to the Gaza power plant indefinitely, citing incendiary balloons. Off the coast of Gaza, Israeli naval forces opened fire on Palestinian fishing boats and detained 3 Palestinian fishermen within the permitted fishing area. 3 Palestinians were injured by live fire east of Bayt Hanun. Charges against a Palestinian man accused of raping a 7-year-old girl in an Israeli settlement in the West Bank was dropped after an Israeli court found that there was not enough evidence tying the man to the rape. The Israeli military prosecution was criticized for their handling of the investigation and an Israeli army spokesperson said that the military would launch a probe into the investigation. The Chilean president Sebastián Pinera met with PA officials in East Jerusalem and toured the Haram al-Sharif compound. (HA 6/26)

The U.S.-sponsored Bahrain workshop on Middle East economic development, dubbed the Peace to Prosperity, began for the 1st of 2 days. Despite focusing on the economic element of peace between Palestine and Israel, neither country was represented at the workshop. The U.S. peace team intends to raise $50 billion in contributions for economy development in Palestine and for its neighbors. A spokesperson for PA president Mahmoud Abbas said that the Arab Peace Initiative from 2002 was a red line that could not be redrafted if a peace plan was to be executed. The comments followed U.S. special adviser and son-in-law to President Donald Trump Jared Kushner’s comments to Al-Jazeera that a peace deal would need to be found “somewhere between the Arab peace initiative and between the Israeli position.” (WAFA 6/25; HA 6/26)

Israeli forces shoot and kill a Palestinian driver after he allegedly attempts to ram them outside Ithna village near Hebron. Elsewhere in the West Bank, IDF troops shoot and injure 5 Palestinians during clashes sparked by raids in Surda and Nabi Salih villages near Ramallah and Bayt Umar near Hebron. The IDF also conducts raids in Ramallah for a 2d day in a row, sparking clashes with Palestinian residents of the area; 6 Palestinians are lightly injured. Meanwhile, Israeli forces demolish a Palestinian home in Jiftlik. Shortly after the demolition, they open fire on a Palestinian driver allegedly attempting to ram them. The driver, who is later identified as the owner of the demolished home, is lightly injured and his car is damaged. Israeli soldiers then assault and arrest him. Separately, Israeli forces issue stop-work orders to Palestinians building new classrooms onto a school in Bayt Dajan near Nablus. An IDF spokesperson announces that Israeli forces have discovered another of Hezbollah’s cross-border tunnels in the context of Operation Northern Shield. According to the spokesperson, the tunnel has been booby-trapped so anyone entering from the Lebanese side would “face a serious danger to their lives.” Meanwhile, Lebanese president Michel Aoun says that U.S. officials have told him that Israel has no “aggressive intentions” behind Operation Northern Shield, adding that he too has no “aggressive intentions.” Aoun also says that his government takes the issue of Hezbollah’s tunnels “seriously.” Tensions along the border remain relatively low, although sources both in Israel and Lebanon say that there is potential for the situation to escalate quickly. Al-Hayat reports that Fatah officials accepted an Egyptian proposal to mediate a “calm” between Israel and Hamas, marking a break from PA president Mahmoud Abbas’s previous stance. Meanwhile, Israeli defense minister Avigdor Lieberman reportedly spars with the rest of the Israeli cabinet over the proposed “calm” in Gaza. He is reportedly in favor of a violent strike on Gaza in an effort to assert calm, rather than making any concessions to Hamas. (AH, TOI, TOI 11/4)

Approximately 12,000 Palestinians gather along Gaza’s border to continue the Great March of Return protests. IDF troops violently disperse the protests near Rafah, Jabaliya refugee camp, al-Bureij refugee camp, Gaza City, and Khan Yunis; 3 Palestinians are killed and at least 3 more are injured. The New York Times reports that the Trump administration has decided to cut the last remaining $10 million in planned aid to the Palestinians this year. The money, which Congress authorized for expenditure in 2017, was set to support programs meant to build relationships between Israelis and Palestinians from the occupied Palestinian territories. USAID has reportedly redirected the $10 million to support similar programs dealing with Jewish Israelis and Palestinian citizens of Israel. “Essentially, USAID was faced with the choice of shutting down the program and losing the funds, or keeping something going,” a congressional aide explains.
