In the West Bank, Israeli settlers and Israeli forces leveled some 15 dunams (3.7 acres) of land planted with olive trees southeast of Tulkarm. 10 Palestinians were arrested during late-night raids in and around Hebron, Bethlehem, Jenin, Jericho, and Abu Dis. During a raid in Bayt Umar, Israeli forces and Palestinians clashed, leading to tear-gas related injuries. In East Jerusalem, 1 Israeli settler stabbed 1 Palestinian minor in the Old City, causing moderate injuries. 4 Palestinians were arrested during late-night raids. Off the coast of Gaza, Israeli naval forces opened fire on Palestinian fishermen west of Bayt Lahiya; no injuries were reported. In Israel, Palestinians protested the killing of a mentally disabled Palestinian citizen of Israel on 5/13. The man had pulled out a knife while at the hospital for an examination but did not use it; when he got in a car, hospital security guards pulled him out and he lightly injured 1 guard, to which guards responded by shooting him 5 times while he was lying incapacitated on the ground. 1 Israeli settler was indicted for creating fake military checkpoints in the West Bank, using them to carjack Palestinian drivers. According to the indictment, he managed to steal 3 Palestinian-owned vehicles. (TOI 5/18)

The PA foreign ministry summoned the head of the Austrian representative to Palestine for questioning after an Austrian representative questioned the legality of prosecuting Israel at the International Criminal Court. (WAFA 5/18)

In a statement congratulating Israel with the formation of its new government on 5/17, the EU high representative for foreign affairs Josep Borrell also reaffirmed the EU position that the union does not and will not recognize any changes to the 1967 borders unless agreed to by both parties, including maintaining that East Jerusalem will be the future capital of Palestine and that annexation of West Bank territory would be in violation of international law. Meanwhile, the Canadian prime minister Justin Trudeau similarly stressed Canada’s commitment to international law in his congratulations to Israel on their new government. (EEAS, HA 5/18; WAFA 5/19)

In the West Bank, 5 Palestinians, including 1 former lawmaker, were arrested during a late-night raid in Ramallah, Bethlehem, ‘Azun, and Nablus. Israeli settlers from the Gush Etzion settlement flooded Palestinian farmland near Bayt Umar with wastewater. 3 Palestinian minors tending to sheep were injured when a device left by Israeli forces near Hebron exploded. In East Jerusalem, 2 Palestinian minors were arrested in Silwan. Separately, Israeli forces fired tear gas at Palestinians in Silwan, causing tear-gas related injuries. Off the coast of Gaza, Israeli naval forces opened fire on Palestinian fishermen 3 nautical miles west of Bayt Lahiya; no injuries were reported. In Gaza, Israeli forces opened fire on agricultural lands east of al-Qarara and Khuza‘a, no injuries were reported. Israeli forces shot and injured 1 Palestinian trying to enter Israel near Qalqilya; he was hit with 3 rubber-coated bullets. 6 Palestinians were arrested, including 3 during late-night raids in and around Qalqilya and Bayt Umar, and 3 were arrested during raids in and around ‘Azun and Ramallah. In East Jerusalem, Israeli forces and Palestinians clashed during a raid in Issawiyya, leading to tear-gas related injuries. In Gaza, Israeli forces opened fire on Palestinian agricultural lands east of Khuza‘a, Bayt Hanun, al-Maghazi, and Abasan; no injuries were reported. Off the coast of Gaza, Israeli naval forces opened fire on Palestinian fishermen on 2 separate occasions 3 nautical miles from Bayt Lahiya; no injuries were reported. In the West Bank, Israeli forces arrested 2 Palestinians, including 1 minor during a late-night raid in Bayt Umar and 1 at a checkpoint in Hebron. In East Jerusalem, 1 Palestinian was arrested during a raid in Issawiyya. In the West Bank, Israeli settlers emptied sewage on Palestinian farmland near Bayt Umar. Israeli settlers with military escort toured the area around Tuqu‘, preventing Palestinian farmers from accessing their land. Israeli forces delivered a stop-work order for a house in Ya‘bad. In East Jerusalem, Israeli forces arrested PA governor Adnan Ghaith during a house raid in Silwan. Israeli forces also arrested 3 others during raids in Wadi al-Juz and Silwan. Off the coast of Gaza, Israeli naval forces opened fire on Palestinian fishermen 3 nautical miles west of Bayt Lahiya; no injuries were reported. In Gaza, Israeli forces opened fire on farmers east of Khuza‘a; no injuries were reported. Israeli forces also sprayed pesticides near the Gaza fence, affecting Palestinian farmland. In the West Bank, Israeli settlers fenced off a 12-dunam (3 acres) plot of Palestinian-owned land in Bayt Umar. Israeli forces razed 5 dunams (1.2 acres) of Palestinian-owned land west of Bethlehem. 3 Palestinian families were issued stop-work orders for construction on their homes near Qalqilya. Some 50 Israeli settlers with Israeli force escort toured an archeological site in Sabastiyya. 10 Palestinians were arrested during late-night raids in and around Tulkarm, Awarta, Dura, Ramallah, Madama, and Jalazun refugee camp. During a raid in Salfit, Israeli forces confiscated 50,800 NIS ($14,000) from 3 different families. In East Jerusalem, Israeli forces demolished part of a Palestinian-owned home in Jabal Mukabir. 10 Palestinians were arrested during late-night raids in Issawiyya and Silwan. In the West Bank, Israeli forces prevented some 200 Israeli activists from helping Palestinians plant trees in Yasuf village. 2 Israeli organizations, Rabbis for Human Rights and Zazim, had planned to help the Palestinians who had many trees vandalized during the harvesting season. Israeli forces violently dispersed Palestinians protesting the U.S. administration’s peace plan in and around Qalqilya, Kafr Qaddum, Qiffin, ‘Azun, and Ramallah; 2 Palestinians were injured by live ammunition, 1 was hit by a tear gas canister to the head and other suffered tear-gas related injuries. Israeli forces also clashed with Palestinians during raids in Dura and Bayt Umar, causing tear-gas related injuries. 4 Palestinians were arrested at checkpoints near Nablus and al-‘Arub refugee camp. In East Jerusalem, Israeli forces injured 1 Palestinian in Issawiyya during a raid. In Gaza, Israeli forces opened fire on Palestinian agricultural land east of Dayr al-Balah; no injuries were reported. In the West Bank, 8 Palestinians were arrested, including 4 during late-night raids in Bayt Umar: 1 at a checkpoint near Ramallah and 3 during a raid in Beitunia. Israeli forces also razed an area used as a sheep market near Hebron. Israeli settlers with military escort toured Awarta and threw stones at Palestinian vehicles near Nabi Salih, causing damage. In East Jerusalem, a Palestinian family of 5 was forced to demolish their own home in Jabal Mukabir. In Gaza, Israel conducted air strikes on targets in Gaza and reported that 1 rocket was launched from Gaza toward Israel; no injuries were reported. After Israeli prime minister Benjamin Netanyahu said his government was drawing up maps for annexation on 2/9, U.S. ambassador David Friedman warned that unilateral action by Israel to annex parts of the West Bank would result in withdrawal of U.S. support for Israel annexing West Bank settlements in the future. Prime Minister Netanyahu also said that Israel would hit Gaza with a “crushing blow” if rockets toward Israel continued. (HA, HA, REU 2/9)

In the West Bank, Palestinians protested the U.S. administration’s peace plan in several places throughout the West Bank, leading to clashes with Israeli forces, causing 41 injuries, including 3 Palestinians shot by live ammunition in Ramallah and others suffering injuries from rubber-coated bullets and tear gas. 5 Palestinians were arrested, including 4 during late-night raids in and around Bayt Umar and Dura; and 1 was arrested at a checkpoint near Qalandia. In East Jerusalem, the gates to the Haram al-Sharif compound were closed by Israel temporarily after 2 Palestinians were arrested at the compound. Another 4 Palestinians were arrested in the vicinity of the compound, including a Waqf guard. In Gaza, Palestinians observed a general strike in protest over the U.S. administration’s peace plan. Israeli forces struck targets in Dayr al-Balah and Khan Yunis, causing damage and minor injuries to 2 Palestinian minors. Israel’s Central Elections Committee voted to prevent the Palestinian-Israeli politician Heba Yazbak from the Joint List from running during the Israeli elections in March. The committee claimed that she had expressed support for terrorists. Yazbak called the campaign against her a plot of the right wing in “trying to hide the real injustice of the occupation and the blockade.” The Israeli high court of justice will issue a final ruling. In the West Bank, Israeli forces injured 2 Palestinians using rubber-coated bullets during clashes in Bayt Umar; 1 was hospitalized for his injures. Israeli forces demolished a water well in al-Zawiya and delivered demolition orders for 4 residential structures near Jenin. In East Jerusalem, the Jerusalem Magistrate’s Court ruled to evict 26 Palestinians from their family home in Silwan. It was the 2d ruling this week in which Palestinians were ordered evicted based on claims that their homes were built on land that was owned by Jews prior to 1948. In Gaza, for the 2d day in a row, Israeli forces struck targets in Gaza, causing damage, after alleging that incendiary balloons were launched at Israel. 2 days before U.S. president Donald Trump was to unveil the U.S. peace plan, Israeli defense minister Naftali Bennet said, doing a speech at West Bank settlement, that “In no case, under no condition, will we allow for the establishment of a Palestinian state or recognition of such a state and we will not relinquish a single centimeter of the land of Israel to Arabs.” (HA 1/26)

In Iraq, 5 rockets were fired at the U.S. embassy compound in Baghdad. 1 hit a restaurant inside the compound, injuring 1. (HA 1/27)

In the West Bank, Israeli forces raided a school near Ramallah, claiming that students had thrown stones at Israeli settlers driving on a nearby road. Israeli settlers also clashed with Palestinians after a funeral procession in Bayt Umar, leading to tear-gas related injuries. 10 Palestinians were arrested during late-night raids in and around Bethlehem, Qalqilya, Ramallah, and Hebron. In East Jerusalem, Israeli forces raided the home of the former mufti of Jerusalem and handed him a summons for questioning. The former mufti and current head of the Higher Islamic Council were later barred from the Haram al-Sharif compound for 1 week after meeting with Israeli police. The Israeli municipality issued eviction orders for 7 families living in the Old City; the evictions cite cracks in the buildings, which the residents claim are due to Israeli excavations under the Old City. In a ruling that could affect some 700 Palestinians living in East Jerusalem, a Jerusalem court ruled in favor of a Jewish settler organization evicting a Palestinian family on property that was owned by Jews prior to 1938. 700 Palestinians live in Batn al-Hawa, which was owned by a Jewish property trust before 1938 when British Mandate authorities evicted the Jewish residents. Israeli law allows Jews to “reclaim” property in East Jerusalem but does not allow Palestinians to do so in Israel. (HA, WAFA 1/20; JPOST 1/21)

In the West Bank, Israeli forces demolished the foundations to 1 new school and 1 Palestinian-owned home near Yatta; 1 tent and 1 mobile home near Bayt Jala; and razed 2 roads in al-Walaja. Israeli forces also arrested 6 Palestinians during late-night raids in and around Yatta and Jenin. Separately, Palestinians suffered tear-gas related injuries during a raid in Bayt Umar. In East Jerusalem, 5 Palestinians were arrested in Issawiyya during late-night raids. In Gaza, Israeli forces struck targets in Gaza for the 2d day in a row after incendiary balloons allegedly were launched at Israel. Israeli forces also distributed 8 demolition notices for Palestinian-owned homes south of Hebron. 15 Palestinians were arrested during late-night raids in and around Bethlehem, Bayt Umar, Abu Dis, Ramallah, Nablus, and Tulkarm. Israeli settlers threw stones at Palestinian homes in Madama, causing damage. In East Jerusalem, 2 Palestinians were arrested during late-night raids in the Old City and Issawiyya. Israeli Channel 13 released a video showing half a dozen Israeli policemen attacking a Palestinian near Shu‘fat refugee camp for failing to show his ID. Off the coast of Gaza, Israeli naval forces opened fire on Palestinian fishermen west of Jabalia; no injuries were reported. In Israel, 5 international activists, including a member of the Finish parliament, were arrested by Israeli forces after trying to cut through the fence to Gaza in an act of solidarity with Palestinians in Gaza. Israel relocated 33 Palestinian minors held at Ofer Prison in the West Bank to Damoun Prison in Israel. Israel also extended the administrative detention of a women scheduled to be released on 1/15 for another 6 months. The woman has been in administrative detention since 6/15/2019. In the West Bank, Israeli forces fired tear gas and live ammunition at Palestinians during a raid in Bayt Umar, causing tear-gas related injuries. Israeli forces also demolished a mobile home and a barn, seized 5 mobile homes, and dismantled and seized 9 residential structures near Jericho. 18 Palestinians were arrested, including 13 during late-night raids in and around Bayt Fajjar, al-Bireh, ‘Urif, Nablus, and Qalqilya; and 5 at checkpoints near ‘Azun and Nablus. In East Jerusalem, Israeli forces arrested 7 Palestinians, including 6 during late-night raids in Issawiyya and 1 at the Haram al-Sharif compound. Israel’s Civil Administration gave its final approval for 786 settlement housing units and approved another 1,150 housing units for deposit, the 1st stage in the planning process. (AJ, PeaceNow 1/6)

In the West Bank, 4 Palestinians were arrested during late-night raids in and around Nablus and Bayt Duqqu. During the raid in Bayt Duqqu, clashes erupted between Israeli forces and Palestinians; no injuries were reported. During the raid in Nablus, Israeli forces seized a vehicle and 2 computers. During a different late-night raid in Bayt Umar, Israeli forces seized 1 vehicle, 500 Jordanian Dinars ($700) and 3,500 NIS ($1,000). Israeli settlers attacked Palestinian vehicles traveling near the Homesh settlement, causing damage to 25 vehicles and injuries to Palestinians from shattered glass. Israeli settlers also attacked 2 Israeli police officers disguised as Palestinian technicians at the Bat Ayin settlement. The 2 settlers were arrested by the Israeli police officers. In Baghdad, Iraqi protesters attacked the U.S. embassy after funerals were held for the 25 members of Kata’ib Hezbollah who were killed in U.S. airstrikes in Iraq and Syria on 12/29. Protesters managed to enter the embassy compound and ignited several fires. It was reported that the U.S. ambassador and staff were evacuated from the embassy before the protesters entered the compound. U.S. forces remained inside the embassy throughout the attack. According to an Associated Press reporter, a loudspeaker urged the protesters to leave, saying “the message was delivered.” U.S. president Donald Trump said in a tweet that Iran orchestrated the attack on the U.S. embassy in Iraq and that he holds Iran “fully responsible.” As the events were unfolding, U.S. secretary of defense Mark Esper said that the U.S. was deploying some 750 additional troops to the Middle East. In the West Bank, Israeli settlers attacked a Palestinian mother and her daughter in Hebron using pepper spray. Israeli forces seized a truck and a bulldozer in Bayt Umar near Hebron. Israeli forces arrested 14 Palestinians, including 1 disabled teenager by al-Ibrahimi Mosque; 9 during late-night raids in and around Hebron, Qalqilya, and Ramallah; 3 at a northern entrance to Bethlehem; and 1 at a flying checkpoint north of Tulkarm. Meanwhile, Israeli forces seized tents and uprooted trees in Khirbat Tana and dismantled residential shacks and a barn near Tubas. During the incident near Tubas, a B’tselem fieldworker was detained and his car was seized. In East Jerusalem, 7 Palestinians were arrested at the Haram al-Sharif compound and in Silwan. Approximately 232 Israeli settlers with military escort toured the Haram al-Sharif compound. In Gaza, Israeli forces opened fire at Palestinian bird hunters east of Khan Yunis; no injuries were reported. 1 Palestinian trying to cross the Gaza fence was injured by Israeli live ammunition; he was hospitalized and interrogated before being released on 12/24. Israel’s civil administration said it had reversed its initial decision to not allow any Christians from Gaza enter Jerusalem and the West Bank for Christmas celebrations. It said that all 950 applicants would be allowed to travel, pending a security screening. (HA 12/23)

The Israeli high court of justice criticized the Israeli government’s decision to return $63 million from the Palestinian Workers’ Sick Fund to Israeli employers. The $63 million were accumulated by payments from Palestinian workers in Israel to the sick fund for paid sick leave. The court ordered a freeze in payment to the Israeli employers and gave the Israeli state 3 months to respond to the justices’ questions. (HA 12/26)

In the West Bank, Israeli forces seized a forklift during a raid in ‘Ayn al-Bayda in the Jordan Valley. In Bayt Umar, Israeli forces and Palestinians clashed after Israeli forces raided the town, leading to tear-gas related injuries. Separately, 2 Palestinians were arrested during a late-night raid in Bayt Umar. In East Jerusalem, 7 Palestinians were arrested, including 1 in Bab al-Rahma at the Haram al-Sharif compound; 1 in his car east of the Old City; and 5 during a raids in Issawiyya and Ras al-Amud. Approximately 80 Israeli settlers toured the Haram al-Sharif compound. In Gaza, Israeli forces opened fire on Palestinian agricultural lands east of al-Bureij; no injuries were reported. In the West Bank, Israeli forces demolished a shack and razed 6 dunams (1.4 acres) of agricultural land in Bayt Umar. Palestinians in Hebron observed a general strike protesting Israel’s plans to make a new settlement and closed fruit and vegetable market in the city, announced on 12/1. During a protest march against the settlement, clashes broke out between protesters and Israeli forces, leading to tear-gas related injuries. 11 Palestinians were arrested during 9 late-night raids in and around Hebron, Dura, Ramallah, Jenin, and Tulkarm; and 2 at a flying checkpoint near Jenin. In East Jerusalem, Israeli settlers damaged 160 Palestinian-owned cars by slashing tires and houses were defaced by racist graffiti like “Arabs = enemies” in Shu‘fat. A Palestinian family demolished a room in their house in Jabal Mukabir after receiving a demolition order on 12/6. 2 Palestinians were arrested during evening raids in the Old City and Issawiyya. Israel’s public security minister Gilad Erdan issued an order banning PA governor of Jerusalem Adnan Ghaith from conducting any PA-related activity in East Jerusalem, including holding meetings, gatherings, and conferences. Governor Ghaith has been arrested by Israel 7 times since becoming governor in 2018. (HA 12/10)

In the West Bank, 4 Palestinians were arrested during late-night raids in and around Tulkarm and Bethlehem. In Bayt Umar, Israeli forces injured 1 Palestinian firing live ammunition at his abdomen. In East Jerusalem, Israeli forces detained 4 Palestinian journalists from Palestine TV. They were all released later in the same day. The Israeli police spokesperson said that the 4 were arrested because of network ties to the PA which Israel does not allow to operate in East Jerusalem. In Gaza, 46 Palestinians were injured during the 83d weekly Great March of Return protest, including 4 by live ammunition. Israel launched a rocket to test a rocket propulsion system. The Israeli defense ministry did not provide any further details. (HA 12/6)

The U.S. house of representatives passed a resolution H.R. 326 opposing Israeli annexation of the West Bank. The resolution passed 226-188 with 4 Democrats voting against and 5 Republicans voting in favor. 1 of the Democrats voting against the resolution, Ilhan Omar (D-MN), who was a cosponsor of the original resolution, explained on Twitter that she opposed the resolution because the word “occupation” was removed and it was amended to include an “ironclad” commitment to Israeli military aid. 107 members of U.S. congress signed a letter sent to Secretary of State Mike Pompeo criticizing the decision to no longer consider Israeli settlements illegal under international law, announced on 11/18. The letter was initiated by Andy Levin (D-MI) and expressed “strong disagreement with the State Department’s decision to reverse decades of bipartisan U.S. policy on Israeli settlements in the occupied West Bank.” The members of congress further warned that the U.S. administration’s policies have “discredited the United States as an honest broker between Israel and the Palestinian Authority.” (HA 11/23)

The Netherlands announced that it will stop paying $1.5 million yearly in aid to the PA because of the stipends the PA pays to families of Palestinian prisoners and families of Palestinians killed by Israel. Israel frames these payments as “terrorist salaries.” The head of the Palestinian Prisoners’ Association said, “From a Palestinian perspective, the payments are meant to assist the families of Palestinians who are imprisoned by Israel for various political charges.” Pro-Israel lobbies in the Netherlands have tried to persuade the country from contributing to the PA. In the West Bank, Israeli forces violently suppressed a demonstration against Israeli aggression in Gaza. In Bethlehem, 1 Italian tourist was injured when he was hit by a tear gas canister; others suffered tear-gas related injuries. Elsewhere, in al-‘Arub refugee camp, a Palestinian-owned house caught on fire after an Israeli tear gas grenade landed in it during a raid. Israeli forces also razed some 400 (99 acres) dunams of land in Bayt Umar and demolished a house under construction in Atuf. 7 Palestinians were arrested during late-night raids in and around Silwad, Jenin, Hebron, and Bethlehem. In East Jerusalem, a Palestinian family demolished 4 animal barns to avoid exorbitant demolition fees. 4 Palestinians were arrested during raids in Kafr ‘Aqab and Issawiyya. In Gaza, for the 2d day in a row, Israel and Islamic Jihad in Palestine exchanged rockets; 16 people were killed in Gaza and at least 40 were injured, making the comprehensive death toll since 11/12 26, including several minors. No Israelis have been reported killed and 1 person was reported injured. Officials in Gaza said that at least 48 housing units had been damaged, some completely destroyed. In the West Bank, 1 Palestinian man was killed by Israeli forces using live ammunition during clashes as Palestinians commemorated the 15th anniversary of the death of Yasir Arafat in al-‘Arub refugee camp. A video showed that the man, unarmed, slowly approached the Israeli soldiers with 1 hand on a towel and the other in the air before being shot. UN special coordinator for Middle East peace Nickolay Mladenov called the video of the incident shocking, calling for a probe. During other commemoration events in al-Fawar refugee camp, 1 Palestinian was injured by Israeli forces using live ammunition; in Dura, 1 Palestinian was injured by live ammunition; in Bayt Umar, several Palestinians suffered tear-gas related injuries. The Israeli supreme court upheld the Israeli government’s decision to expel U.S. citizen and Israel and Palestine Director at the Human Rights Watch Omar Shakir. In Israel, leaders of Palestinian citizens of Israel began a 3-day hunger strike to protest Israeli authorities’ inaction against violence in the communities. In the West Bank, 2 Palestinians and 1 Israeli peace activist were injured by Israeli forces using rubber-coated bullets during the weekly anti-settlement protest in Kafr Qaddum. 2 Palestinians were arrested: 1 at a checkpoint near Qalqilya; and 1 during clashes in Bayt Umar. Israeli forces also seized 15,000 NIS ($4,200) during a house raid near Tulkarm. In Gaza, 1 Palestinian was killed and some 65 wounded by Israeli forces during the 77th weekly Great March of Return protest. This brings the death toll stemming from the Great March of Return to 228. Later, unidentified persons launched 2 rockets from Gaza toward Israel, both landing inside of Gaza.
