Israeli forces also arrest 26 Palestinians, including 2 who were released during the prisoner exchange in November 2023 and 6 children, during raids and around Abud, Ramallah, Hebron, Tulkarm, Bethlehem, Nablus, and Jenin. In East Jerusalem, Israeli forces demolish an 8-story residential building under construction in Bayt Hanina. In Gaza, Israeli forces bomb Gaza City, Khan Yunis, Rafah, Nuseirat refugee camp, al-Bureij refugee camp, Maghazi, and Dayr a-Balah, killing at least 103 people. 18 people are evacuated from the Nasser Hospital, 118 patients are still inside the hospital. More than 29,195 Palestinians have been killed by Israeli forces in Gaza, including at least 12,000 children and 7,200 women, and around 69,170 have been injured since 10/7/2023. At least 8,000 people are missing in rubble, including 1,700 children. 393 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7/2023, including 100 children. More than 4,522 people have been injured. Israel reports that 1,139 Israelis and foreign nationals have been killed and 5,400 have been injured in Israel since 10/7/2023, including Israeli soldiers. In addition, 235 Israeli soldiers have been killed and 1,396 injured in Gaza since the ground invasion began on 10/27/2023. UNOCHA releases a report saying that Palestinians in the West Bank were prevented from harvesting olives in more than 96,000 dunams (23,622 acres) of land due to Israeli restrictions during the 2023 harvesting season. Palestinians suffered a loss of $10 million from not being able to harvest olives. The report also notes that there were 113 incidents of Israeli settlers attacking Palestinians harvesting olives and stealing their crops between September and November. (UNOCHA 2/20; AJ 2/21)

The Israeli Justice Ministry is investigating 3 Israeli police officers who are suspected of sexually assaulting a man they arrested at the Hizma checkpoint in late December 2023. The unnamed victim told an Israeli court that the police officers “stuck whatever they had in the car into my anus.” A sexual assault examination conducted by the Institute for Forensic Medicine found that he had been sexually assaulted. Israeli military chief of staff Herzl Halevi calls on Israeli military officers to “distinguish between terrorist and non-terrorist, not to take anything that is not ours – a souvenir or military item – and not to film revenge videos . . . We are not on a killing spree, revenge or genocide . . . Hamas political leader Ismail Haniyeh travels to Egypt for ceasefire negotiations. Hamas spokesperson Osama Hamdan says the U.S. veto of a ceasefire resolution at the UN Security council (see below) shows the U.S. is an accomplice to Israeli crimes. UNRWA commissioner-general Philippe Lazzarini says Israel has not presented any evidence to back its allegation against UNRWA employees despite repeated calls for Israel to cooperate with the UN in its investigation. (AJ, HA 2/20)

At the UN Security Council, the U.S. vetoes an Algerian draft resolution demanding an immediate ceasefire. The UK abstains, while the 13 other members vote in favor. U.S. ambassador to the UN Linda Thomas-Greenfield calls the resolution “wishful and irresponsible.” The U.S. has offered its own draft resolution calling for a temporary ceasefire as soon as it is practical, but the resolution was not formally presented for a vote. PA ambassador to the UN Riyad Mansour calls the U.S. veto “absolutely reckless and dangerous.” The PA Presidency condemns the veto, saying U.S. support for Israel makes it “a partner in the crime of genocide, ethnic cleansing, and war crimes.” France, Jordan, Oman, Kuwait, the OIC, and Saudi Arabia say they regret that a ceasefire resolution could not be adopted. On the second day of the ICJ hearings on the legality of the Israeli occupation of Palestinian territories, South Africa says the occupation is “inherently and fundamentally illegal,” that Israeli apartheid is even more extreme than that in South Africa, and calls Israel’s occupation settler colonialism. Algeria, Saudi Arabia, the Netherlands, Bangladesh, Belgium, Belize, Bolivia, Brazil, and Chile also deliver statements on the question of Israel’s occupation. UK crown prince William says in a statement after visiting the UK Red Cross headquarters that “[s]ometimes, it is only when faced with the sheer scale of human suffering that the importance of permanent peace is brought home,” adding that “too many have been killed” in Gaza. In the West Bank, Israeli forces shoot and injure a Palestinian man with live ammunition in al-Jalama. Israeli forces also shoot and injure a Palestinian man with a baton round in Beita; others suffer tear-gas related injuries. Elsewhere, Israeli forces punitively demolish the family home of a Palestinian prisoner in ‘Urif, displacing 5 people. Israeli forces also seize the roof of a building in Ya’bad, turning it to a military post. Israeli forces arrest 35 Palestinians during late-night raids in and around Awarta, ‘Urif, Sabastia, Bani Na’im, Dura, Bruqin, and Kafl Haris. In East Jerusalem, Israeli settlers tour the Haram al-Sharif compound. In Gaza, mobile phone services are partially restored in southern Gaza, internet services remain out throughout the entire strip. The Wall Street Journal reports that Israel is demolishing buildings within 0.6 miles of the Gaza fence to expend the buffer zone, citing a study from Hebrew University. According to the study, 40% of buildings located within 0.6 miles of the fence have been demolished. (AJ 1/25)

In the West Bank, Israeli settlers razed 15 dunams of land, uprooting grape vines and almond trees near al-Khader. Israeli forces shot and injured 2 Palestinians during raids in Qiffin and Tell. Israeli forces also shot and injured 2 people with live ammunition and 3 with baton rounds during a raid in Ramallah. Elsewhere, Israeli forces demolished 14 residential and agricultural sheds and tents in Aqraba. 25 Palestinians were arrested during late-night raids in and around Hebron, Ramallah, Tulkarm, Nablus, and Tubas. In East Jerusalem, Israeli forces raided Shu’fat refugee camp, firing tear gas at Palestinians, causing tear-gas related injuries. In Gaza, telecommunications were partially restored in central and southern Gaza at the end of the day. Israeli forces bombed Rafah, Nuseirat refugee camp, Khan Yunis, Jabalia refugee camp, and Gaza City, killing dozens of people. Israel’s bombardment targeted Gaza Ministry of Health director-general Munis al-Bursh, killing several members of his family in an airstrike on a residential building in Jabalia refugee camp. Israeli forces also raided a Palestinian Red Crescent Society ambulance center in Jabalia refugee camp, arresting and humiliating Palestinians. Elsewhere, Israeli forces shot and killed a medical worker in al-Awda Hospital and killed Karem Abu Salem crossing director Bassam Ghaben in an airstrike. Haaretz reported that 19 Israeli prison guards were under investigation in relation to the killing of a Palestinian prisoner, Tair Abu Asab, who died on 11/17 in the Ketziot Prison. Abu Asab’s body showed signs of beatings, but the official autopsy did not determine a cause of death. (AP, HA, WAFA 12/21)

The Israeli military claimed it has killed 2,000 members of Hamas since the beginning of the ground invasion of Gaza and 8,000 since 10/7. War cabinet member Benny Gantz said he expected reduced military activity in Gaza, but that Israel had no intention of stopping its assault. Canada announced that it will provide temporary visas to Palestinians with relatives in Canada starting from 1/9. If granted, the visas will be valid for 3 years. A Washington Post analysis of Israeli claims that al-Shifa Hospital was a Hamas base before Israel attacked and besieged it said the Israeli claims were unsubstantiated. The Post said it had found that the rooms connected to the tunnel network Israel had shown in video material did not show “immediate evidence of military use by Hamas,” that the 5 buildings Israel said were involved with Hamas did not appear to be connected to the tunnel network, and that there was no evidence that the tunnels could be accessed directly from the hospital. In the West Bank, Israeli settlers attacked Palestinians harvesting olives in Aqraba, forcing them to flee. Israeli forces raided Jenin, killing 5 people, including a child, and injuring 14, with 1 death and 11 injuries resulting from an airstrike. Israeli forces prevented the Palestinian Red Crescent from reaching the injured and put the Jenin Governmental Hospital and the Ibn Sina Hospital under siege. Israeli forces also shot and killed 2 Palestinians, including a child, near al-Bireh and in Qabatiya. Israeli forces also shot and injured 6 Palestinians, including 2 children, during raids in Qarawat Bani Hassan, Burqa, al-Arroub refugee camp, Qabatiya, and Beit Umar. Elsewhere, Israeli forces also violently dispersed Palestinians gathered near the Ofer Prison, dropping tear gas from drones, shooting 3, including a child, with live ammunition, and opened fire at a Palestinian Red Crescent ambulance near the Ofer Prison, causing damage. Israeli forces also razed 100 dunams (25 acres) of land east of Qalqilya, uprooting 150 olive trees. 17 Palestinians were arrested during raids in and around Askar refugee camp, Jenin, Hebron, Qalqilya, and Jericho. 39 Palestinian prisoners were released from the Damon, Megiddo, and Ofer prisons on the second day of the prisoner exchange. 13 Israelis and 4 Thai nationals were released. The exchange was delayed by 7 hours as Hamas said Israel had violated the agreement by only allowing half the agreed number of aid trucks to enter northern Gaza and not releasing Palestinians who had been imprisoned for a longer period than 2 years. Israel said the UN was responsible for the lack of aid deliveries. Before the exchange took place, Israel threatened that it would start bombing Gaza at midnight if the issues were not resolved. Egypt said it had received positive signals from both sides that the ceasefire could be extended beyond the initial 4-day period. A delegation of Qatari intelligence officers arrived in Israel to ensure the exchange process continues “smoothly” and to discuss a possible extension of the ceasefire. The Tulkarm Brigades said it had executed 2 Palestinian men, saying they were collaborators with Israel giving information that led to the killing of 3 Palestinians by Israeli forces on 11/6. The group released a video on Telegram that purportedly showed the 2 men confessing to working with Israeli intelligence. The group also said that anyone who had been working with Israel had until 12/5 to come forward. The bodies of the executed men were reportedly hung from an electric pole. (AP, HA, REU 11/25)

The New York Times said that in the first 2 weeks of the Israeli attacks on Gaza 90% of the bombs Israel stuck Gaza with were 1,000-2,000-pound U.S. made satellite-guided bombs, citing a senior U.S. military official. U.S. military officials said that 500-pound bombs were too large to target urban areas. The Times also said that Israeli attacks on Gaza have killed more Palestinians faster than in any other conflict in the 21st century. A former U.S. intelligence analyst said the Israeli attacks were comparable to those in the Vietnam War and World War II. (NYT 11/25)

In the West Bank, Israeli settlers attacked 2 Palestinians harvesting olives in Burqin, injuring them with sticks and stones. 2 Israeli settlers were shot and injured at the Itamar settlement. Israeli forces shot and killed 2 Palestinian during raids in Bethlehem and at-Tabaqa. Israeli forces also raided Bethlehem, injuring 64 Palestinians and firing tear gas near an orphanage, leading to the evacuation of 100 children. The Israeli High Court of Justice ruled to evict Israeli settlers who had been occupying Palestinian-owned land for 30 years in the Jordan Valley. The court accepted a petition by 20 Palestinian landowners filed 5 years ago but gave the settlers 7 years to leave the 1,000 dunams (250 acres) of land which was planted with date-bearing palms. The judge wrote in her ruling that the settlers’ cultivation of the land was done in violation “of international law, but also in violation of the government’s declared policy and even contrary to halakhic law.” (HA 11/9)

The Times also reported that U.S. officials overseeing arms transfers to foreign countries will approve the sale of 24,000 assault rifles to Israel, despite concerns that some of the rifles will be handed out to settlers and civilian militias in Israel. Israeli national security minister Itamar Ben-Gvir has handed out weapons to settlers and promised more will arrive. Al Jazeera reported that Arafat Hamdan, who died in Israeli custody on 10/24, died because he was beaten and left in the sun with a bag over his head for hours while being refused his diabetes medicine. The U.S. House of Representatives blocked a motion to censure Democrat Rashida Tlaib (D-MI). The motion, which was brought to the floor by Marjorie Taylor Greene (R-GA), charged Tlaib with “anti-Semitic activity” and “leading an insurrection,” referring to a Jewish-led sit-in at the Capitol where protestors demanded a ceasefire in Gaza. Taylor Greene has herself made anti-Semitic comments. 23 Republicans voted against the motion and 13 Democrats abstained. Hamas’ Izzeddin al-Qassam Brigades spokesperson Abu Obaida said the Qassem Brigades would not negotiate the release of captives while Gaza was being bombarded. There was no indication that the threat was carried out as civilian buildings were being bombed by Israel. Reuters reported that Qatar was mediating a prisoner exchange that will see Israeli women and children released by Hamas in exchange for the release of 36 Palestinian women and children from Israeli prisons. Egyptian sources also said that Egypt was in close contact with Israel and Hamas to prevent further escalation, calling on Israel to exercise restraint and Hamas to keep the captives in good condition. The White House briefed members of Congress that Israel will need replenishment for the Iron Dome, ammunition rounds, precision-guided missiles, and small-diameter bombs. Biden said in a briefing that 11 U.S. citizens have been killed by Hamas and that there likely are U.S. captives being held in Gaza. The U.S. also said Iran was complicit in the Hamas attack and warned Iran about getting involved in the fighting. Iran denied any involvement or knowledge. Likud Party MK Hanoch Milwidsky told the Knesset during a debate on revoking citizenship for Palestinians convicted of terrorism that he prefers Jewish terrorists and will not seek to revoke their citizenship. The proposed legislation Milwidsky was defending would see Palestinians receiving prisoner stipends from the PA, or through a foreign body, having their citizenship revoked. Qatar and Egypt signed a deal to supply fuel and building supplies to Gaza during the Ad Hoc Liaison Committee meeting. The deal will see Qatar pay Egypt for oil and gasoline which will be given to Hamas and distributed at gas stations in Gaza and some funds will be directed at vulnerable families in Gaza and to help pay civil servants. Ahead of the French Parliament’s 12/2 vote on Palestinian statehood, FM Fabius presents a new diplomatic proposal for restarting peace negotiations.
