The IDF conducts arrest raids in Bayt Lahia, detaining 9 Palestinians, fatally shooting 1 Palestinian bystander; bulldozes 5 Palestinian homes (1 Bayt Jala, 2 Bethlehem, 1 Hebron, 1 Jenin); fires tear gas, live ammunition at the funeral procession for Hamas's Hamdan (assassinated on 8/7), seriously injuring a 15-yr.-old boy. Before dawn, the IDF sends tanks into Jenin r.c., meeting heavy resistance, leaving at least 6 Palestinians (including 1 doctor), 1 IDF reservist dead. 1 Israeli wounded in the 3/27 Netanya bombing dies bringing that toll to 24. The IDF reoccupies Nablus; reports operations in Beitunia, Dahaysha, Qalqilya, Salfit, Tamun, Taysir, Tubas, Tulkarm. In Ramallah, the IDF raids, confiscates files of PA ministries, the PC. The International Comm. of the Red Cross (ICRC) criticizes the IDF for hampering relief operations in Bethlehem; the PRCS estimates that 14 Palestinians have died in the city since 4/1, including 5 killed today. 10s of Christian clergymen, including Latin patriarch of Jerusalem Michel Sabbah, attempt to walk to Bethlehem to mediate a resolution to siege of the Church of the Nativity and other holy sites, but they are blocked by the IDF. Israeli police use tear gas, batons to disperse 2,000 Israeli, Palestinian peace activists attempting to cross al-Ram checkpoint in Jerusalem to bring food, medicine to Ramallah, injuring 20. Senior Fatah mbr. Imad Assaf is seriously injured in a mysterious explosion in Dahaysha; the PA accuses Israel of attempting to assassination him. Palestinians fire 2 mortars at a Jewish settlement in Gaza, causing no damage. In response, the IDF directs heavy machine gun fire on residential areas of Khan Yunis, Rafah (leaving 1 Palestinian clinically dead). The IDF also fires tear gas, concussion grenades to disperse a peaceful protest by Palestinians, international peace activists in Ramallah; conducts arrest raids in Osrin, firing on Palestinian homes; bulldozes Palestinian agricultural land along secondary roads in the Bethlehem, Jenin areas; imposes closures on 10 villages around Ramallah. In a New York Times op-ed, Arafat outlines the Palestinians' vision of peace as a 2-state solution, with an independent Palestinian state in all of the West Bank and Gaza, and a secure Israel within its 1967 borders. He also affirms that any solution to the refugee issue must consider Israel's demographic concerns and denounces "attacks carried out by terrorist groups against Israeli civilians."
