U.S. officials say that they are trying to find ways around Palestinian demands for a settlement freeze in East Jerusalem and the West Bank, but give no details. (NYT 11/22; JPI 12/2)

The IDF makes a late-night incursion into s. Gaza, patrolling in and firing on residential areas of Rafah, causing no injuries and making no arrests. Israeli naval vessels fire on Palestinian fishing boats off the n. Gaza coast, forcing them back to shore. In the West Bank, the IDF raids and searches the home of a PA police officer nr. Jenin, arresting him; patrols in 7 villages nr. Ramallah, in 1 instance firing rubber-coated steel bullets, tear gas, and stun grenades at stone-throwing Palestinian youths who confront them. PA Tourism and Antiquities M Hamdan Taha says that now that Palestine has full membership in UNESCO (see QU in JPS 162), it is planning to seek world heritage status for the old cities of Hebron and Jericho. An application for Bethlehem is already in the works and is expected to have a better chance now that Palestine has membership. The PA also plans to seek recovery of artifacts looted by Israel, increase funds for preservation and excavations, and use its status to force Israel to stop calling West Bank sites “Israeli antiquities.” (WP 11/22)

King Abdallah of Jordan makes an official visit to Ramallah (his 1st in 10 yrs.) to hold talks with PA pres. Abbas on their independent efforts to reconcile with Hamas and personally to inform Abbas that Jordan has invited Damascus-based Hamas leader Khalid Mishal (barred fr. visiting Jordan since 1999) for an official visit to Amman. The king stresses that any improvement in ties with Hamas is not intended as a move against the PA or as a gesture to Jordan’s Islamist opposition. The U.S. reportedly has expressed displeasure to Jordan over the Mishal visit and hinted that U.S. aid could be cut if Jordan reconciles with Hamas. (NYT, WP 11/22; JPI 12/2)

Israel approves formal plans to build an entirely new 2,610-unit Jewish settlement, Givat Hamatos, in southern East Jerusalem with the aim of completely dividing Jerusalem from Bethlehem. The IDF conducts synchronized afternoon patrols in the same 2 villages northeast of Jenin they patrolled on 10/13, synchronized late-night patrols in 6 villages btwn. Jenin and Tulkarm, and separate late-night patrols in Jenin (shooting in the air to intimidate residents). The weekly demonstrations by Palestinians and international activists in Bil‘in express solidarity with Palestinian prisoners in Israeli jails, calling for the release of Fatah’s Barghouti and the PFLP’s Sa‘adat. In Ni‘lin and al-Nabi Salih, Palestinians and international activists rally in support of the Palestinian statehood bid at the UN. In all 4 cases, IDF soldiers beat and fire rubber-coated steel bullets, tear gas, and stun grenades at the protesters, but no significant injuries are reported. Jewish settlers fr. Gil’ad settlement nr. Qalqilya escorted by IDF troops stop a Palestinian family fr. harvesting olives on their land, saying they had exceeded the time allocated by the IDF for the harvesting. The weekly demonstrations by Palestinians and international activists in Bil‘in and Bayt Umar express solidarity with Palestinian prisoners in Israeli jails on a hunger strike for better conditions, in Bil‘in calling specifically for the release of Fatah’s Marwan Barghouti and the PFLP’s Ahmad Sa‘adat. In Ni‘lin and al-Nabi Salih, Palestinians and international activists rally in support of the Palestinian statehood bid at the UN. In all 4 cases, IDF soldiers beat and fire rubbercoated steel bullets, tear gas, and stun grenades at the protesters, injuring 1 British activist and arresting 1 Palestinian, both in Bayt Umar. Israel issues tenders for construction of 294 new settlement housing units in Beitar Ilit nr. Jerusalem and Karnei Shomron nr. Nablus (see 5/21). The IDF fires rubber-coated steel bullets, tear gas, and stun grenades at mourners attending a funeral in Bayt Umar, sparking stone-throwing clashes that leave 3 Palestinians injured; patrols in al-Til nr. Tulkarm, randomly stopping and searching Palestinian cars; conducts late-night patrols in Tulkarm and late-night arrest raids, house searches nr. Bethlehem and in Jenin. Jewish settlers fr. Hebron. In East Jerusalem, Israeli police force Palestinian merchants in a market area to close their stores so right-wing Jewish groups can hold religious services. A Palestinian bystander injured when Israel assassinated Hamas leader Said Siyam on 1/15/09 during Operation Cast Lead, dies in an Israeli hospital where he had been receiving treatment since 5/2011. Palestinians fire at least 7 mortars, 6 homemade Qassam rockets, and 2 manufactured Grad rockets fr. Gaza into Israel during the day, causing no injuries. Israel retaliates with several air strikes and tank fire on Hamas buildings and a launching site, lightly injuring 3 Palestinians. The largest strike (4 missiles) targets the fmr. PA General Intelligence building outside of Jabaliya in the evening, heavily damaging the building and collaterally damaging 30 homes, 4 businesses, and 2 schools. Sources say that Hamas seems to have stepped back fr. rocket and mortar fire since its large barrage on 3/19, with most fire now coming fr. Islamic Jihad and other groups. In the West Bank, the IDF demolishes 3 wells nr. Bethlehem (all more than 100 yrs. old); bulldozes a Palestinian road nr. Salfit for the 2d time in 3 mos. (Jewish settlers seek to annex the waterrich area to the Yakir and Revava settlements; Palestinian residents paved the road to claim ownership and repaved it after the IDF bulldozed the 1st time); patrols in 4 village nr. Qalqilya, 4 nr. Ramallah, and 2 each nr. Jenin (where troops fire tear gas at stone-throwing youths who confront them, causing no injuries) and Jericho, as well as searching 2 open areas nr. Tulkarm. By this date, allied air strikes on Libya have reportedly “all but destroyed” the Libyan air force and air defenses and the focus has shifted to targeting Qaddafi’s ground forces. At this stage, NATO takes the lead fr. the U.S. in enforcing the no-fly zone. The intervention is not enough to give Libyan rebels the upper hand, however; fierce fighting continues nationwide through the end of the quarter. (NYT 3/24, 3/25)

In Yemen, Pres. Saleh, responding to growing pressure (see 3/18), reins in the military and states that he would step down if he could arrange “an honorable transfer of power” that would keep the govt. in “safe hands.” Over next 2 wks., Saleh and the opposition hold talks but cannot reach an agreement. Palestinians fire 2 Qassam rockets fr. Gaza toward Israel (1 lands inside Gaza), causing no damage or injuries. Late at night, an IDF drone fires 2 missiles into the market area of Nussayrat r.c., destroying a parked car and damaging 4 businesses and 12 apartments, causing no serious injuries. In the West Bank, the IDF patrols in al-Bireh, 2 villages nr. Jericho, 2 nr. Ramallah, and 1 nr. Tulkarm. Palestinians (sometimes accompanied by Israeli and international activists) hold weekly nonviolent demonstrations against the separation wall, land confiscations, and settlement expansion in Bil‘in, Ni‘lin, and Nabi Salih/Dayr Nizam. IDF soldiers fire rubber-coated steel bullets, tear gas, and stun grenades at the protesters, injuring 5 Palestinians (including 2 children). Jewish settlers fr. Gush Etzion nr. Bethlehem dump raw sewage and construction waste onto more than 20 d. of Palestinian agricultural land in nearby Artas village that the IDF has declared a closed military zone; the IDF observes but does not intervene. To demonstrate some accountability in light of the Palestine Papers and to give Abbas the chance to strengthen his base in advance of elections, his cabinet resigns. Abbas immediately reappoints Fayyad as PM to form a new government. (NYT, WP 2/15)

Israel’s Jerusalem municipal authority approves 120 new housing units in Ramot settlement in East Jerusalem. Israeli authorities also bulldoze 1 d. of Palestinian fruit trees in Shaykh Jarrah neighborhood in East Jerusalem. Timed with the swearing-in ceremony of Israel’s new IDF chief of staff Benny Gantz, unidentified Palestinians fire a Qassam rocket fr. Gaza into Israel; coming after several days of relative calm on the Gaza border, Israel says it interprets the strike as a message fr. the Gaza factions that they will not “make life easy” for Gantz in his new position. IDF troops on the n. Gaza border fire warning shots at Palestinians scavenging for construction materials in the fmr. settlement sites, wounding 1. OCHA reports that Gaza hospitals have received 2 shipments of medical supplies fr. the PA Health Min. in Ramallah in recent days (see 1/18), reducing the number of supplies at zero stock fr. 183 to 150 (out of 480 essential items tracked).
