Israeli forces also punitively demolish the home in Jenin of a Palestinian man killed by Israeli forces in May 2023. Israeli finance minister Bezalel Smotrich says Gantz is in the U.S. to advance U.S. plans to establish a Palestinian state. Deputy Assistant to the President and Senior Adviser for Energy and Investment Amos Hochstein meets with Lebanese Parliament speaker Nabih Berri in Beirut, discussing the escalation between Hezbollah and Israel. UNRWA says some of its staff have been forced to give confessions under torture and ill-treatment by Israeli forces. The statement follows an Israeli claim that there are more than 450 Hamas and Islamic Jihad affiliated people working for UNRWA and the release of audio files purporting to be evidence that 2 UNRWA workers confessed to taking part in events on 10/7/2023. UN special representative of the secretary-general on sexual violence in conflict Pramila Patten says during a press conference that a UN investigation team has found that Palestinians in the West Bank are subject to “cruel, inhuman and degrading treatment” in detention and are subject to “disproportionate physical and sexual violence, including sexual harassment and threats of rape during house raids, including at night, and at checkpoints.” Patten also say that the team has “found clear and convincing information that sexual violence, including rape and sexual torture” has been committed against Israeli captives released after being held in Gaza and that there are “reasonable grounds to believe conflict-related sexual violence” occurred on 10/7/2023 in at least 3 locations. Patten says some highly publicized allegations of sexual violence were determined to be unfounded and stresses that the report is not the result of an investigation as Israel did not share any evidence of allegations. Elsewhere, Israeli settlers throw stones at Palestinian vehicles traveling in Huwwara. Israeli settlers posing as soldiers also attack a school in Khallet al-Maiya. Meanwhile, Israeli settlers throw stones at a house in Turmus ‘Ayya and attempt to set fire to it, causing damage to the house, a solar panel, and several vehicles. Israeli forces fatally shoot 2 Palestinians and injure 9 others during a raid in Dura; a video shows that Israeli forces used a Palestinian man they took from his phone shop as a human shield. A video circulating on social media also shows 2 Israeli soldiers kicking a man lying on the ground during the raid. Israeli forces also fatally shoot a member of the PA security forces during a raid in Nur Shams refugee camp. The Knesset approves the extension of an emergency regulation allowing Israel to deny Palestinian prisoners meetings with their lawyers for up to 180 days and approves the first reading of an extension of the temporary order which allows poorer conditions for prisoners. The Israeli cabinet approves the 2024 budget, slashing funds earmarked for the development of Palestinian communities in Israel by 15% and allocating $80 million to the Settlements and National Missions Ministry. 5 members of Benny Gantz’s National Unity party vote against the budget. In the West Bank, Israeli forces shot and killed 2 Palestinians, including a child, during a raid in Fawwar refugee camp. Israeli forces also raided Nur Shams refugee camp for 9 hours using 40 armored vehicles, demolishing 3 homes. Elsewhere, Israeli forces demolished 5 homes in Furush Beit Dajan, displacing 70 people. 55 Palestinians were arrested during raids in and around Nablus, Tubas, and Tulkarm, including former PLC member Khalida Jarrar. In East Jerusalem, Israeli authorities forced 3 Palestinian families to demolish their own homes in Jabel Mukaber and Shu’fat. In Gaza, telecommunications were down throughout Gaza. Israeli forces bombed Khan Yunis, Rafah, al-Bureij refugee camp, Nuseirat refugee camp, Gaza City, and Maghazi, killing dozens of people, including at least 100 in Maghazi. Israeli forces also directly hit the Palestinian Red Crescent Society’s headquarters in Khan Yunis, causing damage. Israel said it had assassinated Hamis al-Najar, a member of the Hamas Legislative Council, in an airstrike in Khan Yunis that also killed his wife, 2 children, and several of his grandchildren. 3 Israeli soldiers were killed in combat. PA president Mahmoud Abbas gave a speech calling the events in Gaza greater and more horrific that the Nakba. Abbas said Israeli prime minister Benjamin Netanyahu’s plan was to rid historic Palestine of all Palestinians and said he would continue to work toward Palestinian political reconciliation. Israeli defense minister Yoav Gallant signed an order to place an Israeli settler in administrative detention for attacks on Palestinians. Gallant also spoke with U.S. secretary of defense Lloyd Austin, who urged him to “increase efforts to protect civilians in Gaza, increase delivery of humanitarian assistance, and curb extremist settler violence in the West Bank.” Israel said an Israeli military helicopter killed an Israeli soldier during an attack on a building in Gaza last week. A UN Security Council resolution calling for ceasefire and the unconditional release of the Hamas-held captives was vetoed by the U.S., with the UK abstaining and the remaining 13 members voting in favor. Before the vote, PA UN envoy Riyad Mansour said the objective of the Israeli campaign was to ethnically cleanse Gaza, adding Israeli representatives were publicly admitting it. U.S. UN ambassador Robert Wood said the Hamas attack on 10/7 was the “worst attack on our people” in decades. After the vote Wood explained the veto, calling the resolution imbalanced for not condemning Hamas’ operation on 10/7. UNRWA commissioner-general Philippe Lazzarini said the constant Israeli bombings have made UNRWA’s ability to operate extremely limited. After the vote, Mansour called the U.S. vote a disaster. Hamas called the veto “unethical and inhumane.” Israeli UN ambassador Gilad Erdan thanked the U.S. for “standing firmly by our side.” Human Rights Watch UN director Louis Charbonneau said that the U.S. risks being complicit in Israeli war crimes by continuing to provide weapons and diplomatic cover. During an interview with Reuters, PA president Mahmoud Abbas called for an international conference to end the war in Gaza and to create the foundations for a lasting end to the Israeli occupation. Abbas said he was for “peaceful resistance” that led to a 2-state solution with a sovereign Palestinian state in Gaza, the West Bank, and East Jerusalem. Abbas also said he would accept a future election result if Hamas won. The Arab-Islamic Summit Ministerial Committee met with U.S. secretary of state Antony Blinken, discussing the need for an immediate ceasefire in Gaza. The committee expressed their disappointment with the U.S. veto at the UN Security Council. The committee was represented by foreign ministers from the PA, Turkey, Qatar, Saudi Arabia, Jordan, and Egypt. Qatari prime minister Sheikh Mohammed bin Abdulrahman Al Thani and Saudi foreign minister Faisal bin Farhan Al Saud also met with Blinken separately, calling for a ceasefire. The Biden administration bypassed congressional review of the sale of 14,000 tank shells to Israel worth $106.5m. In the West Bank, Israeli settlers injured 5 Palestinians in Yasuf, including 3 with live ammunition and 2 with stones. Israeli settlers also assaulted Palestinians harvesting olives in Deir Istiya and al-Khader. A Palestinian family of 16 fled their home in Khirbet ar-Ratheem, south of Hebron, after Israeli settlers raided the area, causing destruction to their property and threatening them with guns. The UN said that about 70% of Palestinians killed in Gaza are children and women. It is estimated that hundreds are still trapped in rubble. At least 42% of all housing units have been either destroyed or damaged in Israeli airstrikes. 43 unidentified Palestinians were buried in a mass grave in Gaza City. It was the second time Palestinians in Gaza were buried in mass graves this week. The Palestinian Health Ministry said 37 medical personnel have been killed since 10/7 and 7 hospitals no longer are operational. The first trucks carrying aid to Gaza arrived through the Rafah crossing. About 35 trucks carrying aid entered Gaza. The Jerusalem district planning and building committee advanced plans for a new settlement in East Jerusalem at the abandoned Qalandia Airport, called Atarot airport by Israel. The plan entails 9,000 new settler units intended for ultra-Orthodox Jews. The PLO executive committee condemned the MoU, saying it contravenes agreements made at Arab League summits and the Area Peace initiative. The Israeli government approves the construction of more than 20,000 new housing units for Israeli settlers in Ma’ale Adumim, a settlement east of Jerusalem. The move comes in the context of a new agreement signed by Israel’s Construction and Housing Ministry and the Ma’ale Adumim Municipality. Israeli prime minister Benjamin Netanyahu and his wife Sara fly to Oman to meet with Sultan Qaboos bin Said. Because Oman and Israel have no formal diplomatic ties, the visit is seen as an indication of a growing relationship between Israel and Oman. Israeli sources say that the cease-fire reached on 7/14 includes a stipulation that Hamas and PIJ will gradually stop the incendiary kite and balloon attacks. “If in the past, 50 balloons were flown every time, for example, then now 20 balloons will be flown, tomorrow 10, and the next day less,” the source says. “That’s the agreement, and that is what has been decided between the sides.” Later, Netanyahu denies the report. “I heard it being said that Israel has agreed to a cease-fire that would allow the continuation of terrorism by incendiary kites and balloons; this is incorrect,” he says. “We are not prepared to accept any attacks against us, and we will respond appropriately.” Hamas officials say that the cease-fire covers rockets and mortars, but not incendiary kites and balloons. After days of positivity from both Hamas and the PA in the wake of the 10/12 reconciliation deal, a Hamas spokesperson criticizes the PA for not prioritizing the rollback of sanctions on Gaza. “It is not justified to continue the sanctions on Gaza, while the [PA] government is content with talking about getting control of border crossings and exploration for [natural] gas in Gaza,” he writes, on Twitter. Cross-border exchanges in Gaza continue overnight and throughout the day. The PRCs, the al-Aqsa Martyrs Brigade (AMB), and a small Salafist group (the Abdullah Azzam Brigades) fire around 17 rockets (including at least 4 Grads) and at least 2 mortars into Israel, seriously injuring 2 Israelis and damaging a religious seminary and a synagogue. The IDF carries out at least 25 air strikes (warplanes and drones) and 5 artillery strikes, killing at least another 7 Palestinians (5 militants and 2 bystanders, including 1 child) and wounding at least 40; the attacks include the targeted assassination of Islamic Jihad’s senior military cmdr. Mu’ataz Quraiqe‘ in Gaza City, also killing his brother and 2-yr.-old son. (The other 4 militants killed, including senior PRC cmdr. Samed Abed, apparently were targeted after firing rockets.) In Cairo, 100s of Egyptians angry over Israel’s killing of 3 soldiers in the Sinai on 8/18 gather outside the Israeli emb., demanding Israel’s amb. be expelled. Egypt’s Supreme Council of the Armed Forces (SCAF; the interim military leadership) summons the Israeli amb. to demand an apology and call for an investigation into the killings.
