PLO secretary general Saeb Erakat says that the decision, announced on 12/22, to dissolve the Palestinian Legislative Council “goes hand in hand with efforts of transition from the period of the Palestinian Authority to into the State of Palestine period.” (MNA 12/23)

An Israeli drone bombs a site east of Bayt Hanun in Gaza in the evening, moderately injuring 1 Palestinian. An IDF spokesperson says that the strike targeted a group of Palestinians who were throwing firebombs across the border fence into Israel earlier in the day. Separately, IDF troops shoot and injure a Palestinian at a Great March of Return tent camp near Gaza City. In the West Bank, Israeli settlers uproot or otherwise destroy approximately 370 grape vines and 30 olive trees outside al-Khadir village near Bethlehem, 50 olive tree saplings outside Tell village near Nablus, 22 olive trees from a grove near Qalqilya, and 100 olive trees outside al-Mughayyir near Ramallah. Separately, an Israeli settler driver runs over 2 Palestinians near Qalqilya, injuring both. Meanwhile, IDF troops arrest 16 Palestinians during late-night raids near Ramallah, Tulkarm, Bethlehem, Qalqilya, and Hebron; and patrol near Hebron, Salfit, Qalqilya, and Tulkarm. Amid escalating violence along Gaza’s border fence, Israeli prime minister Benjamin Netanyahu says that if the attacks from Gaza don’t stop, Israel will offer a “different” response. “Hamas apparently didn’t get the message,” he says, referring to the last round of Israeli air strikes in Gaza. “If they don’t stop the attacks against us, they will be stopped in a different way and it will be painful—very painful.” Later, Israel’s security cabinet reportedly decides to wait and see if Hamas will heed Netanyahu’s warning before ordering a broader assault on Gaza. The Israeli cabinet approves NIS 22 million (approximately $6.1 million) to expand the Israeli settlements in Hebron. The plan calls for the construction of 31 housing units, 2 new kindergartens, a daycare center, and a public park on the site of a former IDF post. (HA, JP, MNA, TOI 10/14)

Approximately 12,000 Palestinians gather along Gaza’s border to continue the Great March of Return protests. IDF troops violently disperse the protests near Rafah, Jabaliya refugee camp, al-Bureij refugee camp, Gaza City, and Khan Yunis; 3 Palestinians are killed and at least 3 more are injured. This brings the death toll stemming from the Great March of Return to 152. Amid the clashes, the IDF reports that one of its officers was injured by shrapnel from a pipe bomb thrown from across the border fence. Israeli forces subsequently shell 2 Hamas posts, causing damage to a school east of Khan Yunis. Elsewhere along Gaza’s border, Israeli forces conduct a limited incursion to level land along the border fence near Rafah. They also dismantle an IED that was placed along the border fence near Rafah for the 2d day in a row. On the other side of the border fence, Israeli firefighters put out 2 fires that were allegedly sparked by incendiary kite or balloon attacks emanating from Gaza. In the West Bank, Israeli forces set up roadblocks around Khan al-Ahmar, the Jerusalem-area Bedouin village slated for evacuation and demolition. Israeli troops later violently disperse hundreds of activists gathering to protest the roadblocks; 3 protesters are arrested. Separately, IDF troops violently disperse Palestinians and international solidarity activists at Friday protests against the Israeli occupation in Kafr Qaddum near Qalqilya and Ras Karkar near Ramallah; 1 Palestinian is injured. They also arrest 5 Palestinians during clashes sparked by IDF patrols in Bayt Umar near Hebron; arrest 2 more Palestinians during late-night raids in Nablus; and patrol in and around Hebron, Tulkarm, and Salfit. The New York Times reports that the Trump administration has decided to cut the last remaining $10 million in planned aid to the Palestinians this year. The money, which Congress authorized for expenditure in 2017, was set to support programs meant to build relationships between Israelis and Palestinians from the occupied Palestinian territories. USAID has reportedly redirected the $10 million to support similar programs dealing with Jewish Israelis and Palestinian citizens of Israel. “Essentially, USAID was faced with the choice of shutting down the program and losing the funds, or keeping something going,” a congressional aide explains. They also arrest 10 Palestinians during raids near Bethlehem, Tulkarm, Qalqilya, and Jenin; and patrol near Hebron. Israeli forces confiscate a vehicle from a Palestinian construction site near Nablus. Along Gaza’s border fence, Israeli forces open fire on Palestinians allegedly preparing to fly an incendiary kite across the fence into Israel; there are no reported injuries. The UN General Assembly adopts a Palestinian-backed resolution condemning Israel’s use of “excessive force” in quelling the recent protests in Gaza, with 120 votes in favor, 8 opposed, and 45 abstentions. Before the vote, U.S. ambassador to the UN Haley proposes an amendment condemning Hamas for its rocket fire and alleged diversion of humanitarian resources into its security apparatus, but she fails to obtain enough support. Following the protest in Ramallah on 6/10, the PA temporarily bans public demonstrations “in order to make it easier for citizens to conduct their normal lives [around the upcoming Eid al-Fitr holiday],” according to a PA statement. “It is prohibited to grant permits to organize marches or to establish gatherings that would disrupt the movement of citizens and disturb them.” The move is widely seen as a means of quelling opposition to PA president Abbas. Recent protests have focused on his role in the ongoing humanitarian crisis in Gaza. Following the announcement, PA security forces violently disperse Palestinians gathering in central Ramallah for another demonstration; there are no serious injuries. (EI, TOI 6/13)

IDF troops violently disperse the demonstrations near Khan Yunis, Rafah, and Jabaliya refugee camp; 4 Palestinians are killed, including 1 minor, and at least 40 are injured. The protesters killed today bring the death toll stemming from the Great March of Return to 34. In the West Bank, IDF troops violently disperse Friday protests against Israel’s settlements, occupation, and separation wall in al-Bireh, Qalqilya, and nearby Kafr Qaddum; 5 Palestinians are injured and 1 is arrested. They also patrol near Hebron and Nablus. Israeli settlers slash the tires of 30 Palestinian vehicles and spray-paint racist graffiti on walls in Burqa village near Ramallah overnight, chop down approximately 100 Palestinian olive trees outside Nablus, and throw stones at a Palestinian school bus near Hebron (1 Palestinian minor is injured). After the release of a video depicting the killing of a minor along Gaza’s border today, the EU demands a “full investigation” and UN Special Coordinator Nickolay Mladenov calls on Israel to “stop killing children.” The IDF then announces that it will investigate the killing. Undercover Israeli soldiers conduct a raid in Burqin near Jenin, sparking clashes with stone-throwing Palestinians; 6 Palestinians are injured and 1 is arrested. IDF troops arrest 13 Palestinians and confiscate 1 vehicle during late-night raids near Ramallah, Hebron, Tulkarm, Bethlehem, and Nablus; and patrol near Tulkarm, Qalqilya, and Hebron. One of the raids near Ramallah sparks clashes with stone-throwing Palestinians; 1 Palestinian is injured. In East Jerusalem, Israeli forces arrest 20 Palestinians during late-night raids in Shu‘fat refugee camp and 2 during raids in Issawiyya. A Palestinian demolishes his own home in Jabal Mukabir to avoid paying Israeli demolition fees. Along Gaza’s border, IDF troops open fire on Palestinian farmers working near Khan Yunis, causing no damage or injuries. In the West Bank, IDF troops conduct raids in al-Am‘ari refugee camp near Ramallah overnight, sparking clashes; 2 Palestinians are injured (1 critically). They arrest 7 Palestinians during raids in and around Ramallah, Tulkarm, Bethlehem, Hebron, and Jenin; and patrol near Hebron, Qalqilya, and Salfit. The Israeli authorities confiscate 24 dunams (approximately 6 acres) of Palestinian-owned land near Nablus, with the intention of building a new road for Israeli settlers in the area. In East Jerusalem, the Church of the Holy Sepulcher reopens, following Israeli PM Netanyahu’s 2/27 decision to freeze the tax programs that motivated church leaders’ protests.
