In East Jerusalem, 16 Palestinians are arrested at the Haram al-Sharif compound. In Gaza, Israeli forces bomb Beit Hanun, Gaza City, Dayr al-Balah, Nuseirat refugee camp, Rafah, and Maghazi, killing at least 62 people, including 3 medics in Beit Hanun. 3 rockets are fired at Israel, causing damage to a road in Sderot. In Tel Aviv, an Israeli man succumbs to injuries sustained in an attack in Gan Yavne on 3/31. In Lebanon, Israeli forces bomb Khaim and Kafr Kila. Hezbollah forces fire rockets at Israeli forces in Bayd Blida and Shlomi. In Jordan, protesters march towards the Israeli embassy in Amman for the 12th day in a row. More than 33,037 Palestinians have been killed by Israeli forces in Gaza, including at least 13,750 children and 8,900 women, and around 75,668 have been injured since 10/7/2023. At least 7,000 people are missing in rubble, including 1,700 children. 447 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7/2023, including 112 children. More than 4,700 people have been injured. Israel reports that 1,139 Israelis and foreign nationals have been killed and 5,400 have been injured in Israel since 10/7/2023, including Israeli soldiers. In addition, 255 Israeli soldiers have been killed and 1,549 injured in Gaza since the ground invasion began on 10/27/2023. Over 1.93 million Palestinians, nearly 85% of the population of Gaza, have been displaced since 10/7/2023. There has been a complete electricity blackout in Gaza since 10/12/2023 due to the Israeli blockade. At least 70,000 housing units have been destroyed and 290,000 have been damaged in Israeli airstrikes since 10/7/2023, constituting over 60% of all housing units. 176 trucks carrying aid enter Gaza, including 10 trucks delivering food aid to northern Gaza. 1,850 gallons of fuel is delivered to northern Gaza to operate 13 water wells in Jabalia and Gaza City. U.S. forces airdrop 50,000 meals over northern Gaza. The Palestinian Red Crescent says 31 children have died of starvation in Gaza and that 1,000 children have lost 1 or both of their legs in Gaza. Haaretz reports that an Israeli doctor working at the Sde Teiman detention center wrote letters to Israeli ministers and the attorney general last week describing inhumane conditions at the center. The doctor says 2 Palestinians had their legs amputated due to handcuff injuries in the past 2 weeks and that detainees are blindfolded, fed through straws, forced to defecate in diapers, and constantly held in restraints. Israel releases 101 Palestinians who have been held in Israeli detention centers back to Gaza. The Shin Bet says it arrested 11 Palestinians, including 7 Palestinian citizens of Israel, who were allegedly planning to assassinate Israeli national security minister Itamar Ben-Gvir. The NGO Open Arms says it has suspended efforts to bring aid to Gaza by sea from Cyprus, citing the killing of 7 aid workers on 4/1. Open Arms director Oscar Camps says Gaza is a “dystopian laboratory where people’s blood flows while war technologies are tested and perfected.” Doctors Without Borders rejects Israel’s explanation that the attack on the aid workers was an accident, citing previous attacks on aid workers. U.S. president Joe Biden speaks with Israeli prime minister Benjamin Netanyahu in a phone call, calling for an immediate ceasefire. Biden reportedly urges Netanyahu to take action to stop civilian suffering in Gaza, including by increasing aid access and expanding the powers of the Israeli negotiations team that is working on a ceasefire. Biden is also said to have informed Netanyahu that he would temporarily suspend further deliberations on arms transfers to Israel and requested that Israel send the U.S. a detailed report on the killings of the 7 aid workers who died in 3 airstrikes on 4/1. A White House readout of the conversation says, “US policy with respect to Gaza will be determined by our assessment of Israel’s immediate action” on steps to “address civilian harm, humanitarian suffering, and the safety of aid workers.” National Security Council spokesperson John Kirby says the U.S. expects “a drastic increase in the humanitarian assistance getting in, additional crossings opened up, and a reduction in the violence against civilians and certainly aid workers.” After the meeting, the Israeli war cabinet approves the opening of the Beit Hanun (Erez) crossing to allow more aid to enter Gaza. Secretary of Defense Lloyd Austin speaks to Israeli defense minister Yoav Gallant, expressing his “outrage” over the killing of the 7 aid workers. Israeli settlers also assault a Palestinian man near Dura, threatening to kill him if he continues to herd his sheep in the area. Elsewhere, Israeli settlers steal a tractor in Battir. Israeli settlers also throw stones at Palestinian vehicles traveling between Huwwara and Qalqilya. Israeli forces raid Balata refugee camp, demolishing homes and razing a main street. Israeli forces also arrest 10 Palestinians during late-night raids in and around Nablus, Balata refugee camp, Qalqilya, Bethlehem, Hebron, and Jenin. In East Jerusalem, Israeli forces arrest 5 Palestinians during raids in al-Tur and Shu’fat refugee camp. Israeli prime minister Benjamin Netanyahu says in a speech that “the whole world is ganging up on us,” calling on Israelis to unite in defending Israel physically and morally. After the speech Netanyahu undergoes surgery for a hernia, leaving Justice Minister Yariv Levin as acting prime minister. Netanyahu will be released from the hospital on 4/2. UN sources tell the Guardian that Israeli military chief of staff Herzi Halavi presented to UN officials last week a plan to dismantle UNRWA, which would include the transfer of some UNRWA staff to a replacement agency that would focus on the delivery of aid in Gaza or expanding the World Food Programme’s operations in Gaza. In the West Bank, Israeli settlers bring their cattle to graze on farmland in Deir Balut, causing damage to crops. Israeli settlers also fence off a tract of land and begin construction of a settlement road in the Jordan Valley. Israeli forces fatally shoot 2 Palestinians and injure at least 3 others in Nur Shams refugee camp during the second day of its raid in Tulkarm, bringing the total number of casualties to 8 deaths and at least 26 injuries; Israeli soldiers also continue demolishing infrastructure, blow up 3 homes, and prevent medics from reaching wounded Palestinians. Israeli prime minister Benjamin Netanyahu says Israel will continue to control all territory between the Jordan River and the Mediterranean, saying “it contradicts the idea of self-rule [for Palestinians]. So what? I tell this truth to our American friends.” Netanyahu adds, “[t]his conflict is not about a lack of a state, but about the existence of a state.” U.S. State Department spokesperson Matthew Miller says in response that U.S. “support for Israel remains ironclad” despite disagreement on the issue. Miller also says that there is “no way” to solve Israel’s long-term security needs without the establishment of a Palestinian state. PA spokesperson Nabil Abu Rudeineh says there will be no security and stability in the region without a Palestinian state with East Jerusalem as its capital. Saudi ambassador to the U.S. Reema bint Bandar Al Saud says any potential normalization agreement with Israel would be conditioned on a ceasefire and an “irrevocable” pathway for a Palestinian state. The Israeli cabinet discusses whether to transfer the responsibility of disbursing the PA tax revenue to either Norway or the U.S. The plan, which was brought forward by Finance Minister Bezalel Smotrich, is opposed by National Security Minister Itamar Ben-Gvir and is not voted on. Smotrich’s plan includes forcing the third-party country to also deduct tax revenue that is allocated to Gaza. (HA 1/19)

Israeli war cabinet minister Gadi Eisenkot tells Channel 12 that he helped prevent an Israeli “preemptive strike” on Lebanon on 10/11/2023 and says Israel will not be able to retrieve the captives held in Gaza alive without a deal with Hamas. In the West Bank, Israeli settlers raid Burin, setting fire to a vehicle and attacking homes. Israeli settlers also seize and occupy dozens of residential caves in Tuqu’, ‘Arab al-Rashayida, Kaysan, Za’atra, and Bayt Ta’mar. Elsewhere, Israeli settlers throw stones at Palestinian vehicles traveling in Huwwara. Israeli settlers posing as soldiers also attack a school in Khallet al-Maiya. Meanwhile, Israeli settlers throw stones at a house in Turmus ‘Ayya and attempt to set fire to it, causing damage to the house, a solar panel, and several vehicles. Israeli forces fatally shoot 2 Palestinians and injure 9 others during a raid in Dura; a video shows that Israeli forces used a Palestinian man they took from his phone shop as a human shield. A video circulating on social media also shows 2 Israeli soldiers kicking a man lying on the ground during the raid. Israeli forces also issued demolition notices for the family homes of 3 Palestinians killed by Israeli forces on 11/16 near Bayt Jala. 14 Palestinians were arrested during late-night raids in and around Nablus, Qalqilya, the Masafer Yatta area, Hebron, and Ramallah. In Gaza, Israeli forces bombed Khan Yunis, Rafah, Jabalia refugee camp, Nuseirat refugee camp, Maghazi, al-Bureij refugee camp, and Dayr al-Balah, killing at least 165 people, including Al-Quds journalist Jabr Abu Hadros and 6 members of his family in Nuseirat refugee camp and former Palestinian minister of awqaf and religious affairs and al-Aqsa Mosque preacher Sheikh Yousef Salameh in Maghazi. Israel also bombed near the Rafah crossing and hit the European Hospital, killing at least 5 people. 2 Israeli soldiers were killed and 13 were injured in combat. At least 7,000 people were missing in rubble, including 1,700 children. 312 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 79 children. More than 3,812 people have been injured. Israel reported that 1,200 Israelis and foreign nationals have been killed and 5,400 have been injured since 10/7. 168 Israeli soldiers have been killed and 955 injured in Gaza since the ground invasion began on 10/27. Over 1.93 million Palestinians, nearly 85% of the population of Gaza, have been displaced since 10/7. There has been a complete electricity blackout in Gaza since 10/12 due to the Israeli blockade. As of 12/23, at least 65,000 housing units had been destroyed and 290,000 had been damaged in Israeli airstrikes since 10/7, constituting over 60% of all housing units. UNOCHA said more than 100,000 people have fled to Rafah in the past few days. UNICEF delivered 600,000 doses of vaccines to Gaza, saying that more than 16,800 infants have missed routine vaccines. The Gaza Ministry of Health held a press conference saying Palestinians captured by Israeli forces in Gaza were being tortured and held in poor condition. The ministry also said it had been able to reopen the medical facilities al-Arabi Hospital, Patient Friend’s Benevolent Society, Assahaba Medical Complex, al-Helou International Hospital, and several first aid centers. Lastly, it said that 5,300 people in critical condition needed to be evacuated to hospitals outside of Gaza to save their lives. 13 out of 36 hospitals in Gaza are partially functioning, 9 of which are located in the south, the rest are out of service. Israeli prime minister Benjamin Netanyahu said in a press conference that the border zone between Egypt and Gaza, known as the Philadelphi Corridor, must be under Israeli control. Netanyahu also said Israel will attack Iran if Hezbollah expands its attacks on Israel. Ynet reported that Israel wants an underground wall along the Gaza border with Egypt. Netanyahu reportedly invited Defense Minister Yoav Gallant and war cabinet member Benny Gantz to participate in the press conference, which they declined. PLO secretary-general Hussein al-Sheikh said Netanyahu’s plans were “a blatant violation of agreements with Egypt and a termination of all agreements with the PLO,” calling on a unified Palestinian and Arab stance against it. The number of Israelis killed rose from 10/18 as Israel released the names of Israelis killed on 10/7. The UN reported that over 1 million Palestinians have been displaced since 10/7 and that since 11 p.m. on 10/12 there has been a complete electricity blackout due to the Israeli blockade. At least 21,900 housing units have been destroyed and 121,000 have been damaged in Israeli airstrikes since 10/7, constituting around 30% of all homes in Gaza. The 3 Palestinians were abused for 6 hours before they were dropped off at an abandoned building and photographed. The settlers and soldiers also stole their phones, a car, and $544 in cash. An Al Jazeera investigation into the bombing of al-Ahli Arab Hospital found that evidence presented by Israel misrepresented the event, ruling out that footage used by Israel showed a misfired rocket hit the hospital and saying that no footage from live streams suggest that rockets were fired from Gaza at the moment of the bombing. The U.S. said it had intercepted 3 cruise missiles and several drones fired by Houthi forces in Yemen. The Defense Department said the missiles and drones were heading north in the Red Sea, potentially toward Israel. In an Oval Office address, U.S. president Joe Biden compared Hamas to Russian president Vladimir Putin and his attack on Ukraine, saying both want to annihilate their neighbors. Biden also said he will send an “unprecedented” aid package for Israel to Congress for approval. The package was reportedly worth $14 billion. PA forces opened fire at a sit-in protest in front of the education directorate headquarters in Tubas, injuring 2 with live ammunition bullet shrapnel. The Palestinian students were peacefully protesting in Tubas, Bethlehem, Ramallah, Tulkarm, and Nablus, demanding that parts of the matriculation exams are removed due to the COVID-19 virus. Israel’s interior ministry said it would start processing family unification requests from Palestinians over the age of 50 who had received residency permits within the last 5 years. The ministry said it would start with that age group because they pose less of a security threat. If a family unification request is approved, the Palestinian will be “upgraded” to “temporary resident” with social benefits. There are 1,680 requests waiting as the Israeli interior ministry has refused to process the requests despite a temporary ban on Palestinian unifications expiring in July 2021. The Association for Civil Rights in Israel, Hamoked, and Physicians for Human Rights said Israel should start reviewing all applications and not just those for Palestinians over the age of 50. Amnesty International released a 280-page report named “Israel’s Apartheid Against Palestinians: Cruel System of Domination and Crime Against Humanity,” prepared over the last 4 years. Amnesty said in its report that it had found that “Israel has imposed a system of oppression and domination over Palestinians wherever it exercises control over the enjoyment of their rights—across Israel and the OPT and with regard to Palestinian refugees. The segregation is conducted in a systematic and highly institutionalized manner through laws, policies and practices, all intended to prevent Palestinians from claiming and enjoying equal rights to Jewish Israelis within Israel and the OPT, and thus intended to oppress and dominate the Palestinian people.” Amnesty concluded that this institutionalized discrimination perpetrated by Israel is “the international wrong of apartheid, as a human rights violation and a violation of public international law wherever it imposes this system.” Its research was based on “relevant Israeli legislation, regulations, military orders, directives by government institutions and statements by Israeli government and military officials.” Amnesty said that “Israel must grant equal and full human rights to all Palestinians in Israel and the OPT in line with principles of international human rights law and without discrimination, while ensuring respect for protections guaranteed for Palestinians in the OPT under international humanitarian law. It must also recognize the right of Palestinian refugees and their descendants to return to homes where they or their families once lived in Israel or the OPT. In addition, Israel must provide victims of human rights violations, crimes against humanity and serious violations of international humanitarian law—and their families—with full reparations. These should include restitution of and compensation for all properties acquired on a racial basis.” The Israeli foreign ministry called the report anti-Semitic. Amnesty refuted the charged said that Israel is diverting attention away from its violations of Palestinians’ human rights. U.S. state department spokesperson Ned Price said that the U.S. does not agree with Amnesty’s assessment “that Israel’s actions constitute apartheid.” Neither U.S. or Israeli senior officials commented on the evidence presented in the report. A vice president of the American telecommunications company Mobileum said that he had alerted the FBI to a meeting between the Israeli company NSO Group and Mobileum in 2017, saying that the NSO Group sought to buy access to the SS7 network. Mobileum did not deny the meeting but said that no deal was made with the NSO Group. The former employee who now works for Citizen Lab filed a whistleblower complaint about the meeting and presented evidence to the U.S. justice department, the securities and exchange commission, and the federal communications commission in June 2021. The former VP said that NSO Group senior employees explicitly said during the meeting that they would “drop off bags of cash in [the VP’s] office.” The former VP also said that if the NSO Group had gained access to the SS7 network, it would have “access to the home networks of operators around the world, access to millions and millions of users without bypassing any sort of security controls. Amid escalating violence along Gaza’s border fence, Israeli prime minister Benjamin Netanyahu says that if the attacks from Gaza don’t stop, Israel will offer a “different” response. “Hamas apparently didn’t get the message,” he says, referring to the last round of Israeli air strikes in Gaza. “If they don’t stop the attacks against us, they will be stopped in a different way and it will be painful—very painful.” Later, Israel’s security cabinet reportedly decides to wait and see if Hamas will heed Netanyahu’s warning before ordering a broader assault on Gaza.
