Euro-Med Human Rights Monitor says Israel has killed over 200 Palestinians at the hospital since 3/18, including many that have been executed after being arrested. 13 patients have died at the hospital since 3/18. Blinken says the group discussed “post-conflict Gaza” and the need for “a state for Palestinians and security guarantees for Israelis.” Before the meeting, the PA says Blinken’s diplomatic efforts are not yielding any results and that they are just buying Israel time. Blinken also meets with Egyptian president Abdel Fattah el-Sisi. CNN reports that on 3/6 Blinken told Qatar to threaten Hamas officials with expulsion to pressure the group into agreeing to the U.S.-Israeli ceasefire proposal. UK foreign secretary David Cameron says in a letter to a British MP that aid is not getting into Gaza because of “arbitrary denials” of aid trucks by Israel and “lengthy clearance procedures.” Cameron also denies that the UN requested that the Karem Abu Salem (Kerem Shalom) crossing be closed during Sabbath, saying it is Israel that made that decision. The Norwegian wealth fund’s ethics council says it is examining which firms are selling weapons to Israel that are used in Gaza and that the wealth fund could divest from those companies if it finds that the weapons are used for “serious and systematic violations” of international law. In the West Bank, Israeli settlers razed 15 dunams of land, uprooting grape vines and almond trees near al-Khader. Israeli forces shot and injured 2 Palestinians during raids in Qiffin and Tell. Israeli forces also shot and injured 2 people with live ammunition and 3 with baton rounds during a raid in Ramallah. Elsewhere, Israeli forces demolished 14 residential and agricultural sheds and tents in Aqraba. 25 Palestinians were arrested during late-night raids in and around Hebron, Ramallah, Tulkarm, Nablus, and Tubas. In East Jerusalem, Israeli forces raided Shu’fat refugee camp, firing tear gas at Palestinians, causing tear-gas related injuries. In Gaza, telecommunications were partially restored in central and southern Gaza at the end of the day. Israeli forces bombed Rafah, Nuseirat refugee camp, Khan Yunis, Jabalia refugee camp, and Gaza City, killing dozens of people. Israel’s bombardment targeted Gaza Ministry of Health director-general Munis al-Bursh, killing several members of his family in an airstrike on a residential building in Jabalia refugee camp. Israeli forces also raided a Palestinian Red Crescent Society ambulance center in Jabalia refugee camp, arresting and humiliating Palestinians. Elsewhere, Israeli forces shot and killed a medical worker in al-Awda Hospital and killed Karem Abu Salem crossing director Bassam Ghaben in an airstrike. Israel also bombed and completely destroyed a large part of the Rimal neighborhood in Gaza City. 2 Israeli soldiers were killed in combat. Several rockets were launched at Tel Aviv. In Lebanon, Hezbollah said it had attacked several buildings in Metula and Ramot Naftali. 3 people were injured in attacks on Avivim and 2 in Dovev. Haaretz reported that 19 Israeli prison guards were under investigation in relation to the killing of a Palestinian prisoner, Tair Abu Asab, who died on 11/17 in the Ketziot Prison. The Israeli military claimed it has killed 2,000 members of Hamas since the beginning of the ground invasion of Gaza and 8,000 since 10/7. War cabinet member Benny Gantz said he expected reduced military activity in Gaza, but that Israel had no intention of stopping its assault. A Washington Post analysis of Israeli claims that al-Shifa Hospital was a Hamas base before Israel attacked and besieged it said the Israeli claims were unsubstantiated. The Post said it had found that the rooms connected to the tunnel network Israel had shown in video material did not show “immediate evidence of military use by Hamas,” that the 5 buildings Israel said were involved with Hamas did not appear to be connected to the tunnel network, and that there was no evidence that the tunnels could be accessed directly from the hospital. In the West Bank, Israeli settlers injured 5 Palestinians in Yasuf, including 3 with live ammunition and 2 with stones. Israeli settlers also assaulted Palestinians harvesting olives in Deir Istiya and al-Khader. A Palestinian family of 16 fled their home in Khirbet ar-Ratheem, south of Hebron, after Israeli settlers raided the area, causing destruction to their property and threatening them with guns. Israeli forces shot and killed a Palestinian minor during a raid in Jericho. Israeli forces also shot and injured 10 Palestinians with live ammunition during raids in Askar refugee camp, Beita, and Deir as-Sudan. Elsewhere, Israeli forces punitively demolished the home of a Palestinian man in Aqabat Jaber refugee camp using explosives. Israeli forces also seized Hamas political bureau deputy leader Salah al-Arouri’s home in Bani Zeid al-Sharqiya, turning it in to a Shin Bet facility. Meanwhile, Israeli forces prevented Palestinians from harvesting olives in Duma, Burin, Zabbuba, and Sebastia. More than 120 Palestinians were arrested during late-night raids in Aroura, Rantis, Bethlehem, Hebron, Deir Sammit, and Nablus. The Palestinian Prisoners Club said at least 1,070 Palestinians have been arrested in the West Bank since 10/7. In Gaza, around 250 Palestinians were killed in Israeli airstrikes. Rockets were fired at Israel; no new fatalities were reported. In Lebanon, anti-tank missiles fired at Israel wounded an Israeli soldier and Israel attacked Hezbollah-linked sites. The Palestinian Health Ministry said 37 medical personnel have been killed since 10/7 and 7 hospitals no longer are operational. The first trucks carrying aid to Gaza arrived through the Rafah crossing. About 35 trucks carrying aid entered Gaza. Israeli military spokesperson Daniel Hagari said fuel will not enter Gaza via the Rafah crossing. A PA official told Haaretz that Israel only allowed the aid that arrived in Gaza today to enter because of the release of 2 captives on 10/20 and that future aid will depend on the release of more captives. 5 UN agencies released a joint statement calling the situation in Gaza “catastrophic.” (HA 10/21; WAFA 10/22)

Leaders from the PA, Egypt, Jordan, Bahrain, Qatar, Italy, Spain, Greece, Cyprus, South Africa, the UAE, UN, and EU, and senior government officials from Kuwait, Germany, France, Japan, Norway, Russia, and China met at the Cairo Peace Summit on Israel’s war on Gaza. Jordanian king Abdullah II said “[t]oday Israel is literally starving civilians in Gaza but for decades Palestinians have been starved of hope, of freedom and of future,” complaining that Israel is never held accountable and calling its actions in Gaza a war crime. UN secretary-general Antonio Guterres said Hamas’ attack does not justify “collective punishment of the Palestinian people.” PA president Mahmoud Abbas called on Hamas and Israel to release all captives and prisoners. The summit ended without agreement on a joint statement. Abbas met with Spanish prime minister Pedro Sanchez, EU high representative for foreign affairs Josep Borell, European Council president Charles Michel, Italian prime minister Giorgia Meloni, Japanese foreign minister Yoko Kamikawa, and South African president Cyril Ramaphosa on the sidelines of the summit. AP said, based on videos, its experts have determined that it was likely an errant rocket that caused the explosion at al-Ahli Arab Hospital on 10/17. French and Canadian intelligence also suggested that an errant rocket fired by Palestinian militants caused the explosion. Investigations by UK Channel 4, Al Jazeera, and Forensic Architecture have concluded that it was likely an Israeli airstrike or artillery fire that caused the explosion. Hamas released 2 American captives, a mother and her daughter, “on humanitarian grounds” after negotiations with Qatar. It was unclear if Hamas received anything in return. Forensic Architecture released a preliminary analysis of the al-Ahli Arab Hospital bombing saying the “[f]ragmentation patterns may indicate the projectile came from the northeast – the direction of the Israeli-controlled side of the Gaza perimeter – and not from the west [as Israel has claimed].” UK Channel 4 and Al Jazeera have also concluded that Israeli claims that the explosion at the hospital was caused by an errant rocket are dubious. PA president Mahmoud Abbas traveled to Cairo for a summit on the Hamas-Israel war and humanitarian aid to Gaza. Representatives from Egypt, Jordan, Turkey, Greece, Italy, Qatar, Saudi Arabia, Kuwait, the UN, the UK, and the UAE will attend. In Cairo, Abbas met with UK prime minister Rishi Sunak. After receiving a letter from Israeli interior minister Moshe Arbel demanding that $85 million earmarked to Palestinian municipalities in Israel be released by the Finance Ministry, Finance Minister Bezalel Smotrich said he would not provide the funding, calling it a bribe to MK Mansour Abbas. Israeli opposition leader Yair Lapid said Smotrich was only “mistreat[ing] Arab citizens simply because they are Arabs,” saying that “racism has become an official policy of the state of Israel.” Smotrich also canceled funding for preparatory programs for Palestinians living in East Jerusalem who want to study in Israel. 24 U.S. Democrats, led by House Minority Leader Hakeem Jeffries (D-NY) met with PA prime minister Mohammad Shtayyeh in Ramallah. Shtayyeh called on the delegation to recognize the State of Palestine, warned that the 2-state solution was slipping away due to Israeli actions, and asked that they pressure Israel to allow Palestinian elections in East Jerusalem. The congressional delegation also met with Israeli prime minister Benjamin Netanyahu in Jerusalem earlier in the day. Jeffries claimed he had brought up the issue of settler violence with Netanyahu. In an interview with Bloomberg, Prime Minister Netanyahu called reported Saudi demands for Israeli concessions on Palestine as a condition for normalization a “checkbox” he has to tick off but not a hinderance for Israel. In the West Bank, thousands of Israeli settlers, including 7 cabinet ministers, National Security Minister Itamar Ben-Gvir and Finance Minister Bezalel Smotrich among them, and several MKs marched to the Evyatar settlement outpost. 22 Palestinians protesting the march were injured by baton rounds fired by Israeli forces, while more than 100 suffered tear-gas related injuries. It was reported on 2/19 that the U.S. had convinced the UAE and the PA to drop the binding resolution, which the U.S. said it would veto, and instead present the statement.
