Gaza to level land along the border fence to clear lines of sight. In the West Bank, the IDF demolishes a mosque, 1 Palestinian home, and 10 storehouses in Khirbat Yazra village nr. Tubas, displacing 15 Palestinians; demolishes another Palestinian home in Yatta village nr. Hebron, displacing 25 Palestinians; conducts rare daytime arrest raids, searches nr. Jenin, Tulkarm; patrols in Tulkarm and Kharbatha al-Misbah village nr. Ramallah in the afternoon, firing rubber-coated steel bullets and beating several stone-throwing Palestinian youths who confront them; conducts latenight arrest raids, house searches nr. Hebron. Tubas, Hebron, and Tulkarm (twice). Jewish settlers fr. Etzion settlement nr. Hebron pump wastewater onto nearby Palestinian lands (polluting 50 d. of arable land) and confiscate a bulldozer from a Palestinian working on land nearby (also taking his cell phone and ID card). Netanyahu and his security cabinet approve construction of a new “student town” within the construction boundaries of Migdalim settlement e. of Nablus that will house 30 Jewish settlers affiliated with Ariel College in Ariel settlement; they also approve construction of 23 school buildings in 8 West Bank settlements to accommodate 600 Jewish settler children; public-use structures such as schools were excluded fr. Israel’s temporary West Bank settlement construction ban. Citing the prolonged West Bank calm, the IDF removes a small concrete “sniper barrier” running s. of Gilo settlement in East Jerusalem, erected in 2002 and considered the precursor to Israel’s separation wall. In the West Bank, Palestinian gunmen open fire on an IDF border police vehicle nr. Hebron, killing 1 Israeli border police officer and wounding 3 in the first fatal shooting attack against Israelis in the West Bank in over 1 yr.; a claim of responsibility and threat of more attacks are issued by a group calling itself the Freedom Flotilla Martyrs. Also in the West Bank, the IDF conducts 3 separate synchronized late-night arrest raids, house searches in Bethlehem and neighboring Dahaysha r.c., al-Far‘a r.c. and Tammun village nr. IDF troops on the Israeli side of the Erez crossing fire on Palestinian scavenging for construction materials in the industrial zone, wounding 1 Palestinian. IDF troops on the s. Gaza border fire warning shots at Palestinians staging a nonviolent march to the border fence e. of Khan Yunis to protest Israel’s no-go zone; no injuries are reported. Unidentified Palestinians fire 4 mortars fr. Gaza toward Israel; 3 land inside Israel, causing no damage or injuries, while 1 lands harmlessly in Gaza. Late in the evening, the IDF responds with air strikes on a smuggling tunnel on the Rafah border and on the destroyed Dahaniyya airport site in s. Gaza (causing no injuries), as well as on a Hamas building in Bayt Hanun (destroying it, damaging 26 houses, 23 shops, a clinic, the local municipal building, and a sports club nearby, injuring 15 Palestinian bystanders, and knocking out electricity to some areas). Unidentified Palestinians detonate a bomb hidden in a donkey cart by the Gaza border fence as an IDF border patrol unit on the Israeli side of the border passes, killing the donkey but causing no IDF injuries. IDF troops on the n. Gaza border fire warning shots at Palestinians scavenging construction materials fr. former settlement sites nr. the border twice during the day, causing no injuries; also fire warning shots at farmers who stray nr. the border fence nr. Israel’s Jerusalem District Court upholds a decision to evacuate and seal the Beit Yonatan building in the Palestinian neighborhood of Silwan in East Jerusalem, built without a permit in 2004 by the right-wing group Ateret Cohanim and housing 8 settler families. In Hebron, Jewish settlers spray wastewater at Palestinians holding a nonviolent demonstration calling for the reopening of al-Shuhada Street to Palestinian civilians; the IDF observes but does not intervene. Palestinians protesting Netanyahu’s 2/21 decision to add sites in Bethlehem and Hebron to Israel’s national heritage roster clash with IDF troop in Hebron; no serious injuries are reported. IDF troops conduct late-night arrest raids, house searches in al-Fara‘a r.c. s. of Tubas and nr. Hebron, Jenin, Nablus, Ramallah. In Gaza, the IDF makes a day-long incursion to level land along the n. Gaza border nr. Bayt Lahiya to clear lines of sight. Jewish settlers fr. Yitzhar settlement nr. Nablus uproot 45 Palestinian olive trees in nearby Burin village; the IDF imposes a curfew on the village while the settlers work. Palestinians report (PCHR 2/24) that in the previous wk. Israel’s Jerusalem planning comm. convened to discuss a plan to build 549 settlement housing units on 153 d. of Bayt Safafa land s. of Jerusalem as part of a 4-stage settlement expansion plan, though no decisions were taken; the plan (several parts of which were approved before Netanyahu declared a temporary settlement freeze in 11/09) is aimed at reinforcing the separation of Jerusalem from the s. As the quarter opens, Israel’s siege of Gaza continues, with Israel barring all exports, all but limited humanitarian imports, and most cross-border transit by individuals (with very limited exceptions for extreme medical cases, VIPs, and international NGO workers). The Israel Defense Forces (IDF) enforces a 300-meter-deep no-go zone along the full length of the Gaza border and limits the Palestinian fishing zone off Gaza to 500–1,000 m off the immediate Bayt Lahiya and Rafah coasts, and 3 nautical miles elsewhere. In the West Bank, the IDF conducts late-night arrest raids, house searches in and around Hebron, nr. Tubas. (PCHR 2/18)

In the West Bank, the IDF fires rubber-coated steel bullets, stun grenades, tear gas at stone-throwing Palestinians and nonviolent international (and, in the case of Bil‘in, Israeli) activists taking part in protests against the separation wall in Bil‘in (injuring 8 Palestinians, including 2 journalists) and Ni‘lin (10s suffer tear gas inhalation); fires tear gas, stun grenades at Palestinian and international activists holding a nonviolent demonstration against the separation wall in alMa‘sara (no injuries reported). Late in the evening, the PASF conducts arrest raids in Hebron, Nablus, Tubas, and Tulkarm, arresting at least 15 senior West Bank Hamas officials and local council heads affiliated with Hamas, in 1 incident sparking a heavy exchange of gunfire, causing no reported injuries. In Gaza, Hamas officials confirm that 1 Hamas mbr. was killed and 3 injured in an explosion in n. Gaza caused by mishandled explosives. In the West Bank, the IDF raids an elementary school in Bayt Za‘ta and several homes in al-‘Arub r.c., both n. of Hebron, questioning children regarding stone-throwing at IDF jeeps operating in the area, arresting 2 children (ages 14 and 17) in al-‘Arub r.c.; makes an incursion into al-Bireh in the evening, surrounding a mosque and checking the IDs of worshipers, making no arrests; conducts late-night arrest raids, house searches in Bil‘in and Ni‘lin (arresting Palestinian organizers of the weekly demonstrations against the separation wall) and nr. Netanyahu and his cabinet approve plans to build 2 barriers rigged with surveillance equipment along approximately half of Israel’s 150-mi. border with Egypt to prevent illegal border crossings; 1 segment will be nr. the Rafah border with Gaza, the other will be nr. Elat; construction is expected to take several years and cost NIS $1 b. In the afternoon, unidentified Palestinians fire 4 mortars toward Israel, but all land inside Gaza, causing no damage or injuries. In the evening, the IDF carries out an air strike on a group of Islamic Jihad mbrs. nr. the c. Gaza border e. of Dayr al-Balah as they are preparing to fire a rocket into Israel, killing 3 Islamic Jihad mbrs. (including senior field cmdr. Awad Abu Nasir). In the West Bank, the IDF demolishes the only elementary school, 11 Palestinian homes, 10 animal pens, and a greenhouse in Khirbat Tana, displacing at least 120 Palestinians (mostly children) and marking the apparent first stage of Israel’s implementation of a 2/09 court order to raze the village (see 12/10/09); demolishes another Palestinian home in al-Tur nr. East Jerusalem; conducts late-night house searches in several villages around Jenin and nr. Hebron and Tubas, making no arrests; conducts similar late-night searches in the al-Bustan quarter of Silwan in East Jerusalem, beating and detaining 4 Palestinian children (ages 11–13) for 11 hrs. of questioning before releasing them.
