In the West Bank, Israeli settlers raided Qarawat Bani Hassan before confronted by Palestinian residents. Israeli settlers attacked 1 Palestinian minor near Kisan, causing injuries. Elsewhere, Israeli settlers set fire to agricultural lands planted with olive trees in Jalud, causing extensive damage. Israeli forces violently dispersed Palestinian protesters commemorating Nakba Day throughout the West Bank, killing 1 Palestinian in Hebron and injuring 450, including 27 in Hebron, 29 in Qalqilya, 12 in Ramallah, 18 in Nablus, 9 in Tulkarm, 6 in Jenin, 2 in Bethlehem, and 1 in Tubas using live ammunition. 13 Palestinians were arrested, including 4 during late-night raids in Tulkarm and 9 during protests near Jenin. In East Jerusalem, Israeli forces violently dispersed Palestinian protesters in Shaykh Jarrah, injuring 1 journalist and arresting 1. Israeli forces also violently dispersed Palestinian protesters in al-Tur, causing tear-gas related injuries and 1 arrest. 13 others were arrested during raids in Issawiyya, al-Tur, Silwan, and Sur Bahir. In Gaza, 17 Palestinians were killed, including 8 children, and dozens were injured, raising the comprehensive death toll since 5/10 from 136 to 153, including 41 children and 2 pregnant women. The casualties included: 10 members of the same family in an Israeli air strike in al-Shati refugee camp, including 8 children; 1 infant was found in the rubble of the house and was the only survivor of the attack; 2 in an air strike on a market in Gaza City; 1 in an air strike while driving north of Gaza City; 1 in a drone strike on agricultural lands near al-Bureij; 1, and 1 injured in an air strike on al-Bureij; 1 in an air strike while riding a motorbike in al-Maghazi; 1 Palestinian succumbed to wounds sustained in an air strike on a car wash al-Zawaideh. Israel also demolished al-Jalaa tower, a 12-story building in Gaza City hosting the offices of AP, Al Jazeera, and other international media outlets along with residential apartments; Israel claimed that it also housed Hamas and Islamic Jihad in Palestine intelligence offices, saying that made it a legitimate target; residents and workers were given 1 hour to evacuate the building. AP said their reporting capabilities in Gaza were significantly reduced while Al Jazeera called it a war crime and an act to stop reporting. Air strikes also demolished the home of senior Hamas official Khalil al-Hayya and severely damaged the 14-story tower al-Qahira and the 12-story tower al-Andalus in Gaza City. Shelling from land and sea also caused significant damage and injuries in Khan Yunis and Bayt Hanun. Egypt sent 10 ambulances to Gaza to pick up injured Palestinians for treatment at Egyptian hospitals. In Israel, 1 Israeli was killed by a rocket fired from Gaza in Ramat Gan, raising the Israeli death toll to 10. 6 buildings were also damaged in Ramat Gan. Rockets were also fired at Beersheba, Ashkelon, and Ashdod from Gaza, causing damage in Beersheba and Ashdod. Hundreds of Palestinian-Israelis protested in Jaffa over the Israeli police’s inability to protect them as violence has been escalating in the neighborhood and 1 minor was seriously injured by a firebomb on 5/14. 67 Palestinian-Israelis were reported arrested, including 52 in ‘Akka and 15 in Lydda. In Lebanon, hundreds of protesters gathered along the Blue Line to show solidarity with Palestinians in Gaza and Shaykh Jarrah. U.S. chair of the senate foreign relations committee Bob Menendez (D-NJ) said, after Israel demolished the building housing the offices of AP and Al Jazeera, that he was “deeply troubled by reports of Israeli military actions that resulted in the death of innocent civilians in Gaza as well as Israeli targeting of buildings housing international media outlets.” Menendez is known as 1 of the staunchest supports of Israel among the senate Democrats. In the West Bank, Israeli settlers attacked 2 Palestinians near Nablus by throwing stones and physically assaulting them, causing their hospitalization. Israeli forces shot and killed 1 Palestinian at a checkpoint in Za’atra and injured 1 other; Israeli forces claimed that 2 were in a car and refused to stop at the checkpoint. Israeli forces also violently dispersed protesters at a checkpoint north of Ramallah, injuring 9 Palestinians with rubber-coated bullets. Elsewhere, Israeli forces violently dispersed protesters at the Qalandia checkpoint, injuring 37 Palestinians using rubber-coated bullets. Israeli forces also violently dispersed Palestinian protesters in Jenin, injuring 1 with live ammunition while others suffered tear-gas related injuries. Meanwhile, Israeli forces violently dispersed Palestinian protesters, injuring 2 using live ammunition. Israeli forces also violently dispersed Palestinian protesters in Tulkarm, injuring 1 with live ammunition; others suffered tear-gas related injuries. Separately, Israeli forces violently dispersed Palestinian protesters in Hebron, injuring 7 with live ammunition and 10 with rubber-coated bullets. Israeli forces also injured 1 with a tear gas canister in Bethlehem. Elsewhere, Israeli forces violently dispersed Palestinian protesters at the Huwwara checkpoint, injuring 5 with rubber-coated bullets. 14 Palestinians were arrested, including 13 at checkpoints in Tulkarm, Huwwara, and Jenin, and 1 was arrested during a late-night raid in Jenin. In East Jerusalem, Israeli forces violently dispersed a sit-in protest against evictions in Shaykh Jarrah, spraying skunk water at protesters and arresting 3 residents. 6 other Palestinians were arrested, including 4 at a checkpoint in Issawiyya and 2 during late-night raids in Silwan and al-Tur. In Gaza, 10 Palestinians, including 1 child, were killed in Israeli air strikes, raising the comprehensive death toll since 5/10 from 20 to 30, including 10 children. The casualties included: 2, and 2 injured in an air strike on a 7-story building in al-Shati camp; 6, and at least 8 injured in 3 air strikes on apartment buildings in Gaza City; and 2 in an air strike near a chicken farm southwest of Dayr al-Balah. Additionally, Israeli air strikes damaged or destroyed dozens of buildings, including 1 14-story residential and commercial building, the Hanadi Tower west of Gaza City, 1 ice cream factory south of Gaza City, 1 health clinic and police station in Bayt Lahiya, 1 large school in Dayr al-Balah. Hamas reported that Israeli air strikes had destroyed all police buildings in Gaza. In Israel, 5 were killed by rockets from Gaza, including 2 Palestinian citizens of Israel, who were killed by a rocket fired from Gaza near Lydda, and 2 Jewish-Israelis and 1 Indian national in Ashkelon and Tel Aviv. 1 rocket fired from Gaza also damaged an Israeli pipeline in Ashkelon, igniting a large oil fire. A state of emergency was also declared in Lydda after a synagogue and some 30 cars were set on fire as Jewish-Israelis and Palestinian citizens of Israel clashed. Israeli forces also violently dispersed Palestinian-Israelis in Lydda after a protest erupted following a funeral of 1 Palestinian citizen of Israel who was killed by a Jewish-Israeli on 5/10; 12 Palestinian-Israelis were injured by stun grenades and rubber-coated bullets. Clashes also ensued in Ramla and a synagogue, a marketplace, and a Muslim cemetery were set on fire. In Acre, 1 police station and 1 restaurant were set on fire. 19 Palestinian citizens of Israel were arrested after trash bins were set on fire and stones were thrown at Israeli police in Haifa. Israeli forces also violently dispersed Palestinian-Israeli protesters in Jaffa, arresting 3; 2 police officers were reportedly injured. Clashes between Jewish-Israelis and Palestinian-Israelis were also reported in Beersheba. Israeli forces said that the Iron Dome had intercepted 85-90% of around 850 rockets fired from Gaza since 5/10. A Spokesperson for the U.S. national security advisor said chief of Palestinian affairs at the U.S. embassy in Israel George Noll had delivered a letter from U.S. president Joe Biden to PA president Mahmoud Abbas. The spokesperson would not say what the letter was about, saying it was part of the administrations outreach to “the Palestinian leadership.” (HILL, WAFA 5/11)

The Arab League secretary-general Ahmed Aboul Gheit said Israel was responsible for the escalation between Hamas and Israel, stating that “Israeli violations in Jerusalem . . . is what led to the ignition of the situation in this dangerous way.” Secretary-general Gheit’s comments came after a meeting of Arab League foreign secretaries discussing the situation. Haaretz reported that Palestinian and Egyptian sources said that talks to end the escalation between Hamas and Israel had ended due to opposition from Islamic Jihad and Israel. Leader of Hamas Ismail Haniyeh said that the escalation was started by Israel and that Hamas is ready for “an escalation and ready for calm, on the condition that they end the aggression against al-Quds.” Israeli prime minister Benjamin Netanyahu said, “Hamas and Islamic Jihad have paid—and will pay—a heavy price for their aggression . . . It was reported that the U.S. was delaying a UN security council (UNSC) statement addressing the Israeli aggression in Jerusalem, and escalation of the conflict between Hamas and Israel. A UNSC emergency meeting was called on 5/9 by Tunisia and 9 other countries. The state department spokesperson Ned Price said secretary of state Antony Blinken, national security advisor Jake Sullivan, and deputy secretary of state Wendy Sherman had talked to their Israeli counterparts and unnamed Palestinian officials. The White House spokesperson Jen Psaki said that President Joe Biden’s “support for Israel security, for its legitimate right to defend itself and its people is fundamental and will never waver . . . Israeli forces also razed land in Bruqin and Nil‘in. 6 Palestinians were arrested, including 3 during raids in Jenin refugee camp and Hebron, and 3 at a checkpoint near Jit. In East Jerusalem, Israeli settlers attacked 2 Palestinian minors in Issawiyya; no serious physical injuries were reported. Israeli forces violently dispersed protests in Bayt Hanina, leading to clashes, and arrested 4 Palestinians. Israeli forces also briefly dispersed Palestinians celebrating by the Damascus Gate but allowed the celebrations to carry on shortly after. 2 Palestinians were charged with hate crimes after throwing coffee on an Israeli settler and putting a video of the incident on social media on 4/22. In Gaza, Israel closed the Gaza fishing zone, citing 3 days of rocket fire toward Israel; Israel claimed that 4 Israelis were injured due to the rocket fire, all from tripping while seeking shelter. Israeli forces violently dispersed Palestinians protesting at the Gaza fence for the 3d day in a row, leading to tear-gas related injuries. 2 Palestinians were arrested for crossing into Israel. 2 Egyptian officials said they had been briefed that PA president Mahmoud Abbas will postpone the Palestinian elections this week, citing Israeli unwillingness to let Palestinians in East Jerusalem partake in the elections. Israeli member of Knesset, former minister, and leader of HaTzionut HaDatit (Religious Zionist Party) Bezalel Smotrich threatened that “Arabs are citizens of Israel, for now at least, and they have representatives at the Knesset, for now at least” during a party meeting. Smotrich further said that Palestinian-Israelis can only be “legitimate partners” if they accept Israel as a Jewish state. (HA 4/26)

In the West Bank, Israeli settlers opened fire at Palestinians near Salfit; no injuries were reported. Israeli settlers also planted crops on Palestinian-owned land in Taqqua. Israel approved the seizure of 147 dunams (36 acres) of land in Nahalin and Husan. Israeli forces handed temporary eviction orders for Palestinian residents of Khirbet Ibziq, saying they had to leave their homes for 4 days due to a military exercise. 4 Palestinians were arrested, including 3 during raids in and around Ramallah and Hebron; 1 was arrested at a checkpoint in Bayt Jala. In East Jerusalem, a mob of several hundred Israeli settlers and right-wing Israelis attacked Palestinians in several parts of East Jerusalem, injuring at least 105 Palestinians, 22 of whom were hospitalized; Israeli police said that 50 people were arrested, including Palestinians and Israelis; 1 Israeli settler was reported injured by Palestinians. The mob was summoned by the Israeli organization Lehava and was chanting “death to Arabs” as they were ravaging the city. 1 Israeli settler was arrested at the Haram al-Sharif compound for planning to stab Palestinians. In Gaza, Israeli forces made incursions and leveled land east of Rafah. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen within 3 nautical miles west of Bayt Lahiya. 21 senate Republicans called on U.S. secretary of state Antony Blinken to condition aid to the UNRWA on reforming the organization. The leader of the group, Senator Jim Risch (R-ID), claimed that the UNRWA textbooks include anti-Semitic content and that the UNRWA employs people affiliated with Hamas. The group also criticized that descendants of Palestinians displaced in 1948 are categorized as refugees, a talking point also used by Israel and the Trump administration. 331 members of the House of Representatives also signed a letter to the chairwoman of the appropriations committee, saying they oppose any conditions on U.S. aid to Israel. Estonia, France, Ireland, Belgium, and Germany issued a statement after a UN security council meeting on the Palestinian-Israeli conflict, saying that Israel must “facilitate the holding of elections across all of the Palestinian territories, including in East Jerusalem, in line with commitments made in the Oslo Accords as well as to facilitate the participation of international observers across all of the Occupied Palestinian Territory, including East Jerusalem.” During the meeting, the UN special coordinator for the Middle East Peace Process Tor Wennesland also said that Palestinians in East Jerusalem must be allowed to partake in the Palestinian elections and called on Israel to stop arresting candidates and disbanding election-related meetings. The Danish government said it had expressed concern about settler vandalism on Danish-funded agricultural projects to the Israeli government. Danish development minister Flemming Møller Mortensen said that “[a]ny form of violent acts committed by settlers in the West Bank is unacceptable,” and that the Danish government frequently reminds Israel of that. The racist Israeli organization Lehava called on its supports to gather at the Damascus gate in the Old City, where clashes between Israeli police and Palestinians have continued since Israeli measures against celebrations for Ramadan started on 4/13. The Lehava organizers called for breaking Palestinians’ faces and burning them alive. Israeli settlers have attacked Palestinians in East Jerusalem almost every night since 4/13. (HA 4/21)

Facebook said it had broken up a hacker network used by the PA’s intelligence service to spy on journalists, human rights activists, and government critics. Facebook said the intelligence service used compromised, fake profiles to befriend potential targets and trick them into installing malware on their computers. It was reported that some 800 people had been targeted in the Middle East. (AP 4/21; PCHR 4/22)

A powerful explosion occurred in an Israeli weapons manufacturing factory near Ramle. The factory said it “was a controlled test with no exceptional circumstances.” (HA, JP, TOI 4/21)

A British Zionist youth movement, Noam, boycotted an event with Israeli ambassador to the UK Tzipi Hotovely because of her “racist and anti-pluralistic views.” In a recent interview with the BBC, Ambassador Hotovely would not say if she favored a 2-state solution, saying she favors peace. A bipartisan bill that seeks to task the U.S. State Department with identifying opportunities to expand normalization efforts with Israel was introduced to the house. The bill was introduced by Gregory Meeks (D-NY) and Michael McCaul (R-TX). (JTA 4/21; JP 4/22)

The U.S. presented, through intermediaries, a list of sanctions to Iran that it is ready to lift in exchange for Iranian compliance with the Joint Comprehensive Plan of Action. UK Labour leader Keir Starmer withdrew from participating in a Ramadan iftar event because the organizer had retweeted a post about boycotting Israeli dates during Ramadan. It was also reported that Starmer had yet to respond to a letter sent to him by 25 members of the Labour party, complaining that the party is creating a “hostile environment” for Palestinians since Starmer became leader after Jeremy Corbyn resigned in 2019. Israel’s public broadcaster Kan reported that in early March, the head of Shin Bet Nadav Argaman held a meeting with PA president Mahmoud Abbas, PA intelligence service head Majed Faraj, and PA civil affairs minister Hussein al-Sheikh. In the meeting, Argaman is reported to have told President Abbas to cancel the Palestinian elections because Hamas was running, which Abbas refused to do. Argaman is also reported to have threatened to withhold all the PA tax revenue if the PA did not stop cooperating with the ICC investigation into war crimes committed in the occupied Palestinian territories. After releasing its annual report on human rights abuses with language of the Israeli occupation removed from the title of the section on the West Bank and Gaza, the U.S. state department spokesperson Ned Price said that the U.S. does consider the West Bank to be occupied by Israel. In the West Bank, Israeli forces violently dispersed a Land Day rally in Sabastiyya, leading to tear-gas related injuries. 10 Palestinians were arrested, including 8 during raids in and around Yasuf, Qarawat Bani Hasan, Jenin, Ramallah, and Hebron, and 2 were arrested at a checkpoint near Jenin refugee camp. In East Jerusalem, Israeli forces raided the home of a former Palestinian prisoner released on 3/29, after 20 years in prison, and assaulted his relatives who were preparing for a reception in celebration of his release; the Israeli forces arrested the former detainee again, and he was rereleased on 3/31 and warned not to hold a reception. Off the coast of Gaza, Israeli naval forces opened fire and sprayed water at Palestinian fishermen within 3 nautical miles west of Bayt Lahiya, causing damage to 1 boat; no injuries were reported. The U.S. state department released its annual report on human rights abuses and continued the Trump administration’s practice of not referring to the Palestinian territories as occupied in the section on Israel. Instead, the section was called “Israel, West Bank and Gaza.” A state department official said the language reflected the department’s “practices generally. We also believe it is clearer and more useful for readers seeking information on human rights in those specific areas.” (ALM 3/31)

EU representation in Jerusalem said that Israel is delaying granting visas to EU election observers for the Palestinian legislative council elections. It said that it had sent the request to the Israeli foreign ministry on 2/8. (WAFA 3/30; JP 3/31)

In the West Bank, Israeli forces shot and injured 2 Palestinians in Bir Nabala after clashes broke out during a raid; Israeli forces also seized 2 cars. Israeli forces also delivered stop-work orders to Palestinians rehabilitating land in Dayr Nidham. Elsewhere, Israeli forces razed some 3 dunams (0.75 acres) of land in Kisan. 23 Palestinians were arrested during late-night raids in and around Jenin, Qabatiya, Jalazun, al-Bireh, Bethlehem, Hebron, and Tammun. PA civil affairs commission chairman Hussein al-Sheikh met with Marwan Barghouti in the Hadarim prison in Israel to discuss whether Barghouti will be running in the upcoming Palestinian elections. Barghouti is serving 5 life sentences and 40 years in Israeli prison. Israel’s Walla news reported that the Jewish National Fund (JNF) is expected to announce that it will start buying land in the West Bank to expand Israeli settlements. It is already operating in the West Bank but using a subsidiary. According to the proposal, which will be discussed at the JNF’s highest level on 2/14, the JNF will focus on expanding settlements around East Jerusalem such as the Gush Etzion settlement bloc between Jerusalem and Bethlehem. Spokesperson of the U.S. state department Ned Price responded to questions about the plan by saying that neither party should engage in unilateral steps to undercut negotiations for a 2-state solution. Israeli soccer club Beitar Jerusalem, notorious for its racist fans, announced that it will no longer move forward with selling half of the ownership of the club to UAE royal Sheikh Hamad bin Khalifa Al Nahyan. Another reason is the United Arab List’s more conservative values compared to the 3 other parties. Parties running for the Israeli elections have until 2/4 to submit their composition of candidates. The new U.S. administration said it would freeze the sale of F-35 fighter jets to the UAE and munitions to Saudi Arabia to review the transactions. U.S. secretary of state Antony Blinken said the practice of new administrations reviewing pending sales of weaponry is not uncommon. The sale of the F-35 fighter jets to the UAE was part of the Israel-U.S.-UAE normalization deal announced in August 2020. Secretary Blinken also spoke with the Israeli foreign minister Gabi Ashkenazi over the phone to discuss, among other issues, expanding the Trump administration’s normalization efforts. Israeli prime minister Benjamin Netanyahu spoke at a campaign rally in Nazareth to try to reach out to Palestinian citizens of Israel after demonizing that part of the Israeli population for decades. At the rally, Netanyahu shared the stage with Nazareth mayor Ali Salam, who spoke in favor of the prime minister. 19 people were arrested during a demonstration against Netanyahu and several people were injured by police, including Palestinian-Israeli members of Knesset. The U.S. embassy in Rabat said the assistant secretary of state for Near Eastern affairs David Schenker had made “a historic visit” to the Moroccan-occupied Western Sahara. In the 1st of 3 votes, the Knesset approved a bill that would provide funding for Israeli settlement outposts in the West Bank and would retroactively give government approval for the settlements. The UN Security Council approved appointing UN Middle East envoy Nickolay Mladenov to be its new envoy to Libya and approved Norwegian national Tor Wennesland as the UN envoy to the Middle East. The PA said it would pay its civil servants their full salaries for November plus an additional 50 percent as the PA starts repaying its civil servants who have only received 50 percent of their salaries for months. The Israeli Knesset voted, in a preliminary vote, to dissolve itself, paving the way for a 4th Israeli election in 2 years. Among the votes to dissolve the Knesset was Kahol Lavan party leader Benny Gantz, who is currently serving as deputy prime minister and minister of defense. The bill was proposed by Yesh Atid and supported by Meretz and Labour, and eventually supported by Gantz’s party, which is part of the government it seeks to dissolve. 3 of the 4 parties that constitute the Joint Arab List also voted for the bill. The foreign ministry of the Czech Republic released a statement saying the country will open a branch of its embassy in Jerusalem, which will be manned by a diplomat. The country’s main embassy will remain in Tel Aviv. The president of the Czech Republic is a proponent of moving the country’s embassy to Jerusalem. Israeli forces demolished the Palestinian village Khirbet Humsa in the Jordan Valley, including 18 residential tents, displacing 74 people, including 41 minors. Agricultural structures and water tanks were also demolished, and 3 vehicles were seized. The village is located in what Israel deems a firing zone. Haaretz reported that Israel had asked the U.S. to approve sales of F-22 fighter jets to Israel so Israel can preserve its quantitative military edge in light of U.S. sales of F-35 fighter jets to the UAE as part of the normalization deal. The U.S. is the only country that operates F-22 fighter jets. (HA 10/27)

U.S. president Donald Trump told reporters that up to 10 other countries are in talks to normalize ties with Israel, saying “We have five, but we really have probably nine or 10, that are right in the mix. We have a lot. I think we’ll have all of them . . . It will be after the election. We’re doing a lot of work right now.” (HA, TOI 10/27)

In Gaza, Israeli authorities claimed that 2 rockets were launched at Israel from Gaza, 1 being intercepted by the Iron Dome. Israel’s civil administration’s supreme planning council approved 3,071 new settler units in 19 different settlements throughout the West Bank. On 10/14, the same planning council approved 1,877 settler units, making the total of 4,948 settler units for the 2 days combined. According to Peace Now, 2020 has surpassed all other years in approved settler units since Peace Now began counting in 2012. The total amount of settler units approved in 2020 is 12,159. The UN special coordinator for the Middle East peace process Nickolay Mladenov condemned Israel’s settlement expansion, as did the UK, Germany, France, Spain, and Italy in a joint statement. The Saudi foreign minister Prince Faisal bin Farhan al-Saud said during an event with the Washington Institute for Near East Policy that “the only thing that can deliver lasting peace and lasting stability is an agreement between the Palestinians and the Israelis,” suggesting that Saudi Arabia is not close to normalizing relations with Israel. He also said that Saudi Arabia does not have an opinion about other countries that normalize relations with Israel as the UAE and Bahrain have done. U.S. secretary of state Mike Pompeo had said 1 day earlier during a press conference with Foreign Minister Prince Faisal bin Farhan that “[w]e hope that Saudi Arabia will consider normalizing its relationships as well. PA president Mahmoud Abbas met with the president of the World Jewish Congress Ron Lauder in Ramallah. The meeting lasted some 3 hours and Lauder arrived in a Jordanian helicopter. It is unclear what the meeting was about. In the West Bank, Israeli settlers threw stones at Palestinian vehicles traveling between Bethlehem and Hebron; 1 Palestinian child was injured by broken glass in his eye. Israeli settlers also uprooted dozens of Palestinian-owned olive saplings east of Yatta.
